Bali bans entry of poultry from Java following bird flu case

The ban on chicken shipments from Java was based on an instruction from the Jembrana district administration and intended to prevent the spread of the deadly disease to wider areas, Bali police spokesman Senior Commissioner Reniban said here on Monday.

Jembrana authorities had imposed the ban on chicken consignments from Java after one of the district's residents was reported to have been infected with the bird flu virus.

"At least 10,000 chickens and ducks from Java have been barred from entering Bali by joint teams posted in several areas in Jembrana," he said.

Jembrana authorities have set up rapid response teams supervising the implementation of the poultry transportation restriction.

Bali authorities have also ordered the culling of all poultry at Banjar Dangin Tukad Aya and Tegal Badeng villages, Jembrana, where bird flu cases had been detected.
The Jembrana administration also sprayed insecticides throughout the district three times. (**)

Indonesia again sends bird flu virus specimen to WHO lab


Jakarta (ANTARA News) - The Indonesian government has sent another bird flu or H5N1 virus specimen to a laboratory of the World Health Organization (WHO), a Health Ministry spokesperson said here Monday.

"The specimen was sent to the WHO`s Center for Disease Control and Prevention (CDC) in Atlanta, United States, last Thursday," the ministry`s spokeswoman, Lily S Sulistyowati, said.

She said the despatch was carried out by the Research and Development Agency of the Health Ministry (Balitbangkes) through the US Naval Medical Research Unit-2/NAMRU-2) office in Jakarta.

The specimen consisted of larynx and nose smears taken from a 29-year old woman identified as NLPS, an inhabitant of Jembrana, Bali who was positively infected with the virus and from a 34-month old child identified as NKP who was at first suspected of being infected but eventually tested negative for the virus.

The tests by the CDC in Atlanta were completed and the results were the same as the findings of the Balitbangkes and the Eijkman Molecular Biology Institute.

Meanwhile, the complete results of the sequencing of the Ribonucleic Acid (RNA) of the specimen would be obtained in the next two or three weeks, head of the Research and Development of the Bio-medics and Pharmacy of Balitbangkes, Endang Tri Sedyaningsih, said.

Lily added the sending of the specimen was aimed to prove that no mutation took place in the virus and to inform people in the world that Bali was still a safe place to visit.

Balitbangkes head Triono Sundoro separately said before sending the specimen from the bird flu suspected cases in Bali, the government had routinely sent samples of the virus to the WHO laboratory.

Indonesia, Lily said, was actually waiting for the WHO`s new mechanism of exchanging specimen and she expressed hope that the WHO would soon complete the mechanism to ensure transparent and fair exchanges. (*)

Singapore sets up bird flu control system in Indonesia's Tangerang city

SINGAPORE : Singapore has established a bird flu control system for its bird flu pilot project in Indonesia's Tangerang city.

Charun Sopandi, head of the husbandry division at Tangerang's municipal agriculture and husbandry office, said two volunteers would be stationed at each of the more than 100 villages.

They would get first-hand information on suspected bird flu sufferers, and would then inform the city administration and the central government of suspected bird flu cases for quick treatment.

The Indonesian official said Singapore had also provided Tangerang with 208 motorcycles, 13 disinfectant sprayers and two computers equipped with special programmes to record bird flu cases.

No expert here! :) Just sweeping the news!

I remember several reports on projects and initiatives for better surveillance and raising public awairness.

The government said, it is building and training Rapid Response Teams, (may be linked to the "Command Posts" you mentioned, I don't know, guess not every village has Command Posts) including surveillance workers, in reports we find they are mentioned, sometimes they seem to do OK, sometimes people complain about authorities acting slowly.

Recently 100.000 "AI Kits" were distributed to villages, FAO has pilot projects, Muhammadya (an Indonesian NGO, big one) is training volunteers (in Jogjakarta region for instance).

Now this pilot project in Tangerang, every village will receive 2 motor bikes, volunteers will be trained. Not sure who will pay for the gas, the maintenance etc, of the bikes.

At this moment any initiative is welcome I suppose.

Till recently hardly any news on bird flu from Bali. There sure was bird flu in Bali, but no reports. One should not scare the tourists away. Now the dam seems to be broken, daily newsreports in the local press.

Guess Bali has to show they do anything they can to stop the spreading of the bird flu. May be Bali can be a turning point in fighting bird flu in Indonesia.

Expert regrets revision of bird flu regulation

Jembrana Regency has lifted its ban on chicken meat and day-old chicks (DOCs) from entering the regency following protests from Bali poultry farmers, who slammed the rule as damaging their businesses.

Udayana University virologist Ngurah Mahardika deplored the decision, reiterating his statement that DOCs, even if bred from vaccinated broilers, could still carry H5N1. He argued that the health certificates accompanying shipments of chicks and chicken meats were no guarantee they were free from the virus.

"What they did before was remarkably good. But, I now deplore the lifting of the regulation and the fact that the authorities are being inconsistent," he told The Jakarta Post over the weekend.

"In the current situation, the authorities must take concrete measures to block birds from entering the regency," he stressed.

Jembrana Regent I Gede Winasa previously banned chicken meat, eggs and DOCs from entering the regency to curb the spread of the bird flu virus, which claimed its first Bali victim in Tukad Aya village, Negara, Jembrana, last week.

The ban was originally to last for at least 30 days after its imposition.

The rule was strongly opposed by poultry farmers.

Speaking to Bali legislators Tuesday, the farmers argued that DOCs and chicken meat were safe as long as they were certified by the animal husbandry and health authorities. They said the ban had disrupted the supply of DOCs to the island.

"We have agreed to relax the regulations to allow the transfer of DOCs and chicken eggs to and from Jembrana," acting Jembrana Agriculture and Fisheries Agency director IGN Sandaja said Wednesday.

Bali Husbandry Agency director I.B. Raka said there was no reason for the authorities to ban certified DOCs.

"The public should not be worried about this. As long as they are certified, they are free from all diseases, not just bird flu," he told the Post.

He explained that one of the reasons the regulations needed to be relaxed was that Bali needed about 100,000 chickens per day for human consumption, while local farmers could only produce 80,000.

"We need the supply from Java to cover the deficit," he said.

Raka said his agency would continue to oversee the transportation of fowl on the island, focusing on the routes that were often used by smugglers. Despite the effort, he acknowledged that chickens and other birds were being transported to and from Jembrana without official verification.

He said that Bali had 12 million chickens and other fowl, seven million of which were owned by big farmers.

"The remaining five million are owned by households. These are the birds that need special supervision," Raka said.

Regencies such as Badung, Denpasar, Gianyar and Buleleng have conducted mass spraying and the inspection of flocks suspected of being infected by H5N1. They have also mounted a public campaign to raise public awareness about bird flu.

Mahardika, however, criticized the campaign, which he said was not sufficiently intensive.

"What we need is a mass campaign. We need to meet with the people. We have to go around door to door," he argued.

He said he had received reports that a village in Tabanan regency had covered up the death of chickens there as they were afraid their village would be quarantined.

"This is a clear sign that public participation in the fight against bird flu is lacking," he said.

Chickens that had died of bird flu have been found in rivers in Tabanan and Jembrana regencies. Animal husbandry officials from Jembrana found at least nine dead chickens in the Tukad Pasar Negara river, which is also used for by people for bathing.

[FONT=Arial, Helvetica] Since I was worried about the possible risk connected with dead birds, I tried to contact some authority to guide me on how to handle this situation.[/FONT]

[FONT=Arial, Helvetica] I tried to reach the main hospital in Bali, Sanglah, and the answer was to go there if sick but they do not know anything regarding dead birds or chickens.[/FONT]

[FONT=Arial, Helvetica] Next I tried to contact 110, the emergency number of the police: there was no answer. I tried then with the health and animal departments: again no answer.[/FONT]

[FONT=Arial, Helvetica] I then called a newspaper office and spoke with a journalist there: she did not know of any special procedure in place to handle the bird flu-related problems neither she was aware of any emergency number.[/FONT]

[FONT=Arial, Helvetica] I tried then to contact the head of my village (in the Kerobokan area) and his reaction was: "Just bury the bird, there is no problem." How would he know?

[/FONT] [FONT=Arial, Helvetica] Eventually I obtained, through a friend, the personal cell phone number of a doctor nice enough to put me in touch with two nice guys from the animal department who came to my house to check the bird four hours after I began my search for information.

[/FONT] [FONT=Arial, Helvetica] Well this does not seem anywhere near a coordinated response to the bird flu problem. [/FONT]
[FONT=Arial, Helvetica] I believe that the people concerned from the government side should be very active and disperse information through newspapers and TV, and I thought an emergency center had been set up to handle emergencies and distribute information to the general public. Well, nothing like this exists!

[/FONT] [FONT=Arial, Helvetica] Bird flu is a very serious problem which requires a strong effort from the side of the civil servants to try to minimize the risk connected with it.

[FONT=Arial, Helvetica] I hope this letter reaches some more reactive authority who will take some action, but mainly I look forward to many more such letter from the public to put strong pressure on these negligent guys and force them to take immediate action in line with the recommendations of the Indonesian government and the WHO.

Bali Administration Annoyed by Media Reports on Bird Flu

The Bali administration said it was annoyed by recent media reports of the bird flu virus on the island, which it said were creating excessive public anxiety that could damage the image of the resort island as it recovers from two deadly terrorist attacks.

The administration?s spokesperson, Anak Agung Bagus Netra, on Tuesday said Governor Dewa Beratha had ordered all information regarding bird flu be delivered only by the public relations department.

?We are talking about a new outbreak here. We can?t have (ill-informed) people speaking about it on behalf of the administration. This is about Bali?s image. These days any information can fly overseas in a second,? he told The Jakarta Post.

Bali is currently under the bird flu virus spotlight. The National Committee for Avian Influenza and Pandemic Preparedness and the Health Ministry have confirmed two deaths from the virus on the island in the past three weeks.

?There have been two confirmed bird flu deaths. The media, however, is reporting as though the virus has spread to all regencies,? said Netra.

A local media group reported that bird flu had claimed the life of a 42-year-old woman from Denpasar as its third victim on the island Saturday, but there has been no confirmation the woman was infected with the lethal virus.

The Sanglah Hospital has admitted nine people suspected of having the bird flu virus so far this year, including Sri Widiantari, the first confirmed victim from Jembrana regency, and Ayu Srinadhi, 28, the second confirmed victim from Tabanan regency.

Six of the suspected bird flu virus patients had been returned home after testing negative for the disease. Meanwhile, the status of the last suspected victim, Ni Ketut Sariasih, 42, from Tapak Gangsul village, Denpasar, remains unclear.

Netra blamed poor coordination for the mixed-up.

?Animal husbandry agencies and health agencies are sometimes at odds over the issue,? he said.

Bali Tourism Agency head Gde Nurjaya said the Bali Tourism Board had established a media center for bird flu ? with information coming solely from the administration.

?We need a single voice on this matter,? he said.

The administration will hold a press conference Wednesday to clarify information on the province?s bird flu details, Netra said.

Farmers are questioning new poultry regulations issued by the administration in an effort to eradicate H5N1 from the province. Bali deputy governor Alit Kesuma Kelakan last Sunday hinted at the idea of culling all fowl on the island, without elaborating on compensation for farmers.

Meanwhile, Udayana University virologist Ngurah Mahardika suggested that tourist destinations such as Kuta, Sanur and Nusa Dua be free from fowl, following the rapid spread of bird flu virus on the island.

?This is a better move than simply taking chicken off menus,? Ngurah told the Post over the weekend.


Some hotels and restaurants in Bali had decided to drop chicken dishes from their menus. The public have been told to abandon backyard farming, while traditional markets have been asked to sell chicken meat only, not live poultry, he said.

Ngurah said the human-fowl population density in Bali, especially in Denpasar, made the region prone to a bird flu outbreak. Lagging precautionary measures, Ngurah said, could help the virus spread and develop more quickly, thereby increasing the threat of a pandemic on the island.

Head of the Bali Chapter of Indonesian Hotels and Restaurants Association Cok Oka Ardhana Sukawati agreed, saying his association had urged the Bali administration to remove live fowl from popular tourist areas.

The association is currently working with Karangasem regency in the eastern part of Bali to free the Candi Dasa tourist area from poultry farming. Candi Dasa is a quiet beach town around two hours from Kuta.

?We intend to clear all fowl from the Candi Dasa tourist area and make it a model for other tourist destinations. We hope other administrations will follow suit,? he said.

He added his party had yet to receive a response from the provincial administration on the request to clear fowl from the Kuta and Sanur tourist areas.
