In the northern Indian Ocean’s Bay of Bengal, Very Severe Cyclonic Storm Phailin is
moving toward a landfall on the northeastern coast of India, between Andhra Pradesh
and Odisha. The India Meteorological Department (IMD) classifies tropical cyclones as
“Very Severe Cyclonic Storms” when maximum 10-minute sustained winds range from
83 mph to 149 mph.

Phailin is predicted to strengthen significantly over the next 24 hours, reaching maximum
winds of 155 mph (135 kt), making it a “Super Cyclonic Storm”, and equivalent to a high
Category 4 hurricane on the Saffir Simpson Scale. However, the latest forecast shows
some weakening, to around 130 mph (110 kt), a high Category 3, just prior to landfall.

Phailin is the 2nd named storm and first cyclone of the 2013 Indian Cyclone Season.
Phailin is similar to Super Cyclone # 4 (1999) which made landfall near Paradip, Odisha
as a Category 5 storm bringing about 7 to 8 meters of storm surge and causing significant
loss to property and life. Phailin is not expected to be as intense as the 1999 event in Odisa.

At 9 p.m. local time (15 GMT) Thursday, October 10, Phailin was located about 650 km
southeast of Paradip, Odisha (Orissa) and 700 km east-southeast of Kalingapatnam,
Andhra Pradesh (near 15.6N, 90.0E). Maximum sustained winds were 115 mph (100 kt),
making Phailin an equivalent Category 3 intensity. Phailin is moving to the northwest
at 9 mph, and on the latest forecast track, should make landfall northeast of
Visakhapatnam, India, sometime late afternoon or early evening on Saturday, October 12.
The latest forecast tracks Phailin to move northwestward and cross north Andhra Pradesh
and Odisha coast between Kalingapatnam and Paradip, close to Gopalpur (Odisha) a city
bordering the Andhra Pradesh and Orissa coast. Maximum winds at the time of landfall
are forecast to be around 130 mph (110 kt).

The storm surge potential of Phailin is forecast to be about 1 to 2 m above the astronomical
tide, inundating low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha
and the Srikakulam district of Andhra Pradesh during landfall.

Very heavy to extreme rainfall is expected in some areas with about 25 cm predicted over
coastal Odisha and in a few places in north coastal Andhra Pradesh on October 12.
The rains are expected to continue and extend to interior regions of Odisha and coastal
areas of West Bengal.

The storm over east central Bay of Bengal moved westwards, slightly intensified further and lay centred about 590 km south-southeast of Paradip in Jagatsinghpur district and 600 km southeast of Gopalpur in Ganjam district, SC Sahu, director of Bhubaneswar meteorological centre said.

One dead as Odisha braces for Cyclone Phailin

Bhubaneswar: As Odisha braced for Cyclone 'Phailin', heavy rains accompanied with gusty winds today lashed the coastal belt of the state where a woman was killed after a tree fell on her and 18 fishermen were trapped on a trawler near Paradip.

The woman identified as Jayanti Raut (42) died after a tree fell on her in the morning amid gusty winds, while she was plucking flowers near her house, said special relief commissioner P K Mohapatra.

"18 fishermen were reported trapped around 4km from Paradip in the sea on a fishing trawler. Though they contacted the Coast Guard, rescue operations could not be conducted as the sea is extremely rough.

With cyclone Phailin set to hit Odisha and Andhra Pradesh coasts on Saturday evening, the Railways have cancelled all trains between Howrah and Visakhapatnam as a precautionary measure.

While it had announced to cancel some passenger trains on Friday, Railways decided to suspend movement of all trains on Saturday in view of the cyclone.

?All trains between Howrah and Visakhapatnam will remain suspended on Saturday and are also likely to remain suspended on Sunday,? a senior East Coast Railway official said.

The Indian Meteorological Department warned that Phailin was a "very severe cyclonic storm" that was expected to hit with maximum sustained winds of 210-220 kilometres (130-135 miles) per hour.

However, the US Navy's Joint Typhoon Warning Center in Hawaii forecast maximum sustained winds of 269 kilometers (167 miles) per hour with gusts up to 315 kilometres (196 miles) per hour.

Indian officials also made less dire predictions about the storm surge, saying only it would be at least 10 feet (3 meters) high.

This bulletin is being issued for information only and reflects the current situation and details available at this time. The Indian Red Cross Society (IRCS), with the support of the International Federation of Red Cross and Red Crescent Societies (IFRC), is closely monitoring the situation for further action.

The situation
Cyclone Phailin, categorized as "very severe" and classified as the second most powerful cyclone to ever strike the country, made landfall on the eastern coast of India at around 9pm (local time) on 12 October 2013 with winds reaching 200km/h, marginally less severe than expected. Cyclone Phailin will remain a very severe cyclone up to six hours after landfall with wind gusts up to 235 km/h and heavy rain fall. Considering the magnitude of the cyclone in relation to the level of vulnerability in rural areas, the scale of damage is forecast to be huge; its full impact is yet to be assessed.

Nearly 600,000 people in Odisha and Andhra Prahesh State in India have been evacuated by the government with active support from the local Indian Red Cross Society branches. Numerous relief camps have been set up in cyclone shelters, schools and public buildings, making this the largest evacuation in 23 years.
Over 500 cyclone shelters have
been set up by the relevant authorities. To date, five cyclone-related deaths, due to fallen trees, have been reported in Odisha

The latest reports from the Indian Red Cross Society (IRCS) Srikakulam district branch indicates that sea water has entered the villages of Vadapalem, Kotturu, Baruva, Edduvaripalem, Kotta, Kalingapatnam, Gabshiguda and Mogadalapadu, affecting some 2,300 people so far. Those affected have been relocated to relief camps organized by district officials with support from IRCS branch volunteers.

The power supply has been cut from Ichchapuram to Palasa. Water levels in the Vamsadhara and Nagavalli rivers are expected to rise above danger levels. In terms of transport, all air and rail travel to the affected areas has been suspended due to the cyclone, with numerous highways along the coastline affected as well.

Mobile communication has been seriously disrupted in the affected areas due to the storms. This damage further complicates emergency response.

The Indian government has mobilized more manpower from the Navy, Air Force, and National Disaster Response Forces (NDRF) to the field to provide assistance with evacuation of people at risk. These forces were prepared to carry out relief and rescue operations as soon as the cyclone made landfall on the coast, with exact scale and numbers to be given.
