Gorakhpur: In the last 33 years, around 50,000 people have died in eastern Uttar Pradesh due to encephalitis and it was only in 2011, when under media pressure, a Group of Minister sanctioned Rs 3,350 crore but with the deaths still continuing, it seems the money never reached to those who needed it.
In the encephalitis ward of Gorakhpur's BRD Medical College, three children die on an average everyday. In 2012 alone, 350 children have died till now. While most of the children are on ventilator support, doctors are fighting all odds to keep them alive but many parents have already run out of hope.
Of the 480 children admitted in the ward, half have symptoms of acute encephalitis - high fever, vomiting and convulsion. Sixteen-month-old Mahima is one of them. Her body shakes involuntarily as she lies unconcious on her bed, it's a sign that the fever has damaged her brain.

LUCKNOW: The state health department would launch a dedicated Japanese Encephalitis vaccination campaign from December 1. In the month-long campaign, children in the 1.5-15 years age group will be given anti-JE shots. The programme would be launched in all districts coming under Gorakhpur, Devipatan, Basti and Lucknow divisions.

Orders to this effect were issued by nodal officer, vector-borne diseases control programme late on Friday night. Officials also informed that routine immunisation would be addressed adequately in the encephalitis hit districts. "The CMOs have been told to supervise and monitor both RI and JE vaccination," said an officer.

Earlier this month, the National Commission for Protection of Child Rights lambasted the Uttar Pradesh government for its ?casual? response to the rising death toll from Japanese Encephalitis (JE) and acute encephalitis (AES) in the eastern districts of the state.

This season alone, nearly 400 (now 420 in UP - Ro) people have lost their lives to the disease.

The encephalitis outbreak occurs with frightening regularity in India. For decades now, thousands of children from some of the poorest regions of Uttar Pradesh, Bihar and Assam, have succumbed to the disease, although it is preventable.

Why has India failed so miserably to control the epidemic?

Firspost spoke to Manish Kakkar, senior public health specialist at the Public Health Foundation of India (PHFI), on what he makes of the government?s response to the health crisis and what the way forward should be.

Cabinet to discuss encephalitis prevention, control measures

Gorakhpur: Over 400 children died in 2012 due to the encephalitis epidemic in eastern Uttar Pradesh. Finally, the government is waking up to the crisis. The Cabinet will meet on Thursday morning and the agenda will be implementation of prevention and control of the disease.
There are major challenges for the government ahead. With children on ventilator support, desperate parents running out of hope and doctors fighting against all odds, the encephalitis ward in Gorakhpur's BRD medical college is used to death. While there are three deaths on an average every day, over 350 have died in the ward in 2012.

Cabinet to approve Rs. 4000 cr to fight Encephalitis

The Central government will provide financial assistance to states to fight Japanese Encephalitis, which has already claimed around 1,000 lives, including 400 in western Uttar Pradesh alone.
A Cabinet committee on Thursday is expected to approve Rs. 4,000 crore assistance plan which includes Rs. 2,000 crore for providing safe drinking water and sanitation and Rs. 1,300 crore to other ministries.
The plan includes funding for expanding the encephalitis vaccination programme to 62 districts, setting up special Intensive Care Units for the patients and capacity building at the district and the state level.

As per the Cabinet note circulated by the Health Ministry, the Central government will also provide funds for rehabilitation of the victims and improving their nutrition levels to fight the disease which has repeatedly hit several districts in western Uttar Pradesh and Uttarakhand.

A group of ministers had recommended a set of measures to check spread of the dreaded disease.

Gaya: The Cabinet is finally set to discuss the encephalitis outbreak that has claimed the lives of hundreds of children this year. The disease is a cause for alarm not just in eastern UP but Bihar as well.
Ten months ago, Pinky was a normal child who played, went to school and helped at home. But she is crippled after she survived the deadly mosquito-borne Encephalitis. Despite this being a reccurring disease in Bihar, the government's readiness is almost nothing. A visit to any of the government hospital in the state will reflect the same story.
Civil Surgeon in Gaya, Krishna Balabh Prasad, said, "A child with encephalitis either dies or develops a disability. The situation is serious." Pinky was lucky not to have lost her life, unlike the 300-odd children who have died in Bihar alone in 2012.

A WOMAN?S blood-curdling scream rings out in the dark room. Dr Mahima Mittal, who is attending to a patient, shifts her gaze to the farthest corner of the room to locate the crying mother, but in vain. A power cut has made it impossible to see beyond a few feet. Otherwise, a cursory glance would reveal dozens of unconscious children huddled up in beds that cover the floor from end to end.


450 dead and still counting...
The scream signals the death of yet another child due to encephalitis in the paediatric ward of the Baba Raghav Das Medical College (BRDMC) in Gorakhpur, Uttar Pradesh. It?s the third death of the morning, on 29 September. By the end of the day, the toll would reach seven. But the doctors have no time to mourn. They have to monitor the condition of 90 children who are fighting for their lives in the same ward.

BRDMC is the only medical facility that has a dedicated encephalitis ward in this region where more than 50,000 people have died of the dreaded disease since 1978, when the first case of encephalitis was reported from Gorakhpur. The medical college hospital serves encephalitis patients from 19 districts of Uttar Pradesh, Bihar, Assam and sometimes patients from the bordering areas of Nepal too.

For the harried doctors, it?s just another day in the paediatric-turned-epidemic ward, which has seen the most number of child deaths in the country. More than 400 children have succumbed to encephalitis in this hospital since June. The average toll is 3-4 per day, but on some days, the death count crosses double digits.

Spotlight on Japanese Encephalitis: A Neglected Public Health Problem

Between June and September, monsoon rains sweep across India, washing away the arid soil of the summer and irrigating the enormous rice fields that stretch across the country. Approximately 80 percent of India?s rain falls during this season and farmers eagerly anticipate the weeks of heavy downpour, with which their livelihoods are so intimately intertwined.
Monsoon season, however, brings not only the rain but also a slew of unpleasant disease-carrying vectors. The humid, damp air and stagnant pools of water lend themselves as ideal breeding grounds for infectious microorganisms. Cases of malaria and dengue, two of the more notorious mosquito-borne illnesses, explode across India, and the already fragile health infrastructure of this country is typically unable to handle the influx of patients. However, in the rural, farming villages children are dying of a disease that has received little media coverage despite its prevalence.
The Japanese encephalitis virus (JEV) is the most common cause of childhood viral encephalitis in the world, and India?s children are some of the most vulnerable to infection.

The previous total number of fatalities reported from Gorakhpur was 376 on Oct 8. 5 deaths on Oct 9 would have brought the total to 381. The total given below of 385 indicates 4 deaths in the past 72 hours. The state toll now stands at 426 - Ro

Gorakhpur: deaths from encephalitis in Purvanchal continues. BRD Medical College in the last twenty-four hours of the innocents killed and twenty new patients were admitted. Nehru 173 patients are being treated in hospital.
Siddharth those two who died five years of the four-year-old Shivam are sandalwood and Sntkbirnagr. Among those recruited four of Gorakhpur, Maharajganj, Kushinagar and township three - three, Mau and Sntkbirnagr A - A and Bihar, including five patients. Medical College from January this year so far in 2014, 385 of which have come to treat the patient's death.

Health warning after two deaths

(Kushinagar) within five days to contract meningitis after two deaths in the Brhra did not alert the health department. That is why children suffer more than a half dozen. The Department of Health is in sleep.
According to information on the last Saturday in Brhraganj Arzoo Bisunpura development section of the village died of encephalitis.
