    EPIDEMIOLOGICAL COMMENTS

After the outbreaks were detected, epidemiological surveillance and control activities were launched. Perifocal, surveillance and protection zones were established. In the three zones, a census of the entire avian population, individual clinical inspection and sampling for active surveillance began in 100% of the farms in order to assess the disease spread. It is currently established that the likely origin of the infection is the contact of non-poultry domestic birds with wild birds (family: Anatidae, species: Spatula discors), as well as other migratory and native wild birds that are being monitored for identification. As a control measure, the affected premises and the municipality of Acandí were quarantined to prevent movement of animals and products to other territories. Stamping out of affected animals and in-contacts on the premises where the disease was detected has begun.

Attention: there are 17 municipalities in quarantine for bird flu in Colombia
Other countries in the region, such as Ecuador and Peru, have already declared an animal health emergency to deal with the virus.
    12/1/2022

Since last November 13, the Colombian Agricultural Institute (ICA) reported that it had declared a state of health emergency in national territory due to the circulation of bird flu.

The decision was made as a result of several outbreaks that were identified by the Ministry of Agriculture and Rural Development.

Since then, authorities and unions such as Enavi, the Colombian Farmers Society (SAC), the National Liaison Center, the Ministry of Health and the National Health Institute (INS) have had to keep track of the situation.

“The health authority reiterates that the presence of the disease in the country does not put the production or national consumption of eggs and chicken meat at risk and ensures that inter-institutional work guarantees that all efforts are being made, complying with the established protocols. at an international level to contain the disease and prevent its spread”, warned the ICA through the statement in which it revealed the declaration of the health emergency.

EMANA learned that, since the first outbreaks were identified, new cases have already been reported. In fact, there are currently 17 municipalities that are in sanitary quarantine throughout the country. They belong to the departments of Chocó, Sucre, Bolívar, Magdalena and Córdoba.

In turn, 22 sources of infection have been identified in only six municipalities and one city: Acandí (Chocó), Los Palmitos (Sucre), Tolú Viejo (Sucre), El Retén (Magdalena), Cereté (Córdoba) and Lorica (Córdoba). ).

One of the first municipalities to be identified as a focus of infection was Los Palmitos. There the owner of a property notified the authorities of a suspected case of avian influenza, since some of his birds had symptoms similar to that virus.

Later, the ICA National Diagnostic Laboratory confirmed that it was indeed a focus of bird flu, which it described as "highly pathogenic." The cases occurred in a property known as Villa Truco, which is in the rural area of Los Palmitos.

“ The total population of the property was 180 birds, 35 of which died and the remaining 145, as a sanitary measure for the control and eradication of the disease and in accordance with the established technical procedures, were slaughtered by the ICA technical staff , who also initiated epidemiological surveillance, cleaning and disinfection actions in the area, to contain and eradicate the disease," the ICA explained in a statement.

Among other measures that had been announced by the ICA after declaring a health emergency, it was announced that the holding of "gallistic events" was prohibited in the areas that have entered quarantine.

The entity gave some recommendations and prohibited some activities to those who market birds, both at an industrial level and at a backyard level. The measures included those who trade in fighting birds.

The transport of birds that have been identified as sick, the mobilization or sale of birds that have died in the production cycle and the transport of chicken manure or poultry manure without the proper sanitary authorizations were prohibited.

And it was warned that visits should not be made to "other poultry farms when the ICA has given a specific recommendation that this activity not be carried out."...

Bird flu on Gorgona Island leaves more than 500 dead pelicans

On Palmero beach, in the Gorgona National Natural Park, around 47 dead pelicans were reported on February 20.

        March 13, 2023

        By: Maria Jose Mendez

The Colombian Agricultural Institute (ICA), faced with the situation on Gorgona Island and hundreds of dead pelicans, established a quarantine since the end of February and limited the entry and movement of people.

During the month of March, deaths have multiplied; however, controls continue to be applied, as it is the first case of bird flu in wild birds in Colombia.

On Palmero beach, in the Gorgona National Natural Park, around 47 dead pelicans were reported on February 20.

It was then, at the beginning of March, that the ICA declared a sanitary quarantine on the island in accordance with resolution No. 00001750.

What said document indicates is the following: "The Isla Gorgona National Natural Park, located in the municipality of Guapi, in the department of Cauca, is declared in sanitary quarantine, given the presence of Highly Pathogenic Avian Influenza."

The corresponding authorities announced that mortality disposal activities and cleaning and disinfection days for items such as luggage and footwear will be carried out.

Last weekend, they confirmed that the number of dead animals multiplied.
Robinson Galindo, territorial director of National Natural Parks, reported that on February 20 they had noticed drowsiness and drunkenness in some pelicans.
On February 27, a verification was made where they confirmed the death of 57 birds.

After that, the ICA issued the resolution for the closure of the island.

The decision to close is made by the National Parks on March 7 and they report that for the moment the figure is 500 dead birds.

        What do the authorities report?
"These birds are migratory, they come from Peru. We hope that people take the recommendations into account and do not go to the island until further notice," Galindo said.

Last December, at least 13,000 deceased specimens were reported in the neighboring country.

At the moment, the only ones who have access to the place are the officials of National Parks, the Navy and the Police, who in the same way must be equipped with protective glasses, face masks and other elements for control and security.

Within the process, the due burial of the dead birds will be carried out.

The closure was made with the aim of preventing infections in humans.

The reports in Sucre, Córdoba and Chocó due to the first sources of infection have already been controlled according to the authorities.

Alarm: more than 500 pelicans have died in Gorgona due to bird flu

National Parks welcomed the closure issued by the Colombian Agricultural Institute.

          March 13, 2023, 07:47 AM

So, at the beginning of March, the ICA decreed a sanitary quarantine on the island, through resolution No. 00001750.

The document confirms that "the Isla Gorgona National Natural Park, located in the municipality of Guapi, in the department of Cauca , is declared in sanitary quarantine , given the presence of Highly Pathogenic Avian Influenza."

The authorities announced cleaning and disinfection days for elements such as luggage and footwear and mortality disposal activities.

This is the first outbreak with these characteristics in wild birds reported in Colombia.

This weekend it was confirmed that the number of dead animals multiplied.

The territorial director of National Natural Parks, Robinson Galindo, said that since February 20 it was noticed that certain pelican individuals were drowsy or drunk.

A verification was made on February 27 and the death of 57 birds was confirmed.

On March 1st, the ICA resolution for the closure of Gorgona Island is issued.

On March 7, National Parks made the decision to close. Now it reaches 500 dead birds in that territory.

Galindo reported that "these birds are migratory, they come from Peru. We hope that people take the recommendations into account and do not go to the island until further notice." (In

In Peru, 13,000 deceased specimens were reported last December.

At this time, only National Parks, Navy and Police officials have access to the site, who must be equipped with protective glasses, face masks and other elements for control actions.

The process includes the burial of dead birds.

The closure is taken as a preventive measure so that contagion in humans will not occur, Galindo noted.

The first sources of contagion in Colombia, reported in Sucre, Córdoba and Chocó, were controlled, according to the authorities.

They find more than 600 dead pelicans on Gorgona Island due to avian flu
            March 14, 2023 - 12:53 PM

More than 600 pelicans have died from bird flu in the Gorgona National Park, a protected island in the Colombian Pacific, the environmental authority reported Tuesday.

"To date there are more than 600 dead pelicans and we are under permanent controls
," Robinson Galindo, director for the Pacific of the state entity Parques Nacionales Naturales (PNN), told AFP.

Since February 20, on the 44-square-kilometer island where only officials live, "weak, like drunkards and some dead" birds have been found, Galindo added.

Galino suspects that the pelicans flew from Peru to a sector of Gorgona where they nest. "It's a migratory bird, they move all over South America during the year," he added.

Bird flu has killed thousands of animals in countries like Peru, Ecuador, Paraguay and Argentina.

It especially affects pelicans, to whom it causes a weakness that prevents them from eating until they die.

The country had already detected the virus in backyard birds and expressed concern at the end of February about outbreaks of the disease in Nariño, a department on the border with Ecuador. Authorities have not reported human infections or animal sacrifices.

According to Galindo, no other species has contracted the disease on Gorgona.

Famous for housing until 1984 a prison where the most dangerous criminals in the country served their sentences, the island is now on the "green list" of the International Union for Conservation of Nature.

Hundreds of species of fish and sharks live in the surrounding waters, and its forests are home to reptiles, snakes and mammals, including sloths and monkeys...

Avian flu in Colombia: there are two outbreaks to control, where are they?
              HEALTH UNIT April 19, 2023, 12:40 PM

After declaring a health emergency due to the presence of highly pathogenic avian influenza, the Colombian Agricultural Institute (ICA), as the health authority, reported this Wednesday, April 19, that it has already eradicated 47 outbreaks, of the 49 presented in seven departments of the country. .

The two remaining outbreaks correspond to wild birds and are present in the municipality of Tumaco, department of Nariño, and on Isla Gorgona, belonging to the municipality of Guapi, Cauca. These two foci still continue with the execution of care activities in their completion phase.

Of the 49 outbreaks detected, 47 correspond to backyard properties and the remaining two to wild birds. To date, in Colombia there are no detected outbreaks of avian influenza in commercial poultry farms.

To date there are no outbreaks detected in commercial birds, so Colombia continues with its status as a self-declared avian influenza-free country before the World Organization for Animal Health (WHO).

In the country, through the passive surveillance system, from October 18, 2022 to date, a total of 458 notifications compatible with avian influenza have been attended (310 in 2022 and 148 in 2023).

For the management of the health emergency, the Institute has assigned operational technicians, professionals and epidemiologists both in the region and at the central level, so that they work in the management of outbreaks and with exclusive dedication to the health emergency and maintains intersectoral work with authorities Sanitary and technical in human health.

“The formation of these teams has facilitated the control of the emergency, as well as the adaptability of the processes to the different situations and scenarios of intervened regions. Within these teams, there has been the support of professionals from the productive sector, who have joined the working groups established by the ICA”, expressed the general manager (e) of the ICA, Juan Fernando Roa.

During the health emergency, the ICA has monitored a total of 15,146 farms with 376,872 birds and has sampled 18,992 animals, with an approximate investment of $2,000 million.

              Colombian National Parks

Among the sanitary measures applied to maintain the sanitary status, is the stamping out of 50,633 sick birds and contacts in 530 farms. Similarly, the ICA prohibited the entry, exit and concentration of birds for cockfights, trade in market places and agricultural warehouses.

Likewise, the entity prohibited the entry of birds and risk products, which are susceptible to transmitting avian influenza from countries that report the disease in

                    EPIDEMIOLOGICAL COMMENTS

Epidemiological surveillance continues in the identified outbreaks. For the outbreak in the department of Córdoba, cleaning and disinfection are currently being completed and environmental sampling is scheduled. For the outbreak in the department of Cauca, the third round of surveillance inspections was carried out in 70 premises and samples were taken; no clinical signs consistent with the disease were found. The affected premises remain quarantined and cleaning and disinfection are being carried out. As a result of the epidemiological surveillance throughout the country, a new outbreak was identified in the Gorgona Island National Natural Park through an additional epidemiological investigation carried out on the island given the mortality in wild birds. Samples were taken from animals with clinical signs of the species Puffinus griseus, Puffinus lherminieri and Pelecanus occidentalis, with positive results for Pelecanus occidentalis. Epidemiological surveillance and implementation of recommendations regarding disposal of dead animals continue, as well as cleaning, disinfection and risk awareness activities.

As a result of the sensitivity of the Epidemiological Information and Surveillance System of the Official Veterinary Service of Colombia, three (3) new outbreaks of highly pathogenic avian influenza (HPAI) have been identified in the departments of Magdalena (municipalities of Remolino and Pivijay) and Bolívar (in the municipality of Mompox), affecting domestic birds (non-poultry) in backyards. These premises are near wetlands and marshes, areas with a significant presence of migratory wild birds. In these areas, tracing and epidemiological investigations are still ongoing.
