Strengthening quarantine measures such as special inspection of family farms and nationwide disinfection day

The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza (Headed by Song Mei-ryeong, Minister of Agriculture, Food and Rural Affairs) announced that on Wednesday, March 26, a meeting of the Central Disaster and Safety Countermeasures Headquarters was held with the participation of relevant organizations and local governments to review the situation of the outbreak of highly pathogenic avian influenza and quarantine measures after a confirmed case of H5N1 at a laying hen farm (approximately 100,000 birds) in Cheonan, Chungcheongnam-do.

According to the Central Disaster and Safety Countermeasures Headquarters, on March 25 (Tue), the owner of a laying hen farm in Cheonan, South Chungcheong Province reported an increase in deaths to Cheonan City, and on March 26 (Wed), a detailed inspection confirmed the case to be highly pathogenic avian influenza (H5N1). This is the 43rd case since the first case on October 29 last year.

Since March 19, six consecutive cases have occurred at laying hen farms in three regions (Cheonan, Sejong, and Cheongju), and as it coincides with the current period of migratory birds moving north, there is a risk of additional outbreaks at farms with weak quarantine at any time. Therefore, not only in the region but also in all poultry farms nationwide, it is necessary to strengthen quarantine and report to quarantine authorities without delay when suspicious symptoms are present.

In March (based on 200 survey areas), 710,000 wild birds were confirmed to be living there, a 32% increase compared to last year (based on 112 areas, 370,000 in March 2024 → 490,000 in March 2025).

After the H5 antigen was confirmed at a laying hen farm in Cheonan, Chungcheongnam-do, the Central Disaster and Safety Countermeasure Headquarters immediately deployed an initial response team in accordance with the ‘Avian Influenza Emergency Action Guidelines (SOP)’ to control access, and to prevent further spread, they are conducting epidemiological investigations along with culling laying hens at the affected farm.

In addition, in order to block the spread of highly pathogenic avian influenza, a temporary standstill order was issued for 24 hours from 9:00 PM on Tuesday, March 25 to 9:00 PM on Wednesday, March 26 for laying hen farms and livestock facilities such as slaughterhouses nationwide, and the status of compliance is being checked.

In addition, we are conducting a detailed inspection of poultry farms (29) within the quarantine zone (~10km) of the outbreak farm, and are disinfecting all available disinfection resources on roads around migratory bird arrival areas, small streams, and reservoirs nationwide, as well as access roads to poultry farms.

In order to prevent sporadic outbreaks and spread of highly pathogenic avian influenza, the Central Disaster and Safety Countermeasure Headquarters will first conduct quarantine inspections on family farms that may be vulnerable to quarantine from March 27 to April 4, and publicize quarantine rules.

Highly pathogenic avian influenza confirmed at native chicken farm in Asan, South Chungcheong Province
Reporter Name Reporter Hong Jeong-min Posted 2025.04.21 11:17

Quarantine measures will be strengthened following the confirmation of highly pathogenic avian influenza at a native chicken farm in Asan, South Chungcheong Province.

The Central Disaster and Safety Countermeasures Headquarters (Headquarters Director Song Mei-ryeong, Minister of Agriculture, Food and Rural Affairs, hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters) held a meeting on the 20th to inspect quarantine measures and strengthen quarantine measures such as 1:1 dedicated management of quarantine teams at farms, and designation and operation of a ‘nationwide simultaneous disinfection and deportation week’ from the 21st to the 27th.

# Occurrence situation

On the 19th, the owner of a native chicken farm in Asan-si, Chungcheongnam-do reported to the quarantine agency due to an increase in deaths, and on the 20th, a detailed inspection confirmed highly pathogenic avian influenza (H5N1 type). This is the 47th case since the first occurrence on October 29th of last year. The highly pathogenic avian influenza occurrences include 29 cases of chicken (22 laying hens, 4 native chickens, 2 meat breeding hens, 1 laying breeding hens) and 18 cases of ducks (16 meat ducks, 2 breeding ducks).

Since the 8th of last month, 6 cases have been concentrated in the Cheonan-Asan area of Chungcheongnam-do, and considering the situation where additional outbreaks continue at farms within the quarantine area, it is presumed that the virus remains in the area, and quarantine management such as disinfection and access control is necessary to prevent sporadic outbreaks.

# Quarantine measures

Since the H5 antigen was confirmed at a native chicken farm in Asan-si, Chungcheongnam-do, the Central Disaster and Safety Countermeasure Headquarters immediately dispatched an initial response team in accordance with the ‘Avian Influenza Emergency Action Guidelines (SOP)’ to control access and conduct epidemiological investigations, including culling laying hens at the outbreak farm to prevent further spread.

In addition, in order to block the spread of highly pathogenic avian influenza, a temporary standstill order was issued for 24 hours from midnight on the 19th to midnight on the 20th for chicken farms and related livestock facilities such as slaughterhouses and livestock vehicles in the entire Chungcheongnam-do and Pyeongtaek-si, Gyeonggi-do, and the compliance status was checked.

In addition, a detailed inspection was conducted on poultry farms (No. 45) within the quarantine zone (~10km) of the outbreak farm, and available disinfection resources were deployed to disinfect roads around migratory bird habitats, small streams, and reservoirs, and access roads to poultry farms.

# Strengthening quarantine measures

The Central Disaster and Safety Countermeasure Headquarters will strengthen quarantine measures as follows to manage quarantine in the outbreak area and prevent sporadic outbreaks and spread of highly pathogenic avian influenza.

First, a comprehensive inspection will be conducted on all native chicken farms (43 farms) in Chungcheongnam-do, the outbreak area, and a detailed inspection and quarantine inspection will be conducted on farms in the same group (6 farms; 1 in Gyeonggi, 2 in Chungcheongnam-do, 3 in Jeollabuk-do) from the 21st to the 30th. In addition, a dedicated officer will be assigned to each poultry farm (45 farms) within the Asan quarantine area (10km) to closely manage on-site quarantine measures such as disinfection of external vehicles and personnel entering and exiting.

Second, in order to eliminate residual viruses, the period from the 21st to the 27th will be designated as the ‘National Disinfection and Guseo (驅鼠) Week’ and intensive disinfection will be carried out in cooperation with producer groups. In particular, the Chungnam region will mobilize the wide-area disinfection equipment and drones from the Livestock Quarantine Support Headquarters to intensively disinfect roads with heavy livestock vehicle traffic and livestock shed roofs in densely populated areas, and poultry farms will disinfect the inside and outside of their farms on their own daily basis.

Third, we will strengthen the detailed inspection of native chickens shipped to slaughterhouses nationwide, and operate a ‘day of total closure and disinfection’ every Wednesday for traditional markets nationwide (139 locations) to check the implementation status until the nationwide movement restrictions are lifted by each local government.

Fourth, we will dispatch a special quarantine team for avian influenza composed of section chiefs from the National Institute of Animal Quarantine to three regions in Chungnam Province, Cheonan, Asan, and Sejong, where sporadic outbreaks are a concern, to provide quarantine technical support and guidance.

Choi Jeong-rok, Director of the Quarantine Policy Bureau of the Ministry of Agriculture, Food and Rural Affairs, said, “Six cases of highly pathogenic avian influenza have occurred in the Cheonan-Asan area of South Chungcheong Province since March,” and added, “Most winter migratory birds have moved north, but some populations have not yet moved north and remain, and in certain areas, the local environment itself is already contaminated with the virus, so farms that do not follow basic quarantine rules such as disinfecting vehicles and personnel entering and exiting, and changing boots can cause outbreaks at any time. Therefore, each local government should thoroughly inspect high-risk areas such as densely populated egg laying complexes, manage vehicles entering and exiting, and thoroughly check that there are no gaps in quarantine management by region and farm.” He also emphasized, “Since we plan to operate a ‘nationwide simultaneous disinfection and sanitation week’ from the 21st to the 27th to eliminate residual viruses, local governments should mobilize all available disinfection resources to thoroughly disinfect roads around migratory bird arrival areas and reservoirs, as well as farm access roads, and guide and inspect livestock farms to disinfect the inside and outside of their farms every day and perform sanitation work.”

(Seoul = Yonhap News) Reporter Shin Seon-mi = The Ministry of Agriculture, Food and Rural Affairs announced on the 29th that a highly pathogenic avian influenza (AI) of the H5N1 type has occurred at a native chicken farm in Gimhae, Gyeongnam.

The farm was raising about 1,000 chickens.

The farm owner reported an increase in chicken deaths to Gimhae City on the 27th, and the quarantine authorities conducted a detailed inspection and confirmed highly pathogenic AI.

The Ministry of Agriculture, Food and Rural Affairs previously sent an initial response team to the site to control access, cull, and conduct an epidemiological investigation.

The Ministry of Agriculture, Food and Rural Affairs confirmed that the farm where the highly pathogenic AI occurred was an unlicensed livestock farm, and ordered relevant organizations and local governments to thoroughly investigate compliance with related laws and take action against any violations.

In order to block further transmission, 30% of the farms shipping native chickens nationwide were subject to detailed inspections, and dedicated officers were designated and placed in four poultry farms within the Gimhae City quarantine area.

The Ministry of Agriculture, Food and Rural Affairs, together with the Ministry of Environment, decided to expand the capture and fecal investigation of wild birds around the farms where highly pathogenic AI has occurred and nearby migratory bird arrival areas in order to investigate the cause of the recent outbreaks.

Choi Jeong-rok, Director of the Quarantine Policy Bureau of the Ministry of Agriculture, Food and Rural Affairs, requested, "Local governments should promptly conduct comprehensive investigations of unlicensed and unregistered poultry farms to ensure that there are no gaps in quarantine management."

The Ministry has raised the crisis alert level to "Caution" following the first outbreak at a poultry farm in the 2025/26 season. All-out efforts are being made to prevent further outbreaks, including a nationwide intensive disinfection week, comprehensive inspections, and administrative orders.

Korea Time News Medical and Health Team | The Ministry of Agriculture, Food and Rural Affairs (MAFRA) announced that it will hold a quarantine meeting with relevant agencies and local governments on September 13th to review the situation and quarantine measures for the highly pathogenic avian influenza outbreak, and strengthen quarantine management.

On September 12th, a report was made to quarantine authorities regarding an increase in deaths at a native chicken farm in Paju, Gyeonggi Province. A detailed inspection confirmed highly pathogenic avian influenza (HPAI). September marks a period of increased risk of HPAI outbreaks due to the influx of wild birds into the country during the winter, making enhanced quarantine management necessary to prevent further outbreaks.

As soon as the H5 subtype antigen was confirmed, the Ministry of Agriculture, Food and Rural Affairs deployed an on-site response team to the affected farm and implemented preemptive quarantine measures, including access control, culling, and epidemiological investigations. Furthermore, to prevent the spread of HPAI, a 24-hour standstill order was issued for poultry farms, related livestock facilities (slaughterhouses, etc.), and livestock vehicles nationwide from 10:00 PM on September 12th to 10:00 PM on September 13th. Compliance is being monitored.

In addition, the Ministry of Agriculture, Food and Rural Affairs will strengthen quarantine measures to prevent and mitigate further outbreaks of highly pathogenic avian influenza as follows:

First, starting September 13th, the avian influenza (AI) crisis alert level will be raised from "Attention" to "Caution" in accordance with the Avian Influenza Emergency Operation Guidelines (SOP). Livestock Disease Prevention Headquarters and situation rooms will be activated in the affected and neighboring local governments.

Second, to prevent the spread of native chickens, comprehensive inspections will be conducted (September 14-24) on all native chicken farms in Gyeonggi Province (23), poultry sales outlets in traditional markets nationwide (203), poultry lairages (79), and related livestock vehicles (120). Furthermore, disinfection and quarantine measures will be intensively inspected (September 14-26) on 93 poultry dealers nationwide and 74 native chicken farms where cases have previously occurred. Additionally, every Wednesday will be designated and operated as a "National Closure and Disinfection Day" for traditional markets nationwide, and each local government will monitor compliance until the nationwide travel restrictions are lifted.

Third, to eliminate sources of contamination inside and outside poultry farms, livestock facilities, and vehicles, the period from September 14th to September 27th will be designated as a "National Disinfection Week," with daily disinfection planned. In particular, eight additional disinfection vehicles will be deployed to Paju, the outbreak area, and neighboring areas (Yangju, Goyang, and Gimpo), to intensively disinfect affected areas and access roads to farms.

Fourth, to prevent the spread of highly pathogenic avian influenza, 11 administrative orders and seven public notices implemented during the special quarantine measures period will be implemented early, starting September 22nd, strengthening quarantine standards. Furthermore, the period of simultaneous stocking and shipment at broiler and duck farms will be shortened to minimize the introduction of contaminants through vehicle and human movement within the farm.

Fifth, to ensure early detection of highly pathogenic avian influenza (HPAI), a "serious" level inspection cycle will be applied to poultry farms in affected cities and provinces, while a "caution" level inspection system will be implemented in other regions. Furthermore, inspections of native chickens shipped to slaughterhouses will be expanded for two weeks (from 10% to 30% of shipping farms).

Vice Minister Kang Hyung-seok of the Ministry of Agriculture, Food and Rural Affairs stated, "With the arrival of winter migratory birds already underway, and the first confirmed case of HPAI at a poultry farm, I urge all stakeholders, including the government and poultry farmers, to remain even more vigilant and implement thorough quarantine management."

He further explained, "Unlike previous outbreaks in recent years, the Quarantine Agency and local governments should thoroughly investigate the cause of this relatively early outbreak of HPAI at a poultry farm. We urge them to promptly share the results with relevant agencies and producer groups to prevent similar incidents from recurring."

Lastly, he emphasized, “As the full-scale arrival of migratory birds will soon begin, and the movement of people and vehicles is expected to increase due to the longer Chuseok holiday than usual, poultry farms and other livestock industry workers should thoroughly implement the quarantine measures being implemented this time, and immediately report any suspicious symptoms to the quarantine authorities.”

South Korea: The first highly pathogenic avian influenza (AI) H5N1 outbreak this fall occurred in the lower reaches of the Mangyeong River. Movement restrictions were imposed within a 10-kilometer radius.

Translated -

2025.10.29
(Sejong=News 1) Climate and Environment Reporter Hwang Deok-hyeon = The first case of highly pathogenic avian influenza (AI) virus of the H5N1 type was confirmed this fall in the lower reaches of the Mangyeong River in Gunsan, North Jeolla Province. According to the Avian Influenza Central Disaster and Safety Countermeasures Headquarters, a detailed examination of wild bird feces collected in Okseo-myeon, Gunsan-si on the 27th resulted in a final diagnosis of highly pathogenic AI on the 29th.

This marks the first time that highly pathogenic avian influenza (H5N3) has been detected in a joint government survey conducted from September to April of the following year, collecting samples from 112 migratory bird arrival sites to check for infection. While low-pathogenic avian influenza (H5N3) cases were confirmed in the Miho River in North Chungcheong Province in September, 12 low-pathogenic cases were reported in areas such as the Cheongmi Stream in Gyeonggi Province, and this is the first time a highly pathogenic strain has been detected.

The Ministry of Climate, Energy and Environment immediately shared the situation with the Ministry of Agriculture, Food and Rural Affairs and the Korea Disease Control and Prevention Agency (KDCA). Searches for wild bird carcasses and migratory bird surveillance within a 10-kilometer radius were strengthened. Emergency quarantine measures, including disinfection and access control, were implemented at the site.

Following the outbreak of highly pathogenic avian influenza at a small poultry farm in the Gwangju area, the government raised the crisis alert level from "caution" to "serious" on the 27th. The Central Disaster and Safety Countermeasures Headquarters, headed by the Minister of Agriculture, Food and Rural Affairs, is currently in operation, and all local governments nationwide are operating response headquarters and situation rooms.

Poultry farms within a 10km radius downstream of the Mangyeong River will be restricted from movement, and thorough inspections and telephone surveillance will be strengthened. In particular, the 3km waterfront area surrounding migratory bird arrival sites will be completely closed to vehicles and people.

With migratory bird arrivals expected to continue until December, the Ministry of Climate Change plans to strengthen cooperation with relevant agencies to prevent disease transmission and human infection. The Ministry of Agriculture, Food and Rural Affairs warns that the risk of further spread is high, as highly pathogenic avian influenza (AI) has emerged earlier than usual in poultry farms this year and has also been detected in wild birds.

Jeongseon County Holds Virtual Quarantine Training for Highly Pathogenic Avian Influenza

On the 29th at 2:00 PM, Jeongseon County conducted the "2025 Virtual Quarantine Field Exercise (CPX)" in preparation for a highly pathogenic avian influenza (AI) outbreak at the first parking lot of the Jeongseon Sports Complex in Jeongseon-eup.

The virtual quarantine training was designed to strengthen rapid reporting and initial response capabilities in the event of an outbreak of an infectious disease in livestock, and to examine the cooperative system among quarantine-related organizations.

The training was hosted by the Gangwon Special Self-Governing Province and organized by Jeongseon County. Approximately 100 participants, including quarantine departments from 18 cities and counties in the province, the Animal Health Testing Laboratory, the Livestock Health and Quarantine Support Headquarters, and Jeongseon Livestock Cooperatives, attended the training.

Specifically, a scenario was set up: wild bird carcasses were discovered in the Joyang River in Bukpyeong-myeon, and suspected AI cases were reported at a nearby poultry farm. Following a thorough testing, the training demonstrated all procedures, including initial response, quarantine line establishment, culling and disposal of contaminated materials, movement control orders, cleaning, and disinfection, as if in a real-life situation.

The Ministry of Agriculture, Food and Rural Affairs (MAFRA) has strengthened quarantine management following an outbreak of highly pathogenic avian influenza (H5N1) at a laying hen farm in Hwaseong, Gyeonggi Province.

The farm in question has had three outbreaks within five years, resulting in a 70% reduction in culling compensation.

Reporter Ahn Jung-joo, Jeongan News | The Central Disaster and Safety Countermeasures Headquarters announced that it will hold a meeting with relevant agencies and local governments on November 17th to review the situation and quarantine measures for the highly pathogenic avian influenza outbreak.

The laying hen farm in question is located within a quarantine zone (within 3km) of a farm in Hwaseong, Gyeonggi Province, where a highly pathogenic avian influenza outbreak occurred (November 9, broiler breeder farm). Regular surveillance and inspections were conducted. Following an increase in laying hen deaths on the farm on November 15, a detailed inspection confirmed the presence of highly pathogenic avian influenza (H5N1). This marks the second outbreak of highly pathogenic avian influenza at a laying hen farm during the 2025/2026 winter season, and the fifth this season.

Following the outbreak of highly pathogenic avian influenza (HPAI) at a broiler breeder farm in Hwaseong, Gyeonggi Province, on November 9, two additional cases (one in Pyeongtaek and one in Hwaseong) have occurred within the quarantine area (within 3 km). This farm, which has previously experienced two HPAI outbreaks, will see its third outbreak within five years. Therefore, the culling compensation will be reduced by 70% of the livestock valuation.

With eight cases of HPAI detected in wild birds in Korea and the anticipated arrival of winter migratory birds, this represents a critical situation where outbreaks could occur anywhere in the country. Therefore, thorough quarantine management is essential, not only for the outbreaks and adjacent areas, but also for farms with past outbreaks.

Upon the confirmation of H5 subtype antigens at a laying hen farm in Hwaseong, Gyeonggi Province, on November 16, the Central Disaster and Safety Countermeasures Headquarters (CDSCHQ) immediately deployed an initial response team in accordance with the Avian Influenza Emergency Procedures (SOP). They restricted access and culled the farm to prevent further spread, conducting an epidemiological investigation, and other measures.

Furthermore, to prevent the spread of highly pathogenic avian influenza, a 12-hour standstill order was issued for laying hen farms and related livestock facilities and vehicles in Hwaseong and Pyeongtaek, Gyeonggi Province, from 12:00 PM on November 16 to 12:00 AM on November 16. Compliance was monitored.

Furthermore, a detailed inspection was conducted of 49 poultry farms within a quarantine zone (~10 km) of the affected farm. All available disinfection resources are being deployed to disinfect roads around migratory bird habitats, small streams, and reservoirs nationwide, as well as access roads to poultry farms.

The revised version strengthens quarantine measures to prevent and control highly pathogenic avian influenza...

High-pathogenicity avian influenza (H5N1) has been confirmed at a breeding duck farm in Yeongdong County, North Chungcheong Province. This marks the sixth case at a poultry farm and the first at a duck farm this winter.

The Central Accident Control Headquarters for High-Pathogenicity Avian Influenza (HPAI) announced on the 18th that the virus was detected at a breeding duck farm (approximately 4,000 birds) in Yeongdong County. On the 17th, the farm owner reported reduced egg production to animal quarantine authorities, and subsequent testing confirmed the HPAI infection.

The headquarters deployed an initial response team to restrict access to the farm and culled 4,000 breeding ducks to prevent further spread. It also issued a temporary movement ban on 1 million ducks raised at 97 farms within North Chungcheong Province...
