Avian Influenza. Gemmato: Ministry of Health invests in vaccines and prevention, monitoring plan under study

The Ministry of Health has decided to adopt an innovative and preventive approach to combat avian influenza , with measures that include an experimental study on the vaccination of 5,000 turkeys in two farms and the design of a monitoring plan on cattle to detect possible spillover risks early. The announcement was made by the Undersecretary of Health Marcello Gemmato in response to a parliamentary question, underlining how Italy aligns itself with the European strategy that focuses on prevention and vaccination to address the spread of the H5N1 virus.
Containment measures against avian flu
In the Social Affairs Committee of the Chamber, the Undersecretary of Health Marcello Gemmato responded to the question presented by the Honorable Antonella Forattini regarding "Initiatives to avoid the spread of avian flu outbreaks".
“Between September 2024 and March 2025,” the Undersecretary noted, “a total of 56 outbreaks were confirmed, which mainly affected turkey and laying hens. With regard to the territories covered by the question, I would like to point out that, following the confirmation of the first outbreaks of highly pathogenic avian influenza in Veneto and Lombardy, the Central Crisis Unit, convened in early October 2024 at the Ministry of Health, ordered the establishment of large restriction zones , including areas with a high density of poultry farms.”
“With a note from the Director General of Animal Health dated 6 September 2024 , it was deemed necessary for the regions with high-risk zones A and B to adopt some minimum prevention measures in order to reduce the risk of primary introduction of the virus into poultry farms, such as intensifying surveillance in the wild population, early detection in poultry establishments in cases of abnormal mortality, the ban on outdoor poultry farming, the suspension of the concentration of poultry and other captive birds during markets, exhibitions, displays and cultural events and the control over the application of biosecurity management measures in poultry farms provided for by the ministerial decree of 30 May 2023”.
“Furthermore, in the same areas – Gemmato recalled – the housing of turkeys for meat has been regulated, as this is the species most at risk for the spread of the disease. Therefore, checks have been planned on batches of turkeys, pullets and laying hens, before they are sent to the slaughterhouse”.
Finally, more recently, “in October of last year, the regions of Veneto and Lombardy were the subject of an audit by the European Commission which found significant progress by Italy in terms of biosecurity in farms and the effectiveness of surveillance in both 'domestic' and 'wild' birds”.
The Ministry's initiatives
“The European Commission has recently been moving towards a more focused approach towards the application of preventive rather than repressive measures against highly pathogenic avian influenza, as the latter are no longer considered acceptable both socially and economically,” declared the Undersecretary. “This recent strategy also includes vaccination. Italy is perfectly in line with the European approach. In fact, I am pleased to announce that this Government, through the Ministry of Health, has recently allocated dedicated funds aimed at completing the experimental study that involves the vaccination of approximately 5,000 turkeys in two farms. We are therefore confident in the success of this research activity, the results of which could represent a turning point in prevention activity.”
Furthermore, “to complete the picture of the initiatives implemented by the Ministry of Health to combat the spread of the H5N1 virus, I would like to highlight that, in light of the recent outbreaks of highly pathogenic avian influenza recorded in dairy cattle in the United States (over 1,000), the National Reference Center is studying a monitoring plan for cattle, with the aim of detecting early any risk of spillover of the avian virus in these species”.
