Just for completeness - as of July 30th (see earlier post) only one of the 154 fatalities has tested positive for Japanese Encephalitis (JE). As Dr. Agarwal suggests below that the virus is waterborne. A variety of enteroviruses have been suggested, but others suspect environmental factors. But half of these children could have been saved had local residents taken steps to check two wrong behaviors: open defecation and consuming water from locally made shallow handpumps called 'khichwa' or 'chapa'.

"Both the things are a part of the disease cycle. To get rid of half the burden of encephalitis, one needs to get rid of the two practices which are a part of the people's life here," said Dr RN Singh, crusader against encephalitis who has already proved his point through his case study, Holiya, a village in Kushinagar. Holiya got rid of 'chapas' besides improving its sanitation and hygiene to save the people from diseases. The results are visible through zero encephalitis case since January 2010.

According to officials in the Directorate of Health Services Kashmir, there is a ?rise in Acute Diarrheal Disease-Gastroenritis, Enteric fever and Hepatitis apart from viral Meningitis with several outbreaks in Pulwama, Budgam, Baramulla and Ganderbal.? ?Comparing the data of two years, 2011 and 2012, there have 11 outbreaks last year during three months (April-June) while around 21 outbreaks have been reported in the valley between April and June this year,? they said.
