China's Recovery From Quake to Take 10 Years, World Vision Says

May 21 (Bloomberg) -- China may take as many as 10 years to recover from its deadliest earthquake since 1976 as the government relocates more than 12 million people left homeless by the disaster, World Vision, a Christian aid group, said.
``We're going to see a real massive internal displacement,'' Jeffrey Wright, a spokesman for U.S.-based World Vision, said in a phone interview. ``It's going to take five to 10 years to really recover from this.'' World Vision delivers food, clothing and medical supplies to disaster zones.
The May 12 earthquake destroyed 5.4 million homes and damaged another 21.4 million, the Ministry of Civil Affairs said in Beijing. As of 6 p.m. Beijing time yesterday, 40,075 people had died and 247,645 were injured, the official Xinhua News Agency reported, citing the State Council, China's Cabinet.
Officials are rushing to house the 12.4 million people displaced by the quake in shelters to prevent the spread of disease with the onset of the rainy season in Sichuan, the worst-hit region, and surrounding provinces. The government appealed to overseas donors to make sending tents a priority.
``We are encouraging people affected to seek shelter with relatives and friends,'' Jiang Li, vice minister at the Ministry of Civil Affairs, said at a Beijing news briefing yesterday. The government is opening public venues to resettle people ``and this is where we need huge numbers of tents.''
More than 278,000 tents have been sent to the earthquake zone and the government has ordered 700,000 more, Jiang said. As many as 3 million tents are needed, as are foldable beds, crockery and gas canisters, she said.
Rains Start
Rain continued falling today and is forecast to continue till at least tomorrow, the China Meteorological Administration said in its latest English-language advisory. The rain has heightened concern about mudslides and the spread of disease.
``Mudslides are the biggest worry for now amid the torrential rain because the ground has already been destabilized,'' Jiang said.
Orphans and elderly people who lost relatives in the quake and haven't anyone to support them will get a monthly allowance of 600 yuan ($86) for the next three months, Jiang said. The Finance Ministry has allocated 2.5 billion yuan in emergency aid, she said.
The central government is shipping 384,000 tons of grain from its reserves to Sichuan province to feed survivors.
More survivors were found yesterday. Wang Youqun, a 60- year-old retiree in Pengzhou, was rescued 196 hours after the quake struck. She lived on rainwater for the past few days, according to Xinhua.
Earlier, rescuers took 30 hours to pull Ma Yuangjiang, 31, from the rubble in Wenchuan county near the epicenter, Xinhua said, almost 179 hours after the quake.
The earthquake was the most powerful to hit China, the world's most populous country with 1.3 billion people, since a magnitude-8.6 quake struck Tibet in 1950, killing 1,526 people. A 7.5-magnitude temblor in Tangshan in the northeast killed 250,000 in 1976, according to the USGS.

Chengdu: 4,156 dead (note: these must be areas well outside the city proper, because I am in Chengdu and have seen almost no damage/injuries)

Hi everyone, thanks for the replies (just to clarify, I am actually an English teacher in Chengdu, originally from the US).

Of greatest concern to me personally is the proliferation of rumors that cause panic among Chengdu residents,--a majority of the people in this city of 11 million people have been sleeping outside of their homes for over a week now. NPR has a couple of blog posts on the problem here and here and I have written my own reaction to the problem here.

Though many people run inside their homes to use the bathroom, many others choose to do so outside because they are either too terrified to return inside and/or their apartment is too far away from where they have pitched their tents. The rivers in the city have become especially filthy recently and public toilets (unsanitary to begin within) are close to overflowing. So in a sense, Chengdu has almost become a refugee city itself.

Hopefully this will all come under control over the next couple of days, and the city will start to clean itself up. As I look out my window, however, I still see about 5-6 families camping in the courtyard outside.

Taiwan's National Space Organisation has released satellite images of the Beichuan area of Sichuan, showing how the earthquake has caused huge landslides.

The river running down from the mountains through Beichuan has been blocked by earth (seen as brown). Roads have been covered and buildings swept away.

One lake that poses a threat is in Beichuan county. The lake was formed due a landslide that partially blocked the Qianjiang River. It is 40 m deep and contains about 30-40 million cu m of water.

In Qingchuan county, another lake has been formed containing about 10 million cu m of water. Experts with the Sichuan water resources department said the lake's water level was rising. All people living downstream have been evacuated.

Gao Jianguo, a researcher with the China Earthquake Administration's Institute of Geology, said it was extremely urgent to monitor the newly formed lakes that could burst their banks and cause flooding downstream.

"As the rainy season is approaching, these unstable lakes, or natural reservoirs, pose a serious threat to densely populated downstream areas," Gao said.

As earthquake relief campaign enters the 10th day, a top priority for the authorities and rescuers has become the prevention of infectious diseases in the quake areas, where numerous human and animal bodies are decomposing beneath the ruins, a hotbed for dangerous infectious diseases.

"It is not sheer alarmism," said Jiang Tianjun, a doctor with the PLA's No. 302 Hospital in Beijing, referring to the possibility of an outbreak of serious epidemic diseases in the areas stricken by the devastating quake.

The expert urged people in the affected areas to be vigilant against rats, mosquitoes, flies and bugs. Contaminated water should be cleared away from residential areas and pesticide sprayed to kill mosquitoes hiding underneath the ruins and other shelters, he said.

The expert advised people to sleep in mosquito nets, cover up drinking water and wear long-sleeved coats and long trousers. He also suggested that local residents get hepatitis-B vaccinations as soon as possible.

Recently, the China Center for the Control of Animal Diseases published a pamphlet on the prevention of animal diseases, advising people not to cut, eat, sell or transport dead animals. All animal carcasses must be sterilized and buried at least 2 meters deep, it said.

It also advised local authorities to closely monitor the situation, strictly control and supervise animal breeding, butchering, processing, transport and storage, and severely punish the trading of dead animals.


In the chatrooms of many Chinese websites, netizens are calling for the government to take immediate action to prevent possible epidemic diseases, while persuading people, mostly volunteers, to stop flooding into the affected areas from other parts of the country.

To make way for the upcoming large-scale disease-prevention efforts, military rescuers have began relocating local residents, mostly villagers, away from their homes in the worst-hit areas.

On Wednesday, a 3,200-person detachment of the Chinese People's Armed Police resettled 4,149 villagers from the remote areas of Wenchuan. According to military sources, soldiers searched the villagers' homes door to door, to ensure that no one was left behind in the affected villages, which will be completely sterilized in the coming days.

As of noon of Wednesday, the death toll from the quake had reached 41,353 nationwide, while 274,683 people were injured and 32,666 still missing.

It was even more powerful than the Tangshan earthquake in 1976 in terms of scope and intensity, Chinese Premier Wen Jiabao said during his inspection of the quake-hit areas in Sichuan.

Measuring 7.8 on the Richter scale, the catastrophe in Tangshan of north China's Hebei Province claimed about 240,000. :tiphat:
