BEIJING, Beijing city officials have announced they are planning a "No Spitting Day" to discourage residents from spitting on sidewalks ahead of the Olympics.

Liu Ying, a Beijing Municipal Bureau of Health official, said the effort to curb spitting ahead of this year's Olympic Games in Beijing concerns more than etiquette -- it is also aimed at curbing the spread of respiratory diseases, Xinhua, China's official government-run news agency, reported Friday.

"The latest hygienic drive aims to eradicate the bad habit of spitting and promote a more civilized lifestyle," Liu said.

CHP clarifies media report on three-year-old boy admitted to Prince of Wales Hospital

In response to media enquiries on a case involving a three-year-old boy admitted to the Prince of Wales Hospital yesterday for diarrhoea, fever and upper respiratory tract symptoms, the Centre for Health Protection (CHP) of the Department of Health (DH) and the Hospital Authority said today (March 3) it was not a suspected case of avian influenza.

The clinical picture of the boy was compatible with acute gastroenteritis and chest x-ray was normal.

The boy had earlier stayed in Fujian.

No human or poultry outbreak of avian influenza has been reported in Fujian for more than six months.

The boy sought medical treatment from a private hospital in Sha Tin yesterday morning and was transferred to Prince of Wales Hospital on the same day.

He is now in stable condition.

Tuen Mun girl treated for flu-like illness

The Centre for Health Protection has confirmed a six-year-old girl admitted to Tuen Mun Hospital on March 2 has tested positive for influenza A/H3, a normal circulating strain of seasonal flu.

The centre's Controller Dr Thomas Tsang said today her three-year-old sister, who also suffered from flu-like illness symptoms, died on March 1.

The youngergirl came down with fever, cough, runny nose and vomiting on February 29 and consulted a private doctor on the same day. She sought medical treatment from Tuen Mun Hospital on March 1, but her condition deteriorated and she died that evening.

Dr Tsang said this was a rare occurrence and a post-mortem will be conducted today.

The six-year-old girl in hospital came down with similar symptoms on February 26 and consulted a private doctor. She was sent to Tuen Mun Hospital on March 2 and is now in stable condition. Test results showed the girl had not contracted avian flu.

Dr Tsang said the parents and a brother did not have any flu-like symptoms. The girls had not travelled outside Hong Kong recently, nor come into contact with poultry, and there was no unusual respiratory illnesses in their schools.

He said health education and flu-prevention measures have been stepped up in their schools. Noting the flu peak will continue for several weeks and the number of flu outbreaks in schools is on the rise, he called on the public to take precautions against the disease.

Tuen Mun Hospital response to two fever cases
March 4, 2008

The following is issued on behalf of the Hospital Authority: In response to media enquiries, a spokesman of the Tuen Mun Hospital (TMH) makes the following announcement:
? A 3-year-old girl, presented with symptoms of high fever (40.3C) and upper respiratory tract infection, attended the Accident and Emergency Department (AED) of TMH at 5.06am on Saturday (March 1).
When the doctor attended to her at 5.20am, she had symptoms of fever, cough and runny nose, with normal blood pressure and no signs of infection after chest examination.
Furthermore, her chest x-ray did not show any abnormalities.
The attending doctor explained the condition to the parents and taught them to perform tepid sponging for the girl at home.
Medications for influenza-like illness were prescribed to the girl who was discharged at 6.27am. At 4.39pm that day (March 1), the girl was sent to the AED by ambulance.
At the moment she was already in cardiac arrest.
Despite active resuscitation, the patient was subsequently certified dead at 5.27pm.
? At 7.55am the next day (March 2), the 6-year-old sister of the deceased girl attended the AED of TMH.
Chest x-ray examination revealed a shadow in the left lung and she was admitted to the paediatric isolation ward.
The patient has had symptoms of influenza-like illness which were also revealed in clinical observation and examination.
Tamiflu was given to the girl and rapid test on March 2 showed a positive result to influenza A.
Further testing revealed that the sample was positive to influenza A (H3) and negative to H5.
The girl is now being treated in the isolation ward and her condition is stable. The hospital has arranged a clinical psychologist to help her cope with the difficult situation as a result of the loss of her sister.
The two cases were reported to the Hospital Authority Head Office and the Centre for Health Protection for follow-up.
The deceased patient case will also be followed up by the Coroner.
TMH met with the family this afternoon to express deep condolences. Clinicians also explained the situation to the family and offered all necessary assistance to the relatives.
During the meeting, the hospital enquired about the health condition of the family and learned that they are all well. The hospital told them they could contact the Patient Relation Manager for further assistance if there was any change in their health condition.

Vigilance against seasonal influenza urged

The Centre for Health Protection (CHP) of the Department of Health (DH) and the Hospital Authority (HA) are closely monitoring the situation of seasonal influenza in Hong Kong and will spare no effort in preventing and controlling outbreaks in the community.
Speaking at a media briefing today (March 6), the Controller of CHP, Dr Thomas Tsang, said that CHP's surveillance systems indicated an increased influenza activity in recent weeks indicating Hong Kong was now in the traditional winter influenza season.
Dr Tsang said the magnitude and pattern of the present influenza season was similar to influenza seasons in the past few years, based on currently available data.
During the week ending March 1, CHP's laboratory surveillance system recorded 166 influenza virus detections - 50 influenza A (H1N1) viruses, 19 influenza A (H3N2) viruses and 97 influenza B viruses.
This compared with an average of 144 and 177 influenza virus detections per week during the peak of winter influenza seasons in 2006 and 2007 respectively.

This year, circulating influenza viruses showed a mixed composition, with A/H3N2/Brisbane, A/H1N1/Solomon Islands, A/H1N1/Brisbane and B/Yamagata and B/Malaysia.

These influenza viruses have also appeared in different countries recently. According to CHP's sentinel surveillance networks, private doctors and government out-patients clinics (GOPC) detected an increasing influenza-like illness (ILI) activity in the community.
During the week ending March 1, consultation rates for ILI in private doctors and GOPC were 57.7 and 8.9 per 1000 consultations respectively.
These ILI rates are comparable with those of previous years during the seasonal peak.
The Government launched the Influenza Vaccination Programme (GVIP) in November last year.
So far a record number of more than 275,000 doses of flu vaccines have been administered to eligible target groups.
The programme will last as long as the vaccine stock lasts and eligible people are urged to receive vaccination as soon as possible.
Dr Tsang said letters had earlier been sent to schools, elderly homes and other institutions before the arrival of the influenza season as well as recently alerting them of seasonal influenza and providing important health advice.
The CHP has also been publishing a weekly bulletin on its website to update the public of the latest seasonal flu situation (www.chp.gov.hk).

''More health talks for schools and other child institutions will be delivered in the coming weeks. We will also enhance publicity on television and radio through Announcements of Public Interest,'' Dr Tsang said.
HA's Chief Manager (Infection, Emergency & Contingency), Dr Liu Shao-haei,said that infection control measures at clinical areas of public hospitals would be further enhanced.
''Patients attending Accident and Emergency Departments (AEDs) and clinics should wear surgical masks if they have respiratory symptoms. Surgical masks will be provided free at AEDs and clinics to these patients and their accompanying persons. Visitors are also advised to perform hand hygiene before leaving wards, clinics and day centres either by washing hands with soap or alcohol-based hand rub,'' he said.
Dr Liu added that under the current influenza season, for reason of enhancing infection control measures, visiting hours to acute wards of public hospitals would be further restricted to two hours per day and there should not be more than two visitors at any one time.
Hospitals will promulgate the new visiting hours to the acute wards before implementation next Monday (March 10).
Visiting hours to convalescent wards remain at six hours per day for the time being.
''HA will continue the surveillance for epidemiology link for patients attending AED and GOPC with fever. We will also closely monitor the daily hospital occupancy rate, attendance and admission cases at AEDs in order to activate contingency measures to postpone non-urgent procedures and reduce elective hospitalisations if necessary,'' Dr Liu said.
People are urged to build up good body immunity by having a proper diet, regular exercise, and adequate rest, reducing stress and avoiding smoking. Children, elderly people and those with chronic diseases should consult their doctors for medical advice promptly and take more rest at home if they have influenza-like symptoms.
To prevent influenza, people are also advised to
* Maintain good personal and environmental hygiene;
* Wash hands after sneezing, coughing or cleaning the nose;
* Maintain good ventilation;
* Avoid visiting crowded places with poor ventilation.

HONG KONG, March 7 (Xinhua) --

More than 300 people from government departments, the Hong Kong International Airport and airline held an exercise against avian influenza here Friday as a dead bird was later test positive for the deadly H5N1 strain of virus.

As part of the exercise, the airline reported that a sick passenger was onboard the flight, suspected to be suffering from avian flu symptoms. As the sick passenger was considered to be a possible human case of avian flu, the aircraft was isolated and disinfected, while passengers and crew members were put under quarantine by the Department of Health.

The Airport Emergency Center was immediately activated to coordinate contingency procedures. While the sick passenger was transported to Princess Margaret Hospital for isolation and treatment, other passengers and crew members were escorted to designated isolation areas for further assessment and subsequent management.

"Recent human cases of avian flu reported in the region near Hong Kong indicate that the disease remains a threat to public health," said Howard Eng, Airport Management Director of the Airport Authority.

"Therefore, we must remain vigilant against the possible occurrence and spread of infectious diseases at the airport," he said, adding the exercise offered an opportunity for all relevant parties to practice the airport's contingency procedures and collaborative responses in the event of an avian flu incident.

In separate event, the Agriculture, Fisheries and Conservation Department announced here Friday afternoon that an Oriental magpie robin, a common resident bird in the city, found dead earlier in Tai Po was confirmed to be H5N1 positive after a series of laboratory tests.

The bird carcass was found and collected on Feb. 29 near the management center in Tai Po Kau Nature Reserve in northwest of Hong Kong.

SHANGHAI. March 14 (Interfax-China) -

China still faces the risk of a human bird flu outbreak, according to a report released today by the Ministry of Health (MoH).

In its report on national emergency public health incidents in February, MoH said the three provinces of Guangxi, Guangdong and Hunan each reported one case of a human infected with bird flu, and that all confirmed it to be the highly pathogenic avian influenza virus infection H5N1.

In addition, new human bird flu cases had also been reported in countries neighboring China, the report said.

The report also said that in February, 60 emergency public health incidents affecting 6,381 people were reported across the country, representing a growth of 30.43 percent and 347.48 percent, respectively, compared to the same period last year.

However, more than 86 percent of the reported cases were from the 25 outbreaks of measles in the Xinjiang Autonomous Region, which affected 5,514 people.
