Centre to launch mass vaccination drive in six districts
Nishant Sinha, TNN | Jun 8, 2012, 04.50AM IST

PATNA: Centre has agreed in principle to undertake mass vaccination campaign in six districts of Bihar, including Gaya and Muzaffarpur where more than 20 children have died due to suspected encephalitis during the last 15 days.

Principal secretary, health, Amarjeet Sinha said, "We had earlier requested the Centre to carry out a mass vaccination programme against Japanese Encephalitis (JE) in Gaya and other affected districts. However, the Centre had expressed its inability due to shortage of vaccines. But, keeping in view the urgency of situation, it has now decided to launch mass vaccination campaign in affected regions. The regions include Gaya and Muzaffarpur, the two most severely affected districts."

Sinha claimed that only a single case of suspected encephalitis was reported from Gaya in the last 72 hours while two children admitted earlier were undergoing treatment. Both the children are from Aurangabad and Imamganj, Gaya, he said, adding a team from Patna will go to the affected villages on Friday where a mass vaccination drive would be launched in affected areas and Mahadalit localities. In Muzaffarpur, Sinha said four children were admitted to hospital on Thursday - two in Sri Krishna Medical College and Hospital and two at a private nursing home.

Strongly refuting the reports of children dying due to suspected encephalitis in Patna Medical College and Hospital (PMCH), Sinha said, "Not a single death has occurred at the PMCH. The casualties were due to heatstroke and dehydration coupled with convulsion syndrome." With regard to Gaya and Muzaffarpur, he said even samples tested by Rajendra Memorial Research Institute (RMRI) for suspected JE were negative.

Govt cold to rising kid deaths
- Year on, preparedness remains dismal

OUR CORRESPONDENT

Patna, June 7: Guddan, a nine-month-old baby from Puna village, was admitted to Anugrah Narayan Medical College and Hospital (ANMCH), Gaya, with encephalitis-like symptoms at 8.15am on June 4. The child was critical and immediately needed ventilator support. He, however, succumbed to the disease in the afternoon, as he did not get the emergency service.
...
In the ICU complex of the hospital, there are four ventilators that were bought last year after the outbreak of the acute encephalitis syndrome disease that claimed 85 lives at the medical college. These equipment, however, have never been used for the needy for want of properly trained doctors and technicians.

Even as the state is struggling to find out the reason behind the 31 deaths in Muzaffarpur and nine in Gaya, all of whom have died of a mysterious brain fever in the past 10 days, it is emerging that the hospitals in these places are still unprepared to tackle emergency cases. The situation is similar to last year?s, despite tall claims made by the state government.

Doctors at ANMCH said out of 17 admissions of such patients so far, Japanese encephalitis ? a deadly form of brain fever ? was confirmed in two children yesterday after their blood and cerebral spinal fluid were tested in the hospital?s laboratory.

In case of Muzaffarpur, the situation is no better. Sri Krishna Medical College and Hospital (SKMCH) and Kejriwal Maternity Clinic, from where casualties have been reported, again witnessed death of nine children today.

I think that the Health secretary is merely saying that encephalitis can be caused by a variety of illnesses, none of which has been identified yet. Meningitis and Encephalitis are often used interchangeably in Indian reports especially where translation is involved.

Mystery fever hits capital kids

SUMI SUKANYA

Patna, June 8: Eighty-five children have succumbed to suspected encephalitis in the past three weeks, leaving health department officials in the lurch and unfortunate parents groping for answers.

The health department is still unaware of the exact profile of the disease, which has been mainly classified as acute encephalitis syndrome till now. Of the total number of deaths, 36 have been reported from Patna Medical College and Hospital (PMCH), 39 from Muzaffarpur and 10 from Anugrah Narayan Medical College and Hospital (ANMCH) in Gaya. Officials at the PMCH said since May 15, about 86 patients from 18 districts of the state have been admitted here with ?brain fever? symptoms ?high fever, convulsion and unconsciousness. Out of this, 36 patients succumbed to the illness within hours of getting admitted. Today, one patient was admitted and two children succumbed to the disease.

?In case of acute encephalitis syndrome, we can only give symptomatic treatment. In most of the cases, children died even before they could be managed or their blood and cerebro spinal fluid could be collected for diagnosis. Thus, it is difficult to ascertain the exact reason behind the deaths. On the other hand, there are several patients with acute encephalitis syndrome, who are now recovering after treatment,? said Sanjata Roy Chaudhary, the head of the department of paediatrics, PMCH.

Blame game follows virus menace

OUR SPECIAL CORRESPONDENT
Patna, June 9: Bihar health minister Ashwini Kumar Choubey today sought to deflect the blame for the death of children suffering from suspected encephalitis on the Centre, alleging that the Uni-on government had failed to provide the state with Japanese encephalitis vaccines.

?We had asked the Centre to provide us with 50 lakh Japanese encephalitis vaccines so that we could launch a mass vaccination drive. But the vaccines have not been made available to us till now,? he said in Gaya.

The minister visited the Anugrah Narayan Medical College and Hospital (ANMCH) in Gaya and Sri Krishna Medical College and Hospital (SKMCH) in Muzaffarpur, the two health hubs from where the maximum number of suspected encephalitis cases has been reported. Incidentally, health officials are yet to diagnose the ?actual disease? and only two of the hundred-odd cases have been confirmed as Japanese encephalitis.

Children’s death toll reaches 97, Opposition criticizes govt. for failure
By Jitendra 6/11/12

PATNA - Following the sharp rise in the death toll of children due to ‘unknown’ disease in different parts of the state, the opposition parties Sunday holding government of Bihar responsible for deaths, occupied streets and registered strong protest.

After terming the unknown disease as ‘heat wave stroke’ that reportedly claimed 97 cribs till this evening in Patna, Muzaffarpur and Gaya districts, opposition parties came out on streets, burnt health minister’s effigy and demanded his resignation for failure to check the crisis. This forced the state health minister, Ashwini Kumar Choubey, to return back from Jharkhand after terminating election campaign.

Meanwhile, the govt. of Bihar sought the help from Union govt. and World Health Organisation (WHO).

‘We have sought help from the Union govt. for containing the disease. The centre has agreed to send a team of specialist to state that will reach on June 11, said Choubey.

‘We have also appealed international agencies like WHO’ added Choubey.

Till last evening, Patna witnessed the death of 53, Muzaffarpur, 34 and Gaya, 10, children in last fortnight. All these deaths were due to Acute Encephalopathy syndrome (AES), a kind of heat stroke.

The number of children dying from Inseflaitis reached 100 on Monday. Health Department is a bit helpless. He is considering to declare it an epidemic. Health Minister Asriwni Kumar Choubey meeting with the doctors, but then it just old, old - had things cut and dried.

After the meeting the minister held a press conference in the presence of a senior physician, Dr. SN Arya said - "If the government takes to provide safe drinking water, you do not need the press conference." According to the Minister of Health from May 15 till now, apart from Muzaffarpur Patna Medical College Hospital (Pimsiac) joined the 260 children, of whom 100 died. The figures show the front of the hollow claim that a large number of his children have been saved.

According to the minister in Muzaffarpur disease is unknown. It Inseflaitis Acute Syndrome (AES) is. After rain in the cases of Japanese were Inseflaitis. But by this time two of the 10 who died in the rain before it was due to the Japanese Inseflaitis. Japanese Inseflaitis must deal with three million vaccine. The Centre also conducted intensive vaccination. Open Wairoloji Institute in Patna. Mr. Choubey these issues will prompt the Union Health Minister Ghulam Nabi Azad. Disease, is actually AES. In the Japanese Inseflaitis too. People walk in the sun by an umbrella. Take the child out of the open body. Go to a doctor immediately when fever. Based on the symptoms of the disease to be treated. Dr. Arya could guess that all of the things only worn at the meeting - had beaten the things that are done several times before.

Re: India 2012: Encephalitis, 236 deaths - Outbreaks in Bihar & Uttar Pradesh

Putting all this together, the outbreak in Gaya seems to be relatively stable with twenty total cases at Gaya Medical College Hospital (Anugrah Narayan Magadh Medical College), 10 died and 5 still under treatment.

Patna Medical College and Hospital (PMCH, Pimsiac) admitted 101 of whom 42 died and 17 are still under treatment.

Two hospitals in Muzaffarpur are admitting patients; Sri Krishna Medical College and Hospital (SKMCH, Skemsiac) has admitted 46 patients of whom 16 died and 11 are still under treatment. Kerijwal private Hospital has admitted 93 of whom 32 died and 24 are still under treatment. However, late reports today suggest that another 15 admissions and 14 fatalities occurred in these two hospitals today. This would bring the Gaya/Muzzafarpur fatality total to 72 and the overall outbreak toll to 107.

Bihar: Acute Encephalitis Kills 100 Children, 57 Affected
PTI | Jun 11, 2012

Altogether 100 children have died and 57 others were undergoing treatment at various hospitals due to outbreak of the Acute Encephalitis Syndrome (AES) in Bihar since May this year, state's Health Minister Ashwani Chaube said today.

As many as 260 children contracted symptoms of the AES and of them 100 have died and 57 others were admitted in various hospitals for treatment, he told reporters.

The remaining children were cured during treatment at the hospitals, Chaube said.

Giving the break-up, the Health Minister said that 93 children were admitted in the private Kejriwal hospital with symptoms of the AES and of them 32 died even as 24 others were recuperating there, while in the Sri Krishna Medical College and Hospital (SKMCH), also located in Muzaffarpur, 16 children have died due to AES.

The death toll in the Anugrah Narayan Magadh Medical College and Hospital (ANMMCH) stood at 10, while the figure at the PMCH in Patna stood at 42, he said.

Most of the deaths due to fever and related symptoms took place as the patients were brought to hospital in critical condition since the parents took them to quacks or undertook others means to cure them, the Health Minister said.

He said that the symptoms of the AES have been identified but it required tests of various dimensions to identity the specific symptom and it was possible only at the laboratory to identity viral-related symptoms. The state government had last year requested the Centre to set up such a laboratory in Bihar.

A laboratory to diagnose viral fever related symptoms have been set up at Gorakhpur where the cases of the Japanese Encephalitis has declined in recent years, but the centre was yet to consider request to set up such a laboratory in Bihar, Jharkhand and Poorvanchal region despite the need for it, Chaube said...
