Latest avian flu outbreak impacting wild birds throughout Utah

Salt Lake City — Multiple waves of highly pathogenic avian influenza have affected Utah’s wild bird populations since the first case of the latest outbreak was confirmed in April 2022. Now, the Utah Division of Wildlife Resources has confirmed that the virus has again been detected in wild birds around the Great Salt Lake and in several other counties throughout Utah, in the latest uptick of the ongoing outbreak.

The current outbreak of highly pathogenic avian influenza has been ongoing in the U.S. since 2022, but the disease typically spreads more during the spring and fall bird migrations.

“We saw a lull in new avian flu cases in wild birds from March 2025 to September 2025, but in the last few months, we have seen another uptick in new cases across Utah,” DWR Veterinarian Ginger Stout said.

Since October, 49 wild bird carcasses collected from across Utah have been submitted for disease testing and tested positive for avian influenza. The birds most impacted by the latest influx of avian flu cases are:
  • Eared grebes in Box Elder, Davis, Salt Lake, Tooele and Weber counties
  • California gulls in Salt Lake County
  • Canada geese in Box Elder, Cache, Davis, Iron, Sevier, Salt Lake, Summit, Utah, Washington and Weber counties
  • Ducks in Box Elder and Davis counties
  • Great horned owls in Box Elder, Davis, Summit and Weber counties
  • Hawks in Box Elder, Davis and Weber Counties
  • Swans in Cache and Salt Lake counties
  • Turkey vultures in Box Elder and Weber counties
DWR biologists estimate that roughly 50,000 eared grebes and 250 California gulls have died along the south arm of the Great Salt Lake during this latest influx of avian influenza (although only a few carcasses were disease tested).

“Roughly 4 million eared grebes migrate through the Great Salt Lake each year, so the birds lost to avian influenza in this recent wave should not have a significant impact on the overall population,” DWR Great Salt Lake Ecosystem Program Wildlife Biologist John Neill said. “Eared grebes typically use the Great Salt Lake as a rest area during their winter migrations to eat brine shrimp, fatten up and molt before they continue their southern migration. Although we occasionally see eared grebes remaining on the lake into January, the many thousands that are still here is somewhat unusual. The warmer lake temperatures are helping brine shrimp persist longer into the winter, and because they’re the primary food source for eared grebes, that’s likely why the birds are still here. Dead birds may continue to wash ashore in the coming months.”

Since 2022, 242 wild birds, one mountain lion, some skunks and three red foxes have tested positive for avian flu in Utah. The virus has been confirmed in 19 counties in Utah since 2022.

Highly pathogenic avian influenza viruses are very contagious among wild birds and can cause rapid and high mortality in domestic birds, such as chickens, turkeys and domestic ducks. Typically, these viruses only occasionally kill wild birds, but this strain is more pathogenic and has been killing more wild birds.

The most common wild birds impacted by the virus are typically waterfowl, shorebirds, raptors and scavengers (which include birds like hawks, owls, and vultures). There are usually few symptoms in waterfowl and shorebirds, but the virus can kill raptors and scavengers quickly. The virus is spread among birds through nasal and oral discharge, as well as fecal droppings. It can be spread to backyard poultry and domestic birds through contaminated shoes or vehicles.

Songbirds are not typically affected by avian flu, due to low risk of contact with infected birds. People shouldn’t have to remove their bird feeders unless they also have backyard chickens, domestic ducks or wild waterfowl on their property. However, if you have a bird feeder or birdbath, you should clean it regularly.

“The outbreak is still ongoing, so we are still advising anyone who finds a group of five or more dead waterfowl or shorebirds — or any individual dead scavengers or raptors — to report it to the nearest DWR office. Make sure you don’t touch the birds or pick them up,” Stout said. “Report it to us, and we will come collect them for testing. We are continuing to monitor this virus in wild bird populations. This particular strain is affecting more wild birds and is more widespread than the last outbreak of highly pathogenic avian influenza in the U.S.”

The previous outbreak of avian flu in the U.S. occurred in 2014–15, when highly pathogenic strains of avian influenza were detected in wild birds of the Pacific, Central and Mississippi flyways. During that outbreak, the virus was only detected in two healthy ducks in Utah.

Dairy HPAI Detected in Cache County: UDAF Enacts Mandatory Surveillance

June 2, 2026/News

On June 1, 2026, officials with the Utah Department of Agriculture and Food (UDAF) were notified of a sample from a dairy in Cache County that tested positive for highly pathogenic avian influenza (HPAI). As a result, UDAF is enacting mandatory weekly surveillance for HPAI in dairies in Cache County. Federal funding is available to cover the cost of this testing and there will be no additional cost to producers. In the event of a positive test, the dairy will be placed under a quarantine and no movement of lactating cattle will be permitted on or off the facility, with the exception of cows going directly to slaughter.

In March 2024, HPAI H5N1 was first detected in dairy cattle in Texas and has spread to 19 other states including Utah, Idaho, Wyoming, and Colorado Genetic sequencing confirmed that the HPAI H5N1 virus detected in 2024 in a Cache County commercial poultry facility was the same virus that had impacted dairy cattle in the area that same year. This is the first detection of the dairy strain in Utah since January 2025.

UDAF is working closely with dairy producers in the area, as well as the Utah Department of Health and Human Services and other local, state, and federal partners, on avian influenza response plans, surveillance, and biosecurity. Meetings by invitation will be hosted for industry partners & leaders on June 2nd, and for dairy producers on June 3rd.

According to the U.S. Centers for Disease Control and Prevention, recent HPAI detections do not present an immediate public health concern. At present, no major impacts to the food supply chain are anticipated. There have been no confirmed cases of HPAI in humans in Utah.

Producers should report any signs of illness in poultry or dairy cattle immediately to the State Veterinarian’s Office at statevet@utah.gov. UDAF will continue to contact affected producers directly and will post updates to https://ag.utah.gov/animal-industry/animal-health-program/cattle-and-bison/dairy-cattle-and-hpai/. For producers outside of Cache County interested in participating in voluntary surveillance, email statevet@utah.gov. Financial resources are available for dairy producers through USDA APHIS for costs associated with HPAI testing, veterinary expenses, personal protective equipment, milk disposal, and milk losses.

The positive test result came back Monday afternoon after the northern Utah dairy grew “suspicious” that its herd had contracted bird flu, State Veterinarian Amanda Price said.

“They had a bunch of cattle with fevers,” Price said, “that went off feed, they had decreased milk production.”

The state’s milk supply, however, is not expected to be affected, Price said. That’s because pasteurization kills the virus, allowing the dairy to continue shipping milk to its processor, she said.

Box Elder County Declares Local State of Emergency to Support Dairy Producers During HPAI Response


BRIGHAM CITY, Utah — July 9, 2026 — The Box Elder County Commission has declared a local state of emergency in response to the ongoing impacts of Highly Pathogenic Avian Influenza (HPAI) affecting dairy cattle within the county.

The declaration enables Box Elder County to coordinate resources, support local agricultural producers, and work closely with state and federal partners as response efforts continue.

Beginning on or about June 25, 2026, a sample from a dairy farm in Box Elder County tested positive for HPAI. The pathogen has caused severe milk production loss and has impacted at least 50% of the dairy cows and almost 50% of the dairy farms in Box Elder County. Affected dairy farms and cows must be quarantined. Animal quarantine and continued monitoring are required for up to 90 days for the pathogen to be removed from infected herds.

The declaration recognizes the vital need for:
  • Continued monitoring and testing.
  • Implementation of personal protective equipment (PPE) and biosecurity measures on infected farms.
  • Coordinated response efforts to support local dairy producers and protect the agricultural community.
What Is HPAI and How Does It Spread?

Highly Pathogenic Avian Influenza, commonly referred to as HPAI or “bird flu,” is a contagious viral disease that primarily affects birds but can also affect certain mammals, including dairy cattle.
  • Introduction Point: The most likely introduction point for HPAI to enter dairy farms is through feed contaminated with bird feces.
  • Herd Spread: In dairy cattle, bird flu primarily spreads through the movement of cattle and normal farm operations like sharing vehicles and equipment, milk handling, and people moving between farms. So far, there is no evidence that wild birds are the main source of cattle infections.
  • Recovery and Impact: Most herds see less than 10-20% of cows get sick, and death rates are usually under 2%. Infected cows typically display symptoms for 7 to 10 days before experiencing a recovery. Approximately 10% of afflicted cows do not fully recuperate and fail to return to their previous levels of milk production.

Purpose of the Emergency Declaration and Financial Support

The magnitude and cost of responding to and recovering from the loss of milk production are far in excess of Box Elder County’s available resources, making it necessary to call on state and federal resources for financial support and recovery.

Available Financial Assistance Programs
  • United States Department of Agriculture (USDA): Offers funds to impacted milk producers to help enhance biosecurity practices, offset costs associated with testing and shipping samples, and protect employees.
  • Utah Department of Agriculture and Food (UDAF): Provides an Agriculture Resource Development Loan (ARDL) program, which can be utilized when a county declares a state of emergency.
  • Testing Reimbursement: If a test is taken by a licensed veterinarian, UDAF may cover the cost.
Notice: The declaration is effective immediately and will remain in effect for 30 days, unless extended or terminated by the Box Elder County Commission.​

State Continues Weekly Testing of Dairy Herds


UDAF continues conducting weekly testing of all dairy farms in Box Elder County to monitor the situation, track the spread of HPAI, and guide response efforts. Box Elder County continues working closely with state agricultural officials, emergency management partners, veterinarians, and federal agencies to support producers and ensure accurate information is shared with the public.

What Dairy Owners Should Know

Residents who own dairy cows are not considered to be at high risk, but they should continue monitoring their animals and contact their veterinarian if they notice signs of illness.

Symptoms to Watch For:
  • Decreased milk production or lower milk output
  • Reduced appetite, decrease in eating, or reduced feed intake
  • Animals appearing unhappy, lethargic, or generally not seeming well
  • Thickened, colostrum-like, or highly concentrated milk
  • Abnormal feces (tacky or loose)
  • Fever or dehydration
Dairy owners may also submit a milk sample for testing through the Utah Veterinary Diagnostic Laboratory in Logan. Visit the UVDL website for submission details.

Public Health Risk Remains Low

The local state of emergency declaration does not mean there is an increased risk to public health. It is a preparedness and coordination measure that allows the County to better support response efforts and assist agricultural producers.

The risk of HPAI to the general public remains low.
  • Pasteurized Dairy: SAFE TO CONSUME. There is no public health threat from consuming pasteurized dairy products. Pasteurization effectively inactivates the HPAI virus.
  • Raw Milk: ⚠️ DO NOT CONSUME. Residents should not consume raw, unpasteurized milk, as it may contain HPAI for several weeks when stored in the refrigerator.
How Residents Can Help Protect Livestock

Residents can help reduce the spread of disease and protect local livestock by:
  • Not handling sick or dead wild birds.
  • Reporting unusual livestock illness to a veterinarian.
  • Following recommended biosecurity practices.
  • Washing hands frequently.
  • Disinfecting tools, equipment, vehicles, and other items that come into contact with livestock.
  • Following official sources for accurate information and updates.
Biosecurity Remains the Best Defense

The County strongly encourages livestock owners to strengthen daily biosecurity practices, including:
  • Limiting visitors: Limit unnecessary visitors to livestock areas.
  • Avoiding shared equipment: Avoid sharing equipment between operations; do not borrow tools or equipment.
  • Disinfecting vehicles: Disinfect vehicles, trailers, and equipment before entering livestock areas. Spray disinfectant on all vehicles and tires before entering and exiting the farm.
  • Using dedicated gear: Use dedicated boots and clothing when working with animals.
  • Separating species: Keep livestock separated from wildlife and other species when possible.
  • Traveling safely: Follow established biosecurity protocols during animal movement, fairs, and exhibitions. Isolate returning animals for at least 30 days.
Resources & Future Updates

Box Elder County will continue monitoring the situation alongside the State of Utah and will provide updates as additional information is received. Although the local state of emergency declaration is limited to 30 days, the County’s commitment to supporting local producers continues.

With the worry of losing dairy looming over dairy farmers across Utah, ABC4.com sat down with State Veterinarian Amanda Price to gain some insight into where we stand.

According to Price, the virus was detected on June 1 in Cache County for the first time since 2024 and has since spread to other Utah dairy.

“It has really been clobbering the dairies that it has hit so far,” she said.

“We currently have 22 dairies under quarantine between Cache, Box Elder, and Weber Counties,” said Price.

“There were already some resources available for milk loss and for treatment costs, but some of these dairies have exceeded what’s available through those resources, and so that’s one of the reasons that we’ve opened this up,” Price said. “What I am hearing from these diaries is just heartbreaking in terms of the number of cows that they have lost, so we are just doing our best to help them out.”
