      2025.01.10 19:00:00 Quarantine Policy Bureau Avian Influenza Quarantine Division

      The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza ( Headed by Minister of Agriculture, Food and Rural Affairs Song Mee-ryeong , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) confirmed H5N1 highly pathogenic avian influenza at a broiler farm ( approximately 33,000 birds ) in Dangjin-si, Chungcheongnam-do and a broiler duck farm (approximately 24,000 birds ) in Buan -si, Jeollabuk-do on Friday, January 10. The headquarters held a meeting with relevant ministries and local governments on the same day to inspect the outbreak situation and quarantine measures for highly pathogenic avian influenza .
      1. Situation
      On January 9 ( Thursday ), the broiler breeding stock was confirmed through a farm report , and the broiler ducks were confirmed through a pre-shipment inspection , and the highly pathogenic avian influenza (H5N1) was confirmed as a result of a detailed inspection (1.10) . This is the 22nd and 23rd occurrence * since the first occurrence on October 29 .

      * Laying hens (9 cases ), meat ducks (9 cases ), native chickens (2 cases ), meat breeders (2 cases ), laying hens (1 case )

      Considering the outbreak of highly pathogenic avian influenza in domestic poultry farms (23 cases ) and wild birds (27 cases ) and the full-scale arrival of migratory birds , this is a serious situation that could occur anywhere in the country. Therefore, all farms across the country must strengthen quarantine and report to quarantine authorities without delay if they have any suspicious symptoms .
      2. Quarantine measures
      After the H5 antigen was confirmed at a meat breeding farm in Dangjin-si, Chungcheongnam-do and a meat duck farm in Buan-gun, Jeollabuk-do, the Central Disaster and Safety Countermeasure Headquarters immediately dispatched an initial response team in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control entry and exit , and is conducting an epidemiological investigation along with the culling of poultry at the affected farms to prevent further spread .

      In addition , in order to block the spread of highly pathogenic avian influenza, a 24- hour standstill * order has been issued for related poultry farms , livestock facilities, and livestock vehicles, and compliance is being checked .

      * (22nd Chungnam entire and Gyeonggi Hwaseong‧Pyeongtaek chicken farm related ) 1.10( Fri ) 1:00 ~ 1.11( Sat ) 1:00 , 24 hours , (23rd Jeollabuk-do and nationwide Dasol affiliated duck farm related ) 1.10( Fri ) 12:00 ~ 1.11( Sat ) 12:00 , 24 hours

      In addition , we are conducting detailed inspections of poultry farms (69 locations : 12 in Dangjin , 57 in Buan ) within a quarantine zone (~10km) of the outbreak farm , and are disinfecting roads around migratory bird arrival areas , small streams , reservoirs, and access roads to poultry farms by deploying all available disinfection resources .
      3. Strengthening quarantine measures
      The Central Disaster and Safety Countermeasures Headquarters is strengthening quarantine measures as follows to block the spread of highly pathogenic avian influenza .

      First , in order to strengthen quarantine management for meat breeding farms nationwide, the Animal and Plant Quarantine Agency ( hereinafter referred to as the Quarantine Agency ) and local governments will conduct special inspections of large-scale meat breeding farms nationwide ( 41 farms with over 50,000 heads) from January 13 to 24 and strengthen telephone surveillance * .

      * Check for daily decreases in egg production rate , increases in mortality, etc., and if any abnormalities are found , immediately dispatch a quarantine officer to conduct a preliminary inspection.

      Second , in order to strengthen the inspection of duck farms and slaughterhouses related to the Dasol Duck Group, a comprehensive inspection will be conducted from January 13 to 17 on 93 duck farms belonging to Dasol Group companies nationwide . In addition, slaughter inspections will be strengthened on all farms shipping ducks to slaughterhouses belonging to Dasol Duck Group companies for the next 14 days .

      Third , for laying hens in 14 cities and counties * with a high risk of outbreaks , where there is a history of past outbreaks of highly pathogenic avian influenza or laying hens are currently raising more than 100,000 , the Quarantine Headquarters and local governments have formed an on-site inspection team to continuously conduct an inspection of the status of quarantine rule compliance until January 24 .

      * Gyeonggi 7 ( Pocheon , Gimpo , Hwaseong , Icheon , Yeoju , Anseong, Pyeongtaek ), Chungbuk 2 ( Eumseong , Jincheon ) , Chungnam 3 ( Asan , Cheonan , Cheongyang ), Jeonbuk 1 ( Gimje ), Sejong 1
      ** Whether entry and exit of external vehicles and people is controlled and disinfected , whether the egg loading area is disinfected, etc.
      Fourth , by January 31, we will implement measures to minimize livestock vehicle movement in 10 densely populated laying hens nationwide and large farms ( No. 204 ) raising more than 100,000 birds , and manage compliance ** .

      * Prevent cross-contamination by identifying duplicate entry and exit of vehicles, using dedicated vehicles or visiting only one farm per day , and reinforcing disinfection.
      ** Periodic inspection and notification of appropriateness of livestock vehicle entry and disinfection at the farm in charge through the local government dedicated officer ( weekly )
      4. Requests
      Choi Jeong-rok, Director of the Quarantine Policy Bureau of the Ministry of Agriculture, Food and Rural Affairs, requested, “ First, South Chungcheong Province and North Jeolla Province should quickly complete emergency initial quarantine measures and inspections of epidemiological farms to prevent the spread of highly pathogenic avian influenza , and thoroughly implement the temporary suspension of movement . ”

      In addition , “ Following the concentrated outbreak of highly pathogenic avian influenza in December of last year, four additional cases occurred in January of this year , and the outbreak areas are widely distributed across 15 cities and counties in 9 cities and provinces . Therefore , not only Dangjin City and Buan County, but also local governments across the country should once again check that access control and disinfection of surrounding roads are being implemented well in migratory bird arrival areas within their jurisdiction ,” he emphasized .

      * Monthly occurrence status : 1 case in October 24 4 cases in November 24 14 cases in December 24 4 cases in January 25

      Lastly , he repeatedly requested , “ Each local government should prepare for the continued severe cold by disseminating proper disinfection techniques to farms to prevent freezing of disinfection facilities and to enable disinfection even in sub-zero temperatures. He also requested that farms closely monitor quarantine rules to prevent the spread of diseases and damage until the cold weather eases and migratory birds begin to migrate . ”
      5. Supply and demand of livestock products
      As of January , the cumulative number of meat breeding hens and meat ducks culled due to the outbreak of avian influenza was 67,000 and 240,000, respectively , accounting for 0.7 % and 2.8% of the total meat breeding hens (9,302,000 ) and meat ducks (8,448,000 ) , respectively, so the impact on supply and demand is expected to be low . However , the Central Disaster and Safety Countermeasures Headquarters plans to closely monitor the supply and demand situation and manage the supply and demand of livestock products without any gaps .

                          Yeonggwang-gun, all-out effort to block the spread of highly pathogenic AI

                          An H5-type avian influenza (AI) antigen was detected at a meat duck farm in Daema-myeon, Yeonggwang, and an all-out response was launched to prevent the spread.

                          In this case, H5-type AI antigen was detected during a periodic inspection of each duck breeding stage conducted on the 5th, and it was confirmed to be highly pathogenic H5N1 as a result of a detailed inspection by the Animal and Plant Quarantine Agency. This occurrence is the first case in Yeonggwang during the winter of 2024-2025 and the 36th case to occur at poultry farms nationwide.

                          Yeonggwang-gun culled 16,000 meat ducks being raised at the farm to prevent further spread. According to the Emergency Action Plan (AI SOP), there were no poultry farms within a 500m radius where preventive culling was stipulated, so no additional culling was conducted.

                          In addition, a quarantine area was designated within a 10km radius of the outbreak farm, and movement restrictions, disinfection, and surveillance were strengthened. Detailed inspections were conducted on 34 poultry farms and 3 epidemiological farms within the quarantine area, and all results were negative.

                          In addition, administrative power (4 joint quarantine teams of the National Agricultural Cooperative Federation, 1 disinfection vehicle of the Ministry of Agriculture, Food and Rural Affairs, 1 disinfection vehicle of the military, etc.) was concentrated to block the inflow of viruses and the spread of AI within farms, and emergency disinfectants will be distributed to full-time poultry farms.

                          Jang Se-il, the governor of Yeonggwang County, said, “In order to prevent additional outbreaks and quarantine due to the migratory bird migration season, we ask that poultry farms thoroughly disinfect and comply with quarantine rules,” and “When entering and exiting the poultry farm after going out, change clothes and shoes, disinfect periodically, and thoroughly block the entry of wild animals.”
