USDA Confirms Additional Highly Pathogenic Avian Influenza Finds in Wild Birds

WASHINGTON, January 18, 2022 – The United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has confirmed two additional findings of highly pathogenic avian influenza (HPAI) in wild birds – one in Colleton County, South Carolina and one in Hyde County, North Carolina. These finds follow confirmation on January 14, 2022 of HPAI in a wild bird in Colleton County, South Carolina. All three findings are H5N1 HPAI.

These findings are not unexpected, as wild birds can be infected with HPAI and show no signs of illness. They can carry the disease to new areas when migrating. APHIS anticipates additional wild bird findings as our robust wild bird sampling program continues into the spring.

APHIS will post these and all future wild bird findings on its website on a weekly basis. Stakeholders should check the website on a routine basis, as no future stakeholder announcements are planned for wild bird findings.

Since wild birds can be infected with these viruses without appearing sick, people should minimize direct contact with wild birds by using gloves. If contact occurs, wash your hands with soap and water, and change clothing before having any contact with healthy domestic poultry and birds. Hunters should dress game birds in the field whenever possible and practice good biosecurity to prevent any potential disease spread. Given these additional findings, anyone involved with poultry – commercial or backyard flocks alike – should review their biosecurity plan and enhance their biosecurity practices to assure the health of their birds. APHIS has materials about biosecurity, including videos, checklists, and a toolkit available for producers on our website.

In addition to practicing good biosecurity, all bird owners should prevent contact between their birds and wild birds and report sick birds or unusual bird deaths to State/Federal officials, either through their state veterinarian or through USDA’s toll-free number at 1-866-536-7593. Avian influenza (AI) is caused by an influenza type A virus which can infect poultry (such as chickens, turkeys, pheasants, quail, domestic ducks, geese, and guinea fowl) and is carried by free flying waterfowl such as ducks, geese and shorebirds. AI viruses are classified by a combination of two groups of proteins: hemagglutinin or “H” proteins, of which there are 16 (H1–H16), and neuraminidase or “N” proteins, of which there are 9 (N1–N9). Many different combinations of “H” and “N” proteins are possible. Each combination is considered a different subtype and can be further broken down into different strains which circulate within flyways/geographic regions. AI viruses are further classified by their pathogenicity (low or high)—the ability of a particular virus strain to produce disease in domestic chickens.

Avian Flu Detected in Florida—Fourth U.S. State in Current Outbreak

A highly pathogenic strain of avian flu has been detected in Florida. On January 22, samples collected by USDA-Wildlife Services employees from two hunter-killed bluewing teal tested positive for Eurasian H5 avian influenza (HPAI). A highly pathogenic avian influenza hadn’t been found in wild birds in the United States since 2016—but since this fall, it’s been detected in four states: North Carolina, South Carolina, Virginia, and now, Florida. The strain, dubbed H5N1, that was found in Florida was first detected in Europe in early 2021. About Avian Influenza


Wild birds can carry a number of strains of the avian influenza viruses, most of which do not cause disease. However, transmission of low pathogenic strains (causes minimal signs of disease in domestic poultry) to poultry can result in changes in the virus and the formation of more highly pathogenic strains (can cause significant disease in domestic poultry).

The Florida Fish and Wildlife Conservation Commission (FWC) is investigating mortality events involving wild bird populations by monitoring and investigating reports of wild bird die-offs. FWC is working in cooperation with the United States Department of Agriculture-Wildlife Services, Florida Department of Agriculture and Consumer Services, University of Florida, National Wildlife Health Center, Southeastern Cooperative Wildlife Disease Study, Florida Department of Health, and wildlife rehabilitators on this initiative.

Recommended Precautions


We ask the public not to handle sick or dead birds, however, we strongly encourage the reporting of all sightings of dead birds to the bird mortality database. Wild birds involved in die-offs will be collected, examined, and tested for Avian Influenza, West Nile Virus, Exotic Newcastle's Disease, and/or other infectious agents of concern.

The HPAI virus is not easily transmissible from birds to people but health officials are concerned it could develop into another form that spreads readily from person to person, triggering a global disease outbreak known as a pandemic. While it is extremely unlikely that hunters or people feeding birds could contract the HPAI virus from wild birds in Florida, the following common-sense precautions are always recommended to reduce the risk of contracting any disease from wildlife:
  • Do not harvest or handle wild birds that are obviously sick or found dead.
  • Wear rubber gloves while cleaning game or cleaning bird feeders.
  • Do not eat, drink or smoke while cleaning game.
  • Wash hands with soap and water or alcohol wipes immediately after handling game or cleaning bird feeders.
  • Wash tools and work surfaces used to clean game birds with soap and water, then disinfect with a 10% bleach solution.
  • Separate raw meat, and anything it touches, from cooked or ready-to-eat foods to avoid contamination.
  • Cook game birds and poultry thoroughly. Meat should reach an internal temperature of 165 degrees Fahrenheit to kill disease organisms and parasites.

We also advise that direct or indirect contact between domestic poultry and wild birds, especially waterfowl, be prevented.

New variant of the bird flu may cause problems for farmers

PITT COUNTY, N.C. (WITN) - The North Carolina Department of Agriculture has identified 65 positive cases of Avian influenza in wild waterfowl at three sites in Eastern Carolina.

Birds infected with Eurasian H5 HPAI have been found in Hyde and Bladen counties and along the Beaufort and Pamlico counties line for the first time since 2016.

The 65 positive cases in wild waterfowl triggered the North Carolina Zoo to close its aviary to the public to reduce threats of transmission.

There is no current reopening date set, but none of the zoo’s birds have tested positive for the flu.

--Highly pathogenic avian influenza (HPAI) H5N1, Eurasian lineage goose/Guangdong clade 2.3.4.4b was confirmed on one mixed-species backyard (non-poultry) premises in Fauquier County, Virginia. Increased mortality was observed. State officials have quarantined the affected premises. Movement controls have also been implemented. Depopulation and disposal were completed on 12 Feb 2022. Cleaning and disinfection of the premises is in progress. The USDA Animal Plant Health Inspection Service (APHIS) and the Virginia Department of Agriculture and Consumer Services (VDACS) are conducting a comprehensive epidemiological investigation and have implemented enhanced surveillance and testing related to this finding. HPAI H5N1 was also confirmed in the following additional wild bird species: Lesser scaup. Additional confirmed samples were collected from wild birds in Maryland (MD), New Hampshire (NH) and Delaware (DE). According to article 10.4.1.4 of the Terrestrial Animal Health Code, Member Country should not impose bans on the international trade of poultry commodities in response to notification of infection with any Influenza A viruses in birds other than poultry. FRANKFORT, Ky. (WTVQ) – Federal officials notified the Kentucky Department of Fish and Wildlife Resources on Friday that avian influenza has been detected in waterfowl in the state.

The public health risk posed by this disease is low and meat harvested from wild birds does not present a food safety risk when handled and cooked properly.

PLEASE NOTE:

As of February 17, Tri-State Bird Rescue & Research is closed and unable to admit patients until further notice due to a hawk testing positive for Highly Pathogenic Avian Influenza (HPAI).

As part of the quarantine, we cannot add any new birds to our center until we are assured that all birds are free of HPAI. The earliest this may happen and we can open our doors to accept new patients is March 8, 2022. We will provide an update if we need to stay closed longer than that date.

Please do not bring any birds on to the premises until further notice. If you have found an injured bird, please take it to another permitted wildlife rehabilitator.

Do not handle any wild birds that are obviously sick or found dead. Sick or unusual deaths in backyard flocks and commercial poultry should be reported to the Delaware Department of Agriculture’s Poultry and Animal Health Section, 302-698-4500. Hunters, Poultry Owners and Poultry Producers Advised to Take Precautions

Cases of Eurasian H5 Highly Pathogenic Avian Influenza (HPAI) were detected in wild birds in Delaware in recent days, as the bird flu continues to spread in the United States. The United States Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) confirmed the Eurasian H5 strain of HPAI in eight wild ducks and a Canada goose in Kent County and one red-shouldered hawk in New Castle County. APHIS is working with federal and state partners, including the Delaware Department of Natural Resources and Environmental Control (DNREC) on additional avian influenza surveillance and testing.

All the ducks found to have HPAI – including five northern shovelers, one American wigeon, one black duck and a gadwall – were harvested by hunters and submitted to APHIS for sampling. The Canada goose was a mortality submitted for testing, while the red-shouldered hawk was tested for HPAI after it had been taken to Tri-State Bird Rescue for rehabilitation. These findings were not unexpected, as wild birds can be infected with HPAI but show no signs of illness. Eight other states in the Atlantic Flyway have found HPAI this year in wild birds, with it believed to be widespread in migratory waterfowl. Wild free-flying ducks, geese and shorebirds can carry the disease to new areas when migrating, as can raptors such as hawks and owls.

Avian influenza (AI), commonly known as “bird flu,” is a respiratory disease of birds caused by an influenza Type A virus. These viruses can infect poultry (chickens, ducks, quail, pheasants, guinea fowl and turkeys) and some wild bird species (such as ducks, swans, geese, shorebirds, hawks and owls), but are known to impact poultry and wild birds in different ways. While wild birds often can carry the AI viruses without becoming sick, AI in poultry is contagious and can make some domesticated birds very sick and even cause death. Avian influenza is not associated with the COVID-19 virus (SARS-CoV-2).

The U.S. Centers for Disease Control and Prevention considers the risk to the general public from HPAI H5 infections to be low. No human infections with Eurasian H5 viruses have occurred in the United States. As a reminder, the proper handling and cooking of poultry and eggs to an internal temperature of 165°F will kill bacteria and viruses, including HPAI.

Precautions for Waterfowl Hunters

With the snow goose conservation order in effect through April 8, Delaware waterfowl hunters can reduce the risk of exposing poultry or pet birds to AI by taking basic safety precautions to keep the disease from spreading.

Protect Domestic Birds
  • Dress game birds in the field whenever possible.
  • If you must dress game birds at home, do so in an area inaccessible to poultry and pet birds. Ideally, there should be a solid barrier between the areas where game is cleaned and where domestic birds are housed.
  • Keep a separate pair of shoes to wear only in your game-cleaning area. If this is not possible, wear rubber boots or shoes and clean/disinfect them before entering or leaving the area.
  • Use dedicated utensils for cleaning game, whether in the field or at home. Do not use these tools around poultry or domestic fowl.
  • Always wear rubber gloves when cleaning game.
  • Double bag the carcass remains and feathers. Tie the inner bag and be sure to take off your disposable rubber gloves and leave them in the outer bag before tying it closed.
  • Place the bag in a trash can that poultry and domestic fowl cannot access. The trash can should also be secured against any access by children, pets or other animals.
  • Wash hands with soap and water immediately after handling game.
  • Scrub all tools and work surfaces with soap and water.
Protect Yourself
  • Do not harvest or handle wild birds that are obviously sick or found dead.
  • Do not eat, drink or smoke while cleaning game.
  • Wear rubber gloves while cleaning game or cleaning bird feeders.
  • Wash hands with soap and water immediately after handling game or cleaning bird feeders.
  • Wash all tools and work surfaces with soap and water.
  • Avoid food cross-contamination. Keep uncooked game in a separate container, away from cooked or ready-to-eat foods.
  • Cook game meat thoroughly; poultry should reach an internal temperature of 165 °F to kill disease organisms and parasites.
Precautions for Poultry Owners and Producers

Poultry owners or those working within the poultry industry should refer to guidance issued by the Delaware Department of Agriculture regarding increased biosecurity protocols. Any sickness or unusual deaths in backyard flocks and commercial poultry, should be reported to the Delaware Department of Agriculture’s Poultry and Animal Health Section at 302-698-4500, or after hours by calling 302-233-1480 for a disease emergency involving poultry.

The Florida Fish and Wildlife Conservation Commission (FWC) has been notified by the National Veterinary Services Laboratory of confirmed cases of Highly Pathogenic Avian Influenza (HPAI) strain: H5 2.3.4.4 in a lesser scaup, black vultures and other avian species. There is a low risk of HPAI transmission to humans and, to date, there have been no known human infections in North America.

The FWC is currently investigating bird mortalities in Brevard, Indian River and Volusia counties believed to be caused by HPAI. This strain has been documented in the United States since 2021 and was detected in hunter-harvested blue-winged teal in Palm Beach County in January 2022.

To prevent the spread of HPAI, the public should avoid handling sick or dead wildlife, prohibit the contact of domestic birds with wild birds, and report wild bird mortalities to FWC so deaths can be investigated.

Please be advised that because HPAI is not treatable and is easily transmitted in wild birds, some wildlife rehabbers may not be accepting these animals at this time.


The FWC is working closely with the United States Department of Agriculture-Wildlife Services, Florida Department of Agriculture and Consumer Services, University of Florida, National Wildlife Health Center, Southeastern Cooperative Wildlife Disease Study, Florida Department of Health, and wildlife rehabilitators to investigate mortality events involving wild birds.
