An explosion caused by hydrogen at Unit 3 of Fukushima Dai-ichi NPS (the 2nd release)
TEPCO reported NISA that there was an explosion at Unit 3 of Fukushima Dai-ichi Nuclear Power Station, NPS, at 11:01.
According to TEPCO, the containment vessel of the unit was not broken. Detail information is under investigation.
The wind condition is calm and the direction of the wind above the station is the west or the southwest. Residents living within the area at least 20 km radius from Fukushima Dai-ichi NPS are requested to shelter in buildings or houses.
TEPCO reported to NISA that one person was injured at Fukushima Dai-ichi NPS at this time. TEPCO is preparing to transfer the person to Fukushima Dai-ni NPS.

Background radiation gives a dose of approximately 1 microSv/hour. Radiation monitors are picking up 680 times that at the Dai-ichi unit 1 site boundary. This is still well below severe danger levels.

"For acute (that is, received in a relatively short time, up to about one hour) full body equivalent dose, 1 Sv causes nausea, 2-5 Sv causes epilation or hair loss, hemorrhage and will cause death in many cases. More than 3 Sv will lead to LD 50/30 or death in 50% of cases within 30 days, and over 6 Sv survival is unlikely. (For more details, see radiation poisoning.)"

<Exposure of residents>
(1) Including the evacuees from Futaba Public Welfare Hospital to Nihonmatsu City Fukushima Gender Equality Centre as the result of measurement of 133 persons at the Centre, 23 persons counted more than 13,000 cpm were decontaminated.
(2) The 35 residents transferred from Futaba Public Welfare Hospital to Kawamata Town Saiseikai Hospital by private bus arranged by Fukushima Prefecture were judged to be not contaminated by the Prefectural Response Centre.
(3) As for the about 100 residents in Futaba Town evacuated by bus, the results of measurement for 9 of the 100 residents were as follows. The evacuees were divided into two groups which joined later to Nihonmatsu City Fukushima Gender Equality Centre.

<Exposure of workers>
(1) As for the 18 workers conducting operations in Fukushima Dai-ichi NPS, results of measurements are as follows;
One worker; 106.3 mSv. At the level of exposure no internal exposure and medical treatment was not required.
Other workers: No threat of internal exposure and no medical treatment needed.
(2) The 6 out of 7 people working at the time of explosion at the Unit 3 of Fukushima Dai-ichi NPS injured and were conscious. The detailed measurement data are not available.
<Others>
(1) Fukushima Prefecture has started the screening from 13 March at two health office in the prefecture. It is undertaken at 12 evacuation sites, 6 health offices, etc. The results of screening are being totalled up.
(2) 5 members of Self-Defence-Force who worked for water supply in Fukushima Dai-ichi NPS were exposed. After the work (March 12th), 30,000 cpm was counted by the measurement at Off site Centre. The counts after decontamination were between 5,000 and 10,000 cpm. One member was transferred to National Institute of Radiological Science. No other exposure of the Self-Defence-Force member was confirmed at the Ministry of Defence.
(3) As for policeman, the decontaminations of two policemen were confirmed by the National Police Agency. Nothing unusual was reported.
(4) As for fireman, no contamination was reported to National Firefighting Agency. The confirmation is continued.

Possibility on radiation exposure（As of 7:30 March 17th）
Exposure of residents
(1) Including the evacuees from Futaba Public Welfare Hospital to Nihonmatsu City Fukushima Gender Equality Centre as the result of measurement of 133 persons at the Centre, 23 persons counted more than 13,000 cpm were decontaminated.
(2) The 35 residents transferred from Futaba Public Welfare Hospital to Kawamata Town Saiseikai Hospital by private bus arranged by Fukushima Prefecture were judged to be not contaminated by the Prefectural Response Centre.
(3) As for the about 100 residents in Futaba Town evacuated by bus, the results of measurement for 9 of the 100 residents were as follows. The
evacuees were divided into two groups which joined later to Nihonmatsu City Fukushima Gender Equality Centre.

(4)The screening was started at the Off site Center in Okuma Town from March 12th to 15th. 162 people received examination until now. At the beginning, the reference value was set at 6,000cpm. 110 people were at the level below 6,000 cpm and 41 people were at the level of 6,000 cpm or more. When the reference value was increased to 13,000 cpm afterward, 8 people were at the level below 13,000 cpm and 3 people are at the level of 13,000 cpm or more.
The 5 out of 162 people examined were transported to hospital after being decontaminated.

(5)The Fukushima Prefecture carried out the evacuation of patients and personnel of the hospitals located within 10km area. The screening of all the members showed that 3 persons have the high counting rate. These members were transported to the secondary medical institute of exposure. As a result of the screening on 60 fire fighting personnel involved in the transportation activities, the radioactivity higher than twice of the back ground was detected on 3 members even after decontamination and all the 60 members were decontaminated.

Exposure of workers
(1) As for the 18 workers conducting operations in Fukushima Dai-ichi NPS, results of measurements are as follows;

One worker; 106.3 mSv. At the level of exposure no internal exposure and medical treatment was not required.
Other workers: No threat of internal exposure and no medical treatment needed.
(2) The 6 out of 7 people working at the time of explosion at the Unit 3 of Fukushima Dai-ichi NPS injured and were conscious. The detailed measurement data are not available.
<Others>
(1) Fukushima Prefecture has started the screening from 13 March at two health office in the prefecture. It is undertaken at 12 evacuation sites, 7 health offices, etc. The results of screening are being totalled up.
(2) 5 members of Self-Defence Force who worked for water supply in Fukushima Dai-ichi NPS were exposed. After the work (March 12th), 30,000 cpm was counted by the measurement at Off site Centre. The counts after decontamination were between 5,000 and 10,000 cpm. One member was transferred to National Institute of Radiological Science. No other exposure of the Self-Defence Force member was confirmed at the Ministry of Defence.
(3) As for policeman, the decontaminations of two policemen were confirmed by the National Police Agency. Nothing unusual was reported.

Direction of administrating stable Iodine during evacuation
On March 16th, the Local Emergency Response Headquarter issued ?the direction to administer the stable Iodine during evacuation from the evacuation area (20 km radius)? to the Prefecture Governors and the heads of cities, towns and villages (Tomioka town, Hutaba town, Okuma town, Namie town, Kawauchi village, Naraha town, Minamisouma city, Tamura city, Kazurao village, Hirono town, Iwaki city and Iidate village).

Nuclear Power Stations (NPS)
 Fukushima Dai-ichi NPS
・ Injection of 40t of Seawater to the Spent Fuel Pool of Unit 2 was started. (15:00 March 20th)
・ Power Center of Unit 2 received electricity. (15:46 March 20th)
・ Unit 5 : cold shutdown at 14:30 March 20th
<Situation of Water Spray>
・ The pressure in the Primary Containment Vessel of Unit 3 rose (320 kPa as of 11:00 March 20th). Preparation to lower the pressure was carried out. Judging from the situation, immediate pressure relief was not required. Monitoring the pressure continues.
・ Water spray over the Spent Fuel Pool of Unit 3 by Hyper Rescue Unit of Tokyo Fire Department is scheduled at 19:30 March 20th.
・ Water spray over the Spent Fuel Pool of Unit 4 by Self-Defence Force is scheduled at 18:00 March 20th.
<Recovery of Power Source>
・ On-site survey for leading electric cable to Units 3 and 4. (scheduled on March 20th)

Major updates are as follows.
1. Nuclear Power Stations (NPS)
 Fukushima Dai-ichi NPS
・ Unit 6 : cold shut down at 19:27 March 20th
・ The pressure in the Primary Containment Vessel of Unit 3 rose (320 kPa
as of 11:00 March 20th). Preparation to lower the pressure was carried.
Judging from the situation, immediate pressure relief was not required.
Monitoring the pressure continues (225 kPa as of 22:00 March 20th).
< Situation of Water Spray >
・ Water spray over the Spent Fuel Pool of Unit 4 by Self-Defence Force
was started at around 18:30 March 20th and finished at 19:46.
・ Water spray over the Spent Fuel Pool of Unit 3 by Hyper Rescue Unit of
Tokyo Fire Department was started at 20:39 March 20th and planed to
be continued until 03:30 March 21st.
< Recovery of Power Source >
・ On-site survey for leading electric cable to Units 3 and 4 was completed.
(From 11:00 till 16:00March 20th)
・ Receiving electricity reached to the transformer of starter for Units 5
and 6. (19:52 March 20th)
・ Power Center of Unit 2 received electricity (15:46 March 20th) and the
integrity of each load is under confirmation. (22:30 March 20th)
・ Works for the recovery of external power supply to Units 3 and 4 is being
carried out (Scheduled to be completed on March 21st).

as of 11:00 March 20th). Preparation to lower the pressure was carried.
Judging from the situation, immediate pressure relief was not required.
Monitoring the pressure continues (160 kPa at 04:00 March 21st).
< Situation of Water Spray >
(Unit 3)
・ Water spray over the Spent Fuel Pool by Hyper Rescue Unit of Tokyo
Fire Department was started at 21:39 March 20th and finished at 03:58
March 21st.
(Unit 4)
・ Water spray over the Spent Fuel Pool by Self-Defence Force (13 fire
engines) was started at around 06:37 March 21st and finished at 08:41
March 21st.
< Recovery of Power Source >
・ Power Center of Unit 2 received electricity (15:46 March 20th) and the
integrity of each load is being confirmed.
・ Works for laying electricity cable to the Power Center of Unit 4 is being
carryied out (Scheduled to be completed on March 21st)

・ The pressure in the Primary Containment Vessel of Unit 3 rose (320 kPa as of 11:00 March 20th). Preparation to lower the pressure was carried. Judging from the situation, immediate pressure relief was not required. Monitoring the pressure continues (120 kPa at 12:15 March 21st).
<Situation of Water Spray>
・ Water spray over the Common Spent Fuel Pool was started. (10:37 March 21st)
<Recovery of Power Source>
・ Works for laying electricity cable to the Power Center of Unit 4 was completed. (at around 15:00 March 21st)
・ Power supply to Unit 5 was switched from the Emergency Diesel Generator to the External Power Supply. (11:36 March 21st)
<Directives by Local Emergency Response Headquarter>
・ At 23:00 March 20th, the directive of the screening level for decontamination of radioactivity, and at 7:45 March 21st, the directive of the administration of stable Iodine were issued to the Prefectural Governor and the heads of cities, towns and villages (Tomioka Town, Hutaba Town, Okuma Town, Namie Town, Kawauchi Village, Naraha
Town, Minamisouma City, Tamura City, Kazurao Village, Hirono Town, Iwaki City and Iidate Village).
