In the northern Indian Ocean’s Bay of Bengal, Very Severe Cyclonic Storm Phailin is
moving toward a landfall on the northeastern coast of India, between Andhra Pradesh
and Odisha. The India Meteorological Department (IMD) classifies tropical cyclones as
“Very Severe Cyclonic Storms” when maximum 10-minute sustained winds range from
83 mph to 149 mph.
Phailin is predicted to strengthen significantly over the next 24 hours, reaching maximum
winds of 155 mph (135 kt), making it a “Super Cyclonic Storm”, and equivalent to a high
Category 4 hurricane on the Saffir Simpson Scale. However, the latest forecast shows
some weakening, to around 130 mph (110 kt), a high Category 3, just prior to landfall.
Phailin is the 2nd named storm and first cyclone of the 2013 Indian Cyclone Season.
Phailin is similar to Super Cyclone # 4 (1999) which made landfall near Paradip, Odisha
as a Category 5 storm bringing about 7 to 8 meters of storm surge and causing significant
loss to property and life. Phailin is not expected to be as intense as the 1999 event in Odisa.

At 9 p.m. local time (15 GMT) Thursday, October 10, Phailin was located about 650 km
southeast of Paradip, Odisha (Orissa) and 700 km east-southeast of Kalingapatnam,
Andhra Pradesh (near 15.6N, 90.0E). Maximum sustained winds were 115 mph (100 kt),
making Phailin an equivalent Category 3 intensity. Phailin is moving to the northwest
at 9 mph, and on the latest forecast track, should make landfall northeast of
Visakhapatnam, India, sometime late afternoon or early evening on Saturday, October 12.
The latest forecast tracks Phailin to move northwestward and cross north Andhra Pradesh
and Odisha coast between Kalingapatnam and Paradip, close to Gopalpur (Odisha) a city
bordering the Andhra Pradesh and Orissa coast. Maximum winds at the time of landfall
are forecast to be around 130 mph (110 kt).
The storm surge potential of Phailin is forecast to be about 1 to 2 m above the astronomical
tide, inundating low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha
and the Srikakulam district of Andhra Pradesh during landfall.
Very heavy to extreme rainfall is expected in some areas with about 25 cm predicted over
coastal Odisha and in a few places in north coastal Andhra Pradesh on October 12.
The rains are expected to continue and extend to interior regions of Odisha and coastal
areas of West Bengal.
