JAKARTA, June 11 (Reuters) - Indonesia has found traces of H5N1 bird flu in apparently healthy-looking poultry, making it tougher to detect the disease in the country hardest hit by the virus, officials said on Monday.

Sick or dead chickens are used as a sign of H5N1 infection, but the appearance of "asymptomatic" chickens means humans could become more easily infected with bird flu. Indonesia has the world's highest death toll from the disease, killing 79 people.

"The poultry death rate is not so high, but there is a trend that chicken or poultry are infected by the virus but they don't die. So, the H5N1 virus is not fatal to poultry," Musny Suatmodjo, director of animal health at the agriculture ministry, told a news conference.

For the first six months of this year, 12,000 birds have died of bird flu or been culled, while last year about 1.75 million poultry either died of the disease or were culled, Suatmodjo said.

Authorities fear healthy-looking poultry could shed the virus in their faeces, increasing the risk of spreading bird flu to people.

"The poultry deaths have come down. But there's something that we need to be cautious about. There is concern shedding may occur," Bayu Krisnamurthi, the bird flu commission chief, told reporters.

"There are some cases where humans were infected with the virus although there was no sick or dead poultry in their surroundings. But it can't be a general conclusion yet," he said, adding the commission was being cautious about this indication.

Hong Kong-based researchers have also detected such "asymptomatic" chickens and other poultry in mainland Chinese markets in recent years, which they believe were responsible for most of the H5N1 human infections there.

One published study of faecal samples taken from healthy poultry in markets in China in recent years found that one percent were infected with the virus.

The Indonesian Bird Flu Commission said last week the H5N1 bird flu virus in Indonesia might have undergone a mutation that allows it to jump more easily from poultry to humans.

?I am confident that the National Guard SPP will not only enhance collaborative efforts in emergency disaster preparedness and response, but will also serve the broader purpose of expanding and deepening the friendship between the peoples of Indonesia and Hawaii,? Governor Lingle said.

Communities to help monitor bird flu

The government is developing a participatory surveillance response program to combat avian influenza, as part of the national strategic plan to control the spread of the disease and raise public awareness.

The program -- which began in January 2006 and initially covered only 12 districts in Java -- is a community-based surveillance system that employs teams of trained veterinary staff to undertake active field research, with the strong engagement and support of local community members.

Each team is equipped with a hand-held Global Positioning System (GPS) device and data from the teams is recorded into a database at regional local disease control centers; then merged nationally once per week.

Elly Sawitri Siregar from the campaign management unit of the Agriculture Ministry said Wednesday the government was preparing to establish two new regional surveillance offices in Sulawesi and Kalimantan, to assist the existing seven regional offices.

"Surveillance teams are now active in nine provinces, covering 114 districts in Java, 25 districts in North Sumatra, 10 districts in Lampung and nine in Bali. Each team covers one district and consists of eight members," Elly said.

John Weaver from the UN Food and Agriculture Organization said in May disease surveillance and control in Indonesia was a complex task, because Indonesia is a large country with a diverse poultry industry.

In the first quarter of 2007, surveillance teams conducted more than 12,000 interviews and discovered 645 outbreaks of high pathogenic avian influenza. While response teams, tasked with vaccination and culling, responded to more than 5,500 reports.

"During the first quarter of 2007, the surveillance teams detected high pathogenic avian influenza in 80 districts. The highest number of cases were found in Bandung, followed by Yogyakarta and Bogor."

Chief executive officer of the National Committee for Avian Influenza Control and Pandemic Influenza Preparedness, Bayu Krisnamurthi, said the spread of bird flu in Indonesia had proven to be sporadic and showed no pattern.

"The government needs to ensure that the war against bird flu is launched from every angle and by people from all walks of life, in order to target the source of infection: poultry," Bayu said Wednesday at a press conference.
Bayu said Indonesia received a US$10 million grant from the European Commission and a $5 million grant from the Japanese government to be used to control the sources of bird flu and improve surveillance, monitoring and epidemiological studies.

"The surveillance and response programs alone will receive $3.01 million from both donors, which will be distributed through the Directorate General of Live Stock at the Agriculture Ministry."

He said the grants would support other efforts to improve vaccine quality through a community-based approach, in which community groups will be trained and empowered to administer vaccines to village poultry.

The program also educates community leaders on the importance of vaccinations and shows them how to set up and manage a community-based vaccination program. (14)

KUPANG, East Nusa Tenggara: The East Nusa Tenggara provincial husbandry office has sent a team to investigate the sudden deaths of hundreds of cattle in Belu regency over the past three weeks.

Office head Christian Leyloh, when contacted in Kupang, said the team consisted of veterinarians and medical staff.

"We don't want to jump to any conclusions. Earlier implications suggested the animals had died of breathing difficulties, but we will know exactly what happened after the team has done tests and analysis," said Christian, adding local authorities had worked to contain the disease from spreading to other areas.

The victim was from Sumatra island's Riau province and had come into contact with sick birds.
"I've just received confirmation... that the 29-year-old man died from bird flu," Muhammad Nadhirin, an official from the ministry's bird flu information centre, told AFP.
"He is the 80th victim dead in Indonesia from 100 cases," Nadhirin said.
Azizman Daan, head of the bird flu team at the hospital that treated the victim, said he was admitted on June 11 with a fever after being sick for a week.
"He had had contact with dead chickens -- three out of his five chickens had suddenly died. He slaughtered another sick chicken and cooked it," he said.
Contact with infected birds is the most common form of transmission of the deadly virus to humans, experts say.
Daan said that a team had been sent to his village to monitor the condition of the man's family and neighbours.
Scientists worry the bird flu virus could mutate into a form easily spread among humans, leading to a global pandemic with the potential to kill millions.
The fear stems from the lessons of past influenza pandemics. A flu pandemic in 1918, just after the end of World War I, killed 20 million people worldwide.
The latest death was reported as military-run Myanmar said it had detected a fresh outbreak of bird flu among poultry north of Yangon and had slaughtered some 1,000 chickens.
It was the first bird flu outbreak in Myanmar, which has not reported any human bird flu cases, since late March.
Before the latest death, World Health Organisation (WHO) figures show the virus has killed 190 people since the end of 2003, mostly in Southeast Asia.
A top UN official said on Wednesday that Indonesia was among those countries facing the biggest difficulties in fighting deadly bird flu.
Hassan El Bushra said it topped the "acute outbreak" list of nations, alongside Egypt and Turkey, where avian influenza remains a big problem.
El Bushra, regional adviser with the WHO's communicable disease team, said economic reasons made the virus especially difficult to contain in Indonesia. Culling thousands of chickens to stop an outbreak from spreading means big losses for poultry farmers and backyard chicken rearers.
"People there cannot understand why you should cull all the poultry in the whole village when only one person is found sick," he said.

Indonesia stepped up its campaign this year to battle bird flu, banning in the capital Jakarta the popular practice of keeping poultry in backyard homes. Officials were criticised for being slow to act when the virus first appeared in the archipelago nation.

In 2007, the Regional Government only budget for Rp25 million.
By the fund as big as that, the Regional Government plan made vaksinator in each village was threatened with failing.
The Subdin Peternakan Dinas Pertanian Kab Karanganyar head the veterinary surgeon Moh Hatta said, in 2006 then the budget for the control of the bird flu illness from APBD Ii reached Rp150 million.
However, to APBD 2007 this his budget only Rp25 million.
