Spike in positive COVID-19 cases in Ford County related to a push in testing

FORD COUNTY, Kan. (KSNW) – Symptoms or no-symptoms, Ford County is testing as many people as they can who may have been in contact with a person or place that is connected to the virus. Officials said that’s why the numbers have increased so much.

Governor Laura Kelly sent more tests for some communities in southwest Kansas. Ford County is one. Officials said it has helped and that they have been aggressive in testing everyone connected to each case.

“We have a lot of people that are asymptomatic, and we have a lot of people that are recovering. We’ve had, we’ve had maybe one non-critical hospitalization. And we haven’t had any death so that’s a big deal,” said Ford County PIO JD Gilbert.

As for cases connected to meatpacking plants, JD Gilbert said Ford County is working with private sectors to ensure they’re taking the right precautions.

“As we go through those investigations, we are not going to release where those cases are coming from the precautions the public are going to make are going to be the same,” he said.

Gilbert said they have rapid tests reserved for certain cases and while they don’t have an off-site testing center, they may consider it if their health departments become overwhelmed.

While it takes time to investigate, Gilbert believes the aggressive approach has helped prevent the spread. He also said he hopes the community will take the current stay at home order seriously.

“We’re finding that if there were social, social distancing and people saying home, we probably wouldn’t have as many cases as we have, so of course, I mean, we could always do better,” he said.

Salina to furlough some workers, cut hours for others to make up for budget shortfall

SALINA, Kan. (KSNW) – The Salina City Commission says it needs to save money to make up for expected shortfalls in the budget due to the coronavirus pandemic and the state’s stay-at-home orders.

The City Commission approved a plan to furlough 32 city employees. It will also cut hours for almost 200 more employees by either 20% or 40%.

“We are hopeful that with unemployment compensation from the state and emergency aid from the federal government, our employees should have total income similar to their normal
take-home pay,” said Mike Schrage, Salina city manager, in a news release.

Police, fire, ambulance services and other first-responders are not having their hours cut.

The city estimates revenue could be down as much as $5.6 million depending on how long the pandemic lasts.

The city will continue to offer health insurance benefits under the temporary staffing plan.

“We are doing everything in our power to keep our workforce intact,” said Schrage. “Our employees are our most valuable resource and we hope to be back to full staffing as soon as possible.”

He said the staff plan will be revisited as revenue forecasts are reviewed.

Salina residents may notice some delay in the mowing of right-of-ways, park care and maintenance,
street maintenance, and response times for calls and inquiries to some city departments.

The city says the cutbacks should not affect police, fire or EMT response times.

The budget projections also figured in the elimination of nearly all part-time seasonal employees for the remainder of the year.

Dr. Lee Norman spoke about the 52 identified clusters of COVID-19 across the state, which include a correctional facility, several meat packaging plants and hospitals among other locations. Staff from the Center for Disease Control in Atlanta have arrived in Kansas to assist with testing and outbreaks, and Norman says the state should soon be approaching the capacity for population testing, meaning asymptomatic individuals will be tested for the virus.

KDHE secretary believes COVID-19 hospitalizations and deaths have peaked

TOPEKA, Kan. (KAKE) -

Kansas Department of Health and Environment Secretary Lee Norman said he believes COVID-19 hospitalizations and deaths in the state have reached their peak.

Sec. Norman made the comments during a briefing with reporters this afternoon. "I'm really optimistic with the numbers right now, but I don't want to speak prematurely," Dr. Norman said.

Dr. Norman said while we could see the total number of cases increase, we could also see the percentage of positive cases decrease.

Dr. Norman pointed to Ford County, which has 350 positive cases. He said in spite of the spike in positive cases virtually none of the patients have required hospitalization.

The number of Kansans reported to have died from COVID-19 dropped by one to 111. Governor Laura Kelly said one of the patients was misdiagnosed.

Governor Kelly said the state is planning to reveal plans to re-open the state in phases. Those plans are expected to be announced mid-week.

Infant in central Kansas tests positive for COVID-19

YONS, Kan. (KAKE) -

Health officials say an infant is one of two new cases of COVID-19 in a central Kansas county.

The Rice County Health Department said Friday in a news release that the other case involved a man in his early 20s. Officials did not say whether the two are related.

Neither of them have been hospitalized. The health department will be monitoring their close contacts for fever and respiratory symptoms.

County Health Officer Marci Detmer said residents are not in increased danger due to the additional cases.

"This is called a 'cluster,' meaning that the cases and exposures are linked to one another," Detmer said in the release. "The Rice County Health Department staff has been involved in contact tracing and disease investigation of contagious reportable diseases for many years and are well-prepared for this event."

The new cases bring Rice County's total to three.

Nemaha County reports case

First Case of Coronavirus Disease (COVID-19) in Nemaha County, Kanss

Nemaha County Community Health Services (NCCHS) was notified this morning that a resident in our county has tested positive for COVID-19. This is the first confirmed case of COVID-19 in NEmaha County.

The individual is in self-isolation. NCCHS is working to identify any close contacts of the individual and those who may have been exposed. NCCHS will be monitoring these contacts for symptoms related to COVID-19. NO further information about this person will be released.

Riley Co. has 45 cases of COVID-19, debuts online health reporting

MANHATTAN, Kan. (WIBW) -- Riley County has two more confirmed cases of COVID-19, bringing their total to 45.

The two new cases are both women, a 35-year-old and 23-year-old.

The county says they are also offering an online survey to report health conditions.

“People should complete the survey for every member of the household, whether or not they currently have symptoms of COVID-19,” the county said in a news release.

“More data about the health of the community will help the RCHD track the spread of COVID-19 to align response resources and make decisions about how and when to lift some restrictions,” said the release.

They said the survey is secure and kept confidential.

If there is information in the survey that indicates someone may have the symptoms of COVID-19, the health department will then follow-up with the person who submitted the survey.

Gov. Laura Kelly to unveil recovery plan Thursday

TOPEKA, Kan. (WIBW/KWCH) --- Gov. Laura Kelly said Monday Kansas should expect more guidance on Thursday on how the state will emerge from a stay-at-home order.

The governor said she's been in talks with industry leaders and neighboring states to develop a recovery plan for Kansas.

"We’re working with everybody across the state of Kansas that we can, so when we put the plans out, they would have provided us input, but they’ll also know what to anticipate, and can work accordingly," said the governor.

Once the state lifts the order, set to expire May 3 at midnight, Kelly said local counties will then have the authority to decide whether to impose tighter restrictions.

There are now 3,328 confirmed cases of COVID-19 cases from 75 counties with 120 deaths reported as of 8 a.m.

Dr. Lee Norman, secretary for the Kansas Department of Health and Environment said Kansas is moving in the right direction as the number of hospitalizations, deaths per capita and deaths per the number of positive cases decline.

"You have to read beyond just the numbers to see what the trend lines are and I think what we'll see is peaking out in case count in terms of the number of positives compared to the number of negatives and it will turn the corner throughout," said Norman.

Kansas is currently tracking 55 clusters across the state. Currently, 1,242 cases and 109 deaths are related to the clusters.

Long-term care facilities account for most of the cases and deaths at 401 and 68, respectively.

The first inmate death was also reported at the Lansing Correctional Facility. The prison is the site of a COVID-19 cluster with 150 cases. The inmate was over 50 years old and had underlying health conditions.

The second-largest cluster is related to Kansas meatpacking. Dr. Norman said he's talked to health officials in Ford, Finney, Lyon and Seward counties and they say most people who test positive for COVID-19 in their area are either asymptomatic or only have mild symptoms.

Lansing Correctional inmate dies of COVID-19

TOPEKA, Kan. (WIBW) -- An inmate at Lansing Correctional Facility who tested positive for COVID-19 died Sunday, according to the Kansas Department of Corrections.

The inmate, a male over the age of 50, had underlying medical conditions and tested positive for the virus on April 19. He was transferred to the University of Kansas Medical Center the next day. He was serving 25 years to life in prison for first degree murder and had been imprisoned with the Kansas Department of Corrections (KDOC) since 2009. For the privacy of his family and due to confidentiality laws, the KDOC will not release his name nor his underlying medical conditions. His family has been notified.

Reno County confirms 27 COVID-19 cases

HUTCHINSON, Kan. (KSNW) – Reno County now has registered 27 positive cases of COVID-19.

The newest positive case is a woman in her 20s with a known source of exposure from a prior positive case in Reno County.

She currently is in home isolation per guidelines from the Centers for Disease Control and Prevention.

Eight previously confirmed cases of COVID-19 in Reno County have since completed recovery and are nonsymptomatic per disease investigation guidelines furnished by the Kansas Department of Health and Environment.


The Reno County Health Department also has a self-reporting form hosted on its COVID-19 Information Center.

WICHITA, Kan. (KSNW) – The Medical Society of Sedgwick County has assembled a panel on the topic of “reopening the community”.

The panel is made up of a diverse group of physicians who delivered the following statement to Sedgwick County commissioners Monday morning.

The panel believes:
  1. The surge of the COVID-19 outbreak reached Kansas and Sedgwick County later than other states and communities. This suggests that our peak will occur later and that, consequently, the reopening of our community should occur later than other communities. Though our cases are not increasing exponentially, it is unknown whether the peak has occurred in Sedgwick County. Based on this, it would be wise to maintain our current restrictions for at least seven days beyond the current expiration date. In addition to protecting our community, this would give us the chance to observe what happens in other communities that are beginning to reopen.
  2. Our community efforts have been successful at reducing the spread of disease, and as we lift those efforts, we will certainly see an increase in infections. If we lift too many efforts too quickly, we will likely have to backtrack (reinstate limitations), which is not desirable. Metrics must be monitored, such as PPE availability, hospital capacity, and number of COVID infections and deaths.
  3. Sedgwick County does not currently meet the criteria set forth by the White House for lifting community restrictions. Specifically, we have not demonstrated a robust program of testing and a downward trend of cases over a 14-day period.
  4. More testing will give experts a better understanding of our situation. Sedgwick County has a very low testing rate. Until more testing is performed, we are making recommendations with incomplete and possibly incorrect information.
  5. Universal masking should be our community standard at all times when not at home. Masks provide a physical barrier but also provide a visual reminder that we are actively mitigating this outbreak.
  6. Group size must still be limited for all purposes. Because some people who have the virus show no symptoms and are unaware they are contagious, the number of infections will increase the more people intermingle. Any amount of contact with people outside your home will increase your risk.
  7. Those who are at highest risk should continue to shelter in place; i.e., those on immunosuppressive medications, the elderly, those with uncontrolled diabetes, and those with chronic heart/lung/kidney disease. Simply put, as both age and the number of medical conditions increase, so does risk of permanent injury and death from the virus.
  8. Those with signs of illness should do whatever they can to prevent passing it on to others (stay home, wear a mask, limit interaction with others).
  9. Group living facilities (nursing homes) are very high risk and should have more stringent limitations than the general public. Visitation should be severely limited; all employees must use masks; and all who enter should have rigorous screening for symptoms, including fever.
  10. Community organizations, including religious institutions, bring people together, which increases the risk of spread. Virtual participation dramatically decreases this risk.
  11. All businesses should require both patrons and staff to wear masks.
  12. Restaurants present specific challenges and will need deliberate plans. Eating and drinking preclude the use of masks, and restaurants bring groups together that otherwise wouldn’t be together. Experts in the field must put together a detailed plan for these high-risk environments.
Finally, this is a rapidly changing situation, and our recommendations may need to change as we learn more.

Fifteen facilities have reported residents and/or staff members have tested positive for COVID-19. Four have just one case and are not listed. Following are the 11 facilities with multiple cases:

Multiple cases of COVID-19 reported at Topeka VA, admin not cooperating with health officials

TOPEKA, Kan. (WIBW) --- The Shawnee County Health Department says there are multiple cases of COVID-19 at the Topeka VA among their staff, but they say the VA is not cooperating with their investigation.

“Several attempts have been made over the past several days to make contact with multiple VA administrative officials to provide the information necessary for the case and contact investigations,” the release said.

The county has submitted a formal letter to the VA Eastern Kansas Health Care System Director, but their requests have not been answered.

“Prompt case and contact investigations are necessary in order to help protect the health and wellbeing of the VA’s staff, patients, their families and the communities where they live. Collection of this information is allowed by state and federal laws and has been done routinely and successfully with other healthcare facilities in Shawnee County. Delays in the investigations may lead to further transmission and more infected individuals,” the release continued.

They did not release how many cases may be related to the Topeka VA.
