The disease has not yet been reported in the country but, says Chana Opaskornkul, emergency coordinator of the UN Food and Agriculture Organization (FAO) in Timor-Leste, “if it comes today, there is no chance we could do anything at all.”

According to the food agency, the best hope is a rigorous rural agricultural policy of early detection and culling of infected birds to prevent avian flu from spreading to humans.
In rural Timor-Leste, communicating information to help build awareness is a major challenge. Parts of the country are still without telephone coverage, roads are dangerous and transportation is unreliable.

Because most farmers have no access to veterinary services, these services often do not even know about deaths among chicken populations. In turn, farmers remain unaware of why their chickens die and they no access to facilities that could confirm the presence of avian flu. “In agriculture, there is no reporting, unlike in the medical system,” says FAO’s Opaskornkul.

In 2007, the ministry of agriculture launched an avian flu awareness campaign but it had only one agent on the ground in each of the country's 13 districts. Today, only five out of the 13 have been reached by the campaign. “We need to do more,” says Opaskornkul, “and the government definitely needs to hire people to do more outreach.”

Three years have passed since avian flu first struck Indonesia, which has the highest incidence of the disease in the world. In a 2006 outbreak, thousands of chickens died near Kupang, the major city in West Timor and capital of East Nusa Tenggara province in Indonesia. Kupang is just a one-day drive from Timor-Leste.

The country shares a 228km border with West Timor, but border posts are few and far between, and there is no fencing, leaving room for a flourishing black market in everything from oil and petrol to rice and chickens.

One of the problems is that the Timorese love cockfighting and smuggle their birds into the country, said border officials. “The cockfighting chickens are much cheaper in West Timor,” Ferreira told IRIN. “Cockfighting is the biggest threat. Those birds could lead to an outbreak of disease.”
