I think this move by the government is due to the lack of unleaded gasoline - but this seems rather drastic. The taxi drivers have been complaining.

CAIRO -- Egypt is famous for its unrestrained traffic behavior, in which road rules are distained and long lines of vehicles in two-lane streets cram three, sometimes four cars abreast. But now the government has implemented a series of new traffic laws in an attempt to curb violators and ease the jams on the country's roads and highways.The question on Egyptian drivers' minds, however, is whether these new laws will change anything at all on the roads.
"Will they enforce them and actually help do something, or will it be another failure by the government to clean up the traffic?" asked Karim, a young Cairo-based taxi driver, who makes extra cash in the evenings with his car.
But if the new rules are enforced, the fines will be painful enough to make people follow the rules, Karim believes.
The new traffic laws consist mainly of a series of fines for offenses that have become almost commonplace in Egypt's overcrowdedness.
Here are some of the new penalties:
- Driving the wrong way down a street will incur a fine of from 1,000 Egyptian pounds (about US$190) to L.E. 3,000.
- Waiting in a no-parking zone one will result in the driver having their license withdrawn for at least one month.
- Removing the bumpers from a vehicle will result in a prison sentence of up to 6 months and/or a fine of L.E. 200 to L.E. 1,000.
- Conducting an "inappropriate" act in a vehicle will get you up to six months in jail and a fine of at least L.E. 300.
- Also, the government has made it mandatory for all vehicles to turn their lights on at night.
It appears Egypt is serious, this time, to tackle safety in a sector of infrastructure long ignored. But, many analysts and drivers believe it won't help the situation on the ground.
"Why all these complications and who is going to benefit from what is going on?" Sayed Zaky wrote in his column in Al-Mosawar, a leading business weekly magazine.
He likened the new laws to the one passed making it illegal to not wear a seat belt.
"We all remember what happened with the last reform when it became obligatory to have a seat belt and to wear it. How many people benefited?" he asked, alluding to the fact that the majority of Egyptian drivers when seeing a police officer on the street, will quickly pull the seat belt over themselves to make it appear to be worn, only to release it shortly after.
"This is what we do, because it is not the most comfortable thing to wear," he said.
The problem, analysts argue, is that the government establishes new laws, but there is not enough enforcement to get people to obey them.
"What needs to happen is a major crackdown by police on violators," one analyst, who asked not to be named because of his direct role in developing the new regulations with the government, told the Middle East Times.
"If we can get over the corruption, these laws will save people's lives, just as seat belts were supposed to," he added.
For the average Egyptian who drives to and from their office or other destinations across the country, these new laws are intended to help quell the rising number of road accidents.
An estimated 6,000 people are killed annually on Egypt's streets and highways. Much of that is due to driving too fast for the circumstances and other road infractions ? such as driving in the wrong direction, not wearing seat belts, and police inactivity.
Sherif Yousry, a teacher in Cairo who does not feel safe to drive outside the capital, and actually refuses to do so, hopes that these new laws will create safer roads.
"Lights are a big issue for me, because so many nights I drive home with my wife and cars come at me their lights off," he begins. "So how am I supposed to see them and what can we do if it is too late? Thankfully, I wear my seat belt."
Yousry, and others like him, believe that the government's efforts this time offer some optimism that the ever-present dangers on the country's roads may finally be tackled.
"We can't ask for everything all at once, but if police crack down more, then we will be safer and live better."

The streets of the Egyptian capital Cairo have been unusually quiet since the start of the month and cabbies say they now drive around in fear of the massive police presence, evident at all major intersections. The big junctions have a police ?liwa? on duty ? equivalent in rank to an army major-general ? along with up to a dozen subordinates enforcing, or perhaps working out how to enforce, a draconian new traffic law.
The newspapers publish daily reports of the number of tickets they have given out the previous day ? at least several thousand, for offences such as failing to wear seat belts or stopping beyond the white line at a junction.
On the first day some drivers were ticketed because they did not have the first aid kit which the new law requires them to carry, although the Interior Ministry had postponed that requirement for three months until pharmacies could stock up on them.
Egyptians assume that this unusual requirement is designed to benefit some businessman close to the government but no one has identified a suspect or produced any proof. With millions of vehicles on the road, many of them without working lights or brakes,let alone first aid kits, much money is at stake.
What has most put people on edge is the sudden shift away from tolerance of rock-bottom driving practices and vehicle maintenance standards. The trouble with the new system is its unpredictability.
One driver of a four-wheel-drive vehicle was stopped and had his licence seized because the vehicle had a metal crash bar attached to the front. When the driver argued that was how the cars rolled off the production line and came out of the showroom, his argument fell on deaf ears.
Drivers have warned me that I should have all the dents and scratches patched up on my car in case the police don?t like the look of it. But I?m happy to take my chances. After all, most cars are in worse shape and they can?t remove half the vehicles from the streets of Cairo without massive disruption.
Even since the new law came into effect, policemen have still been seen taking money from drivers, not a good omen for what the Interior Ministry billed as a fresh start. As long as those meant to enforce the law are taking bribes, there will be no law enforcement, as one taxi driver put it.

Egypt: Living amid "daily slaughter"

Via The Independent, a report by Robert Fisk with implications for H5N1: The rotten state of Egypt is too powerless and corrupt to act. Excerpt:

The true disgrace of Egypt, however, is not in its response to the slaughter in Gaza. It is the corruption that has become embedded in an Egyptian society where the idea of service ? health, education, genuine security for ordinary people ? has simply ceased to exist.

It's a land where the first duty of the police is to protect the regime, where protesters are beaten up by the security police, where young women objecting to Mubarak's endless regime ? likely to be passed on caliph-like to his son Gamal, whatever we may be told ? are sexually molested by plain-clothes agents, where prisoners in the Tora-Tora complex are forced to rape each other by their guards.

There has developed in Egypt a kind of religious facade in which the meaning of Islam has become effaced by its physical representation. Egyptian civil "servants" and government officials are often scrupulous in their religious observances ? yet they tolerate and connive in rigged elections, violations of the law and prison torture.

A young American doctor described to me recently how in a Cairo hospital busy doctors merely blocked doors with plastic chairs to prevent access to patients.

In November, the Egyptian newspaper Al-Masry al-Youm reported how doctors abandoned their patients to attend prayers during Ramadan. And amid all this, Egyptians have to live amid daily slaughter by their own shabby infrastructure.

Alaa al-Aswani wrote eloquently in the Cairo paper Al-Dastour that the regime's "martyrs" outnumber all the dead of Egypt's wars against Israel ? victims of railway accidents, ferry sinkings, the collapse of city buildings, sickness, cancers and pesticide poisonings ? all victims, as Aswani says, "of the corruption and abuse of power".

Opening the Rafah border-crossing for wounded Palestinians ? the Palestinian medical staff being pushed back into their Gaza prison once the bloodied survivors of air raids have been dumped on Egyptian territory ? is not going to change the midden in which Egyptians themselves live.

This helps to explain Egypt's failure to deal with avian flu, but does not excuse it.

Egypt and Hezbollah have been at odds during the 22-day Gaza war, in which the Lebanese group accused Egypt of collaborating with Israel by closing its Rafah border crossing, Gaza's sole gateway that bypasses the Jewish state.
