India - Event: A(H5N1) – Epizootic


End November 2011, the Indian Institute of Virology reported several outbreaks of avian influenza in wild birds (crows), in the state of Jharkhand, North-East of India (cf. map 1).

• In India, the only states that already reported avian influenza epizootics were West Bengal and the extreme North-East region of India (located between Bangladesh, Myanmar, China and Bhutan).

• To date, no human A(H5N1) influenza case has ever been reported in India.

• The last A(H5N1) epizootic in India was reported on 19th September 2010 (in poultry) in West Bengal, (cf. eWEB n°183).

The death of 4,000 crows across the state in three months prompted a high-level joint team of the United Nations and Union government to arrive in Jharkhand on Thursday to probe why the phenomenon was limited to home scavengers, and spurred the state to issue a blanket alert to all the 24 districts, zoos and parks.

A team comprising H.R. Khanna, project co-ordinator of Food and Agriculture Organisation, United Nations, and A.B. Negi, assistant commissioner of the Centre?s animal husbandry department, which reached Ranchi on Thursday, is currently in Jamshedpur.

Earlier, tests at Jamshedpur ? considered to be the epicentre of crow deaths ? revealed conflicting results. National Institute of Virology, Pune, drew a blank, the state animal husbandry department dithered about citing a specific virus and Indian Veterinary Research Institute in Bareilly said H5N1, one of the deadliest avian virus strains, was the culprit.

Director of state animal husbandry department A.G. Bandyopadhyay told The Telegraph that the visit of Negi and Khanna was an attempt to find out why only crows were dying, not poultry. ?No hens are dying, only crows,? he said, adding all animal husbandry officials across the districts were put on 24X7 alert to monitor the deaths.

Birsa zoo aviary closed to stem H5N1 spread

The increase in the number of deaths of crows in the State has put Birsa zoo authorities on high alert. The aviary of the biological park has been closed down for the time being and the Government has imposed a notice highlighting the issue and has asked the authorities to shut the aviary so that the virus is not passed on to humans.

Notices have been put up all over the park informing visitors about the avian flu outbreak and requesting people not to litter garbage so that the entry of the crows in the zoo premises can be controlled. Cleanliness is the main priority of the zoo authorities right now.

There are 10-15 cleaners that can be seen all over the premises taking care of litter. Earlier they did not receive any confirmation letter regarding bird flu but now, the H5N1 outbreak is becoming a panicky issue for the authorities.

A tacit warning from the Indian Veterinary Research Institute (IVRI) against the virulent H5N1 virus infecting humans after crows has prompted the East Singhbhum district health department to requisition throat swab kits from Delhi.

District surveillance officer Swarn Singh said he had rushed a letter to the state surveillance unit in Ranchi, seeking the test kits as soon as possible because civic workers burying crow carcasses might be at risk.

Two teams from IVRI?s Bareilly and Bhopal wings, which had collected samples of dead scavengers from Jamshedpur last month, had in their reports to the state animal husbandry department as well as East Singhbhum district surveillance office hinted at possible human affliction.

?The experts had said that handlers (those entrusted with the task of burying the infected and dead birds) run the maximum risk of contracting the H5N1 virus. They suggested that we be prepared for an emergency,? Singh told The Telegraph.

The H5N1 is among 15 types of avian influenza or bird flu viruses. The only way humans can contract the virus is through close contact with infected birds. The scavengers that have survived the scourge will also continue to secrete massive quantities of the virus in their faeces. People who touch the birds or inadvertently come in contact with faecal particles are at risk. The H5N1 is normally not transmitted from person to person. However, the illness caused by this virus in humans is severe and early data suggests a mortality rate as high as 60 per cent.

Singh maintained that he had written to the state surveillance wing on Saturday and sought at least 100 units of throat swab kits from Delhi. ?We have been told that Ranchi would procure 200 units of the avian influenza kits and 100 will be sent to East Singhbhum, which has witnessed maximum number of crow deaths in the state. We are waiting for the kit,? he said.

?Both the IVRI teams and experts from National Institute of Virology (Pune) and Union animal husbandry department have not been able to confirm H5N1 virus in any other bird species or human beings. But we do not want to take chances,? he added.

So far, more than 2,000 crows have died in Jamshedpur alone. A few thousand have also been fatally affected in Hazaribagh, Ranchi and Dhanbad districts over the past three months.

A high-level joint team from the United Nations and Centre visited Jharkhand last week to probe whether and why the phenomenon was limited to scavengers. Patna, Dec. 22: The State Health Society, Bihar, has issued an advisory to civil surgeons to keep a tab on unusual deaths of birds in their respective districts following the outbreak of avian influenza in Jharkhand.

According to sources in the society, the step has been taken as hundreds of crows have died in Jharkhand because of avian influenza since November.

?The crows first started dying mysteriously in Jamshedpur district. This was followed by deaths in Ranchi, Bokaro, Khunti, Sahebganj and other districts of Jharkhand. We have asked civil surgeons to be alert and keep an eye on any such incident in our state. Letters have been issued to them and we are getting updates on a daily basis,? a senior official of the society said today.

?The situation is alarming in Jharkhand. Samples of dead crows from Jharkhand sent to Bhopal for laboratory tests were found infected with strains of H5N1 virus. This confirmed outbreak of avian influenza in Jharkhand,? the official added.

Patna civil surgeon Dr Lakhendra Prasad said he has asked all primary health centres and other hospitals in the district to maintain a daily record of any unusual bird death.

?All veterinary hospitals have been asked to send details of bird deaths on a daily basis. So far, no unusual incident has been reported from any part of Patna district,? Prasad said.

The recent spate of crows dropping dead has many people worried, including environmentalists, virology experts and MLAs such as Raghubar Das, who raised the issue on the floor of the Assembly on Tuesday, demanding what could be done to arrest the trend.

The barbers of Jamshedpur seem to have the answer, however jaw-dropping it may be. Bypassing mere mortals poking about in laboratories, they have put the case straight before lord Vishnu, the creator in Hindu mythology, beseeching him to stop the crow deaths with a three-hour yajna in front of the district collectorate.

The yajna, between 11.30am and 2.30pm, hosted by around 30 members of the All India Barbers? Association (Jamshedpur chapter), proved to be quite a show. Two Brahmin priests chanted mantras, lit the holy fire and incense sticks, offered ghee, coconuts and bananas to the flames, and at the end of it, applied black tikas on the foreheads of the organisers and 120-odd viewers.

There wasn?t even a peep from East Singhbhum deputy commissioner Himani Pande or any senior official.

The outfit?s president (Jamshedpur) Ram Uday Thakur said their concern for the crows stemmed from the fact that the bird played a vital role at a Hindu funeral. Barbers, as everyone knows, are an integral part of any Hindu birth, death or wedding. This explains the unlikely kinship between crows and barbers.

PIL takes crow death cases to high court

The alarming phenomenon of crow deaths in the state capital and Jamshedpur was brought to the notice of Jharkhand High Court on Thursday.

A city-based journalist with a vernacular daily filed a public interest litigation against the government for not taking steps to protect the scavengers. In his petition, Rana Pratap said crows are a rarity now. He added that the high court was home to many crows and other birds because of the presence of a large number of trees. However, of late, hardly any crow is seen on the premises, the PIL said.

Pratap also demanded that the scavenger be included in the schedule of protected species under the Wildlife Protection Act and the government take steps to protect crows, which may soon become extinct due to the negligent attitude of the forest and animal husbandry departments. He alleged that the government was trying to fool the masses by projecting the cause of deaths as H5N1 virus.

?Had it been bird flu, it would have affected other avian creatures too. Crows are important for the ecosystem as they consume dead animals,? the petitioner argued, adding that over 4,000 crows had died in the state since September.

Probe teams that visited Jamshedpur ? the epicenter of the scare ? in November, confirmed the deaths due to H5N1, but did not explain the origin of the vector. If a study conducted by Jamshedpur ornithologist K.K. Sharma ? who first sounded the alarm ? is to be believed, Jharkhand had around 50,000 house crows, but in just three months, the number has come down by 40 per cent.
