"I think this situation warrants Popocatepetl authorities from the State Government to start a fund to improve evacuation routes," he declared.
"It is true that routes are passable, where a car, truck, they can move, but to answer an emergency does not have the conditions, there are sections that are single track."
The Governor Rafael Moreno Valley, through his Twitter account, announced it is to move to the cities of Santiago Xalitzintla, in the Municipality of San Nicolas de los Ranchos and San Pedro Benito Juarez in Atlixco, to review the evacuation routes .
The President reported that out in the company of members of his cabinet to visit the villages that are located on the slopes of the volcano.
Accused lack of resources to contingency
Although Santiago Xalitzintla is a community of risk by the proximity of the volcano Popocatepetl, has few resources to act on a contingency.
After the change of yellow alert in phase one to three workers arranged the settlement of the only ambulance was damaged.
"That ambulance was already left us battered, vehicles are lasting 10 years," said Gregorio Fuentes, assistant chairman who took office just over a year.
In addition to this unit, received a patrol added also in poor condition to act in case of risks.
The City, said Fuentes, supported them with an engine change, but now has other anomalies such as faults in the gearbox.
"They're already deteriorated because the irons also end up", said the president.
Be released after the change of alert, sources said, state officials told him that if necessary the evacuation of 2 000 people would support transport units that are in the nearby municipality of San Pedro Cholula.

The largest exhalations occurred at eleven in the evening with 11 minutes this morning at 5:07 am and 6:38 am.

Additionally there were segments of low-amplitude harmonic tremor from 2:38 hours in total amounted to 40 minutes.

At 7:45 today launched a sign of significant amplitude harmonic tremor , with fluctuations in intensity until 10:58 remained , accumulating a total of 3 hours and 13 minutes , and was accompanied by a steam pulse column water, gases and ash that was carried to the east and northeast by prevailing winds

The volcano remained clear during the night and only moderate glow was observed 300 meters high and a steady plume of steam and gases.

The volcanic alert level remains at Phase 3 Yellow . This alert level means the probability of observing the following scenarios:

Intermediate scale explosive activity at high, dome growth and possible expulsion of lava, explosions of increasing intensity and rain of ash on nearby towns notorious. Special emphasis is placed on the following recommendations:

1. Continue the safety radius of 12 km where no access is allowed.

2. Maintain controlled traffic between Santiago and San Pedro Nexapa Xalitzintla via Paso de Cortes .

3. It is recommended that the authorities of Civil Protection, maintain preventive procedures according to their operational plans.

4. To the people, be attentive to the official information that is disseminated.

For several months the volcano increased its activity and from last Friday there have been episodes of growth of the lava dome inside the crater, accompanied by the emission of incandescent fragments.

The activity can be explosions of increasing intensity incandescent fragments that throw considerable distances, rains ash on villages and towns in the vicinity and, if more activity, the possibility of pyroclastic flows and mud.

The situation means that systems prepare Civil Defence personnel, equipment and evacuation shelters, in addition to alerting the air navigation systems, limiting access to areas near the volcano and implement preventive measures against falling ash and debris.

The population of the communities near the volcano in the states of Mexico, Morelos, Puebla and Tlaxcala, should maintain a high level of attention to official information , try to travel insurance and assembly sites, as well as shelters.

The Volcanic Alert Semaphore is a system that allows authorities to make decisions to avert disaster . It is operated by a technical committee composed Cenapred and UNAM.

It is divided into three colors: green corresponding to normal, yellow for warning and red for alarm.

The green is divided into two phases, the first means normal and phase two means that the volcano has no fumaroles and local seismic activity.

The yellow color means being attentive to official information and prepare for possible evacuation in risk areas.

The yellow color is divided into three phases :

Phase 1. - Local volcanic seismicity involves frequent steam or gas vents and light emission of ash around the volcano.

Phase 2. - Scale explosive activity involves low to medium, ash falls mild to moderate in nearby towns and the possibility of pyroclastic flows and mud-range.

Phase 3. - You can scale explosive activity intermediate to high dome growth and possible expulsion of magma explosions of increasing intensity and raining ash on nearby towns notorious.

The general recommendations are to remain attentive to official information, have important documents on hand, try traveling to secure sites and shelters.

The red means being ready for an evacuation and is divided into two phases:

Phase 1. - Explosive activity intermediate scale to large explosions can throw fragments of volcanic material, pyroclastic flows and mud that can reach nearby towns and intermediate groups and significant ashfall in distant towns and cities.

Phase 2. - Registration of large scale explosive activity at extreme powerful eruptive columns and possible collapse of the volcano, massive flows of debris, heavy rain of ash, sand and fragments of populations at greater distances and severe damage to the environment.

The general recommendations for this red color, are following the instructions of the authorities and go with the family to secure sites such as shelters. If possible evacuate by the media, do it and keep constantly informed.

"Now we do not know where to go or what to do, we know nothing, and it would be nice to convene all the people, help us to know what to do with these things," said Joba Tlahuis Perez, a homemaker.
"The truth does give us fear for so many things that are past, earthquakes and all, do not know what to do."
Questioned about it, the director of State Institute of Civil Protection (IEPC), Matthew Morales Baez, Tlaxcala assumed that already has an emergency plan called Popocatepetl, with which are designed evacuation routes, shelters planned and possible eviction the population.
However, the facts contradict the official, since in Analco, a community within 20 kilometers of the volcano, the neighbors do not know what to do in an emergency.
Even Baez Morales know what the Tlaxcala population closest to Popocat?petl.
"Do you know where Analco?" Was asked.
"No, I do not know Analco" he said.
B?ez Morales argued that the plan is to support only Tlaxcala states of Puebla and Morelos, in the event of an evacuation of the residents of communities located in the foothills of Don Goyo.

Volc?n Popocat?petl, whose name is the Aztec word for smoking mountain, towers to 5426 m 70 km SE of Mexico City to form North America's 2nd-highest volcano. The glacier-clad stratovolcano contains a steep-walled, 400 x 600 m wide crater. The generally symmetrical volcano is modified by the sharp-peaked Ventorrillo on the NW, a remnant of an earlier volcano. At least three previous major cones were destroyed by gravitational failure during the Pleistocene, producing massive debris-avalanche deposits covering broad areas south of the volcano. The modern volcano was constructed to the south of the late-Pleistocene to Holocene El Fraile cone. Three major plinian eruptions, the most recent of which took place about 800 AD, have occurred from Popocat?petl since the mid Holocene, accompanied by pyroclastic flows and voluminous lahars that swept basins below the volcano. Frequent historical eruptions, first recorded in Aztec codices, have occurred since precolumbian time.

New Risk Map for Planet's Riskiest Volcano Forecasts Far More Precisely Mudflow, Avalanche Dangers

Release Date: September 7, 2001 BUFFALO, N.Y. -- A new risk map that reveals the hazards most likely to occur in the future on Popocatepetl -- located just 60 kilometers from Mexico City and considered the planet's riskiest volcano -- has been developed by University at Buffalo volcanologist Michael F. Sheridan, Ph.D., and colleagues at UB and the National University of Mexico (UNAM). . . .

Alert Status Raised at Mexico?s Popocat?petl

By Erik Klemetti April 17, 2012 1:24 pm

I mentioned yesterday that Mexico?s famous Popocat?petl experienced one of its largest explosions in years, covering some 30 communities with ash up to 7 cm thick (but highly dependent on wind direction, so that value has a wide range from dusting to the maximum 7 cm). Combine that with continued elevated seismicity and a healthy steam-and-ash plume from the volcano (see above), and CENAPRED has raised the alert status at Popo to Yellow Phase 3, the third highest threat level (of 7). Overnight on April 16th, the volcano was throwing incandescent material over 300 meter above the crater and it has produced at least 14 small steam-and-ash plumes over the last day or so, some reaching as high as ~1 km / ~3,200 feet. The raised alert level means that local authorities are preparing for potential evacuations if the volcano has a major eruption ? the last time major evacuations were needed, in 2000, over 50,000 people had to leave their homes. An eruption will also likely cause significant air traffic issues in/around Mexico City, so authorities need to be prepared for this as well. . . .

Mexico City. - Carlos Gutierrez, director of the National Center for Disaster Prevention (Cenapred) reported that this morning increased the activity of the volcano Popocatepetl, with large emissions of steam and ash.
However, the volcano alert level remains at yellow, phase three.
"Today we had from 6:30 in the morning an increase in activity, we observed the emission of a significant column of water vapor emission with significant amounts of ash reaches a height of a mile or two miles and moving to the east side and within hours we will most likely reports of ash in the State of Puebla, "he said in an interview with Radio Network
"Apparently, in the last 10 or 15 minutes seismic activity associated with this event has decreased, but the steam and water continuously."
The owner of Cenapred said that plans operating warn people about the activity surrounding the volcano.
"In the States bordering the volcano existed for a long time where operational plans are prepared forms and procedures for informing the public whether through local radio communications, written communications or through the City Hall where it is pointed out routes evacuation and actions to be taken, "he said.
Carlos Gutierrez recommended to maintain the water tanks covered, preventing the accumulation of ash on roofs and using masks to go outside.
Meanwhile, in its latest online report on the activity of the volcano, reported Cenapred incandescent fragments falling on the slopes north and northeast, generating small flows of water and ash in some of the hills in this sector.
The snowy slopes of Popocatepetl awoke from the storm that took place overnight.
He warned that new emissions occur incandescent fragments, these melt the snow in the impact area and could occur new flows of water and ash in small amounts.
