Donkey and dog meat on sale in slums

By Emad el-sayed
First Published: May 30, 2008
[ ]
Wasfi Sawaris (left) and Mohamed Mahmoud Khalkifa have admitted to selling the meat of dead animals found a canal, mixing it with spices before selling it on to fast food shops.

[ ]
The sale of meat from dogs, donkeys and the carcasses of animals found in the streets is on the rise.

CAIRO: The prices of donkey, dog and pig meat have risen recently, approaching those of legal meat, as people in poor areas turn to illicit sources of protein amid the soaring cost of living.

In response to demands for cheaper meat, many butchers in poor areas have sought meat at lower prices, such as that taken from the bodies of already dead donkeys, often at the risk of their customers? health.

The trend had worried health, supply and interior officials, with at least five defendants arrested in less than two months.

As legal experts called for heavier penalties, including the death sentence, some psychologists and sociologists have demanded that severe punishments are needed in order to provide a deterrent. One MP called for energizing the responsible agencies, accusing them of failing to stop what he described as ?criminals?.

In one recent case, police arrested a butcher who had been selling pig and donkey meat as mutton. He was arrested after a shoot-out, which resulted in the wounding of an officer and a doctor, police say.

Defendant Arandas Gad Al-Rab was arrested on suspicion of slaughtering pigs and donkeys and coloring the meat in red to show that it had been sealed in a slaughterhouse. He then sold the meat to customers as mutton.

Some 115kg of pig meat and 60kg of liver, which were prepared for sale, were found with him.

Earlier, Cairo police say they arrested a dealer in the Al-Zarayib area as he skinned pigs and sold their meat as mutton to the butchers and traders.

Defendant Sayed Said was arrested and confessed to trafficking in pigs and selling their meat as mutton.

Giza police arrested two of the most notorious butchers of donkey and dog meat last month in Kirdasa area. Hours after the accused were arrested, one of them made a full confession and provided police with details of his business practices.

Police say they were seen carrying a bag that had traces of blood on it and contained the thigh of slaughtered donkey. One of the two men confessed that he used to skin donkeys and sell them to the other defendant, Wasfi Sawiris. He revealed the location of their transaction, a factory owned by Wasfi. Some two tons of donkey meat, which were ready for sale, were found in the place.

In Boulaq Al-Dakrour, Giza police arrested a jobless for selling the meat from already-dead animals for profiteering. He is alleged to have sold the meat at a knock-down price, causing people to become suspicious of him and leading to his arrest.

Head of Cairo criminal court counselor Farid Nasr criticized the penalties in such crimes, describing them as lenient. Currently, they do not exceed 10 years in prison, but Nasr argues they should be extended to execution, as such a crime is in effect attempted murder and can lead to diseases including kidney failure and hepatitis.

Dean of the Faculty of Humanities at Ain Shams University Dr. Suhair Abdel-Aziz says: ?Those traders should be executed in a public square so that they will be an example to those who try to imitate them.?

She accused them of seeking quick profits at the expense of innocent lives.

She added: ?Traders of dead animal, pig and donkey meat are psychologically ill and suffer numerous diseases. They violate customs and religious teachings.?

MP Mohamed Quweita submitted an urgent statement about the phenomenon, accusing the responsible government agencies of failing to deal with the problem.

Secret blend of spices used to disguise illegal meat

CAIRO: Two men have been accused of disguising meat from already dead cattle, dogs, donkeys, sheep and buffalo by the addition of spices and potatoes, and then selling to concoction on to kebab and kofta shops.

Defendant Mohamed Mahmoud Khalkifa, 24, who works as a butcher, says that he worked with his alleged partner in crime, Wasfi Sawaris, for six years prior to engaging in their most recent criminal venture.

At first, Khalifa would supply Sawaris with fat so that the latter could mix it with imported meat and sell it in his shop as domestic meat.

Later though, Wasfi asked Mohamed to work with him in supplying the meat of already dead animals found laying in the open. He told Mohamed that nobody would discover their activities, as Wasfi had invented a secret blend of spices and potatoes that he would add to the meat to change its color, taste and smell.

Khalkifa says that he accepted the deal due to personal financial troubles, and began to search for dead cattle, donkeys, dogs, sheep and buffaloes thrown along the banks of canals. He would skin them in his house in Saft Al-Laban district and then sell the meat to Wasfi for LE 5 per kilogram.

Wasfi, for his part, then added his secret blend to the meat and then sold it to kebab and kofta shops for LE 8 per kilogram of minced meat and LE 18 for shawerma.

Wasfi, the key defendant in the case, originally denied this, but after an argument errupted between him and Khalkifa, he relented and confessed to the crime, agreeing also to name others involved, according to police.

Wasfi says that he worked as a financial inspector at the Ministry of Finance. When he retired, he opened a shop in Boulaq Al-Dakrour selling imported meat. Later, he decided to sell the meat of already-dead animals after somebody persuaded him that this business would prove profitable.

The business took off after he invented a mixture of spices and potatoes to disguise the smell and give the meat the color and taste of domestic meat.

He would mince the meat and sell it for LE 8 per kilogram.

Every single Western country should take notice of the economic deprivation in Egypt:

Rate of Low Income Rises to 80%

By Amira Saleh, Huda el-Saati 22/6/2008
<articlebody></articlebody>
Participants of Alexandria conference said that the rate of low income exceeded 80% of the total number of population. However, Dr. Ahmed Darwish, Minister of Administrative Development, defended and rejected any skepticism over growth rates in Egypt.
In the conference of 'The Responsibility of the Egyptian Society towards Low Income', Darwish said that growth rate reaching 7% is certified in increasing allocations of subsidy, grants, and social privileges from LE 20 billion in the budget of 2003/2004 to LE 128 billion in 2008/2009. Darwish added that growth rate will double work in the current factories and those under construction, thus providing for job opportunities for 2 million unemployed.
During the conference organized by Canada ?Egypt Business Council chaired by Moataz Raslan and attended by Alexandria governor and the Canadian ambassador, Darwish elaborated that the citizen being unable to feel the growth rate is related to non harmony and large discrepancy in the wages of different members of the same community.
He said that there is a feeling of mistrust between the government and the civil society, as the former considers the civil society as bargaining with the issue of low income, while the latter sees that the government has no good management of charities funds

<!--Inner Body --> <center>Landmines in Egypt</center>
Besides being a threat to the life and safety of individuals, Egyptians and other residents alike, landmines in Egypt pose as a severe challenge to economic development efforts.

Over the past decades, the gravity of this problem has unfolded as landmines have caused the death or injury of thousands of people in the Western Desert, Sinai and Suez Canal zones.
In addition, landmines have disrupted economic development efforts in these parts of the country. Still, this problem will look graver, if we recall the fact that of all countries of the world, Egypt is the most afflicted by landmines.
Out of a total of about 110 million landmines planted around the world, Egypt has 23 million, i.e; 20% of the total number of landmines, spreading horror and imminent threats of loss of life and property in the eastern and western parts of the country.

Over the past 25 years, about 7,923 people were victimized by landmines, including 3,200 dead and 4,723 injured, according to local and international statistics.

Because of the threat of landmines, a sizable part of Egypt's arable land, amounting to 685,699 feddans accounting for approximately 10% of the total cultivatible area is rendered useless.

Background :

- In June 1941, fighting started between the Allies and the Axis troops in Alamain which is 130 km to the East of Alexandria ending up with the victory of the Allies led by Britain that had occupied Egypt since 1882.
The warring troops left behind about 17.5 million mines in many areas of the Western Desert. Most notorious was the Devil's Gardens where landmines were laid by the Axis forces led by the German leader Rommel to cover up his withdrawal from Alamain and prevent pursuit by the Allied forces.

The land mines planted by the Axis troops were laid in a random, cluster-shaped patterns at varying depths such that if one land mine is lifted, the other will detonate.

- In June 1967, as a result of the Israeli occupation of Sinai Peninsula, all kinds of landmines were laid in the area, with special concentration on the eastern bank of the

Locations of landmines in Egypt:

Locations of mines in Egypt are divided into two main fields, as follows:

A) landmine fields in Western Desert:

The Western Desert mine fields extend from Alamain up to the Egyptian-Libyan borders with a depth of more than 40 km from the Mediterranean coast. Landmines planted in these fields vary in type and size depending on the troops involved in action. They are spread in ten fields as follows:

- The coastal strip on both sides of Alexandria-Matrouh road.

- The field starting 10 km on Abu-Doues road of Borg el-Arab, al-Alamain, a-Daba and Bagos (Gala).

- The fields of Nweider, Rwaisat and al-Marir, the most dangerous mine fields, where no mine maps were found. Here, dozens were killed and injured.

- The fields of al-Manaseb and Dair al-Qatany involving vast areas of arable land.

- The fields of al-Khawabeer, Dair-a-Ragel and al-Osayed which are among the most dangerous fields where mines are widely spread.

- The field of Bab al-Qatara 30 km, on Alamain - al-Humaymat road.

- The fields of Abu Dwis, Halq ad-Daba Zahr el-Hammad and al-Humaymat.

- Borg Raqabet al-Ralah where all kinds of mines are found.

- Thr fields of Fuka and West of Marsa Matrouh up to the Egyptian-Libyan borders.

B) Mine fields in Egypt's Eastern Desert: They are the fields where mines were planted as a result of Egyptian-Israeli wars that took place since 1956 to 1973, as follows:

B) Mine fields in Egypt's Eastern Desert: They are the fields where mines were planted as a result of Egyptian-Israeli wars that took place since 1956 to 1973, as follows:

- The field of west Suez Canal.

- The field of west Suez Gulf.

- The field of west Red Sea.

- The South Sinai Field.

- The Central Sinai Field.

- The North Sinai Field.

Negative Impact of landmines on Egypt:

Undoubtedly, the presence of this huge number of landmines on the Egyptian territory has resulted in the disruption of various development operations in both Eastern and Western Deserts.
Many people are killed or injured, or handicapped as a result of the explosion of these mines. The negative impact of mines on the development process in Egypt's Eastern and Western Deserts can be summed up as follows:

A) Eastern Desert:

Hindering many tourist development projects on the Red Sea coast and Sinai, and raising project costs established in these areas due to the high expense of clearing mines.

- Impeding efforts aiming at industrial development and establishing new urban communities not to mention the high expenses for clearing mines from the regions planned for development.

- Impeding agricultural development operations in certain parts of Sahl-at-Teena; Balooza and north Sinai.

- Disrupting oil prospecting operations in certain parts of the Eastern Desert.
B) Western Desert:

- Disrupting the cultivation of vast areas of arable land in certain areas such as al-Hammam, al-Alamain and Marsa Matrouh, where necessary water resources are available.

- Impeding expansion of development projects on the Northern Coast and Marsa Matrouh.

- Impeding the progress of al-Qattara depression which was supposed to be one of the grant energy generating projects in Egypt, because of the mines hindering the course of the canal planned to carry water from the Mediterranean to the depression.

- Hindering oil prospecting operations in certain parts of the Western Desert.

Obstacles and Problems of Clearing Land Mines in Egypt:

In addition to the problem of technology and financial support, there is a host of other problems and obstacles that face Egypt in the pursuit of clearing land mines. These can be summed up by the following:

a- A large variety of types of anti-personnel and anti-tank mines were laid by the Allies and Axis forces in Egypt's Western Desert during the World War II.

b- Moving sand dunes and climatic changes over half a century have resulted in moving land mines from their original places.

c- The mines sensitivity to explosion due to passage of time or atmospheric factors has posed great danger to individuals.

d- Loss or absence of maps or information about these mines or even the areas where they are laid in. In view of the change of mine locations due to climatic and physical factors, existing maps for some other areas were rendered usless.

e- Absence of paved roads leading to the mined areas.

Non-availability of technologically advanced equipment to be used in demining. For example, there is a need for infra-red aerial photographing of the mine fields again by modern equipment to determine the positions of such fields, which is a very costly process.

g- The high financial costs needed to remove about 23 million mines. For example, el-Alamain fields alone need more than $ 20 billion to demine 17.5 million mines. While it costs no more than $ 10 to plant a land mine, it costs $ 300 - 1000 to demine it.

h- While immense human resources are required to clear land related to the process of demining, there is already an acute shortage of experts and personnel trained in demining.

I- Egypt is not listed in the international work plan to combat land mines, although landmines planted in Egypt represent 20% of total landmines around the world.

Demining efforts in Egypt

Recently, Egypt has exerted intensive efforts to address the problem of land mines implanted in its territories. In the Geneva Disarmament Conference, 1996, Egypt called on countries that had implanted landmines in its territories to take up their responsibilities for clearing such landmines. The following records the offers given by various responsible countries:

- A meeting was held in March 1998 between the Egyptian Minister of Defence and his German counterpart, where Germany showed its readiness to offer the technological and financial aids needed to contribute to removing landmines. In October 1998, Germany offered Egypt 110 landmine detecting equipment.

- In the 1993 meetings of the UN General Assembly, Egypt requested the countries that had implanted landmines in its territory to shoulder their responsibilities and to provide the maps, records and locations of landmine fields.

The Egyptian Armed Forces organized a symposium, attended by representatives of both Britain and Germany, where some maps of landmine fields in the Western Desert were provided, as well as other aids in the field of training on demining.

- The Egyptian Ministry of Defence published a book entitled "Iron Killers" on the problem of landmines in Egypt. The book was designed to disseminate an international awareness on this problem.

- The question of landmines in Egypt was raised in the debate of the Peoples Assembly Education and Scientific Research Committee in the framework of discussing the strategy of developing the desert in May 1999.
During the debate, the Peoples Assembly members demanded that negotiations be conducted with the former countries of Allies and Axis, that were to be asked to offer technological and financial aids to remove and clear the region of these mines. The members, as well, demanded these countries pay indemnities for the damage caused to the Egyptians as a result of implanting such landmines which have led to the death and injury of inhabitants of these areas.

They demanded also of compensation for agricultural, industrial, tourist and metallurgical development and investment programmes in these regions for a whole half century. Besides, the members demanded the government file a suit before the International Court of Justice in case of failure of these negotiations.

g- The Egyptian Foreign Ministry has been calling the concerned countries, on top of which are Britain and Germany to offer aids, equipment and training grants to remove these mines. Efforts exerted by Egypt during the last years resulted in the following:

a- Britain offered Egypt a financial grant of $500,000 as a contribution to the costs of 1994 demining operations.

b- The Australian government presented some modern land mine detecting equipment in June 1998.

c- The European Union offered Egypt a sum $ 1.6 million as a contribution to removing mines.

In Ottawa, Egypt participated in the agreement signing conference. However, Egypt's attitude of abstaining from signing the agreement and its reservations is consistent with the Egyptian standpoint on the issue of disarmament in general, as can be summed up in the following: - While Egypt is in full agreement with the humanitarian goal of the agreement and the endeavors to achieve a total ban on the use, transport and export of landmines, it has in the same time reminded all parties concerned of the difficulty of accessing the agreement, as it impedes Egypt from exercising its legitimate right of self-defence and safeguarding its national security, as well as its right to acquire assistance necessary to clear mines implanted in its territories in the course of battles waged on its soil, where Egypt was not involved.

- While suffering for almost half a century from the problem of 23 million landmines buried in its soil, Egypt has repeatedly called on the world community and the nations that meet to draft the Ottawa Agreement to take into consideration this grave problem. Moreover, no serious action for assistance has been made, with the exception of few countries that expressed their willingness to enter into consultations with Egypt to settle this problem.

- With respect to the use of landmines, Egypt also called for consideration of the nature of Egypt's terrain, with vast, plain and easily infiltrated borders that lack any natural barriers to terrorist infiltration or drug trafficking.

Egypt's security claim was represented in obtaining an appropriate economic alternative to landmines. It is difficult to move towards the disposition of land mines as a legitimate and cheap weapon of self-defence, in the absence of any other alternatives. The Egyptian standpoint was made clear in the course of the preliminary stages of the draft agreement.

- In order for Egypt to make use of the mined areas involving substantial agricultural, mining, industrial and tourist resources, there should be international responsibility for assisting with demining.

- It is Egypt's belief that the Ottawa Agreement was concluded beyond the framework of the Geneva Conference on Disarmament, without taking into consideration other questions of major importance such as nuclear disarmament.
This substantially undermines the agreement.- The Ottawa Agreement was concluded beyond an institutional framework that could allow different countries to express their views democratically and objectively. Thus, the agreement is exclusively expressive of the views of certain countries.
Egypt demanded the introduction of certain amendments to the provisions of the agreement to take into consideration political and security conditions involving certain countries including Egypt.

- Egypt believes the agreement is deficient, where it made no association between the disposal by countries of its stockpile of mines and the provision of assistance to countries in clearing mines from their territories.
While demining is very costly, the demolition of stockpiles is very cheap. - While Egypt has good reasons for not signing the Ottawa Agreement, it believes that such abstention is not the ideal solution of such difference of view point, as the provisions of the agreement allow partial amendment, based upon application to be made to the Agreement Congress.

On the other hand, Egypt may present such comments or amendments believes fitting to activate the performance of the agreement upon the next review.

10 Egyptians shot dead in gunbattle over land

Tue Mar 4, 2008 11:45am EST
CAIRO, March 4 (Reuters) - At least 10 Egyptians were shot dead on Tuesday and up to 27 others wounded in a gunbattle following a dispute over ownership of a plot of agricultural land in rural Egypt, security sources said.

They said that the gunfight broke out between two groups of armed private security men -- employed by two rival associations that both claim ownership of the plot -- when one side tried to take the land by force from the other.

One security source said at least 10 private security men had been killed in the fight in the Beheira province in northern Egypt over a 500 acre (200 hectares) plot. Another security source put the number of dead at 14.

Land disputes are not uncommon in Egypt, where arable land is limited to a thin sliver along the Nile and the river delta in the north. But conflicts rarely lead to this many casualties. Many absentee landlords hire armed guards to drive out or prevent squatters from settling on the land. (Writing by Cynthia Johnston; Editing Caroline Drees)

Industrial sector sees increases in electricity prices

Rises in gas and electricity prices will increase costs for the aluminium, cement, iron and fertilizer industries.

CAIRO: The government is expected to introduce increases to the price of electricity for the industrial sector, according to press reports.

Minister Rachid Mohamed Rachid said the decree will be issued on Wednesday, reported Al-Mal newspaper, in line with plans to gradually eliminate subsidies granted to energy-intensive industries.

The Ministry of Electricity and Energy says the new prices were decided upon by industrial authorities who outlined price increases of energy and natural gas for energy-intensive industries last year.

In August 2007, Rachid said price increases ? 61 percent for electricity and 110 percent for gas spread over three years ? will be applied to Egypt?s iron, cement, aluminium and fertilizer industries.

Energy-intensive industries were identified as those consuming over 50 million KWHr or 66 million cubic meters of natural gas annually.

The first price increase to electricity and natural gas was applied in October 2007, as part of a three-year plan. However, the government?s decision to raise the price of natural gas for energy-intensive industries on May 5 necessitated another rise in electricity prices.

?The increase in electricity prices is natural because electricity power plants use natural gas, so their prices are correlated,? Aksam Abul Ela, the official spokesman for the Ministry of Electricity and Energy, told Daily News Egypt.

According to Al-Mal newspaper, the prices of electricity will rise to LE 0.217/KWHr for very high voltage, LE 0.255/KWHr for high voltage and LE 0.334/KWHr for medium voltage.

Ministry of Trade and Industry officials were unavailable for comment at press time.

?With these increments in both electricity and natural gas, we believe the gap between the actual cost price and the market sale price is narrowing, with the bigger gap being currently concentrated in diesel (gas oil) and butane gas,? Beltone Financial said in its daily market report two days ahead of the expected increases.

Energy subsidies cost the government LE 20 billion a year, with LE 4 billion going to industry, of which the 40 most energy-intensive companies receive about 70 percent.

Responding to industry claims that energy prices are now ?unfair? for businessmen, Petroleum Minister Sameh Fahmi announced that the ministry is currently studying an initiative to allow businessmen to buy natural gas directly from private companies operating in Egypt, said the ministry.

Private companies will set their selling price and industries are free to accept or refuse them. This initiative is expected to create a free natural gas market.

Schools reject enrollment papers of Bahai children

By Sarah Carr
First Published: July 1, 2008

CAIRO: Local schools are denying Bahais the right to enroll their children, five months after an Egyptian court recognized the right of members of the minority religion to leave the religious affiliation field on birth certificates and ID cards blank.

Adel Ramadan, a lawyer with the Egyptian Initiative for Personal Rights (EIPR) ? which brought the case that was ruled on in January ? says that schools are refusing to accept personal identity documents printed on paper.

Egypt recently replaced handwritten personal identity documents printed on paper with computerized ones, but the Ministry of Interior has reportedly been stalling on issuing them for Bahais.

While under the system involving paper documents the religious affiliation field on birth certificates and ID cards could be left blank, a 2006 Supreme Administrative Court decision held that Bahais had to either list themselves as Muslim, Christian or Jew (the only religions recognized in Egypt) or be denied the official documents necessary for them to access state services such as education and healthcare.

The effect of the policy was to force Bahais to commit fraud by falsely listing a religious denomination in order to obtain the documents necessary for them to open bank accounts, apply for jobs and enroll in school.

The Administrative Court, which overturned this verdict in January, stated that even though Bahais do not belong to one of the three religions officially recognized by the state, they enjoy the right to refuse to identify themselves as one of these religions. It also said that members of the Bahai faith have the right to access state services.

The Interior Ministry, however, has been slow in implementing the court decision and producing identity cards with a blank religious affiliation field.

EIPR director Hossam Bahgat told Daily News Egypt in April that the Interior Ministry had asked for more time in order to prepare for the implementation of the decision.

According to a report published in Arabic-language daily Al-Masry Al-Youm, school officials claim that they cannot accept identity papers in which the religious affiliation field is left blank.

Ramadan says that the decision was taken in pursuance of the state?s policy of forcing people to issue the new computerized identity papers, but has the effect of discriminating against Bahais who either hold the old paper identity documents or have not been issued new documents following the Interior Ministry?s failure to implement the Administrative Court?s decision.

?In pursuing this policy the Education Ministry is in breach of the constitution,? Ramadan told Daily News Egypt.

?The ministry is obliged to accept what are valid, official documents produced by the Interior Ministry.

?The Interior Ministry itself must implement the Administrative Court ruling and issue identity papers with a blank religious affiliation field,? he continued.

Prison inmates assaulted for going on hunger strike, says lawyer

By Sarah Carr
First Published: June 29, 2008

CAIRO: Seventeen inmates at Borg El Arab Prison in Alexandria, were physically attacked by prison guards on Tuesday to force them to end the hunger strike they began on Monday, a rights advocate and lawyer told Daily News Egypt.

?Prison guards entered their cells on Tuesday and started beating them,? said lawyer Ahmed Ezzat from the Association for Freedom of Thought and Expression, who represents some of the detainees.

?When I went to see them on Saturday they told me about the assault but I was unable to gauge the full extent of their injuries because they would have had to remove their clothes for examination,? he continued.

The 17 men are all being held in detention under emergency law. They began the hunger strike in protest at being held without charge, but called it off after the alleged assault.

Rights groups have repeatedly condemned the Egyptian government?s continued renewal of the 27-year-old state of emergency which empowers security bodies to search, arrest and detain people without respecting due process guarantees.

According to the Egyptian Organization for Human Rights, thousands of individuals are being held without charge in continually-renewed administrative detention.

Nine of the seventeen men are being held in connection with the clashes which broke out in the Delta town of Mahalla on April 6 and 7, 2008 when security bodies violently quashed demonstrations against rising food prices.

A public prosecution office ordered their release on June 2. The order was not carried out, and administrative detention orders were issued against them on June 5, 2008.

Last week the Mahalla public prosecution office referred 49 individuals, including the nine assaulted on Tuesday, for trial in a state security court on what their lawyers allege are trumped-up charges.

It is believed that the first hearing will take place in August.

A military order issued in 1981 (the year the state of emergency was declared) allows public prosecution offices to transfer the hearing of cases to state security courts. These are exceptional courts which, critics say, do not provide a fair trial.
