Medics and specialists are reporting the health situation in the quake zones through text messages to the Chinese Center for Disease Control and Prevention (CDC), an official said.

Normally this is reported through the Web-based disease sentinel surveillance and reporting system, which was established in 2003, Feng Zijian, director of the center's emergency response department, told China Daily on Thursday.

However, only 12 of the system's 466 sentinel sites covering the quake zones remain in order, Ma Jiaqi, the center's information chief, said.

"The SMS reporting system is of big help," he said.

Health professionals at treatment facilities, including temporary on-site medical stations and makeshift shelters, are reporting on the health situation on a daily basis, Ma said.

More mobile phones will being handed out in the areas, he said, adding the biggest difficulty is gaining access to some of the areas. "But, we are trying our best to cover all the areas in 10 days," he said.

"The SMS reporting system is crucial in keeping experts updated with the latest public health conditions and possible threats, so that we can take timely and effective action."

As of on Thursday no major outbreak of disease had been reported, Xinhua said.

However, the huge pressure to prevent the outbreak of disease remains, Feng said.

Top concerns include cramped living conditions at the shelters, food and water safety, proper disposal of garbage, and dead bodies, he said.

More than 5,000 health workers have fanned out to disinfect villages, and doctors and nurses are stationed round the clock at shelters.

The CDC will introduce more vaccination drives for children, who are particularly vulnerable, Feng said.

Currently, sporadic cases of hepatitis A, diarrhea, and hand-foot-mouth disease have been detected at some of the quake hit areas, Ni Fang, a researcher with the CDC, told the 21st Century Business Herald in Mianzhu, Sichuan.

Some of the shelters still lack proper hygiene, such as toilets, he said. "Some people are keeping their pet dogs and cats at the shelters, they also pose a health risk."

Getting Back on the Line in Sichuan

James T. Areddy sends this dispatch from Changchun, a remote village in Sichuan province.

Long after this month?s earthquake in China, it?s easy to see what knocked the electricity out in this mountaintop village. The massive boulder that dropped from 1,700 meters clear-cut a path through the pine trees before it shattered the road and broke a utility pole.

The act of nature didn?t hurt anyone. But it put at risk the most eye-catching structure in Changchun, and arguably its most important: the China Mobile cellular phone tower erected next to the local school.
While the tower itself stood far from harm?s way during the avalanche, the power cut threatened to poke a hole in the mobile phone coverage of the world?s biggest cellular operator.

China Mobile, like many other businesses that operate near the quake epicenter in Sichuan province, was jolted by the May 12 earthquake. At one point, 4,457 of its cell towers were out of service and phone traffic in Sichuan backed up with huge increases in calls.

Yet the quick restoration of mobile phone coverage to all but a small portion of the quake zone is one of the hallmarks of China?s strong response to the disaster. China Mobile put more than 40% of the downed and damaged towers back in service the first day and 77% so far, while also using other methods to bypass problems, according to the company.


What happened in Changchun says a lot about how the restoration worked.

Most of Changchun?s 800 people were outside, in their bean, garlic and corn fields, when the quake struck, which minimized the danger. An elderly and infirm woman died when her house collapsed and two people were injured. The bigger damage was to local infrastructure, including houses. And with the electricity off, no one could watch TV or pump water up for a shower.

Initially, the mobile phone coverage was OK. A backup power source, designed for just such an emergency, kept the cellphone tower operational, though heavy phone traffic made it tough to get through sometimes. By the third day after the quake, however, the tower had used up all its juice, and cellphone coverage was officially out for the first time since the earthquake.

China Mobile operators must have known what was happening, says village chief An Zhouqian, since a repairman soon arrived down the hill from Changchun with a 50-kilogram (110-pound) backup generator to power the tower ? just the tower.

?They asked our villagers to carry the machine up the mountain,? says Mr. An, noting it is a steep, four-kilometer climb.

For days afterward, the rap-rap-rap of the gasoline-powered generator echoed across the hills, as Changchun did its part to serve China Mobile?s 400 million customers.

Then, on a hot afternoon 10 days after the quake,
Mr. An was helping clear stones from the bombed-out road when six engineers clad in orange jumpsuits representing the power company, State Grid, trudged up the hill to fix the electricity line that had been thrown to the ground when the earthquake dislodged the boulder that had hit the utility pole.

When I returned from work the other day they sprayed the wheels of my bus with disinfectant. I'm not sure this is that useful, and I'm wondering if the the tons upon tons of disinfectant dumped in these areas poses a threat to the environemnt. I mean, isn't it better to just vaccinate children, boil water, and make sure that human sewage doesn't contaminate the drinking water?

Highlights:

Health impact:
The official death toll rose Thursday to 51,151 dead- exceeding previous government estimates- and expected to keep rising. 288,431 people were injured and 29,328 are still missing according to the emergency response office of the State Council.
According to the MoH, 68,608 people have been hospitalized due to the quake. By 12:00 Thursday 22 May 3,444 had died in hospitals, 28,497 had been discharged and 33,665 were still being treated. Of these, 3,002 patients have been transferred outside of Sichuan for further treatment.
Health priorities include:
- Treating the injured
- Communicable disease surveillance and control
- Ensuring safe water and food supply,
- Immediate and long term mental health and psychosocial support
- Reconstruction of the health care system in the affected areas
Health Sector Response:
As of 21 May, the MoH had deployed medical teams from 26 provinces (or municipalities) in affected areas. 58,663 medical health workers were in the disaster areas including 7,638 sent by the MOH
National sanitary and anti-epidemic workers are engaging in disease control and prevention activities including disinfection in 12 severely affected areas. As of 21 May, the MOH sent out 65 tons of disinfectants, 44,400 pairs of acid-proof gloves, and 50,000 disposable protective suits, 6,000 sprayers, and 100,000 face masks to affected area.
Seven senior TB experts were sent to affected area on 20-21 May. TB Prevention and control measures undertaken include development and dissemination of protocol and facilitation of follow up of TB patients in affected areas.
Mental health and psychosocial support personnel are deployed in affected areas including 171 psychiatrists deployed by the MoH.
The Chinese Red Cross is providing emergency medical services on-site. The Chinese Red Cross has been designated by the government to coordinate external health teams in Sichuan.
External medical teams currently in or shortly expected in Sichuan include teams from Russia, Japan, Italy, German Red Cross, MSF Belgium and France.
WHO Response:
In Coordination with the UN Disaster Management Team, WHO's China Emergency Response Task Force continues to monitor and respond to health sector needs as communicated by the MoH.
WHO is sending experts to respond to a request by the Government of China for technical support for the reconstruction of the health care system.
WHO was formally requested by MoH and the Ministry of Foreign Affairs to provide Norwegian Surgical Kits and Inter-agency Emergency Health Kits (IEHK).
WHO China is coordinating with the WHO Regional Office for the Western Pacific (WPRO) and WHO Headquarters to obtain and dispatch the requested kits to the affected areas.
WHO is working with partners to finalize the implementation plan for anticipated CERF allocation to:
1. Supplement the availability of health supplies needed for life saving medical services
2. Re-establish systems for prevention and control of communicable disease
3. Re-activate the essential functions of damaged frontline health and medical facilities in the affected areas.
WHO continues to provide technical guidance on critical health issues as requested.
WHO participated in UN Country Team discussion convened by the UN Resident Coordinator's Office on the UN's role in supporting China's transition from search and rescue to reconstruction.
Urgent needs:
The Government of China has provided United Nations agencies with a list of urgently needed medicines and medical equipment for earthquake response in Sichuan. This includes materials for epidemic prevention, ensuring food and water safety, and medicines and equipment for treatment of injuries. All medicines, medical equipment and disinfection products should have prior registration in China.

China's Quake Relief Operation Shifts to Survivors (Update3)

May 23 (Bloomberg) -- China's aid workers shifted focus to survivors of last week's earthquake as rising waters from blocked rivers and disease threaten 5.5 million displaced people in Sichuan province.
The operation has moved to rehabilitating people from undertaking rescue work, Premier Wen Jiabao said. ``It will be a harder and long-term task,'' he said yesterday during his second visit to the region since the disaster, the official Xinhua News Agency reported.
The deadliest earthquake in China in 32 years left more than 80,000 people dead or missing, destroyed 5.4 million homes and damaged another 21.4 million. Wen told rescuers to clear rivers in Sichuan where landslides created 33 artificial lakes that may burst their banks and to evacuate people in danger, Xinhua said.
The death toll reached 55,239 people in Sichuan with 24,949 missing and 281,066 injured as of 7 p.m. Beijing time yesterday, Li Chengyun, the provincial vice governor, said in the capital today. Teams have rescued almost 84,000 people from the rubble of buildings, he said.
Workers yesterday saved a victim who was buried for 214 hours, Li said. ``As long as there's even a flicker of hope, we won't give up our efforts,'' he said.
Rains are forecast across the southwest next week and will raise water levels in the rivers and lakes, Xinhua cited the Chinese National Meteorological Center as saying.
Flooding, Mudslides
The government is trying to prevent the spread of diseases and secondary emergencies such as flooding and mudslides, Li said. It wants to settle 98 percent of survivors within a month and restore all roads within three years, he added.
As many as 48,680 medical and first aid workers have been brought into the region, Li said. A total of 140,000 soldiers are helping the relief operation, he said.
The government is setting up a 70 billion yuan ($10 billion) fund to pay for reconstruction work, and government departments have been told to cut spending by 5 percent to divert funds for rebuilding. Disaster-relief allocations reached 13.96 billion yuan yesterday. Sichuan received 5.4 billion yuan in quake donations, according to Li.
Building work ``will be even more difficult than before the earthquake because the geological structure of the mountains and the whole area has become very loose,'' Li said. ``In this aspect, it is even more catastrophic than the Tangshan earthquake,'' he added, in a reference to a 7.5-magnitude temblor that killed 250,000 people in 1976.
No Major Risk
The lakes that formed on rivers pose no major risk ``in the near future,'' Zhu Bing, deputy head of Sichuan's provincial water resources office, said in Beijing today.
``If there are strong aftershocks or violent rain, there is the possibility that a barrier lake will collapse entirely,'' he said. The office is monitoring the areas and moving residents away from rivers that may flood, he added.
The Sichuan government has stepped up monitoring of market activities and has so far dealt with 60 cases of illegal pricing, Li said, in response to questions from journalists about black market selling of relief goods.
More than 12 million people were displaced by the May 12 quake that hit Sichuan and surrounding provinces. The affected zone covers about 100,000 square kilometers (39,000 square miles) or about 1.5 times the area of Ireland.
Tents Needed
China needs 3.3 million tents to shelter survivors, the Foreign Ministry said yesterday, adding that about 400,000 tents have been sent to Sichuan since the disaster.
``Tents are badly needed now,'' Weilin Kuang, China's deputy consul-general in New York, said during a news conference in Manhattan yesterday.
More than 150,000 tents have been provided by Saudi Arabia, Pakistan, the U.K., U.S. and the United Nations Refugee Agency, Xinhua cited China's State Council, or cabinet, as saying.
Some students have returned to class in areas affected by the temblor, and some of the 29,000 kilometers (18,000 miles) of roads that were damaged have been repaired and reopened, Kuang said in New York. Damage from aftershocks is hampering efforts to keep roads open, get medicine and other supplies to affected areas and bring injured people out, he said.
There have been 167 aftershocks with magnitudes of 4 or higher since the quake, Kuang said. A 4.5 magnitude shock hit the area at 3:18 p.m. local time yesterday, the U.S. Geological Survey said on its Web site.
Last week's earthquake was the most powerful to hit China, the world's most populous country with 1.3 billion people, since a magnitude-8.6 quake struck Tibet in 1950, killing 1,526 people. The Olympic torch reached China's financial hub of Shanghai on Friday but celebrations were muted as the city paid tribute to the victims of last's week's devastating earthquake.
There was some upbeat news as police rescued an elderly couple who had been stranded for 11 days since the devastating earthquake on one of China's holiest mountains, state media said.
The couple, aged 92 and 84, had been stuck in their cottage in southwestern Sichuan province on the top of Mount Qingcheng, a peak associated with the founding of the Taoist faith.

Armed police found the couple, Tian Yueqing and Cao Shuyun, on Thursday and carried them down the mountain on stretchers, the state-run Xinhua news agency said.
It said authorities set up a tent at the foot of the mountain for the couple, who have no children, and provided them with bedding, food, water and other necessities.
Such survival stories have inspired the Chinese public since the May 12 earthquake.
The number of people left homeless in Sichuan is over 5.47 million, he said, raising the figure from around 5.2 million given earlier in the week.
Olympic organisers have also altered the route of the flame so it will pass through Sichuan province from August 3 to 5, making it the last stop before coming to Beijing for the Games.
The torch relay is the most ambitious in Olympic history and included a one-month world tour in April that was anything but harmonious.
On Thursday China made an urgent global appeal for millions of tents to shelter destitute survivors of its worst earthquake in a generation.
Ten days after the 8.0-magnitude earthquake, China was focusing on staving off disease in its overflowing tent cities as it tried to lift the spirits of the homeless with plans to bring the Olympic flame through the disaster zone.
To underscore the huge task of housing the homeless, state television showed President Hu Jintao touring tent factories on Thursday urging workers to step up production and contribute to relief and rescue efforts.
Premier Wen Jiabao meanwhile launched his second tour of the disaster zone in quake-stricken Mianyang, one of the cities hardest hit in southwestern Sichuan province.
"The focus of relief work has shifted from rescuing lives to rehabilitating quake victims and local society," Xinhua news agency quoted Wen as saying.
As more foreign medical teams arrived on the scene in mountainous Sichuan, foreign ministry spokesman Qin Gang said the country needed 3.3 million tents or other portable shelters.
"We hope the international community will prioritise tents in providing assistance to China," Qin told a press briefing in Beijing. Only some 150,000 have been received so far.
The government has pledged more than 13 billion-dollars for relief and reconstruction for the victims of the May 12 quake, which caused destruction in an area three times the size of Belgium.
The housing ministry Thursday ordered the construction of one million small homes by August 10 made of light steel, plywood and other materials that are both safe in earthquakes and "recyclable." The houses are supposed to last up to five years.
But for now, most of the 5.2 million people displaced by the quake are crammed into tents or under simple tarpaulins, where they face health worries with the risk of disease as well as simple boredom as they try to deal with their trauma.

PENGZHOU, China (AP) - Emergency crews worked Friday to secure 15 sources of radiation buried in the wreckage left by the powerful earthquake, the government said, as it planned for a long three-year rebuilding effort for ruined central Chinese towns and roads.

As they grappled with finding tents and getting food and medical care for
the displaced, relief teams also evacuated survivors living downstream from rivers dammed by landslides. With their waters pooling, the blocked rivers could breach the earthen barriers, a danger that would grow with coming rains or in aftershocks from the quake that led to 55,000 deaths.

Meanwhile, the Environmental Protection Ministry said experts from its National Nuclear Safety Administration were trying to contain 15 unspecified ?sources? of radiation.

Some 50 potential radiation sources had been buried by the quake, environment Vice Minister Wu Xiaoqing told reporters in Beijing. While 35 have been secured, the remaining 15 were buried under buildings and houses and though located were inaccessible, he said.

Wu said the radiation was not leaking. But the number of unsecured sources was far higher than the two the agency reported earlier this week. China has said all nuclear facilities were safe _ an assurance Wu repeated _ and foreign experts have said the unsecured sources were likely materials used by hospitals and factories or for research.


The search for radiation sources and the evacuation of flood-threatened communities shows how precarious the situation remains 12 days after the devastating quake. The confirmed death toll rose again Friday to 55,740 and another 24,960 remained missing, said the State Council, China's Cabinet.
Even as it battled to bring relief to the devastated areas of Sichuan, the government was shifting focus to long-term reconstruction and away from the search for survivors and bodies among the wreckage.
Vice Governor Li Chengyun said the province would aim to rebuild roads and cities within three years.
Beijing also ordered its richest provinces and cities to adopt areas that were hit hard by the quake and to start sending aid right away, especially tents and drinking water.
?It's been a big disaster but the government has been doing a good job and I think the rebuilding work can be done in three years,? said 36-year-old Zhang Min, who works for a brick-making company in the quake-flattened town of Bailu, outside Pengzhou city.
Tents were in great demand in the town. Signs urged people to pay attention to hygiene to prevent disease outbreaks. Red banners hung across the main street said, ?There is no difficulty that the heroic Chinese people cannot defeat.
Liu Qiang, a teacher at a medical college in Hubei province who came to aid quake victims, said the lack of clean water was causing health problems.
?People are developing rashes and wounds are becoming infected because they're using dirty water,? Liu said. ?Colds and fevers are also common.

Back in the provincial capital of Chengdu, a Dutch rescue and recovery team with sniffer dogs complained that soldiers prevented it several times from entering disaster areas, abandoning the search for survivors and bodies to focus on rebuilding.
?They have stopped searching and they want to clear things out,? said Saad Attia of the group Signi, which arrived last Saturday with Labrador retrievers and Belgian shepherds. ?They are allowing no one in, not even the cadaver dogs.
Attia said the attitude is different from the group's work for Pakistan's quake in 2005 and during the 2004 tsunami disaster in Sri Lanka and Thailand where those countries wanted the searches to go on for as long as they could.
Sichuan Vice Governor Li said, however, that the search has not been abandoned. ?We will not give up on trying to save people,? Li said.

As many as 9,000 injured will be transported to other provinces, Vice Governor Li said, as the large casualty toll has overwhelmed local hospitals in Sichuan. He said more psychologists were also needed to help survivors cope with the tragedy, especially children orphaned by the quake along with students who saw many classmates killed in collapsed schools.

A 25-member Italian medical team set up a mobile hospital Friday in Mianzhu city, where the local hospital has been listing since the earthquake, Xinhua said.
Six pandas were moved Friday from the damaged panda-breeding base in Wolong near the epicenter because of food shortages, the official Xinhua News Agency said.
?There is enough water now, but food is still a major problem. The pandas are in urgent need of bamboo and apples,? Xiong Beirong, an official with the Sichuan provincial forestry bureau, told the agency.
Two pandas missing since the quake have still not been located.
The Olympics torch relay ran through Shanghai after a ceremony that began with a minute of silence in People's Square to honor quake victims.
?Now the Sichuan people are suffering from the earthquake and we're lucky to be here. I hope we can all show respect for the Sichuan people, to show we are brave and also show our thanks to the government for their help,? said Dennis Jin, a worker with the Shanghai branch of television maker Sichuan Changhong who is a native of the province.

Wenchuan Earthquake - Impact on agriculture, livestock and food security in affected areas, and implications for China
An earthquake of magnitude 7.9 on May 12 rocked the south-western province of Sichuan in China, the worst the nation has experienced in 30 years. As of 23 May, over 55 700 people have been confirmed dead, more than 288 000 injured, and over 24 960 missing. Buildings (including 600 000 homes), infrastructure and communications have been destroyed or severely damaged. Some 5 million people have been displaced in eight affected provinces and municipalities including Sichuan (the province most severely affected), Gansu, Shaanxi, Chongqing, Yunnan, Shanxi, Guizhou and Hubei. The earthquake caused unprecedented destruction in affected areas.
The Government of China has launched a major, wide-ranging rescue, recovery, and relief effort, involving approximately 130 000 army troops, 34 000 medical staff, and scores of civilians. Some 200 000 displaced people have been sheltered in nearly 100 emergency camps; emergency assistance, including food and bottled drinking water, are still urgently needed.
It is too early to assess the exact extent of crop and livestock losses, but based on a rapid assessment by the Ministry of Agriculture of China, over 33 000 ha of crops were damaged, more than 12.5 million head of livestock (mostly pigs and poultry) killed, and over 8 000 tonnes of fish seedlings lost. Major agricultural infrastructures have been destroyed, including irrigation systems for some 100 000 hectares of paddy fields, over 50 000 greenhouses and 7.3 million square meters of livestock barns . In addition, 20 000 hectares of fish ponds were destroyed or damaged.
At the time of the earthquake, harvesting of wheat, oilseeds and potatoes was underway in the most affected areas, and localized damage to these crops is severe. Harvesting has been delayed, and crops are at risk of being lost.. As of 21 May, some 81 percent of wheat (1.113 million hectares) and 93 percent of oilseeds (0.831 million hectares) in Sichuan province had reportedly been harvested, while about 50 percent of wheat and 30 percent of oilseeds had reportedly not yet been harvested in the worst affected areas. Maize in the affected areas was in the early development stages and some, especially in the hilly areas, was damaged. The yield is expected to be reduced due to damaged irrigation systems and a tight supply of fertilizers and pesticides following road destruction. Paddy rice is in the transplanting stage and some seeding plots were destroyed or damaged; they will need to be reseeded or shifted to maize, which requires less water.
Most of the population affected by the earthquake is critically dependent on agriculture for their livelihoods and many are vulnerable to food insecurity. Therefore, food assistance is urgently needed since cereal stocks kept by farmers have been lost and their agriculture production and their income generation impaired. In the agricultural sector, there is an urgent need for inputs such as seeds for replanting, tillage and irrigation services, fertilizers for maize and paddy production, as well as pesticides, fuel, and small agricultural tools. There is also a need for feed and vaccines for livestock, and restocking of fish ponds. Despite severe damage to crops in the worst-affected areas, the impact of the disaster on national grain output is expected to be limited due to the region?s small share in national production. Similarly, the impact on national pork supply is also likely to be minimal; although Sichuan is China?s largest pork producing province, the affected counties are not the major pork producing areas. At the national level, the output of winter wheat, which usually accounts for about 95 percent of annual wheat production, and was planted on an estimated 21.55 million hectares, is forecast to be slightly higher than the record level of last year, reflecting good weather conditions in major producing regions. The overall food supply situation in China is satisfactory; the country had net exports of some 5 million tonnes of cereals in 2006/07 and is expected to remain a net cereal exporter in 2007/08 and in 2008/09.

China Says Radiation, Leaks After Quake Under Control (Update1)

There were no accidents because of nuclear radiation and the four cases of chemical leaks didn't pollute the air or water, :surrender: Vice Environment Minister Wu Xiaoqing told reporters in Beijing.
The temblor that struck the southwestern province of Sichuan on May 12 left more than 80,000 people dead or missing, destroyed 5.4 million homes and damaged another 21.4 million. It is a challenge for the country to ensure environmental safety in the quake-hit areas, where more than 100 chemical plants are located, Wu said.
``The nuclear facilities in the quake-affected areas are safe,'' Wu said today. ``The government has told companies that possess radiation sources in the region to intensify checks to prevent accidents.''
The government retrieved and safely stowed away 35 of the 50 sources of radiation found, he said. The government has yet to specify the nature of the radioactive materials or say where they were discovered exactly. There are no commercial nuclear power plants in Sichuan. ;)
The government, through its environmental agencies, has contained the industrial chemical leaks in the cities of Shifang, Mianzhu and Qingchuan, Wu said. Seventy-six percent of all chemical plants in the quake zone have been shut, the minister said.
Economic Losses
The environmental monitoring facilities in the quake- affected areas were ``badly damaged'' and Wu's ministry is currently using equipment from other regions to ensure ``adequate and accurate'' environmental reports, he said.
The government's environmental protection agencies in the quake-hit provinces of Sichuan, Gansu, Shaanxi, Yunnan and the city of Chongqing sustained a ``direct economic loss'' of more than 700 million yuan ($100 million) as of yesterday, Wu said.
PetroChina Co., the nation's biggest oil producer, may have to rethink a plan to build a 50 billion yuan refinery in Pengzhou city in Sichuan, Wu said. The Hong Kong-listed company is a unit of China National Petroleum Corp., the country's biggest oil producer.
``Experts are assessing the impact of the earthquake on this project, and we will make a decision when the study is completed,'' Wu said. ``If the results show geological conditions have greatly changed after the earthquake, we will specify detailed environmental requirements for the project.''
The ministry is also stepping up its monitoring of the water quality and ``dangerous chemicals'' in quake-affected areas to prevent accidents, Wu said.
