China Quake Recovery at `Critical Point,' Vice Premier Li Says

May 22 (Bloomberg) -- China's top official overseeing the recovery after last week's earthquake said efforts to provide food and shelter for more than 12 million people are at a ``critical point,'' state-run Xinhua News Agency reported.
Vice Premier Li Keqiang, who is directing relief operations in Sichuan province, called on rescuers to step up their work after a 35-year-old woman was pulled from the rubble yesterday, nine days after the May 12 disaster.
The deadliest earthquake in China in 32 years left at least 41,353 people dead, destroyed 5.4 million homes and damaged another 21.4 million. China is facing an ``arduous'' task in restoring social order and production in the disaster zone, Chinese Premier Wen Jiabao said yesterday after a meeting of the State Council, or cabinet.
The quake may have caused 67 billion yuan ($9.6 billion) of losses, Wen said. The government is setting up a 70 billion yuan fund to pay for reconstruction work and government departments have been told to cut spending by 5 percent to divert funds for rebuilding.
Officials are intensifying efforts to prevent the spread of disease after cases of gangrene were found among the 274,683 people who were injured.
Rains that have hampered recovery work and caused landslides in the mountainous areas of Sichuan closest to the epicenter may ease tomorrow, according to the latest forecast of the China Meteorological Administration.
The Qianjing river near Beichuan, a town almost destroyed in the disaster, is threatening to burst, Xinhua said late yesterday. A so-called quake-lake on the river rose 3.7 meters (12 feet) two nights ago, it reported. Officials are drawing up plans to drain the lake.

The central government is shipping 384,000 metric tons of grain from its reserves to Sichuan province to feed survivors.

The earthquake was the most powerful to hit China, the world's most populous country with 1.3 billion people, since a magnitude-8.6 quake struck Tibet in 1950, killing 1,526 people. A 7.5-magnitude temblor in Tangshan in the northeast killed 250,000 in 1976, according to the USGS.
China's seismology department said last week's quake had a magnitude of 8.

Lake formation in the aftermath of magnitude 7.9 earthquake

Within days of the magnitude 7.9 earthquake that shook China's Sichuan Basin, floods became a hazard. The earthquake and its aftershocks sent earth and rock tumbling down mountains into rivers, creating natural dams behind which lakes quickly built up. As of May 19, 2008, 21 lakes had formed throughout the basin, said China Daily.

This series of images, captured by Taiwan's Formosat-2 satellite, shows the formation of one such lake (Yansai Lake) in Beichuan County, one of the most severely affect quake regions. The lake was forming in a mountain valley upstream of the small city of Beichuan.

Acquired on May 14, 2006, the top image shows the region under normal springtime conditions. Two tiny villages flank the river, the man-made surfaces regularly shaped and bright. The towns are connected by light-colored roads, which line the river on both sides and merge at a bridge where the river narrows on the right.

On May 15, 2008, three days after the initial earthquake, both the bridge and the roads it connected had disappeared under murky water. Some sections of the villages remained above the waterline, as did portions of the roads leading to the villages. The tops of trees, perhaps on slightly higher ground, formed tiny islands near the shores of the growing lake.

Formosat-2 took the final image on May 19, 2008. By this time, water levels in the earthquake lake had risen enough to immerse both villages and the entire road network. Tan debris floats on the surface of the water, concentrated over the locations of the villages.

Earthquake-created dams present a dual danger. Apart from the upstream floods that occur as a lake builds behind the natural dam, the piles of rubble that form the dam may be unstable. Another quake or simply the pressure of water behind it could burst the dam, sending a wall of water downstream.

Downstream floods may also occur when water begins to cascade over the top of the dam. Thousands of people were evacuated from Beichuan on May 17 when one such lake threatened to burst, said China Daily.

Beijing/Manila, 22 May 2008 ?The World Health Organization (WHO) is rushing additional medical supplies to the People's Republic of China. The supplies will be able to treat 130 000 people. WHO is also sending an expert team to collaborate with the government on rebuilding its health infrastructure following the devastating May 12 earthquake.
WHO will provide equipment to ensure clean drinking water and proper sanitation, which is vital for controlling any outbreak and spread of communicable diseases such as diarrhoea. This includes 5 000 chlorine disinfection tablets, drinking-water treatment units and mobile toilets.
Four Interagency Emergency Health Kits are now being sent to the quake-affected areas of Sichuan Province by WHO. Each kit provides sufficient essential medicines and supplies to treat 30 000 people for one month. Contained in the kits are medicines for common diseases and medical devices for primary health care workers.
A WHO team of experts will be dispatched shortly to China to support government efforts to reconstruct health care services severely impaired and damaged by the 8.0 magnitude earthquake.
"WHO has already identified that the key health issue in the earthquake's aftermath is to prevent and control communicable disease outbreaks," said Dr Eric Laroche, Assistant Director-General for WHO's Health Action in Crises cluster. "But the longer-term challenge is how to best rebuild its damaged health infrastructure."
WHO promotes the construction of hospitals and health facilities that can survive the impact of natural disasters, including high-intensity earthquakes. In most cases, a very small increase in construction costs is sufficient to enable health facilities to withstand such natural disasters, at a time when their services and staff are most needed.
Dr Hans Troedsson, WHO's Representative to China, said the expert team would include a specialist in constructing appropriate health systems, as well as an epidemiologist to assist in disease surveillance control.
"We know health facilities in and around the epicentre of the earthquake were severely affected by the disaster," Dr Troedsson said. "WHO wants to support Chinese efforts to restore fully its hospitals, clinics and other health facilities to ensure they are strong enough to withstand future natural disasters and provide healthcare in the wake of others."
The United Nations has contributed US$ 8 million from its Central Emergency Relief Fund to the Chinese government, and UN agencies are intensifying support to authorities there to mobilize relief efforts. WHO and other UN agencies are preparing to send further medical supplies and emergency equipment requested by the Government. WHO has already acquired emergency medical supplies locally in China and given them to local authorities to assist in the provision of health care for survivors in the affected area. These include rapid water quality testing instruments, chlorine disinfectant equipment, drinking water treatment equipment and mobile sanitation facilities.
WHO has been providing the Chinese Ministry of Health and the Center for Disease Control with ongoing technical assistance and materials on health emergency management and preventing the spread of communicable diseases.

MIANYANG, China - China stepped up the fight Thursday to stave off disease among over five million earthquake homeless as it tried to boost morale with plans to bring the Olympic flame through the disaster zone.

Ten days after the 8.0-magnitude earthquake, China was faced with the daunting challenge of how to reconstruct shattered communities after more than 74,000 people were confirmed dead or missing.

The health ministry said it had started sending 8,000 of the most injured people by trains and planes to other parts of China from the overwhelmed hospitals in worst-hit southwestern Sichuan province.

The government on Wednesday pledged more than 13 billion dollars for relief and reconstruction for the victims of the May 12 tremor, which caused destruction in an area three times the size of Belgium.

But for now, most of the 5.2 million earthquake displaced are crammed into tents or under simple tarpaulins where they face the threats of disease as well as simple boredom as they try to deal with their trauma.

Li Qiang, a senior health official for Sichuan's ravaged Shifang district, said that the decomposing corpses of millions of animals and people were adding to the health worries at the camps.

"And our public health services are no longer working. A big number of buildings are in ruins, computers are smashed and there's no electricity. So our alert system for epidemics is paralysed," Li told AFP.

The UN's World Health Organisation also identified preventing disease as the top concern, as it announced it was sending extra medical and hygiene supplies capable of treating 130,000 people.

"WHO has already identified that the key health issue in the earthquake's aftermath is to prevent and control communicable disease outbreaks," said Eric Laroche, assistant director-general for WHO's Health Action in Crises.

"But the longer-term challenge is how to best rebuild its damaged health infrastructure."

China faced some criticism for waiting three days before allowing in rescue teams. But medics from countries including Italy, Japan and Russia are now working on the ground, with US as well as the WHO experts also due.

At a makeshift housing camp in the Sichuan capital of Chengdu, youngsters with nothing to do passed time by having their blood pressure measured by an eager nurse, a pointless activity that was aimed at simply relieving boredom.

"Some are getting a little impatient," said Liu Haiyan, a 26-year-old English teacher who had volunteered to help out in the camp that is being set up for 1,000 people.

"They should arrange activities for them to do. Maybe sports events or singing or whatever."

In a bid to cheer up survivors, organisers announced that they would bring the Beijing Olympic torch through Sichuan province from August 3 to 5, making it the final stop before the Games open on August 8.

It had been scheduled to go to Sichuan earlier but the route was changed "to support the relief works in the quake-hit area," the Beijing Games organising committee said in a statement on its website.

The announcement came as the torch relay resumed in the eastern port city of Ningbo following a three-day suspension that was called as part of an unprecedented national mourning period for the quake victims.

The torch relay has been greeted by enthusiastic crowds throughout China, after a troubled international leg that was a lightning rod for protests over China's human rights record including its controversial rule in Tibet.

Tibet's government-in-exile has called for a halt to the protests as a mark of respect to the earthquake victims.

Meanwhile, hope has all but vanished for finding more survivors buried underneath the rubble of the earthquake.

Rescuers on Wednesday plucked to safety a woman who had been stranded for an improbable nine days in a water tunnel of a power plant.

Cui Changhui, 35, suffered multiple fractures but her condition was not life threatening, according to doctors.

"It's a miracle, absolutely," said Tian Yongming, a senior nurse at the Huaxi hospital in Chengdu where Cui is being treated.

"She has a strong desire to live. That's why she was saved after being trapped so long without food and water," Tian said, as quoted by state media.

According to sources at the Chinese Center for Disease Control and
Prevention (CCDCP) 30 patients in Sichuan University's Huaxi Hospital
have been infected with gas gangrene
. An isolation ward has been set
up to prevent the disease spreading. All patients injured in the
quake arriving at Huaxi Hospital will be sent to the isolation ward
for diagnosis on arrival.

Five patients diagnosed with gas gangrene disease on [14 May 2008]
are in a stable condition, according to Shi Yingkang, the dean of
Huaxi Hospital.

Gas gangrene is a bacterial infection that produces gas within
gangrenous tissue. People with open fractures are particularly
susceptible. It is caused by the clostridium bacteria and if left
untreated is usually fatal within 12 hours.
Isolation of patients and
effective disinfection can prevent cross infection. It takes about 5
minutes to diagnose the disease by testing wound secretions.

There have been no cases of cross infection in Huaxi Hospital so far.
But rescuers in the quake-hit region have been warned not to make
direct contact with survivors' skin, and to follow effective
disinfection procedures.

Experts from CCDCP say isolation wards should be set up in all
hospitals receiving patients from the quake-hit area. All injured
persons transferred from the quake area should be first sent to
isolation wards to be checked for gas gangrene. If gas gangrene is
suspected, treatment must begin immediately. Thoroughly cleaning
wounds, removing foreign objects and dead tissue is the best way to
prevent clostridium infection.

According to remote sensing information from the air and space, as well as field observations from experts, a quake lake only 2.6 km from Beichuan County, which was devastated by the 8.0 magnitude earthquake on May 12, had doubled between May 14 and May 18 to 150,000 square meters in surface area. Xuanping and Zhangjiaba villages, which were near the lake, are flooded.

To make matters worse, the Chinese National Meteorological Center (NMC) predicted that rains might sweep the quake-hit regions of the southwest next week and raise the water level of quake lakes.

A quake lake once burst and caused a major disaster after an earthquake that hit Maoxian County in 1933, said Yin Yueping, deputy chief engineer with China Geological Survey (CGS), adding that they had been monitoring these newest lakes since the quake.

Information on all 34 quake lakes has been sent to quake control and relief headquarters, the Ministry of Water Resources and the government of Sichuan Province for reference.

According to Yin, efforts are being made to evacuate people living downstream of the lakes. But he did not reveal the exact population to be evacuated.

Zhu Bing, deputy head of the water resources authority in Sichuan Province, said the province has formulated emergency response plans, including evacuating people to safer places when necessary and blasting or digging of sluices to discharge water.

The Ministry of Land and Resources and the Ministry of Water Resources jointly sent experts to check and assess the condition of the lakes. The experts departed from Beijing for the sites on Thursday.

May 22 (Bloomberg) -- Chinese Premier Wen Jiabao returned to Sichuan province as rescuers, hampered by rain, struggled to shelter more than 12 million people displaced by last week's earthquake before disease spreads.

China needs 3.3 million tents to shelter the survivors, the Foreign Ministry said. The death toll rose today to 51,151 people with 29,328 missing. About 400,000 tents have been sent to Sichuan, the worst-affected region, since the May 12 disaster, Foreign Ministry spokesman Qin Gang said at a news briefing in Beijing. Wen, who was in the quake zone last week, is returning to direct rebuilding work, state radio reported.
``Tents are badly needed now,'' Weilin Kuang, China's deputy consul-general in New York, said during a press conference in Manhattan today.

The deadliest earthquake in China in 32 years destroyed 5.4 million homes and damaged another 21.4 million. At least 45,000 other buildings, such as factories and schools, were ``flattened,'' with private and state-owned businesses incurring about $9.5 billion in damage, Kuang said.

China is facing an ``arduous'' task in restoring social order and production in the disaster zone, Wen said yesterday after a meeting of the State Council, or cabinet.
Disease Prevention

``Shelter is pressing, but with large numbers of homeless people in relatively confined spaces, we need to pay attention to prevention of disease,'' said Francis Markus, spokesman for the International Federation of Red Cross and Red Crescent Societies, in a phone interview from Mianyang in Sichuan.

More than 150,000 tents have been provided by Saudi Arabia, Pakistan, the U.K., the U.S. and the United Nations Refugee Agency, state-run Xinhua News Agency cited the State Council as saying.
Vice Premier Li Keqiang, who is directing relief operations in Sichuan province, called on rescuers to step up their work after a 35-year-old woman was pulled from the rubble yesterday, nine days after the quake.
``As long as there is only 1 percent hope of finding survivors, we must spare no efforts at trying 100 percent,'' Kuang said.

Hygiene and Sanitation
Li also urged medical workers to intensify efforts on hygiene and sanitation after cases of gangrene were found among the 288,431 people who were injured. There are fears of epidemics in some areas as the weather gets warmer, Kuang said.

The government is setting up a 70 billion yuan ($10 billion) fund to pay for reconstruction work, and government departments have been told to cut spending by 5 percent to divert funds for rebuilding. Disaster-relief allocations reached 13.96 billion yuan today.

The quake zone covers about 100,000 square kilometers (36,000 square miles) or about 1.5 times the area of Ireland.

``We're also looking ahead to reconstruction needs,'' Markus said. The Red Cross ``is calling for funds to help reconstruction, help people rebuild their homes so that they can regain their resilience and stand on their own feet as quickly as possible.''

Rains that have hampered recovery work and caused landslides in the mountainous areas of Sichuan closest to the epicenter may ease tomorrow, according to the latest forecast of the China Meteorological Administration.

Blocked Rivers
Landslides have blocked rivers and created 34 so-called quake lakes, Liu Yuan, an official in the Ministry of Land and Resources, said today at a news briefing. Water levels are still rising and workers are digging channels to try to drain them.

``Given that there are still aftershocks occurring and that June is the rainy season, landslides and mudflows are likely and flooding of barriers is likely,'' Yun Xiaosu, vice minister of land and resources, said at a news conference in Beijing today.

Rescue and relief efforts are progressing, Kuang said in New York. Some students have returned to class in areas affected by the temblor, and some of the 29,000 kilometers of roads (18,000 miles) that were damaged have been repaired and reopened, he said.

However, efforts to keep roads open, get medicine and other needed supplies to affected areas and transport injured people out are proving difficult due to damage from aftershocks, Kuang said.
There have been 167 aftershocks with magnitudes of 4 or higher since the quake, Kuang said. A 4.5 magnitude aftershock hit the area today at 3:18 p.m. local time, the U.S. Geological Survey said on its Web site.

`Daunting Challenges'
``We are still faced with many daunting challenges,'' Kuang said.

Wen earlier ordered 24-hour patrols on dams in the area. Dams on the Min River, also near the epicenter, are ``temporarily stable,'' assuming there are no strong aftershocks or heavy rains, Gu Junyuan, the chief engineer of the China Electricity Regulatory Commission, said three days ago.

The commission imposed higher earthquake safety standards for new hydropower projects after the temblor, it said in a statement on its Web site today.

One of the hydroelectric dams yielded another survivor buried under the rubble. Zeng Changhui was found in a tunnel in the Jinhe Hydropower Plant near Hongbai in Sichuan yesterday, Xinhua said.
Beijing Olympic Games organizers restarted the torch relay today after postponing it for a three-day mourning period for those who died in the disaster. They also changed the dates for when the torch passes through Sichuan, moving it closer to the beginning of the Games, which start Aug. 8.

The earthquake was the most powerful to hit China, the world's most populous country with 1.3 billion people, since a magnitude-8.6 quake struck Tibet in 1950, killing 1,526 people. A 7.5-magnitude temblor in Tangshan in the northeast killed 250,000 in 1976, according to the U.S. Geological Survey.

China's seismology department said last week's quake had a magnitude of 8.
