The following is issued on behalf of the Hospital Authority:

Regarding the services of the eight Designated Flu Clinics (DFCs) and the confirmed human swine influenza patients admitted to public hospitals, the Hospital Authority (HA) spokesman provided the following updates today (June 22):

The Designated Flu Clinics today (as at 5pm) provided treatment to a total of 385 patients.

The HA spokesman reminded the public that the eight DFCs have ceased providing general outpatient services.

Patients with other illnesses are advised to seek treatment at other general outpatient clinics in the district or from private practitioners.

Chronic patients who have been pre-scheduled for follow up at the eight DFCs should proceed to corresponding clinics with drug refill service according to their date of original appointment and bring along their appointment slip and identity card.

There were 28 newly confirmed cases of human swine influenza in the 24 hours to 2.30pm today.

This brings to 348 the total number of confirmed human swine influenza cases in Hong Kong.

Among them, 195 confirmed cases have been discharged from public hospitals upon recovery, the remaining cases in hospitals are stable (none required intensive care and there were no fatal cases).

To lower the chance of infection, the Social Welfare Department (SWD) advises people not to take their children or family members to child care centres, day elderly services units and day rehabilitation services units.

''However, these centres will remain open to serve those whose families cannot provide alternative care for them.

''A spokesman for the department stressed that during the class suspension period, all child care centres would remain open for individual parents who might have genuine difficulty in taking care of their children.

In addition, parents are also advised to make use of the Occasional Child Care Service, Mutual Help Child Care Centres as well as Centre-based Care Groups and Home-based Child Care Service under the Neighbourhood Support Child Care Project, where necessary. Hong Kong: EDB announces school arrangements (6/23/09)

The Education Bureau (EDB) announced today (June 23) that there would be no resumption of classes in this school year for kindergartens, kindergarten-cum-child care centres, primary schools (including private independent schools, international schools and English School Foundation schools), and special schools (except schools for social development with secondary section only).


The decision was made in consultation with the health authorities, taking into account the latest information of human swine influenza (HSI) in Hong Kong.

An EDB spokesman said, "We made the decision on grounds that the HSI virus becomes active in the community. With a large number of young students gathering in schools and having close contacts for extended periods of time will increase the chance of outbreak. Moreover, young children are more vulnerable to the disease and may lead to severe cases."

"As for secondary schools, based on the assessment of the Department of Health (DH) on the latest development of HSI, although the HSI virus has caused outbreaks in individual secondary schools, the situation is similar to what has been anticipated."

"Besides, the symptoms in secondary school students who have contracted HSI are no different from that caused by seasonal influenza, and they are less likely to develop complications when comparing with younger children."

"Under such circumstances, it is not necessary to implement territory-wide class suspension for secondary schools at this stage."

The spokesman stressed, "If an individual secondary school is verified by the Centre for Health Protection (CHP) of having a confirmed case of HSI on or after June 24, the school concerned will have an early summer break. For schools that require special arrangements, we will liaise with them on a need basis."

"Although it is not necessary to implement territory-wide class suspension for secondary schools, we recommend schools to advance the summer break for students after completion of their final examinations and all necessary arrangements."

"We suggest schools to reduce as far as possible their post-examination activities so as to advance the summer holiday for students with a view to minimising disease transmission in schools."

As some of the kindergartens (KGs) and kindergarten-cum-child care centres (KG-cum-CCCs) would start the new school year in August, the EDB would keep in contact with DH and make further announcement by end of July on class resumption arrangements for the new school year. EDB also reminded tutorial schools to step up cleansing and disinfection of their premises during the summer break, and adjust the number of students participating in the activities.

They should also make reference to CHP's guidelines and put in place precautionary measures when planning their teaching and other activities.


Detailed arrangements for primary schools, secondary schools and KGs/KG-cum-CCCs are as follows:

Primary schools

  • CHP of DH has issued guidelines on the arrangements for Primary 5 second-term examination. Schools can conduct the examinations between end June and early July according to the guidelines.
  • If for special reason some schools cannot conduct the examinations in the said period, they can conduct the examinations during the summer holiday or in early September. Schools should inform parents of the relevant arrangements well in advance.
  • The 2009 Secondary School Places Allocation results will be released on July 7 and Secondary 1 registration will be held on July 9 and 10 as scheduled. Collection of Allocation Slips and registration will be handled by parents and guardians. There is no need for the students to go to schools.
  • During the class suspension period and summer holiday, schools should make appropriate arrangements to avoid having a large number of students attending school activities. Schools should make reference to the guidelines issued by CHP and put in place necessary precautionary measures while conducting activities inside and outside schools. Parents should be clearly informed of the arrangements.
  • During the class suspension period and summer holiday, schools should step up measures to clean their premises. Parents should also maintain good hygiene at home.Before the scheduled summer holiday, schools should keep their premises and boarding section open and arrange staff to be on duty to take care of students who will be unattended at home and have to go back to school.

Secondary schools

  • The Territory-wide System Assessment for Secondary 3 is to be conducted today and tomorrow (June 23 and 24). Except for those schools with class suspended for confirmed HSI cases, all secondary schools will conduct the assessment as scheduled tomorrow.
  • The 2009 Pre-S1 Hong Kong Attainment Test will be conducted on July 14 as scheduled. Nonetheless, secondary schools must observe and make appropriate arrangements in accordance with the guidelines on P5 second-term examination during class suspension period issued by CHP.
  • Results of other public examinations, including the Hong Kong Advanced Level Examination and Hong Kong Certificate of Education Examination, will be released on June 30 and August 5 respectively as scheduled. Schools should make reference to CHP's guidelines to adopt precautionary measures while releasing these results.
  • For schools under class suspension on June 30, the Hong Kong Advanced Level Examination results could be released as scheduled, though these schools are advised to step up cleansing and remind students to take personal precautionary measures before returning to schools.
  • Similar to the arrangements for primary schools, secondary schools planning to conduct activities during the summer holiday should follow the guidelines issued by CHP and implement preventive measures properly.
  • Before the scheduled summer holiday, schools should keep their premises and boarding section open and arrange staff to be on duty to take care of students who will be unattended at home and have to go back to school.

KGs and KG-cum-CCCs

  • Although there will be no class resumption for KGs and KG-cum-CCCs in this school year, the last instalment of subsidy in the 2008/09 school year under Pre-Primary Education Voucher Scheme will be calculated based on the number of eligible students as at June 11 (i.e. the day before class suspension).
  • During the suspension period and summer holiday, KGs and KG-cum-CCCs can still conduct activities though they should observe DH's guidelines and implement all preventive measures. Schools should adjust the size of group activities and make sure there is adequate adult supervision.

The EDB spokesman reminded parents to avoid taking their children to crowded places and added that schools and parents should stay vigilant and keep good hygiene in school and at home to guard against HSI.

EDB will issue letters to schools on the above arrangements. The letters will also be uploaded onto EDB homepage (http://www.edb.gov.hk). EDB will continue to work with DH and schools and will closely monitor the situation. The latest HSI information will be released to schools from time to time.

Hong Kong: Sixty new cases of human swine influenza (6/23/09)

A spokesman for the Department of Health (DH) said there had been 60 newly confirmed cases of human swine influenza (Influenza A H1N1) in the 24 hours up to 2.30pm today (June 23).

This brings to 408 the total number of human swine influenza (HSI) cases in Hong Kong.

The new cases involved 35 males and 25 females, aged between three and 65.

Meanwhile, Tsang Pik Shan Secondary School in Ma On Shan has been advised to suspend classes for two weeks starting tomorrow (June 24) as a student of the school was confirmed to have been infected with HSI.

The student, a 14-year-old boy, attended the school on June 19 when he had onset of influenza symptoms.

The spokesman said the boy was a member of a Hong Kong youth soccer team which left for Singapore on June 20.

The boy and other three members of the team were confirmed to have been infected with HSI by the Singapore health authority.

The four are under treatment in Singapore and are in stable condition.

Hong Kong: EDB announces 14-day class suspension of Tsang Pik Shan Secondary School (6/23/09)

The Education Bureau (EDB) announced today (June 23) that classes of Tsang Pik Shan Secondary School would be suspended for 14 days from tomorrow (June 24) until July 7 (Tuesday).


The decision was made after a joint assessment by the EDB and the Department of Health (DH) upon confirmation of a contracted case of human swine influenza in the school.

The DH was actively tracing students and teachers who might have been in contact with the infected student and will offer medical surveillance for those in need.

An EDB spokesman said the school would put in place contingency measures relating to class suspension and inform parents of the arrangements.

The S3 Territory-wide System Assessment scheduled for this school tomorrow will be cancelled.

During the class suspension period, the school will strengthen measures to ensure environmental hygiene, including thoroughly cleaning and disinfecting the school premises, and arrange staff to be on duty to handle school affairs and answer parents' enquiries.

The EDB will maintain close liaison with the DH and the school to offer timely support and advice.

The Department of Health (DH) today (June 23) advised a secondary school in Wong Tai Sin to suspend classes for two weeks starting tomorrow to stop the possible spread of human swine influenza (Influenza A H1N1) in the school.


The advice was made following the confirmation of a human swine influenza case in the school involving a 14-year-old boy.

"He is a Grade 9 student of International Christian Quality Music Secondary and Primary School. He attended school on June 19 when he had onset of influenza symptoms," a DH spokesman said.

The boy will be taken to hospital for treatment. He is now in stable condition.

Investigation into the case is ongoing.

The spokesman called on parents to pay attention to the health condition of their children, and to remind them to observe good personal and environmental hygiene.

Hong Kong: Government offers help to Hong Kong tour group quarantined in Gansu (6/23/09)

As regards a group of Hong Kong tourists being quarantined in a hotel in Gansu, a government spokesman said today (June 23) that the Assistance to Hong Kong Residents Unit (AHU) of the Immigration Department had maintained close contact with the group and rendered practical advice and assistance in accordance with the situation.

The Beijing Office of the Hong Kong Special Administrative Region has also got in touch with the tour group.

The spokesman said the AHU, together with the Beijing Office and the Department of Health, will continue to keep in touch with the tour agent and the tour group and render assistance as far as possible.

Following is the transcript (English portion) of remarks made by the Secretary for Food and Health, Dr York Chow, at a stand-up media session after attending a radio programme today (June 24):

Is swine flu entrenched as seasonal flu? What sorts of actions would the Government take? Would you drop all the mitigation measures?

Secretary for Food and Health:
I think mitigation is still very important, particularly when we are facing a new influenza virus. As you can see from various experiences in North American countries, this virus is going to last for some time. Although it is replacing slowly the so-called seasonal flu H1N1 Brisbane strain and is already doing that in Hong Kong, but I think the fact is most people do not have the antibody for this virus. So, we can see that the transmission and also the spread of the influenza would be continuing for some time. Our aim for mitigation is to try to ensure that there is no large massive outbreak within a very short time because that would cause a lot of burden on the healthcare facilities and also cause panic in the society at the same time. So, this is something we try to avoid. All the measures we are taking right now is to try to slow down this epidemic and try to reduce the number of cases although we cannot prevent them. So, this is important. The second principle is to ensure that those people who are at risk are being protected and that is why we have a lot of guidelines for schools, for young children, for people with chronic illnesses and also for the elderly. This is something that I think is very important because once we see people coming down with flu and complications and require intensive care or maybe people who die from it, I am sure the sentiment would be very different from what it is now.We cannot really be complacent about this influenza although we allow people to have as much normal activities as possible. I think we still need to care for those people who are at risk.

We have actually set up all the guidelines for such activities on the website of the Centre for Health Protection. There are guidelines for organisers and for participants. For the organisers, we feel that depends on what type of environment they have; we hope that first of all, the group activity should not be big group and should not result in overcrowding. Secondly, you make sure that those children who are sick would stay home and do not come for those activities. This is very important. While they are there, they are well looked after. They need to regularly wash their hands and make sure they have good hygienic practices and so on. We believe that such activities are essential for children but it is important that we have enough precautions to ensure that would not become a centre of outbreak.

When are we going to move to full mitigation? Are you going to base it on the number of infections or the severity of cases?

Secretary for Food and Health:
In fact, if you look at the transmission model, we are already in the middle of the mitigation phase right now. As you know that, I think as of today, 99 countries in the world have reported cases. In other words, the border controls are no longer really functioning that well for many countries because they all have endemic cases, that are indigenous cases. So, I think the same would go for Hong Kong very soon although we are not actually dropping the border control but we feel that our battlefront is actually at our clinics and also our hospitals. More importantly, it is actually with our citizens and our families, they need to take precautions themselves to ensure those people at risk are not exposed to this virus as much as they can. So, if you have a family member that has a chronic illness, I would suggest that you try every means to protect them.

Hong Kong would not drop our reporting system just like that. I think we take pride in being very transparent and being a very responsible community here. So if we have so many cases, we have to report it. It is important for the community to know about the trend. It is also important for them to know if somebody is seriously ill or even die from it. The second case involved a 15-year-old boy, a Form Four student of Baptist Lui Ming Choi Secondary School in Sha Tin. He had onset of symptoms on June 21.

The third case involved a 14-year-old boy, a Form Two student of Po Leung Kuk No.1 W.H. Cheung College in Wong Tai Sin. He had onset of symptoms on June 22.

The fourth case involved a 12-year-old girl, a Form One student of Buddhist Hung Sean Chau Memorial College in Wong Tai Sin. She had onset of symptoms on June 21.

The fifth case involved a 13-year-old girl, a Form Two student of CCC Kei Heep Secondary School in Wong Tai Sin. She had onset of symptoms on June 21.

The five patients will be admitted to hospital for isolation tonight. They are now in stable condition. Investigations into the cases are ongoing.

Hong Kong: CHP investigating a case of EV-71 (6/24/09)

The Centre for Health Protection (CHP) of the Department of Health today (June 24) confirmed a case of Enterovirus-71 (EV-71) infection involving a two-year-old boy who passed away on June 6.


EV-71 is a viral infection usually found among young children.

It is also one of the causative agents for hand-foot-mouth disease.

The boy lived in Shenzhen.

He developed fever and vomiting on June 1.

His parents took him to Queen Mary Hospital for medical attention on June 5.

He was admitted to the Intensive Care Unit and died on June 6. Laboratory tests on samples of nasal swab taken from him yielded positive result to EV-71 infection today.

A CHP spokesman said as the infection was transmitted by direct contact with nose and throat discharges, people should be vigilant against the disease and observe the following preventive measures:

  • Wash hands before eating and after going to toilet and changing diapers;
  • Cover mouth and nose when coughing and sneezing;
  • Maintain good ventilation;
  • Thoroughly clean toys or appliances which are contaminated by nasal or oral secretions.

Children suffering from the infection should stay at home and avoid contacting other children until they have recovered.

This is the 21 case of EV-71 infection reported to the CHP this year.

There were 16, 12 and 98 cases of EV-71 infections reported in 2006, 2007 and 2008 respectively.

The second case involved a 15-year-old girl, a Form Four student of Kit Sam Lam Bing Yim Secondary School in Wang Tau Hom. She had onset of symptoms on June 22.

The third case involved a 15-year-old boy, a Form Two student of SKH Leung Kwai Yee Secondary School in Kwun Tong. He attended school on June 23 and had onset of influenza symptoms on the same day.

The fourth case involved a 15-year-old boy, a Form Four student of SKH Leung Kwai Yee Secondary School. He had onset of influenza symptoms on June 21.

Hong Kong: HA update on Designated Flu Clinics and discharged human swine influenza patients (6/25/09)

The following is issued on behalf of the Hospital Authority:

Regarding the services of the eight Designated Flu Clinics (DFCs) and the confirmed human swine influenza patients admitted to public hospitals, the Hospital Authority (HA) spokesman provided the following updates today (June 25):

The Designated Flu Clinics today (as at 5pm) provided treatment to a total of 364 patients.

The HA spokesman reminded the public that the eight DFCs have ceased providing general outpatient services.

Patients with other illnesses are advised to seek medical treatment at other general outpatient clinics in the district or private practitioners.

Chronic patients who have been pre-scheduled for follow up at the eight DFCs should proceed to corresponding clinics with drug refill service according to their date of original appointment and bring along their appointment slip and identity card.

There were 62 newly confirmed cases of human swine influenza in the 24 hours to 2.30pm today.

This brings to 506 the total number of confirmed human swine influenza cases in Hong Kong.

Among them, a total of 337 confirmed cases have been discharged from public hospitals upon recovery, the remaining cases in hospitals are stable (none required intensive care and there were no fatal cases).

A spokesman for the Department of Health said there had been 62 newly confirmed cases of human swine influenza (Influenza A H1N1) in the 24 hours up to 2.30pm today (June 25).

This brings to 506 the total number of human swine influenza cases in Hong Kong.

The new cases involve 44 males and 18 females, aged between one and 58.

Hong Kong: DH frontline services resume next Monday (6/26/09)

A spokesman for the Department of Health today (June 26) said the department's frontline services which had been suspended earlier this month to prevent the spread of human swine influenza (Influenza A H1N1) in the community would resume as normal from Monday (June 29).


The services involved are School Dental Care Service for primary students, Student Health Service for primary and secondary students, and Maternal and Child Services for children aged over 12 months.

The department would contact individual clients who had been affected by the closure for rescheduling of appointment, the spokesman said.

He reminded parents not to take along children not attending the services or other people to the department's service centres to avoid overcrowding and minimising the risk of infection.

"For newborn babies and children attending the maternal and child service, they should be accompanied by not more than two adults when entering the centre," the spokesman said.

As Shau Kei Wan Jockey Club Clinic, Kowloon Bay Health Centre and South Kwai Chung Jockey Club General Outpatient Clinic have been assigned as Designated Flu Clinics of the Hospital Authority, Shau Kei Wan Elderly Health Centre (EHC), Kowloon Bay Student Health Service Centre (SHSC) and South Kwai Chung SHSC in the respective complexes will continue to cease operation.

"Clients of Shau Kei Wan EHC can go to Wan Chai EHC for follow up and drug refills. Those of Kowloon Bay SHSC should go to Lam Tin SHSC at the time and date specified in their appointment letters while those of South Kwai Chung SHSC should attend the service at Western SHSC at the time and date specified in their appointment letters," the spokesman said.

Ninety new cases of human swine influenza

A spokesman for the Department of Health said there had been ninety newly confirmed cases of human swine influenza (Influenza A H1N1) in the 24 hours up to 2.30pm today (June 26).

This brings to 596 the total number of human swine influenza cases in Hong Kong.

The new cases involve 52 males and 38 females, aged between six and 70.

Hong Kong: DH advises two secondary schools to suspend classes (6/26/09)

A spokesman for the Department of Health (DH) today (June 26) said that two secondary schools in Kowloon would suspend classes to stop the possible spread of human swine influenza (Influenza A H1N1) in the schools.


The advice was made following the confirmation of two human swine influenza cases in the schools.

The first case involved a 14-year-old girl, a Form Three student of Tak Oi Secondary School in Tsz Wan Shan. The girl attended school on June 24 when she he had onset of influenza symptoms.

The second case involved a 14-year-old girl, a Form Three student of Diocesan Girls' School. She had onset of influenza symptoms on June 24.

DH had advised the schools to start its summer break starting tomorrow. Both of the students are in stable condition. Investigations into the cases are ongoing.

As at 2.30pm today, there were 90 newly confirmed cases of human swine influenza in the past 24 hours.

This brings to 596 the total number of confirmed human swine influenza cases in Hong Kong.

Among them, a total of 384 confirmed cases have been discharged from public hospitals upon recovery, the remaining cases in hospitals have been stable (none required intensive care and there were no fatal cases).

Besides, a paediatric patient of Queen Elizabeth Hospital (QEH) was among the confirmed cases that the Centre of Health Protection (CHP) reported today.

The 12 years old boy was admitted to the paediatric ward of QEH on June 22 due to flu symptoms and was discharged on June 24 upon recovery.

During his hospitalization, respiratory sample of the boy was taken for laboratory test on influenza as a routine surveillance. The CHP confirmed the positive result of human swine influenza test on his respiratory sample last night (June 25).

The boy has been admitted to QEH for treatment under isolation and is now in stable condition. QEH has completed the contact tracing of the other eight patients in the same cubicle of the ward. One boy was found to have presented with upper respiratory symptoms and he is now in stable condition. The ward staff are asymptomatic. HA Infection Control Guideline has been duly observed with surgical masks, gloves and protective gown during patient care. Full set of Personal Protective Equipment (including N95 respirator, face shields, gloves and protective gown) is required for high risk procedures. The Hospital and CHP will continue to closely monitor the situation.

Another confirmed case is a female Clinical Services Assistant in Hong Kong Buddhist Hospital (HKBH).She developed flu symptoms on June 20 and attended the Central Kowloon Health Centre (one of the DFCs) on June 21. She was prescribed Tamiflu and granted sick leave. CHP confirmed the case on June 25 evening. She is now under isolation treatment in QEH. One of her family members was found to be infected by human swine influenza earlier. She works in the Palliative Care Ward of HKBH. She follows the HA Infection Control Guidelines for patient care. She wears surgical mask when she is on duty. HKBH has traced the close contacts of the ward staff including patients and staff working in the ward. Up to the present moment, no patient or other staff was found to be infected by human swine influenza. We reassure the public that situation in hospital is under control. We will continue to follow the HA Infection Control Guideline and hygiene for patients and staff.
