Hong Kong: DH advises a secondary school to start summer break (6/27/09)

A spokesman for the Department of Health (DH) today (June 27) advised Carmel Secondary School in Ho Man Tin to start summer break tomorrow to stop the possible spread of human swine influenza (Influenza A H1N1) in the school.

The advice was made following the confirmation of a human swine influenza case in the school.

The case involved a 13-year-old girl, a Form One student of the school. The girl had onset of symptoms on June 23 and last attended school on June 25. The student is in stable condition. Investigations into the case are ongoing.

The spokesman called on parents to pay attention to the health condition of their children, and to remind them to observe good personal and environmental hygiene.

Hong Kong: New hospital and clinic arrangements for human swine flu patients (6/27/09)

The following is issued on behalf of the Hospital Authority:

The Hospital Authority (HA) will implement the new service arrangements for managing patients who are suspected or confirmed with human swine influenza in both public hospitals and Designated Flu Clinics (DFCs) from next Monday (June 29), in view of the Government's announcement of a revision of the mitigation strategy for the human swine flu pandemic.

A spokesman for HA today (June 27) said that the admission and discharge criteria for patients confirmed human swine influenza would be based on their clinical conditions.

Confirmed patients with mild symptoms would not be required for admission and would be provided with symptomatic treatment.

''The new arrangements will enable our hospitals to reserve adequate isolation facilities and manpower resources for the severe cases, as we are now having more confirmed cases each day.''

On the service of Designated Flu Clinics, it will continue to attend to patients with fever and influenza-like-illness (ILI).

However, its priority would be given to pregnant women, those aged two or below, and high risk groups; which include those suffering from chronic diseases or having immuno-compromised states.

Tamiflu would only be given to ILI patients with chronic diseases or in immuno-compromised states.

''In addition to treating ILI patients, the DFCs will also notify patients if their test result was confirmed to be positive. Confirmed cases with mild symptoms will attend the DFCs for reassessment. Patients with severe conditions will be referred to hospital for admission,'' the spokesman added.

Regarding the services of the eight DFCs and the confirmed human swine influenza patients admitted to public hospitals, the HA spokesman provided the following updates today (June 27):

The Designated Flu Clinics today (as at 5pm) provide treatment to a total of 252 patients.

The HA spokesman reminded the public that the eight DFCs have ceased the provision of general outpatient services.

Patients with other illnesses are advised to seek medical treatment at other general outpatient clinics in the district or private practitioners.

Chronic patients who have been pre-scheduled for follow up at the eight DFCs should proceed to their corresponding clinics with drug refill service according to their date of original appointment and bring along the appointment slip and Identity Card.

As at 2.30pm today, there were 33 newly confirmed cases of human swine influenza in the past 24 hours.

This brings to 629 the total number of confirmed human swine influenza cases in Hong Kong.

Among them, a total of 506 confirmed cases have been discharged from public hospitals upon recovery, the remaining cases in hospitals have been stable (none required intensive care and there were no fatal cases).

The Department of Health (DH) today (June 28) advised four secondary schools to start their summer break tomorrow to stop the possible spread of human swine influenza (Influenza A H1N1) in the schools.


The advice was made following the confirmation of five human swine influenza cases in the schools.

The first case involved a 14-year-old boy, a Form 3 student of Kiangsu-Chekiang College (Shatin). He had onset of influenza symptoms on June 25 and last attended school on June 26.

The second case involved a 13-year-old girl, a Form 2 student of Lee Kau Yan Memorial School in Wong Tai Sin. The girl had onset of symptoms on June 26. She attended school on the same day.

The third case involved a 16-year-old boy, a Form 4 student of Diocesan Boys' School (DBS)in Kowloon City. He had onset of respiratory symptoms on June 15 and developed fever on June 25. He last attended school on June 25.

The fourth case is a Form 3 student of DBS, aged 15. He had onset of symptoms on June 26 and he attended school the same day.

The fifth case involved a 12-year-old girl, a Grade 8 student of German Swiss International School on the Peak. She developed influenza symptoms and attended school on June 26. All of them are in stable condition. Investigations into the cases are ongoing.

The spokesman called on parents to pay attention to the health condition of their children, and to remind them to observe good personal and environmental hygiene.

Hong Kong: SHA visits HK athletes with human swine influenza in Singapore (with photos) (6/29/09)

The Secretary for Home Affairs, Mr Tsang Tak-sing, attended the opening ceremony of the 1st Asian Youth Games and the flag raising ceremony of the Hong Kong delegation in Singapore today (June 29).

He learned about the measures taken by the Singaporean government to fight the human swine influenza (HSI Influenza A H1N1) and visited the Hong Kong athletes who had earlier been diagnosed as infected with HSI but had now recovered.

Mr Tsang said: "Although the HSI has been circulating in the Hong Kong community and the HKSAR Government has started implementing the new mitigation phase measures against the disease from today, I believe that so long as the hygiene protection measures are well implemented, the 5th East Asian Games will go on this December as scheduled."

Mr Tsang attended the flag raising ceremony of the Hong Kong delegation this afternoon. He also visited the athletes' village to show support to the Hong Kong athletes.

"This trip gives us an opportunity to learn more about the measures adopted in a major sports event during the outbreak of pandemic. We will learn from the experience to better prepare ourselves for the East Asian Games," he said.

Mr Tsang took the opportunity to visit the Hong Kong football team, including those players who had earlier been diagnosed as infected with HSI and who had now recovered, to understand their situation during the isolation period.

He said: "Although the Hong Kong football team cannot take part in the Asian Youth Games this time, we hope the athletes will continue to strive for better performance and prepare themselves well for the forthcoming major international sports events, including the Youth Olympic Games in Singapore next year."

To encourage other Hong Kong young athletes who were continuing their competitions in the Asian Youth Games, Mr Tsang said: "We should not only try our best to excel through unremitting efforts in the games, but also strive to demonstrate good sportsmanship."

He said the HKSAR Government attached great importance to the nurturing of young athletes and had injected $5 million into the Hong Kong Athletes Fund, for the purpose of setting up an incentive scheme to provide scholarships to young athletes (those aged 18 or below) who achieved outstanding results in the Asian Youth Games and the Youth Olympic Games.

Mr Tsang attended the opening ceremony of the Youth Asian Games in the evening. He will also watch competition events tomorrow to cheer on Hong Kong athletes and encourage them to strive for excellence. The 1st Asian Youth Games are held from June 29 to July 7 in Singapore. More than 40 athletes from the Hong Kong delegation will take part in the games. Mr Tsang met the Acting Minister for Information, Communications and the Arts, Mr Lui Tuck Yew, in the morning to exchange views on the strengthening of cultural exchanges between the two places.

Hong Kong: Director of Health introduces mitigation strategy to Shenzhen authority (with photo) (6/29/09)

The Director of Health, Dr PY Lam today (June 29) met the Director General of Shenzhen Entry-Exit Inspection and Quarantine Bureau, Mr Liu Sheng-li, to introduce the adjusted mitigation strategy on human swine influenza being implemented in Hong Kong.

Dr Lam explained at the meeting that since human swine influenza had been widely circulating in the community, control and preventive measures against the disease had been adjusted and came into effect today.

Noting that patient isolation and contact tracing were no longer efficient in reducing transmission, Dr Lam said control measures being implemented at all boundary control points would remain unchanged.

''Temperature screening, health declarations and broadcast of health messages at the control points will continue.

''Travellers found to have mild flu symptoms at boundary control points will be given facemasks and advised to seek medical attention at Designated Flu Clinics. But those with severe symptoms will be taken to public hospitals for further medical examination,'' Dr Lam said.

Dr Lam said there was a difference between Hong Kong and Shenzhen in handling people with influenza symptoms.

People going to the Mainland from Hong Kong and found to have influenza-like symptoms would be taken to hospitals for further management or advised to return to Hong Kong.

Dr Lam appealed to people who had developed influenza-like symptoms and planned to travel to defer their trips and seek medical consultation as soon as possible. He said both parties would maintain close liaison in the fight against human swine influenza.

Hong Kong: CHP investigating three cases of Legionnaires' Disease (6/29/09)

The Centre for Health Protection (CHP) of the Department of Health is today (June 29) investigating three cases of Legionnaires' Disease.

The first case involved a 56-year-old man living in Sha Tin. He travelled to Shenzhen on June 23 and developed fever, cough and diarrhoea on June 26. He then returned to Hong Kong on the same day and was admitted to North District Hospital. The patient is now in stable condition. His family contact is asymptomatic.

The second case involved a 60-year-old man living in Wong Tai Sin. He developed fever, cough and shortness of breath on June 19 and was admitted to Kwong Wah Hospital on June 21. The patient is now in critical condition. He had no travel history during the incubation period. His family members are asymptomatic.

The third case involved a 78-year-old man living in Yau Ma Tei. He presented with cough and shortness of breath since June 14 and fever on June 23. The man was admitted to Kwong Wah Hospital on June 24. He is now in critical condition. His family members are asymptomatic.

A total of 12 cases of Legionnaires' Disease have been reported to the CHP so far this year. 13 cases were reported in 2008, 11 in 2007 and 16 in 2006.

To prevent the disease, people are reminded to observe the following:

  • An individual may reduce his/her susceptibility to the disease by avoiding smoking and excessive drinking, and maintaining good health.
  • People handling garden soils, composts and potting mixes should take the following precautions:
    • Gently water gardens and composts using low pressure.
    • Open composted potting mixes slowly and make sure the opening is directed away from the face.
    • Wet the soil to reduce dust when potting plants.
    • Avoid working in poorly ventilated places such as enclosed greenhouses.
    • Wash hands carefully afterwards.
  • Proper design, operation and maintenance of man-made water systems. A female Clinical Services Assistant in Ruttonjee & Tang Shiu Kin Hospital (RHTSK) was among the new confirmed cases announced by the Centre of Health Protection (CHP) today.

She developed flu symptoms on June 27 and attended the Accident & Emergency Department of RHTSK the same day.

She was prescribed with paracetamol and granted sick leave.

CHP confirmed the case yesterday (June 29).

She is now taking sick leave to rest at home.

One of her family members was found to be infected by human swine influenza earlier. She works in a medical ward of RHTSK and has been following strictly the HA Infection Control Guidelines for patient care.

She wears a surgical mask when she is on duty.

Up to the present moment, no patient or other staff member was found to be infected by human swine influenza.

The hospital will continue to follow the HA Infection Control Guidelines and implement relevant hygiene measures to protect patients and staff.

A spokesman for the Department of Health said there had been 29 newly confirmed cases of human swine influenza (Influenza A H1N1) in the 24 hours to 2.30pm today (July 2).

The new cases involve 16 males and 13 females, aged between 4 and 49.

This brings to 857 the total number of human swine influenza cases (HSI) in Hong Kong.

The Department of Health has so far advised 42 secondary schools with confirmed HSI cases to suspend classes or start summer break in order to stop the possible spread of the disease in the schools.

Among the schools are Queen Elizabeth School (QES) in Mong Kok, Sing Yin Secondary School (SYSS) in Lam Tin and Tsung Tsin Christian Academy (TTCA) in Sham Shui Po which will start summer break tomorrow.

A 15-year-old Form Four male student of QES, a 17-year-old Form Six male student of SYSS, a 13-year-old Form Two female student and a 15-year-old Form Four male student of TTCA were confirmed to be infected with HSI. They had onset of influenza symptoms on June 26, June 27, June 17 and June 29 respectively.

The four students are among the 857 confirmed HSI cases.

The spokesman said that operating hours of the department's hotline for human swine influenza 2125 1111 was from 9am to 6pm, Monday to Sunday including public holidays. "Callers ringing the hotline outside the operating hours may leave a message on the voice mailbox," he said.

Hong Kong: HA update on Designated Flu Clinic and admitted human swine influenza patients (7/2/09)

The following is issued on behalf of the Hospital Authority:

Regarding the services of the eight Designated Flu Clinics (DFCs) and the confirmed human swine influenza patients admitted to public hospitals, the Hospital Authority (HA) spokesman provided the following updates today (July 2):

The eight DFCs today (as at 5pm) provide treatment to a total of 332 patients.

The HA spokesman reminded the public that the eight DFCs have ceased the provision of general outpatient services. Patients with other illnesses are advised to seek medical treatment at other general outpatient clinics in the district or private practitioners.
Chronic patients who have been pre-scheduled for follow up at the eight DFCs should proceed to their corresponding clinics with drug refill service according to their date of original appointment and bring along the appointment slip and Identity Card.

As at 2.30pm today, there were 29 newly confirmed cases of human swine influenza in the past 24 hours.

This brings to 857 the total number of confirmed human swine influenza cases in Hong Kong.

Currently, a total of three confirmed cases are still staying in public hospitals for treatment.

Their condition are stable and none required intensive care.

Among the confirmed cases was a nurse of Hong Kong Buddhist Hospital (HKBH). She attended the DFC at Kowloon Bay Health Centre on June 30 due to influenza like symptoms. Human swine influenza result was confirmed positive on July 1. She is now under isolation and Tamiflu prescription at home. Her condition is stable. The nurse works in the Palliative Care Ward in which a Clinical Services Assistant was confirmed to be infected by human swine influenza on June 25. Both of them had been working together on June 20 and 21. She followed the HA Infection Control Guidelines for patient care and wore surgical mask when she was on duty. Another confirmed case is a General Services Assistant of United Christian Hospital. She had symptoms onset since June 29, presented with cough, headache and fever. She attended Kowloon Central DFC on July 1. Human swine influenza result is confirmed positive today. She is now under isolation and Tamiflu prescription at home. Her condition is stable. Human swine influenza result of one of her family members is also confirmed to be positive today. The General Services Assistant works in the Central Sterile Supply Department and Theatre Sterile Supply Unit. She wore surgical masks during the symptom onset and she has no direct patient contact.

Hong Kong: Detection of human swine influenza virus resistant to Tamiflu (7/3/09)

A spokesman for the Department of Health (DH) said the department's Public Health Laboratory Services Branch (PHLSB) today (July 3) detected a strain of human swine influenza (HSI) virus which was resistant to oseltamivir (Tamiflu).


The virus was identified during PHLSB's routine sensitivity test of HSI virus to oseltamivir and zanamivir, the spokesman said.

"This is the first time Tamiflu resistance in HSI virus found in Hong Kong," he said, adding that similar cases were also reported in Denmark and possibly Japan.

"Tests showed that this strain is sensitive to zanamivir (Relenza)," he said.


The virus was isolated from the specimen taken from a 16-year-old girl coming from San Francisco. She was intercepted by Port Health Office at the Hong Kong International Airport on June 11 upon arrival. The girl was then admitted to Queen Mary Hospital for isolation. She was tested positive to HSI but opted not to take tamiflu. She had mild symptoms and was eventually discharged upon recovery on June 18.

The spokesman noted that PHLSB conducted routine sensitivity tests on specimens taken from confirmed HSI patients.

"This is the only Tamiflu-resistant strain so far among some 200 HSI samples tested in Hong Kong. Further tests are underway," he said.

Hong Kong has maintained an antiviral stockpile of both Tamiflu and Relenza.

The case will be reported to the World Health Organization (WHO), the spokesman said. He reiterated that Hong Kong had an intensive influenza surveillance system on antiviral resistant influenza viruses.

"We will closely liaise with WHO and overseas health authorities and monitor the global development of antiviral resistant HSI virus," he said.

Hong Kong: Forty-four new cases of human swine influenza (7/3/09)

A spokesman for the Department of Health said there had been 44 newly confirmed cases of human swine influenza (Influenza A H1N1) in the 24 hours to 2.30pm today (July 3).

The new cases involve 26 males and 18 females, aged between 2 and 81.

This brings to 901 the total number of human swine influenza cases (HSI) in Hong Kong.

The spokesman said that operating hours of the department's hotline for human swine influenza 2125 1111 was from 9am to 6pm, Monday to Sunday including public holidays.

"Callers ringing the hotline outside the operating hours may leave a message on the voice mailbox," he said.

She attended Accident and Emergency Department of UCH on June 30 with persistent cough. Human swine influenza result was confirmed positive subsequent to clinical test. She is now under isolation with Tamiflu prescription at home. Her condition is stable. The clerk wore surgical masks during the symptom onset. She did not have close contact with any patients as there was a glass panel in the shroff's office.
