Louisiana - 151,473 positive cases of COVID-19; 5,035 deaths

Gov. Edwards Announces the Passing of April Dunn

March 28, 2020

Today with deep sadness, Gov. John Bel Edwards announced the passing of 33-year old April Dunn who succumbed to complications from COVID-19. April was a dedicated staff member who served in the Governor's Office of Disability Affairs and a tireless advocate for people with disabilities.

Gov. Edwards issued the following statement:

“On behalf of Donna and my entire administration, it is with heavy hearts that we mourn the loss of our dear April,” said Gov. Edwards. “She brightened everyone’s day with her smile, was a tremendous asset to our team and an inspiration to everyone who met her. She lived her life to the fullest and improved the lives of countless Louisianans with disabilities. April worked hard as an advocate for herself and other members of the disability community. She served as the chair of the Louisiana Developmental Disabilities Council, and when I created the State As A Model Employer Taskforce, April told me how much she wanted to be part of it because of her struggles to find meaningful employment. I was proud to have an advocate like April on the task force and on my staff. She set a great example for how other businesses could make their workforce more inclusive. I ask the entire state to join us in prayer for April’s mother Joanette and her grandmother Gloria.”

Photos of April can be found here, along with a PSA April filmed with the Governor in 2018, which can be found here.

...
Gov. John Bel Edwards said he is adding an additional 1,000 beds to the Morial Convention Center step-down medical facility. It is scheduled to open on Sunday with 1,000 beds. The others should be in place by April 20.

With the fear of running out of ventilators looming, Edwards says 14,000 ventilators have been ordered, including 5000 from the national stockpile. So far, the state has received less than 200 new ventilators.

Officials believe state hospitals will run out of ventilators by April 4.
...
Because the number of COVID-19 case in Louisiana continues to grow the state’s stay at home order remains in effect while the national social distancing guideline have been extended to April 30.

Department of Health Reports More than 2,500 Additional COVID-19 Cases, Most from Commercial Labs

April 02, 2020

The Louisiana Department of Health (LDH) on Thursday reports 2,726 additional COVID-19 cases, bringing the state’s total to 9,150 cases. More than 95% of these positive results are from tests conducted in commercial labs.

“While extremely upsetting, this increase in COVID-19 cases appears to be less a sign of new exponential growth and more a sign of a logjam from commercial labs,” said Gov. John Bel Edwards. “I am pleased to see a ramp up in testing across the state. We need this energy and commitment to continue. It’s important to understand that what’s happening in Louisiana with the increased testing is also happening around the country. That said, as more and more commercial labs come online our different data systems must learn to talk to one another.

“I have said time and again – COVID-19 is a statewide problem and testing is a vital step towards understanding the scale of this problem. We believe COVID-19 is spreading in every parish in Louisiana.”

“If there is a place to draw hope here it is that these new data reveal our COVID-19 related hospitalization and death rates, while still concerningly high, are trending more in line with the national average,” said Dr. Alex Billioux, assistant secretary of the Office of Public Health.

“The situation remains concerning, but every Louisianan has the power to change the path we are on,” said Gov. Edwards. “Think of your neighbors, and please stay at home.”

The Governor will discuss the situation during today’s 2:30 p.m. press briefing. LDH will update its dashboard with this and additional information at 12 p.m. Updates can be seen at ldh.la.gov/Coronavirus.

As of noon on April 3, the Department reported 1,147 additional cases since yesterday, bringing the total to 10,297 positive cases.

Hospitalization
A total of 1,707 COVID-19 patients are currently hospitalized; of those, 535 patients require ventilation. Information on available hospital beds, ICU beds, and hospital vents is on the LDH dashboard.

Deaths
The Department reports an additional 60 deaths since yesterday, bringing the total to 370 deaths. Deaths are listed on the LDH dashboard by parish under the by parish tab and information by age can be found on the by age group tab.

Long-term care facilities
COVID-19 cases have been reported by 61 nursing homes in Louisiana. For context, there are a total of 436 nursing homes and adult residential care facilities in Louisiana. Within nursing homes, 261 patients have been reported to have COVID-19; among nursing home residents 60 deaths have been reported. These facilities care for thousands of Louisianans, including older people and those with underlying medical conditions that put them at higher risk for complications and death from COVID-19.

In many cases, a nursing home resident is tested and diagnosed with COVID by a provider outside of the long-term care facility. The facilities have begun self-reporting positive cases to the Department of Health. Due to the volume, the Department is no longer listing individual facilities. The Department continues to work with facilities to minimize the spread of the illness and protect residents and staff. Facilities have been given guidance to minimize the spread of illness.

The Department will update the number of nursing homes with COVID cases, the number of nursing home residents who are confirmed to have COVID-19 and the number of deaths among these residents on Mondays and Wednesdays.
