Dengue Toll Mounts to 16, Over 2k Affected by Fever in National Capital
By Express News Service Published: 18th September 2015 04:50 AM Last Updated: 18th September 2015 04:50 AM

NEW DELHI: With the dengue deaths of two more children, including a three-year-old girl in the past 24 hours, the toll due to the disease has risen to 16 in the capital city, even as the AAP government and the BJP-run civic bodies continue to grapple with fever cases.

Neha, a resident of Sangam Vihar in South Delhi, died on Wednesday afternoon at the Saket City Hospital. Her distraught parents alleged that a government hospital and a private nursing home did not provide her proper treatment for dengue. Another death was of a nine-year-old girl Sabreena Fatima, who succumbed to the vector-borne disease at the Ram Manohar Lohia Hospital.

Data released by the Delhi government shows that in the last 24 hours, 2,519 people were admitted with fever and related complaints. Of these, 281 were dengue cases. This has been the worst outbreak of the disease in New Delhi in the past five years.

Oommen C. Kurian: Dengue in Delhi ?fighting an outbreak with the wrong numbers and an unwilling private sector

24 Sep, 15 | by BMJ

The current dengue outbreak in Delhi came to international prominence following the unfortunate incident of a young couple who committed suicide after their son was rejected treatment by many prominent private sector hospitals in Delhi. Treatment was denied despite the government saying on 28 August that patients should not be denied admission to hospital on account of a lack of beds. Responding to such cases, the Government of Delhi hasissued show-cause notices to five private hospitals asking them to explain why they refused to admit the boy and why their registration should not be cancelled.
A quick comparison of different sources of data on deaths from dengue fever show that the ?official? reported deaths from dengue fever over the last five years (2010-14) in Delhi are much lower than the deaths registered by the civil registration system, as the following graph shows. Of the 1221 deaths from dengue fever that were registered in Delhi between 2010 and 2014, only 29 entered the official system. This is actually not surprising given the Indian situation, as studies have shown that official estimates of the annual incidence of dengue fever in India are lower than the actual number by a staggering 282 times.

BINDU SHAJAN PERAPPADAN

Over stretched medical staff, deferred non-critical surgeries, jam-packed fever wards, and anxious family members waiting on hospital corridors: almost all government hospitals in city, fighting ascending dengue numbers in the city, have this scenario played out every day for the past month.

The city reported two more deaths at Ram Manohar Lohia Hospital and another at Safdarjung hospital due to dengue pushing up the dengue toll to 28 on Wednesday. A Jamia scholar also died of dengue earlier this week. This even as health experts warn that the actual death toll could be much higher. Dengue surveillance poor in India

Sanjeet Bagcchi

DOI: http://dx.doi.org/10.1016/S0140-6736(15)00315-3

India is tackling a surge in dengue cases, which some experts say could be vastly underestimated because of the lack of a surveillance system. Sanjeet Bagcchi reports from Kolkata.

As of Sept 15, 2015, nearly 21 000 cases of dengue have been reported across India, according to the country's Ministry of Health and Family Welfare. The number is double that reported in the country this time last year; as of Aug 31, 2014, the number of cases was 10 097. However, in a statement on Sept 2, health secretary BP Sharma said that although more cases have been reported in 2015 than in 2014, as of Aug 31 this year, there have been fewer deaths.
...
However, research suggests that the number of cases might be a substantial underestimate. An October, 2014, study in the American Journal of Tropical Medicine & Hygiene by researchers at the Brandeis University, MA, USA, showed that the annual number of dengue fever cases in India could be 282-times higher than the number officially reported, and ?the disease inflicts an economic burden on the country of at least US$1?11 billion each year in medical and other expenses?.

Thekkekara Jacob John, virologist and former head of clinical virology at the Christian Medical College in Vellore, said, ?Real numbers can emerge only with public health surveillance?one of the cardinal functions of a public health department, which is absent in India?. Amit Sengupta, associate coordinator at the Delhi secretariat of the People's Health Movement, told The Lancet that there is no surveillance system in place in India for dengue and all estimates of people affected during any epidemic are, at best, educated guesses. According to Sengupta, ?80% or more of dengue patients have no symptoms or mild symptoms and are not likely to be tested?. However, speaking to The Lancet, Arun Thapa, the WHO representative to India, said, ?We don't have any evidence as to whether there is any under-reporting in the number of cases. However, it is safe to say that inherent to any ?good? but passive disease surveillance system, there is the possibility of under-reporting.?
...

Comment: A very political statement by the WHO representative. Evidence abounds if you chose to look for it. For example; Dengue deaths: Over 1,000 cases in five years, says govt; not even 30, claims civic body and Dengue, malaria deaths being under-reported by the BMC? and Study: Dengue fever vastly underreported in India. I would be more inclined to listen to Public Health advocates like TJ John. - Ro
