NEW ORLEANS — The Louisiana Department of Health has now reported 19 total cases of COVID-19 in the state, the disease caused by the new coronavirus.

The LDH reports 15 cases are Orleans Parish residents, one is from Caddo Parish, two from Jefferson Parish and one from Lafourche Parish. The case in Lafourche Parish had originally thought to be in Iberia Parish yesterday but was since updated by health officials.

Louisiana’s statewide 211 network is now answering calls about COVID-19, also known as the coronavirus. This network is best designed and staffed to handle the large volume of calls from Louisiana residents who are concerned and who have questions about the rapidly-spreading virus.

Anyone looking for information about the COVID-19 outbreak can simply dial 211 or text the keyword LACOVID to 898-211 for the most current information about the outbreak as it becomes available.

With Louisiana 211 now equipped and trained to answer questions from the public, the Louisiana Department of Health is asking residents to call 211 instead of the current general information line, 855-523-2652.

In addition to being able to call the Louisiana 211 and to sign up for text messaging, residents can get written answers to the most-asked questions by concerned citizens. The website is www.la211help.org

Over the past week, the call volume to LDH’s general information line, that was only available during business hours, has increased from several calls a day to several hundred calls.

Dr. Alex Billioux, assistant secretary for LDH’s Office of Public Health, said this change will give citizens the best way to get information any time of the day or night.

“The Louisiana 211 statewide network is established as the public’s first and best source to connect callers with critical information about health and human services,” Billioux said. “This expertise ensures that citizens can talk to a person who is trained to answer their questions 24 hours a day.”

The Louisiana 211 statewide network provides multilingual services as well as information for people who are hearing impaired.

Sarah Berthelot, president and CEO of the Louisiana Association of United Ways, coordinates statewide response efforts with 211 providers throughout Louisiana.

“By working with the Louisiana Department of Health, the 211 network allows residents to get the information they need as quickly as possible. Our robust system of call centers, text message capability and websites gives people access to information that can help them make better decisions and best prepare for this health crisis,” Berthelot said.

This week, LDH provided Louisiana 211 with a comprehensive list of questions that have come into the original information telephone line. These include questions about testing for COVID-19, symptoms and treatment and when to access medical help. Answers to all questions were provided by LDH’s medical leadership team.

Louisiana 211 is supported by United Ways throughout the state of Louisiana.

[h=1]State health department orders healthcare facilities to restrict visitors[/h]

Effective today, the Louisiana Department of Health is requiring all licensed healthcare facilities in the state to restrict visitors to those deemed essential, vital or necessary to the care and well-being of patients, clients and residents. This action is being taken to limit the spread of COVID-19, commonly referred to as coronavirus, among the populations most vulnerable to the virus.

This prohibition will last for the next 30 days, ending on April 10, 2020 unless otherwise extended by the Department.

Visitors who will be allowed into each facility will be determined by those facilities after consultation with families and responsible parties. This does not extend to non-essential visitors in situations involving end of life care, as approved by the facility.

However, any visitor that meets the definition of a restricted person cannot enter a facility.

A restricted person is defined as someone who:
  • Has signs or symptoms of a respiratory infection, such as fever, cough, shortness of breath or sore throat as assessed by the facility;
  • In the last 14 days, has had contact with someone with a confirmed diagnosis of COVID-19, or is under investigation for COVID-19 or has been or is currently ill with respiratory illness;
  • Has been on international travel within the last 14 days to countries with sustained community transmission of COVID-19; or
  • Is residing in a community where community-based spread of COVID-19 is occurring.
Facilities are required to provide alternative means of communication, including virtual visitations, and should consider assigning staff as primary contact for families and regular calls to keep families up to date.

The Department also recommends that all facilities consider limiting or restricting all elective or voluntary medical procedures for the next 30 days.

On Thursday, Shelby County Health Department Director Alisa Haushalter said the department was still investigating the second Shelby County case — a person who returned from New Orleans around the same time as the county's first confirmed case.

The two traveled to Mardi Gras celebrations together, she said. The second person has been in quarantine since contacting the first case and is not hospitalized. The first person is doing well.

NEW ORLEANS — With the spread of coronavirus across the country, it wasn't long until Mardi Gras in New Orleans became a talking point.

This comes after health leaders in Arkansas, Tennessee and Texas said coronavirus patients in their states recently made trips to New Orleans, where they possibly contracted the virus.

The one from Texas, just north of Houston, is only reported as 'recently' being in New Orleans, but no time frame was given. With large gatherings like Mardi Gras, some folks in the medical community said it was only a matter of time before it became a focus.

They're the first reported cases for St. Tammany, St. Bernard and Terrebonne parish residents.

Coronavirus cases among Lambeth House residents jump to at least 5, facility says

The number of residents who were presumed to have the new coronavirus at Lambeth House retirement home in Uptown New Orleans had jumped to at least five by Thursday evening, according to an email sent out to members of the community.

The email from Lambeth House’s director of social services explained that all of the residents who had tested presumptive positive for COVID-19 lived in the facility’s independent living area.

The email also sought to clarify that Lambeth House was not under quarantine, but non-essential visitation was not being allowed.

New Orleans retirement community up to 8 cases of COVID-19; on-site testing begins

NEW ORLEANS — Eight residents at the Lambeth House retirement community have been diagnosed with the COVID-19, the disease cause by the novel coronavirus, as of Friday morning.

There are currently 33 cases of COVID-19 coronavirus diagnosed across the state, 23 of them in Orleans Parish.

According to a spokesperson for Lambeth House, an 84-year-old resident was taken to a local hospital on March 6 for pneumonia-type symptoms and tested positive for the COVID-19 novel coronavirus.

Now, eight residents of the retirement community have tested positive for the virus...

K-12 Louisiana schools shut down through mid-April because of coronavirus
Louisiana is shuttering K-12 schools across the state until April 13 and banning public gatherings of more than 250 people, Gov. John Bel Edwards announced Friday, the most dramatic steps taken yet in the state to stem the spread of the new coronavirus.

The school closures are effective Monday. Edwards is slated to hold a press conference at 3 p.m. in New Orleans Friday with Mayor LaToya Cantrell.

Edwards issued a proclamation around 1 p.m. that orders public schools to close. All Catholic schools in the state will follow the order and close as well, said Sarah McDonald, the Archdiocese of New Orleans spokeswoman.

The proclamation made by the governor shutters only public schools, but Edwards spokeswoman Christina Stephens said the administration expected many private and parochial schools to follow.

“We are at an inflection point now and we are going to take bold action to minimize the further spread of this illness," Edwards said in a statement. "That is why I am issuing this order today, ending all events of more than 250 people, closing our schools, and reducing the amount of face-to-face public interaction at state government buildings."

The extraordinary move is part of an effort among federal, state and local leaders across the country to slow the rise of the new coronavirus, or COVID-19, and avoid overwhelming health systems.

Gov. John Bel Edwards today signed a proclamation that among other actions immediately halts any gathering of more than 250 people until Monday, April 13, closes all K-12 public schools statewide effective Monday, March 16 resuming Monday, April 13, as Louisiana seeks to slow the spread of COVID-19 in the state. As of mid-day Friday, Louisiana has 33 presumptive positive cases of COVID-19.

The Governor will address this order at his 3 p.m. joint media briefing with New Orleans Mayor LaToya Cantrell at New Orleans City Hall, which will also be live-streamed at Facebook.com/LouisianaGov.

“We are at an inflection point now and we are going to take bold action to minimize the further spread of this illness. That is why I am issuing this order today, ending all events of more than 250 people, closing our schools, and reducing the amount of face-to-face public interaction at state government buildings,” Gov. Edwards said. “In a separate executive order, I will grant Secretary of State Kyle Ardoin’s request to move our upcoming elections for April and May to June and July. The limits on gatherings of 250 people or more statewide is based on federal CDC guidance given the community spread which we are currently experiencing. These steps are necessary to protect the health and safety of the people of Louisiana from the risk of COVID-19.”

CORONAVIRUS [h=2]Mayor Cantrell Joins Governor Edwards To Update City, State Response To COVID-19[/h]
Mayor LaToya Cantrell today announced a full range of actions the City is taking as part of its rapid response to the COVID-19 virus, joining Gov. John Bel Edwards as part of the update to residents.

There are now 26 presumptive positive cases of COVID-19 in New Orleans and the number is expected to rise. Governor Edwards, by proclamation, today announced the closing of public schools from March 16 through April 13. (The Archdiocese of New Orleans has followed suit.) Governor Edwards also instituted a limit of all public gatherings to 250 people, which includes houses of worship.

"As expected, we have had additional cases of presumptive-positive patients reported this morning, and we expect still more to come. We are seeing significant community spread of the COVID-19 virus. To limit and slow the spread of this virus, our best available tools are mitigation efforts. That means closing schools. It means cancelling public events," said Mayor Cantrell. "Here in Orleans, we want people to use their common sense and good judgement. Enforcement will be complaint-based and reactive. We’re not going to be out counting heads; we trust our people to do what’s right for public health and public safety."

"As we have noted before, there is community spread of COVID-19 in New Orleans and there is a cluster of cases at the Lambeth House, which is both a nursing home and an assisted living facility. This is a serious situation that requires serious action," said Governor Edwards. "We have said this before and cannot stress enough, those who are most vulnerable to COVID-19 are our elderly and those who have chronic health conditions. That is why yesterday steps were taken to limit nonessential visitation to hospitals, nursing homes and state prisons. But younger people play a role, too. While you might not have severe symptoms, you could spread the illness to those who will. I implore you to stay at home if you are even slightly sick."

"We have to do everything we can to protect the people who are most vulnerable — the elderly and chronically ill. The best way to do this is to slow the spread of the virus through significantly reducing the interaction between people in our lives. That includes closing schools, limiting access to public facilities, and limiting social gatherings. These are all ways to slow the spread of the virus from person to person," said New Orleans Health Department Director Dr. Jennifer Avegno. "We are not taking these measures because of the risk to the average person. Relatively healthy people who contract COVID-19 tend to have mild symptoms like the flu. But elderly people and those with chronic medical issues are at far greater risk for severe illness. Those are the people we do not want to contract this virus. All 400,000 of you have a role to play in protecting them."

In addition, public access to City Hall and other facilities will be limited. Beginning Monday, March 16, the City will restrict the number of members of the public entering City Hall at one time. Public access to the building will be allowed at the Perdido Street entrance only. Residents are encouraged to access City services online at nola.gov if applicable. City Hall is not closing, and the work of government will continue. As an employer, the City is making efforts to limit contact and reduce large groups. City employees impacted by this outbreak will be placed on Civil Leave. That is paid leave; the City is calling on and encouraging private employers to step up and to do the same – to find ways to be flexible and to support employees through this challenge.

President Donald Trump today declared a national state of emergency. As with the declarations issued this week by Mayor Cantrell and Governor Edwards, this federal action unlocks additional resources the City can access to address the outbreak.

"A Stafford Act emergency declaration provides a framework through which the City can request additional resources from the Federal government. That can come in the way of public assistance AND individual assistance. We’re immediately working with our state and federal partners to begin the process to access those resources and we’ll continue to keep you updated as that moves forward," said Collin Arnold, Director, New Orleans Homeland Security and Emergency Preparedness. "Here in New Orleans, our Emergency Operations Center remains activated, where public safety and public health liaisons are coordinating the City’s response to the ongoing situation. It’s also incredibly important that we ALL reserve emergency services for those who really need them. If you have a fever, cough, or shortness of breath, stay home and call your doctor. Only use 9-1-1 and hospitals for life-threatening emergencies."

Mayor Cantrell also thanked community partners for stepping up for the City, including the United Way of Southeast Louisiana’s $100,000 contribution to the Greater New Orleans Foundation’s Disaster Fund.

Mayor Cantrell remains in communication and coordination with the Orleans Parish School Board (OPSB) and NOLA Public Schools (NOLA-PS). OPSB and NOLA-PS have been working with the city’s schools for the past few weeks to prepare for this emergency. Each school will be communicating directly with families on the steps and resources that will be provided to support ongoing student learning.

NOLA-PS is providing support across schools and will be identifying additional system-wide needs. NOLA-PS in collaboration with charter school leaders and city agencies will be coordinating a prolonged effort to ensure child nutrition services are available to families during prolonged school closures. The district will share resources with families for how they may access food and nutrition services during the first week of school closure. After the first week, the district anticipates a citywide child nutrition program will be available to families.

To support these functions, OPSB passed a resolution granting NOLA-PS the authority to access $5 million for emergency needs.

The New Orleans Police Department is urging citizens not to gather in large groups until further notice in an effort to help slow the spread of COVID-19. All permitted public events have been cancelled. However, we understand that some people will still want to celebrate various cultural events that were scheduled.

The NOPD encourages people not to block public streets or intersections; such activities create a public safety risk without proper police presence. Also, laws against unpermitted street vending will be strictly enforced to discourage crowd gatherings on public streets.

Large gatherings not only put the community at risk for spreading COVID-19, it also puts first responders at greater risk who answer frequent calls for service at a time when they are needed most. The Orleans Parish Communications District will activate Level 2 staffing at 7 p.m. Friday evening, which will increase staffing by 50 percent, ensuring OPCD meets and maintains staffing needs during this state of emergency. Throughout this event, OPCD has remained in close contact with the City of New Orleans and local public safety agencies to ensure effective management of emergency occurrences. Protocols have been put in place which allow its 9-1-1 Emergency Communications Specialists to efficiently triage calls relating to COVID-19.

The mission of the Sewerage and Water Board of New Orleans (SWBNO) is first and foremost to protect the health and safety of our customers, New Orleans residents and visitors. To help slow the spread of COVID-19, we are taking the following steps:

We are closing our two customer service centers to the public, starting Monday, March 16.

We encourage our customers to use the following methods to contact us during this emergency:
  • Continue to call 52-WATER (504.529.2837) to report issues, ask questions or pay bills.
  • You also can reach us by fax at 504.585.2455 or by email at customerservice@swbno.org.
  • To pay your SWBNO bill online, visit https://account.swbno.org/app/login.jsp. If you would like to pay over the phone, dial 52-WATER, press 2, then press 1 for automated services. You can also mail a check or money order to Cashiers Department at 625 Saint Joseph Street, New Orleans, LA 70165.
  • We are waiving processing fees for customers who pay online or at one of our satellite Fidelity payment stations during this emergency.
  • You can reach the Plumbing Department at 504.585.2160 or planreview@swbno.org.
  • House Connections can be reached at 504.585.2164 or by fax at 504.585.2475.
Any customers who must reach us in person, such as to drop off legal documents, we will handle on a case-by-case basis. All public meetings will be on hold until further notice, including the March 18 Board meeting. Read more here. [h=2]New Orleans City Council[/h]
All meetings of the Council (committees and regular meetings) will be suspended at least until the end of March. The Council is closing the chamber for use by other boards and commissions and is urging them to also suspend their upcoming meetings. During the Chamber closure, Council offices will remain open to serve constituents preferably via phone and email.

Public health experts agree that the most effective response to a pandemic like COVID-19 is social distancing and isolation, preventing the mass gathering of people, and keeping those afflicted from spreading the disease further," said City Council President Helena Moreno. "In partnership with the Governor and Mayor Cantrell, I am confident that our state and city's response will be robust and focused on keeping people healthy and preventing vulnerable populations from unnecessary exposure." Effective March 13, for 30 days or until further notice, out of an abundance of caution, all public meetings of City boards and commissions are postponed. Civil District Court has made decision to suspend all jury trials until April 24, 2020, with further orders to follow. First and Second City Court have suspended all residential evictions until April 24, 2020, with further orders to follow. All contradictory matters shall be decided on the briefs. Orleans Parish Juvenile Court will remain open and adhere to the policies adopted by the Louisiana Supreme Court. [h=3]Criminal District Court[/h]
Jurors who are serving in the month of March 2020 have been dismissed. Sections of court will schedule dockets to reduce number of people in a space at time; to the extent possible, the court will use audio or video conferencing for proceedings. To prevent the spread of infection, the Louisiana Department of Health is heavily engaged in priority public health actions. These actions include, but are not limited to:

  1. working with healthcare facilities with presumptive patients to identify exposed healthcare workers and make appropriate recommendations;
  2. ensuring all recommended infection control precautions are implemented in the healthcare facilities until we determine that the patient is no longer infectious,
  3. notifying and monitoring close contacts;
  4. coordinating with CDC

About Coronavirus

Coronaviruses are a large family of viruses, some causing illness in people and others that circulate among animals, including camels, cats and bats. Rarely, animal coronaviruses can evolve and infect people and then spread between people such as has been seen with recent outbreaks of MERS and SARS.

Risk to public is low

Currently the risk to the general public is low. People with recent travel to China, or who have come in contact with someone who has recent travel and is ill, have a greater risk for becoming ill.

Reported cases have ranged from mild illness (similar to a common cold) to severe pneumonia that requires hospitalization. So far, deaths have been reported mainly in older adults who had other health conditions.

To minimize the risk of spread, Louisiana health officials are working with health care providers to promptly identify and evaluate any suspected cases.

Symptoms

For confirmed infections, reported illnesses have ranged from infected people with little to no symptoms (similar to the common cold) to people being severely ill and dying. Symptoms can include:
  • Fever
  • Cough
  • Shortness of breath/difficulty breathing
CDC believes at this time that symptoms of COVID-19 may appear in as few as 2 days or as long as 14 after exposure.

There is no specific antiviral treatment recommended for COVID-19 infection. People infected with COVID-19 should receive supportive care to help relieve symptoms.

How does novel coronavirus spread?

Health experts are still learning the details about how this new coronavirus spreads. Other coronaviruses spread from an infected person to others through:
  • Through respiratory droplets produced when coughing and sneezing
  • Close personal contact
  • Touching an object or surface with the virus on it, then touching your mouth, nose, or eyes
What you can do

Anyone who recently traveled to China, who experiences fever, cough, or other acute illness should contact a health care provider as soon as possible and mention your recent travel. Please call ahead and inform the health care provider about your travel history.

It is currently flu and respiratory disease season, and flu activity is still high and expected to continue for a number of weeks. Take steps to avoid spreading germs from any respiratory diseases by:
  • Getting a flu vaccine and taking flu antivirals if prescribed.
  • Covering your cough.
  • Staying home if you are sick.
  • Washing your hands.
What is the Louisiana Department of Health doing?

We are in contact with the Centers for Disease Control and Prevention (CDC), as well as other local and national partners to share information.

We have sent information to health care providers around the state with current recommendations for screening and testing for COVID-19, as well as to EMS providers regarding proper protection procedures.

Louisiana Governor John Bel Edwards said in a press conference Saturday afternoon that the state office of public health had found at least 67 "presumptive positive" Covid-19 cases in the state.

He said that puts Louisiana near the top of the nation per capita in coronavirus cases and the governor said the number of cases continues jump.

[h=1]State of Louisiana reports first COVID-19 related death[/h]

The State of Louisiana reports first death related to COVID-19. The Orleans Parish resident was a 58-year-old individual with underlying health conditions. The patient was being treated at Touro Infirmary Hospital and Medical Center.

"It is with heavy hearts that we announce the first Louisiana death related to COVID-19 today,” said Gov. Edwards. “I have spoken with Mayor LaToya Cantrell, and we send our prayers and condolences to the family of the deceased. In addition, we now have 10 new presumptive positive cases bringing our total to 77. Now more than ever, we must remain vigilant against the spread of this illness by taking care of ourselves and each other, avoiding going into public areas if you are sick, practicing social distancing and washing your hands frequently with soap and water. This underscores the fact that those with underlying health issues are most at risk from the coronavirus. Those with compromised immune systems and are older should be taking extra precautions to avoid becoming affected with the coronavirus.”

The Louisiana Department of Louisiana has reported 10 additional presumptive positive cases for coronavirus in Louisiana, which now brings the total to 77. Updates can be seen at http://ldh.la.gov/Coronavirus.

Everyone is warned to take the necessary precautions to help limit the spread of COVID-19 and stay safe and healthy.

These precautions include:
  • Washing your hands for at least 20 seconds and frequently
  • Covering your cough or sneeze with your arm
  • Avoiding touching your face
  • Routinely clean and disinfect frequently touched surfaces
  • Avoiding close contact with others
  • And staying home if you are sick

BAYOU SEGNETTE STATE PARK TO BECOME STAGING AREA IN EFFORTS TO SLOW SPREAD OF COVID-19 IN LOUISIANA

As part of the state's efforts to combat the current Coronavirus pandemic, Bayou Segnette State Park in Westwego is closed to the public, effective immediately. Because of its proximity to New Orleans, the area currently experiencing the most cases of the virus, the park is being staged as a possible overflow isolation area for suspected cases of COVID-19. "We are committed to assisting with needed services and facilities during this public health crisis," said Lt. Governor Billy Nungesser, whose office oversees Louisiana State Parks. "While we understand that this will inconvenience visitors with reservations at this park, the greater mission right now is to do everything possible to get this virus under control."

Current visitors will be evacuated from the park, and reservations through April 13 will be canceled. Guests will be contacted by Louisiana State Parks reservations agents regarding cancellations and refunds. All other Louisiana State Parks are open and operating normally for the enjoyment of the public.
