The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza (Headed by Song Mei-ryeong, Minister of Agriculture, Food and Rural Affairs) announced that on Wednesday, March 26, a meeting of the Central Disaster and Safety Countermeasures Headquarters was held with the participation of relevant organizations and local governments to review the situation of the outbreak of highly pathogenic avian influenza and quarantine measures after a confirmed case of H5N1 at a laying hen farm (approximately 100,000 birds) in Cheonan, Chungcheongnam-do.
According to the Central Disaster and Safety Countermeasures Headquarters, on March 25 (Tue), the owner of a laying hen farm in Cheonan, South Chungcheong Province reported an increase in deaths to Cheonan City, and on March 26 (Wed), a detailed inspection confirmed the case to be highly pathogenic avian influenza (H5N1). This is the 43rd case since the first case on October 29 last year.
Since March 19, six consecutive cases have occurred at laying hen farms in three regions (Cheonan, Sejong, and Cheongju), and as it coincides with the current period of migratory birds moving north, there is a risk of additional outbreaks at farms with weak quarantine at any time. Therefore, not only in the region but also in all poultry farms nationwide, it is necessary to strengthen quarantine and report to quarantine authorities without delay when suspicious symptoms are present.
In March (based on 200 survey areas), 710,000 wild birds were confirmed to be living there, a 32% increase compared to last year (based on 112 areas, 370,000 in March 2024 → 490,000 in March 2025).
After the H5 antigen was confirmed at a laying hen farm in Cheonan, Chungcheongnam-do, the Central Disaster and Safety Countermeasure Headquarters immediately deployed an initial response team in accordance with the ‘Avian Influenza Emergency Action Guidelines (SOP)’ to control access, and to prevent further spread, they are conducting epidemiological investigations along with culling laying hens at the affected farm.
In addition, in order to block the spread of highly pathogenic avian influenza, a temporary standstill order was issued for 24 hours from 9:00 PM on Tuesday, March 25 to 9:00 PM on Wednesday, March 26 for laying hen farms and livestock facilities such as slaughterhouses nationwide, and the status of compliance is being checked.
In addition, we are conducting a detailed inspection of poultry farms (29) within the quarantine zone (~10km) of the outbreak farm, and are disinfecting all available disinfection resources on roads around migratory bird arrival areas, small streams, and reservoirs nationwide, as well as access roads to poultry farms.
In order to prevent sporadic outbreaks and spread of highly pathogenic avian influenza, the Central Disaster and Safety Countermeasure Headquarters will first conduct quarantine inspections on family farms that may be vulnerable to quarantine from March 27 to April 4, and publicize quarantine rules.
