28 diagnosed with Japanese Encephalitis in Assam

Around 28 people have been diagnosed with Japanese Encephalitis (JE) in the state this year with the highest number of cases being reported from Sivasagar district. The disease has claimed around nine lives since January.
Of these 28 cases, Sivasagar reported six cases, Dhubri and Dibrugarh four cases each and Jorhat three cases. Kamrup (Metro), Kamrup (Rural), Nalbari and Lakhimpur districts reported two cases each, while Tinsukia, Golaghat and Nagaon reported one case each.
Out of the nine death cases, four were reported from Sivasagar, two from Lakhimpur and one each from Jorhat, Kamrup (Rural) and Dibrugarh districts.

Eastern Uttar Pradesh is witnessing a sharp fall in the number of cases of encephalitis ? which has killed over 4,000 children in the past seven years in the state.

The number of cases of acute encephalitis syndrome (AES) has reduced to less than half this year by the end of June as compared to last year; the number of deaths, too, has reduced to half. However, with the encephalitis season expected with the arrival of the monsoon, some experts allege that the correct number of cases of encephalitis is not reflected in government statistics.

As per the July 1 report of the health department, the number of AES cases in the state between January and June 2013 is 219, of which 53 are from Kushinagar, 40 from Deoria and 38 from Gorakhpur district. Sixty-three people have succumbed to the disease this year so far. Last year, the figure for the first six months was 539, with 107 deaths.

Honoraria of Anganwadi Workers of Mini Anganwadi Centers Increased to Rs. 2250/-

Smt. Krishna Tirath, Union Minister for Women and Child Development presided over the first meeting of National Mission Steering Group (NMSG) of the reconstructed ICDS, here today.

Designated as the Nodal Platform for Nutrition Coordination linked to the PM?s National Council on India?s Nutrition Challenges, the National ICDS Mission Steering Group re-affirmed the highest priority towards presenting and reducing maternal and child nutrition. Several states such as Gujarat, UP, MP, Rajasthan, Karnataka etc. have set up the State ICDS Missions and have taken several new initiatives to roll out the restructured ICDS with interventions such as Sneha Shivirs, construction of new Anganwadi Centres, ECCE etc.

The Mission Steering Group approved the increase in the honoraria of Anganwadi Workers of Mini Anganwadi Centers from Rs. 1500/- to Rs. 2250/-. This will benefit the workers of a total 1,16,000 sanctioned mini- AWCs in the country. The Mission Steering group also endorsed a major village contact initiative under ICDS restructuring to reposition AWC as a vibrant child- friendly ECD Centre belonging to women and the community. For this, fixed monthly Village ECCE days will now be observed in all AWCs across the country from 19th August, 2013. This will also take the proposed National ECCE policy to the village level.

In addition to this, NMSG reiterated the commitment to construct child-friendly Anganwadi Centres through the strengthened collaboration of Ministry of WCD with Ministry of Rural Development, Ministry of Minority Affairs, Ministry of Tribal Affairs and other Ministries and State Governments. NMSG appreciated the unique convergence initiative with MNREGA for AWC construction and provision of Cr?ches and Ministry of Health and Family Welfare such as the Mother and Child Protection Card (MCPC).

In the view of the imminent promulgation of National Food Security Ordinance, NMSG was exhorted to step up efforts to universalize maternity benefits especially to reach those of the most deprived communities through scaling up of the Indira Matritva Sahyog Yojana (IGMSY) linked to better health care. Besides, it also committed itself to intensify nutritional support to young children and pregnant and lactating mothers as per stipulations. NMSG also approved the action plan for Japanese Encephalitis/ Acquired Encephalitis (ES/AES) for 60 affected districts. This includes improved monitoring of feeding of children at the Anganwadi centers, special training to sensitise AWWs and their supervisers regarding the ES/AES and to provide additional THR to the under-nourished in the affected districts.

Speaking at the occasion, Smt. Krishna Tirath said that the Integrated Child Development Services (ICDS) Scheme is a flagship programme of Government of India for the holistic development of the children which was launched in 1975 to address health, nutrition and development needs of young children and pregnant and lactating mothers (P&L). Over the years the scheme has been expanded with a view to universalize the programme so as to reach the benefits to the door steps of children in small clusters. However, universalization of the scheme has also brought with it huge challenges in terms of resources as well as challenges of management, delivery of services with quality and standards. Smt. Tirath said that in order to get the effective implementation of the reconstructed scheme of ICDS, the Ministry of Women and Child Development is looking forward to receiving the valuable inputs form the state ministers and the experts from various fields. She also asked the state Governments to immediately constitute the requisite committees at State level, District level and Block level and also ensure convergence of all stakeholders at various levels so that the scheme is implemented as envisaged in the restructured and strengthened ICDS. Smt. Tirath expressed concern about the under nourishment of the young children which needs to be prevented and reduced by 10% points, enhancement of early development and learning outcomes in all children under 6 years of age, improvement of nutrition of girls and reduction of prevalence of anemia in young children by 1/5th which form the goals for the restructured ICDS. She stated that the restructured and strengthened ICDS is being implemented in Mission Mode with flexibility, similar to the schemes of Sarva Shiksha Abhiyan (SSA) and National Health Rural Mission (NHRM).

Smt. Tirath also stressed upon the special needs for management of severely and moderately underweight children. The scheme provides for community based approach for prevention and management of moderate and severe under nutrition through organisation of ?Sneha Shivirs? in selected areas where number of such children are high. The ANM/Doctor under the NRHM would be responsible for health check up of all underweight children reporting to ?Sneha Shivirs?, said the Minister.

The Minister stated that the Ministry of Women and Child Development has also initiating a multi sectoral programme to address the maternal and child malnutrition in selected 200 high burdened districts. This programme will bring together various national programmes through strong institutional and programmatic convergence at the State/District/Block and Village levels. This programme is being initiated on the recommendations made by the PM?s National Council on India?s Nutrition Challenges.

Ms. Nita Chowdhury, Secretary, WCD stated that with the universalisation of the ICDS scheme and the recent restructuring of the scheme, efforts are being made by the M/o WCD to make the scheme more effective by setting up sturdy structures and mechanisms of monitoring and supervising. The interaction with the members of the NMSG will help to deeply deliberate on various issues in this regard.

Dr. Syeda Hameed, Member (WCD), Planning Commission, Smt. Ranjana Bhagel, Minister (WCD) from Madhya Pradesh, Dr (Col) Dhaniram Shandil, Minister (WCD) from Himachal Pradesh other experts from various fields and senior officers from the member States and line Ministries were also present at the occasion.

to Acute Encephalitis Syndrome were reported in Bihar. Worst affected
Districts were Muzaffarpur (124 cases/32 deaths), East Champaran (24 cases/
10 deaths), Patna (20 cases/10 deaths). 142 cases were in the age group below
4 years and 77 cases were in the age group 5- 9 years. Case fatality rate due to
AES is 34%. NCDC is investigating the aetiology of AES in Muzaffarpur.

Nineteen children were admitted in the medical college here from various parts of Upper Assam with symptoms of enchephalitis last month and four of them, Sunil Munda of Sivasagar, Bharati Gowala of Jamira, Bulbul Dang of Dodhia and Anil Bhumij of Duliagaon in Dibrugarh, succumbed to it. Two children are currently undergoing treatment. Blood tests of eight children showed no presence of enchephalitis virus. During this period, 70 adults were admitted in AMCH of whom 38 died. However, all the death did not happen due to JE.

Meanwhile, the number is bound to be much more if one takes into account the patients admitted in private nursing homes. According to the Joint Director of Health Services of Dibrugarh district, revealed that 76 persons have been affected by AES in the blocks of Khowang, Barbarua, Lahoal, Panitola, Tengakhat and Nahoroni while 16 have been diagnosed with JE. The patients who died due to AES and JE in the district in June, numbered 18 and 4 respectively.

My latest count for fatalities in Bihar is 88. There has also been one fatal case reported from Karnataka, and four suspected Chandipura fatalities reported from Gujarat. All told, 293 total fatalities to date.

With the rural areas of the district recording more cases of dengue and JE, the Health Department has stepped up its follow-up surveillance. It has established a tent-hospital in Machchi Bazaar where Afreen Banu succumbed to JE.

The designated health personnel of the department were asked to conduct door-to-door visits in Machchi Bazaar. They have visited all 1,826 residences and recorded the health condition of more than 10,000 people.

Dibrugarh xxxv AES/JE 89 cases 18 fatalities 17/1/13 Under surveillance
Cases of AES reported from Block PHC Naharani, Tengakhat, Lahowal,
Khowang, Barbaruah & Panitola, District Dibrugarh. Medical team from
respective PHC visited affected areas. CSF and serum samples were tested at
Microbiology Deptt, AMCH, Dibrugarh. Out of 89 cases, 26 cases were

Sibsagar xxxvii AES/JE 43 cases 17 fatalities 29/1/13 Under surveillance
Cases had fever with seizure, neck rigidity and mental disorientation from

Sapekhati, District Sibsagar All age groups were affected. Out of 43
CSF/Serum samples tested at AMCH Dibrugarh 13 cases were found positive
for JE. First and second round of DDT spray done. Fogging done. Insecticide
Treated Bed Nets (ITBN) distributed .Awareness camp organized.

Tinsukia xxxviii AES/JE 41 cases 10 fatalities 17/6/13 Under surveillance
Cases reported from all over the area of District Tinsukia (PHC Hapjan, PHC
Kakopather, PHC Ketetong). Out of 41 CSF /serum samples tested at AMCH
Dibrugarh 8 cases were found positive for JE. Focal spray in and around 2
KM of affected houses done. Larvicidal activities done.

Lakhimpur xxxix AES/JE 15 cases 8 fatalities 2/3/13 Under surveillance
Cases reported from PHCs Dhalpur. Bihpuria, Nowboicha, Boginodi, North
Lakhimpur, Urban centre of Lakhimpur, District Lakhimpur. Cases belong to
all age groups. Out of 15 CSF/Serum samples tested 3 were found positive for
JE. Focal DDT spraying done in the affected area. Fogging done. ITBN
distributed in the affected area.

NCPCR to hold public hearing on Japanese Encephalitis in Gorakhpur (Uttar Pradesh)

Taking serious note of the death of over 550 children in Gorakhpur in 2012 due to Japanese Encephalitis, the National Commission for Protection of Child Rights (NCPCR) will hold there a public hearing next month for the first time.

According to NCPCR member Yogesh Dube, the State and district administration?s failure to implement the directives of the Commission has prompted to hold a public hearing.

Moreover, despite a Rs. 4,000 crore (Rs40 billion = $680 million - Ro) package being given by the Central government to the State to fight encephalitis, the State administration has no record of where the entire amount was spent.

The Commission visited Gorakhpur recently to take stock of situation and to check the preparedness of the administration including health department and discovered severe flaws in water and sanitation facilities.

The entire area was dirty and bounded by unhygienic surroundings. Several drains were full and water logging was common throughout. No fogging took place ever and safe drinking water was not available, it said.

66 kids succumb to encephalitis in UP

Japanese Encephalitis, a mosquito-borne disease, has claimed at least 66 lives - all infants and children in Gorakhpur, Uttar Pradesh this year. Hundreds of children continue to battle the disease in the city and while the Centre has allocated thousands of crores of Rupees to combat the disease, on ground the funds seem to have not reached those who need it the most.

The first report is a little unclear - to July 3rd, Assam has reported 449 AES cases with 81 fatalities and 67 cases of Japanese Encephalitis with 24 fatalities. Patients don't "test positive" for encephalitis although they can test positive for Japanese Encephalitis Virus. In post #73 above, the combined total was 135 encephalitis cases (of which 39 were positive for JE) and 35 deaths in Sibsagar & Dibrugarh to July 7th. There seems to have been a significant increase in patients and fatalities since then. - Ro

Camp route to fight encephalitis

Kokrajhar, July 18: The Kokrajhar district malaria office organised a camp at Hadanpara LP School today to create awareness about Japanese encephalitis, which claimed seven lives in the district in the past two years.

A health department source said at least two persons had tested positive for Japanese encephalitis till June this year in the district.

NORTH LAKHIMPUR, July 20: At least seven persons died and twenty three others suffered from Japanese Encephalitis at different places of Lakhimpur district. Lakhimpur district is a flood prone district. Every year many people have lost their lives due to it. Medical facilities have not been provided to these places which is a matter of concern to the people of Lakhimpur district. People have urged the medical department to take necessary steps to control it.

Health department worried over increase in Japanese Encephalitis cases (Assam)

KOKRAJHAR: The district health department has stepped up surveillance after some cases of Japanese Encephalitis (JE) were reported in Kokrajhar.

The health department kicked off an awareness campaign to prevent the spread of the disease.

An 11-year-old girl is the latest victim of JE. The district health surveillance officer, Amal Mushahary, said the girl is undergoing treatment at a private hospital in Guwahati and that her condition is improving. He said another case has been reported from the Gossaigaon area of the district. In June, two persons were diagnosed with JE.
