Padrauna These days the incidence of encephalitis has increased. The number of patients with its symptoms is increasing. On Monday, there was a situation in the hospital that due to the increased number of serious patients suffering from this, the hospital's ICU was filled till late at night. Comment: It seems that there is indeed something fishy with BRD hospital's Encephalitis numbers Seems that rather than 80 to 88 deaths between January and August this year, the reporter discovered a figure of 135 and there seems to be a question on whether or not out of state cases like those from Bihar & Nepal are included in the tally this year. From the figures provided, the case fatality rate has increased this year at BRD. BRD personnel have been forbidden from releasing case numbers to the press and apparently any who were suspected of doing so in the past have been transferred. What a pity if political concerns have trumped these poor kids lives. - Ro

What is the truth of the 'miracle' reduction in deaths due to encephalitis in Gorakhpur Medical College?
4 days ago 324 views 9 Min Read

If the Uttar Pradesh government is claiming to decrease deaths due to encephalitis, then it should release the report of the number of deaths and deaths in the BRD Medical College, Gorakhpur, till August of last five years.

Gorakhpur: Claims of 'heavy', 'strange' deficiency in deaths due to encephalitis (AES / JE) in Uttar Pradesh and BRD Medical College have come under the scanner of controversy. If the BRD Medical College is breaking data, then National National Vector Borne Disease Control Program (NVBDCP), which issued encephalitis data at national level, has alter its own statistics in a month, and in the month of July, in August, Encephalitis has decreased deaths.

NVBDCP showed 118 deaths in AES and 118 deaths from AES in UP till July, but in the current figures till August, the number of deaths from AES has been reduced to 110 and the number of deaths from JE is stated to be 3 whereas in other states the figures of deaths Have increased.

Due to this there is a doubt that there is a claim of death due to encephalitis by manipulating the data while the actual situation is somewhat different.

In the last week of August, a statement in Chief Minister Yogi Adityanath published many newspapers that deaths due to encephalitis have come down drastically. After this, many newspapers published news from different sources that the number of deaths due to encephalitis in BRD Medical College has reduced considerably due to government efforts. Health Minister Siddharthnath Singh also claimed that deaths due to encephalitis have decreased.

In the Dainik Jagaran, on August 26, from Lucknow, the news was quoted by the Chief Minister that this time compared to 200 deaths from encephalitis this year, deaths are less than 10.

In the Times of India, on August 31, it was reported that deaths from encephalitis have decreased by 50 percent. In the news of the medical superintendent of BRD Medical College, it was stated in this news that 183 children were killed till January of last year, whereas 88 children died in the same period this year. In this news also it was said that 80 children died in August last year whereas in August this year only 6 children have died. '

First of all, we talk about the data of BRD Medical College. In the newspapers, data from the head of the BRD Medical College and the Medical Superintendent of the Nehru Medical Center had been given that deaths from encephalitis have fallen by 50 percent.

In support of these claims, BRD Medical College did not give detailed data, so that its claims could be investigated, but according to the data obtained by the Gorakhpur News Line, from reliable sources, claims of 50 percent reduction in deaths from encephalitis is wrong.

In August last year, 182 people died in BRD Medical College, whereas 135 died in this period this year. Thus, there is a shortage of 47 deaths due to encephalitis compared to the year 2017.

It is not clear whether the BRD Medical College has included figures of Bihar's patients in their data.

BRD Medical College prepares the figure of all the patients coming here. In the BRD Medical College, a dozen districts of eastern Uttar Pradesh - Gorakhpur, Maharajganj, Kushinagar, Deoria, Basti, Siddhartha Nagar, Santakbirnagar, Balrampur, Gonda, Mau, Ghajipur etc. apart from half a dozen districts of western Bihar- Eastern Champaran, Western Champaran, Siwan Patients of places like Gopalganj, Chapra etc. come for treatment. Even ace patient from Nepal come here for treatment.

Now BRD Medical College is presenting the data of patients coming in Bihar differently, whereas Bihar's patients are also included in the figures in the previous year. In this way, efforts are being made to show insufficiency of cases and deaths.

For accurate comparison of the data of encephalitis it is necessary to see it at three levels. At the level of first BRD Medical College, second at the level of Uttar Pradesh and at third national level. An analysis of the data at the three levels brings accurate picture.

If the state government is claiming to decrease deaths from encephalitis, then it should release the number of patients and deaths and number of deaths and deaths in Uttar Pradesh in the BRD Medical College till August of the last five years.

Deaths decreased by 13 percent to 36 percent.
According to the statistics of BRD Medical College, this year, the number of patients of encephalitis is about half as compared to last year, whereas there is a shortage of 40 deaths, but surprisingly the mortality rate has increased by 12 per cent from last year to 35 per cent. has gone.

In less than half of the encephalitis case in the BRD Medical College, but the increase in mortality by 12% is also heartening that this time the facilities for encephalitis treatment have increased in the BRD Medical College.

For children, there were 228 beds till last year in which 200 beds have increased this year. Ventilators have also been increased. If you trust the claims of the BRD Medical College administration, then there are enough doctors for the treatment, then how has the death rate increased?

There is an outbreak of encephalitis since 1978 in Gorakhpur and adjoining districts. There have been no such data in the last 40 years, in which the number of patients of encephalitis is very low but the mother

The mortality rate has not exceeded 30 percent. It is strengthening the discussions in Gorakhpur in Dabni Zuban that BRD Medical College is altering encephalitis data.

It has happened before. In the year 2015, the BRD Medical College administration had alleged that it did not allocate AES numbers to 500 patients to reduce encephalitis and other infections were recorded for these encephalitis patients.

This is the reason why a decade of data in BRD Medical College is showing a sudden decline in the incidence of cases of encephalitis and deaths in the year 2015, but again in 2016, 2017 cases of encephalitis and graphs of death begin to grow.

Now the question arises that BRD Medical College is not repeating the 2015 story again?

BRD Medical College has placed 10 days of encephalitis data on unauthorized blocking
Prior to the August 10, 2017 epilation, the BRD Medical College provided the media of cases and deaths of encephalitis every day. Data continued to be released to the media even after some days of the oxygen scandal, but in September 2017 it was stated by the BRD Medical College administration that the authorized information about encephalitis will now be given to the District Information Office.

The District Information Office of Gorakhpur continued to publish daily updates of encephalitis by email in the media offices till the last week of October 2017. But suddenly the updates of encephalitis were stopped. Asked about this, it has been said that the update from 'Up' has been refused.

Meanwhile, the BRD Medical College Administration also stopped updating the encephalitis. Despite this, the media received information about encephalitis data from some sources for some days. Then the BRD administration also transferred many employees in suspicion of giving data to the media.

The BRD Medical College administration later said that the PRO will provide information about encephalitis but they never gave information about it. When asked about this, often a circular answer is given by the Principal, PRO or Medical Superintendent. It was also said that the media spread sensation by presenting the data wrongly.

NVBDCP data: In the first seven months, 118 deaths were reported, then in August it was 110 deaths.
The National Vector Borne Disease Control Program (NVBDCP) issues encephalitis data nationally. These figures contain different state-wise figures of AES and JE. Generally, these figures are updated every month. These figures are sent to the NVBDCP by the states.

The figures released by the NVBDCP till August 31, 2018, have been reported in surprisingly low number of deaths in UP compared to July 31, 2018. This has happened only in Uttar Pradesh. How can it be that by 31 July 2018 the number of deaths from AES in UP decreased from 118 to 110 by 2018?

august-2018 NDVBC

NVBDCP has shown in these figures that till July 31, 2018, there were 1299 cases of AES in UP out of which 118 died. In this period, JE ie 75 cases of Japanese encephalitis occurred in which 6 died. As of August, it has been shown in the figures that 1545 cases of AES occurred, out of which 110 were killed, whereas 90 cases of Japanese encephalitis and 3 deaths occurred.

There is no explanation in the data on why and how this reshuffle, NVBDCP website.

Is a central govt agency manipulating encephalitis-related death data from UP?
Written by Siddhant Mohan | Published on: September 21, 2018

Yogi Adityanath, the chief minister of Uttar Pradesh, claimed in the last week of August that the state government had succeeded in considerably reducing the number of deaths due to encephalitis in the state. Yogi?s claim?which was not supported by any concrete data?was endorsed by many lawmakers and even several media outlets went ahead to report the same claim without any verification.

However, the reason behind Adityanath?s strange claim lies in the data released by the National Vector Borne Disease Control Programme (NVBDCP). In the data released earlier this month, NVBDCP miraculously reduced the number of deaths until the end of the August.
Until the end of July, NVBDCP reported that the total number of deaths because of Acute Encephalitis Syndrome (AES) and Japanese Encephalitis (JE) were 124. Out of this, AES accounted for 118 deaths while JE was responsible for 6 deaths. But when data was released in September, which also included the total number of deaths until the end of August, the total number was strangely reduced to 113. Out of this number, 110 deaths were because of AES while only 3 deaths were said to have been due to JE.
...
We also reported that BRD Medical College was actually not reporting the cases of Japanese Encephalitis to ensure that there would be lesser patients of encephalitis in the records.

In our prolonged reports and investigations, we have managed to produce the number of dead children only, but the death number released by NVBDCP comprise deaths occurred in every age group. So if the number of dead children is 89 at just BRD Medical College, how is the cumulative death number only around 110 for the state?
...
He further said, ?It clearly shows that central government is suggesting the state authorities in Uttar Pradesh to basically lie about deaths of innocent children.?

The patient of Japanese encephalitis found in Purnea, cremated.
The whole case is of Malaria of Biosi Block. Japanese encephalitis has been confirmed in Sham Lal Das, a 34-year-old patient here.

News18 Bihar
Updated: September 22, 2018, 3:06 PM IST
A patient of Japanese encephalitis (brain fever) has emerged in Purnea of Bihar . Apart from this, there is also a confirmation of the patients of Chikungunya. After these two cases came to light, there has been a stir in the health department.

The whole case is of Malaria of Biosi Block. 33-year-old Shyam Lal Das Japanese Enfephalitis has confirmed the resident here. Shyam Purnia is currently recruited at the private nursing home. According to the relatives of the patient, Shyamlal Das suddenly got unconscious after a high fever. After this, he was brought to B.Sc PHC in Phanan from where he was sent to Sadar Hospital.

Seeing the patient's delicate condition at Sadar Hospital, he was admitted to Max Seven Hospital. This fever was confirmed during this fever. On the other hand, Tenzing, who treated Shyam Lal, said that only after examining the patients, the patient had symptoms of Japanese encephalitis.

The doctor says that he has written a letter to the Civil Surgeon to conduct a Microbiolage of blood with PMCH, in which the patient has confirmed the Japanese encephalitis. Doctor Tenzing said that the disease spreads through pigs and dirt. Last year, 16 children died in Gorakhpur in UP. [? - poor reporting - Ro] The administration has alerted the letter.
In this regard, the Civil Surgeon told that there is also a patient of Chikungunya with Japanese encephalitis in the disease. Both have been confirmed. Rapid fagging has been done in the affected area.

Dr Kafeel Khan Detained for 'Examining' Kids in UP's Bahraich Hospital Plagued by Mystery Fever

Dr Kafeel Khan Detained for 'Examining' Kids in UP's Bahraich Hospital Plagued by Mystery Fever Dr Kafeel Khan being taken by the police on Saturday.

Lucknow: Dr Kafeel Khan, the suspended paediatrician of Gorakhpur?s BRD Medical College and Hospital, was detained by the Bahraich police on Saturday after he allegedly examined the children admitted to the district hospital.

The hospital was in the news recently after reports surfaced that over 70 children had died in 45 days due to a mysterious fever.

Comment: I'm becoming increasingly convinced that UP's decision to treat encephalitis patients at the district level has led to poorly reported encephalitis numbers this year. I believe that many cases are going uncounted in official reports. - Ro

Encephalitis is decreasing rapidly in Gorakhpur
Hindustan team, Gorakhpur
Last updated: Sat, 22 Sep 2018 09:05 PM IST

There is news of relief for the predecessors who have suffered encephalitis for four decades. With the decline in the number of patients suffering from encephalitis, the graph of death also dropped rapidly. Alam is that the death of death due to encephalitis in the district dropped more than 60 percent. According to the Health Department, 29 patients died from encephalitis in the district till September 19 this year. The death audit of the CMO's office has so far proved to be just 19. While the number of deaths was 64 in the year 2017.

The outbreak of encephalitis has started gradually decreasing in the district due to all the rules of governance. In two phases, the knockout campaign has shown the effect of the increase in the facilities of treatment. Better treatment is being provided to patients in BRD Medical College, District Hospital, Mini-PICU and ETC made in three CHCs. With this, there has also been a significant reduction in mortality figures with the patient. According to the Health Department, 511 patients suffer from encephalitis in the year 2017. Of these, 64 patients died during treatment. This year, this figure is currently 29. Out of these, 19 deaths were reported from Death Audit. Death audit is going on in connection with the death of 10 patients from encephalitis. Only after the completion of the investigation will the department determine whether his death was caused by encephalitis or for any other reasons.

Patients and death statistics up to September 19

Year patient death

2018 290 19 (Confirmation in Death Audit by this year)

2017 511 64

2016 370 72

2015 307 46

2014 412 108

The questions arising on the health department's claims

Although the Health Department is patching its back on encephalitis control, some experts are not fully accurate. Experts believe that there is a partial reduction in the disease this year. This is due to the shortage of rain. Fear of death audit, the doctors in the BRD are scared of treating patients as AES.

The graph of encephalitis is rapidly dropped. Due to this, the department has been trying the efforts of the government with the plans of the government. From February this year, the campaign for encephalitis control was conducted. Work at the grassroots level. Medicines were provided with the training of doctors and paramedical staff at PHC level. Fever patients were promptly treated for treatment. All of these have the effect.

Dr. Srikant Tiwari, CMO
