Havoc continues, 13 deaths

Muzaffarpur, Casn: season spluttered reduction in the number of children dying from meningitis is not. And 13 children were killed in the last twenty-four hours. Kejriwal, 8 while in the hospital Skemsiac five children had died during treatment. The number of children dying from the disease has reached 170. A mystery disease stalking children in Bihar claimed 14 more lives in 14 hours (between 10pm on Saturday and Sunday noon), taking the death toll to 179 in the last three weeks.
Central health experts are now considering taking the opinion of a US virology laboratory on the unidentified disease dubbed "acute encephalitis syndrome" in the absence of conclusive evidence and consensus.
Children struck by the disease are dying after bouts of high temperature and convulsions, but experts have not been able to say for sure if it is encephalitis - an acute inflammation of the brain. Most of the victims were between two and nine years old.

Only the names of the patients have changed. Acute encephalitis syndrome is back in Bihar, hitting the same districts as every year, its victims once again mostly children of Mahadalit communities living in various degrees of poverty, their resistance levels lowered by malnutrition and exposure to heat.

And the government response has been repetitive to the point of being ritualistic. It has asked for Central assistance and set up yet another committee to monitor treatment, besides seeking cover behind a comparison with Uttar Pradesh, saying the annual mortality rate due to AES is 40-45 per cent there, even worse than Bihar’s 25-30 per cent.

The awareness campaigns promised every year are yet to start, the urgency watered down by the inevitable subsidence in the outbreak once the monsoon arrives. The mystery around the disease persists, with tests every year establishing only what it is not — Japanese encephalitis — while people in most affected areas are yet to be vaccinated against even JE. There has been talk yet again of declaring it an epidemic but the government has never gone beyond announcing its intent.

Hesitant govt

Last year, the state government was on the verge of declaring an epidemic which would have allowed it to conduct tests on brain tissues of the dead. This year too, the health minister has been saying it can be declared a epidemic. With tests on cerebral spinal fluid proving inconclusive, that would have been a crucial step towards identifying the disease. What could be holding the government back is social and political reasons — declaring an epidemic would mean segregating the affected areas from the rest of the state, in turn creating a possible sense of alienation among residents of those areas. “Declaring an epidemic is the last option. We are trying to convince parents to allow sampling of children’s brain tissues, which can now be taken without the skull being opened,” says the health minister.

Samastipur/Muzaffarpur, June 17: The disease that has killed more than 140 children in Muzaffarpur and Gaya over the past one month has started to spread to Samastipur.

Residents of Narhan village in Bibhutipur block and Kubauliram village in Pusa block of Samastipur are scared of the ?mysterious fever? that has claimed lives of 11 children in the past four days. More than 12 children are admitted to hospital with signs of acute encephalitis syndrome.

A two-member team of doctors from Samastipur sadar hospital ? R.P. Shawetanki and Vijay Kumar Verma ? visited Narhan yesterday where five children died of brain fever. Dr Bibhash Ranjan, another doctor from the hospital, visited Kubauliram, which, too, has reported death of five children.

AES confirmed as encephalitis, toll at 200

Patna: The Bihar government on Monday said that the Acute Encephalitis Syndrome (AES) was confirmed as encephalitis even as the toll mounted to 200 since the outbreak of the disease in May this year.

The disease was proved to be encephalitis during laboratory test of the samples of the patients, Additional Secretary (Health) R P Ojha told reporters.

Meanwhile, the toll mounted to 200 with 137 deaths reported from the SKMCH and Kejriwal charitable hospitals in Muzaffurpur, he said.

Altogether 47 children died at the PMCH in Patna and 11 at the ANMCH, while five deaths were reported from different hospitals in Vaishali district, Ojha said.

It is unsurprising that ground level stories from the Hindi heartland will first surface in the Hindi press. But even so, when people are dying of encephalitis in Bihar, how long should the news take to appear in the English language print media?

On Monday morning (June 18) the English press finally woke and gave the encephalitis epidemic in Bihar the space it deserved. Or at least the Indian Express did on its National Network page. The disease had been first reported in Patna editions of Dainik Jagran, Dainik Bhaskar Jansatta and Hindustan on 31.05.2012 . The following day (01.06.2012) Dainik Jagran had three reports on it Gaya me encephalitis se ek Bache ki Maut (one child dies of encephalitis in Gaya) , Naye chhetro me faili agyat bimari (the unknown disease spreads to new regions) and it took a dig at administrative confusion with the headline Apni apni dapli apna raag( Drums playing to different tunes).

It was only in second week of June that the Delhi editions of a section of Hindi press took note of this mysterious menace. Last week Bihar witnessed an alarming rise in the number of children succumbing to encephalitis. Hindi newspapers in their national editions (that?s what the papers claim their Delhi edition to be) have been reporting the scourge and the administrative and political response to it in varying proportions. One major Hindi daily hasn?t covered it at all.

PMCH junior doctors strike enters fifth day

Patna,(BiharTimes): As Japanese encephalitis continues to take its toll the 650 junior doctors of the Patna Medical College and Hospital (PMCH) remained on strike for the fifth day on Monday.

However, the state government claimed that it had taken all necessary measures to handle the situation.
Sources said that officials of the health department might hold dialogue with the junior doctors at PMCH on Monday in an effort to break the deadlock.

MUZAFFARPUR: Five more children died of acute encephalitis syndrome (AES) and an equal number of patients suffering from the same disease were admitted to SK Medical College Hospital (SKMCH) and Kejriwal Hospital here during the last 24 years.

However, a further improvement in weather condition has reduced the number of AES patients in Muzaffarpur district. But there was no sign of improvement in the condition of patients undergoing treatment at the two hospitals. The lack of the right kind of medicines was adding to their problem. Doctors said it would be possible only after the experts diagnosed the disease. Members of the central team were still engaged in collecting blood samples of the patients and the doctors of primary health centres (PHCs) were assisting them in the job.

Talks fail, junior doctors' strike continues

PATNA: The strike by junior doctors of PMCH continued on the fifth day as talks between the striking doctors and principal secretary (health), Vyasji, held on Monday, failed.

CM Nitish Kumar on Monday expressed concern over the strike at a time when the cases of encephalitis were raging in the state. He said the government would look into the problems of the junior doctors but they should exercise patience.

Junior doctors of Patna Medical College and Hospital (PMCH) — on strike since June 14 after a clash with a patient’s attendants — on Monday morning treated patients at a parallel outpatients’ department (OPD) on the health hub premises.

Over 200 patients, most of whom cannot afford healthcare at expensive private hospitals and clinics, were treated by junior doctors and given free medicines. The doctors, in collaboration with pharmaceutical companies, also arranged for various drugs for the patients.

“This is a humanitarian service. We realise that many people are suffering because of the strike. But the government should also understand that our demands are not unjustified. We should be given a conducive environment so that we can serve the people,” said Dr Rakesh Kumar, a junior medic at PMCH.

155 number of children dead from the disease in Muzaffarpur, Patna and Gaya in Pimsiac 12 children has reached 49. Three in the Sitamarhi, Vaishali two, Katihar and Saharsa a - one.
Data of such deaths has risen to 223.

Patna, June 19 (IANS) Four more children died of acute encephalitis syndrome (AES) Tuesday in Bihar's Muzaffarpur district, taking the death toll from the disease to 204 in the last one month, officials said.
Additional Secretary (Health) R.P. Ojha said that out of 527 children detected with AES symptoms, 204 have died till date. The rest have been discharged after treatment.
Ojha told reporters here that AES, a mosquito-borne disease, has claimed the lives of 141 children so far in Muzaffarpur district alone - the highest figure in the state. Most of these children died at the Sri Krishna Memorial College and Hospital and the Kejriwal Charitable Hospital.

Encephalitis toll rises to 209 in Bihar

Patna: Altogether 209 children have died of encephalitis in Bihar since May, state Additional Secretary (Health) R P Ojha said today.

A total 541 encephalitis cases were reported in the state till date out of whom 209 children have died and 93 others were undergoing treatment in various hospitals, he said.

A total 143 children have died in the Sri Krishna Medical College and Hospital and Kejriwal charitable hospital in Muzaffarpur, while 50 deaths have been reported at the Patna Medical College Hospital and another 11 children have died at the A N Magadh Medical College Hospital in Gaya said.


The health official said two cases of Japanese encephalitis reported from Gaya had turned out to be negative in laboratory test by National Centre For Disease Control.
