      1. Situation

      On Thursday , April 3 , the owner of a laying hen farm in Cheonan , South Chungcheong Province reported an increase in deaths to Cheonan City , and on Friday , April 4 , a detailed examination confirmed highly pathogenic avian influenza . This is the 44th * case since the first outbreak on October 29 last year .

      * 27 chickens ( 21 laying hens , 3 native chickens , 2 meat breeders , 1 laying breeder ), 17 ducks ( 15 meat ducks , 2 breeders )

      Since March 19 , seven cases of highly pathogenic avian influenza have occurred in succession in just three regions ( Cheonan , Sejong , and Cheongju ) , and antigens have been continuously detected in migratory birds recently. Considering past cases , there are concerns about the risk of sporadic outbreaks during the northward migration of migratory birds. Therefore , all poultry farms in the region as well as across the country must strengthen quarantine and report to quarantine authorities without delay if they have any suspicious symptoms .

      2. Quarantine measures

      After the H5 antigen was confirmed at a laying hen farm in Cheonan , South Chungcheong Province, the Central Disaster and Safety Countermeasure Headquarters immediately dispatched an initial response team in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control entry and exit , and is conducting an epidemiological investigation along with culling of laying hens at the affected farm to prevent further spread .

      In addition, in order to block the spread of highly pathogenic avian influenza, a temporary standstill order has been issued for 36 hours from 11:00 AM on April 4 to 11:00 PM on April 5 for Cheonan and Sejong in South Chungcheong Province , and for 24 hours from 11:00 AM on April 4 to 11:00 AM on April 5 for other regions , and the status of compliance is being checked .

          Since the 8th of last month, 6 cases have been concentrated in the Cheonan-Asan area of ​​Chungcheongnam-do, and considering the situation where additional outbreaks continue at farms within the quarantine area, it is presumed that the virus remains in the area, and quarantine management such as disinfection and access control is necessary to prevent sporadic outbreaks.

          # Quarantine measures

          Since the H5 antigen was confirmed at a native chicken farm in Asan-si, Chungcheongnam-do, the Central Disaster and Safety Countermeasure Headquarters immediately dispatched an initial response team in accordance with the ‘Avian Influenza Emergency Action Guidelines (SOP)’ to control access and conduct epidemiological investigations, including culling laying hens at the outbreak farm to prevent further spread.

          # Strengthening quarantine measures

          The Central Disaster and Safety Countermeasure Headquarters will strengthen quarantine measures as follows to manage quarantine in the outbreak area and prevent sporadic outbreaks and spread of highly pathogenic avian influenza.

          First, a comprehensive inspection will be conducted on all native chicken farms (43 farms) in Chungcheongnam-do, the outbreak area, and a detailed inspection and quarantine inspection will be conducted on farms in the same group (6 farms; 1 in Gyeonggi, 2 in Chungcheongnam-do, 3 in Jeollabuk-do) from the 21st to the 30th. In addition, a dedicated officer will be assigned to each poultry farm (45 farms) within the Asan quarantine area (10km) to closely manage on-site quarantine measures such as disinfection of external vehicles and personnel entering and exiting.

          Second, in order to eliminate residual viruses, the period from the 21st to the 27th will be designated as the ‘National Disinfection and Guseo (驅鼠) Week’ and intensive disinfection will be carried out in cooperation with producer groups. In particular, the Chungnam region will mobilize the wide-area disinfection equipment and drones from the Livestock Quarantine Support Headquarters to intensively disinfect roads with heavy livestock vehicle traffic and livestock shed roofs in densely populated areas, and poultry farms will disinfect the inside and outside of their farms on their own daily basis.

          Third, we will strengthen the detailed inspection of native chickens shipped to slaughterhouses nationwide, and operate a ‘day of total closure and disinfection’ every Wednesday for traditional markets nationwide (139 locations) to check the implementation status until the nationwide movement restrictions are lifted by each local government.

          Fourth, we will dispatch a special quarantine team for avian influenza composed of section chiefs from the National Institute of Animal Quarantine to three regions in Chungnam Province, Cheonan, Asan, and Sejong, where sporadic outbreaks are a concern, to provide quarantine technical support and guidance.
