NEW DELHI, Jan. 24: Amid the bird flu outbreak across half of West Bengal and apprehensions of its spreading to neighbouring states, the Union Cabinet today took stock of the grim Bengal situation to work out ways and means to effectively tackle the dreaded avian influenza disease.
Reviewing the situation at the Cabinet meeting, the Prime Minister Dr Manmohan Singh directed the government that a massive awareness campaign be launched immediately.
Dr Singh?s directive came after the agriculture minister Mr Sharad Pawar briefed the Cabinet on the bird flu situation. The issue was not on the Cabinet?s agenda but was taken up because of the urgency of the issue.
?I have been directed by the Prime Minister to give widespread publicity on the bird flu situation, so we are launching a campaign immediately,? the information and broadcasting minister Mr Priyaranjan Dasmunshi said after the Cabinet meeting. He said the campaign would be launched on All India Radio (AIR) as not many villages have access to television.
Like his other Cabinet colleagues like Mr Pawar and the health minister Mr Anbumani Ramadoss, Mr Dasmunshi also blamed the West Bengal government for the delay in reporting the outbreak of the deadly virus among poultry in certain pockets of the state.
A timely joint initiative involving the Centre and the state could have been launched earlier to control the escalation of the bird flu in Bengal, Mr Dasmunshi said. ?It (bird flu) started on January 4 in some pockets of West Bengal and the attention of Centre was drawn on January 11,? Mr Dasmunsi said, echoing the statement by Mr Pawar earlier. He was referring to Birbhum and South Dinajpur where the bird flu first had first broken out, before spreading its tentacles to seven other districts of the state.
?There was a little delay in culling of birds,? Mr Dasmunshi said, adding that it has though picked up momentum lately and that both the Central and the state governments are now working together to tackle the menace. Mr Dasmunshi said the Bengal chief secretary has informed the Centre that there was currently no shortage of medicines or equipment to deal with the situation. ?If required, the Centre will extend all possible help.?
The I & B minister also said the Bengal bird flu outbreak was different from that of Maharashtra where its outbreak occurred two years ago. In West Bengal, the cases are located in pockets, with the issue having aspects of loan, interest and compensation involving farmers and poultry owners, he said.
The only solace in this otherwise disturbing Bengal situation is the point that no human cases affected by avian influenza virus has been detected there till date. Five human samples tested so far have been reported negative, it was officially stated today.
The Union ministry of health and family welfare has initiated a series of actions to assist West Bengal in the operations to contain and restrict the spread of bird flu. Senior ministry officials have been deputed to review the situation with the Bengal health authorities.
States of Jharkhand, Bihar and Assam which share a common border with West Bengal have been instructed to ban and prevent any entry of poultry-related products from Bengal there.
The BJP central leadership today demanded the Central intervention to bring the bir flu situation under control. Lashing out at the Left Front government over its alleged ?callous and irresponsible? handling of the epidemic, the BJP spokesman Mr Ravishankar Prasad charged that the ?lack of adequate and proper response? from the state government to the first signs of the bird flu?s outbreak resulted in the disease rapidly spreading to other parts of the state.
The BJP said the inept handling of the bird flu spread by the Bengal government was poised to give a ?bad name? to the country.

Avian flu control starts with police help

MALDA, Jan. 24: Despite villagers? resistance the animal resources development officials started culling operations with the help of police in Chanchal block areas in northern part of Malda district this evening.
A total of 40 teams, comprising five members in each team, have been deployed this afternoon from Chanchal sub divisional headquarters after medical check-up and training for all workers.
A total of 320 local labourers have been engaged for culling. Eight labourers will assist each team. Due to shortage of veterinary doctors, one vet has been engaged for supervising five teams.
?We have planned to collect ?backyard chickens? from the houses in the evening and kill all of them late at night?, said Mr. NK ****, deputy director, Malda animal resources development.
The district administration has planned to cull all chickens and ducks being reared in the houses within four days.
"We do not have planned to kill other birds at this moment?, said a veterinary doctor.
A total of 41 moujas have been identified for culling operation within 5 km radius from the epicenter Mahaanadapur village in Chanchal block.
The culling operation will cover Chanchal- I and Harishchandapur -I blocks in Malda district.
A part of Katihar in Bihar and Itahar block in North Dinajpur district has come within the 5 km radius, administrative officials said. But till 4.30 pm ARD officials failed to collect chickens from the locals due to resistance in a village under Mokdumpur gram panchayat. Villagers are demanding more money as compensation before handing over their chickens for culling, supervising official said.
Gram pachayat pradhan informed the local administration about the situation, fearing clash between the ARD officials and villagers, if the culling team resorted to force while collecting chickens from them.
Police personnel have been deployed for the protection of the culling team. The Chanchal SDO given instructions for a deployment of police avoid things from getting out of hand. "Situation is now under control at Uttar Gopalpur. But villagers are resisting at Boroi and Bishnupur and other villages?, the SDO said. ?We discussed the matter with the panchayat officials yesterday and appealed to them to hand over their poultry receiving the prices fixed by the government. We told them, we did not have liberty to increase or decrease the rate of compensation fixed by the government?, said Mr. Debasish Sarkar, the Chanchal SDO. The Chanchal SDO has received more death reports of chickens from neighbouring Harishchandrapur II block.
?We have got reports of chicken deaths from various places. At least 30 to 50 chickens died in each area. The city of Kolcata in India is in the midst of a bird flu outbreak.

The Indian government fears the outbreak of avian influenza will get worse if direct action is not immediately taken.

Dead birds found relatively close to the city have tested positive for the H5N1 variant of the virus, which can be lethal to humans.

Bird flu has broken out in nine of the 19 districts of the federal state of West Bengal, in which Kolcata is located.

The Indian authorities have initiated a mass slaughter of the birds, which is going slower than hoped.

IMPHAL, January 24: With reports of avian influenza outbreak in West Bengal, the Manipur veterinary department huddled in a meeting on Thursday to take necessary preventive measures. Veterinary and Animal Husbandry director Th Dorendra Singh said the state has been put on red alert and are sending random samples to the High Risk Animal Diseases Laboratory in Bhopal. Speaking to The Indian Express, Singh said Manipur?s proximity to West Bengal is worrying but his department is fully prepared. ?The nature of avian influenza is such that there could be an outbreak anywhere, anytime. For this, we are planning widespread public awareness through the media and our department workers. People will have to be prepared if there is another outbreak here.? All top V&AH department officials arrived in Imphal on Thursday from New Delhi after five days, where they were attending a meeting with the Planning Commission.

Although the international border with Myanmar has been closed to import of chicken and poultry-based items since the outbreak in West Bengal, the Government has ruled out sealing of the inter-state borders as of now. ?The poultry feed stocks are very low in the state. It would suffice only for a day or so. If the inter-state boundaries were sealed to poultry products, it would create havoc here. As of now, Manipur is free of bird flu but we are planning to send random blood and feed samples for testing,? Singh said.

BJP spokesman Ravishankar Prasad said ''lack of adequate and proper response'' on the part of the West Bengal government to the Centre at the time when the bird flu case was first reported in Malda and Murshidabad, had resulted in the spread of the disease in other districts of the state beyond its territory. ''It has caused anxiety in the minds of the people across the country,'' he added.

He said the Centre should intervene immediately as the country's image was ''under cloud'' following a ban on the import of poultry products by southern neighbouring country Sri Lanka from India.

The common people especially poor people were affected by the spread of the disease, Mr Prasad said.

Bird flu: Centre peeved at West Bengal

<SMALL>NEW DELHI: Centre is peeved at West Bengal for failing to strengthen surveillance and contain raging bird flu in the state despite its repeated warning for the last one year.

"Centre had warned West Bengal and other bordering states adjoining Bangladesh. But our warnings were completely ignored," a highly placed official closely associated with the development told this website's newspaper.

On receiving alert from Indian High Commission in Dhaka on reports of outbreak of avian flu in February 2007, Union Agriculture Minister Sharad Pawar had briefed the Union Cabinet on avian influenza. Following a discussion in the Cabinet, instructions were issued to West Bengal and states neighbouring Bangladesh on bird flu.

During last one year avian flu has spread to 26 out of 64 districts in Bangladesh. "All these directives have been completely ignored," the official noted adding that states were asked to stop movement of livestock, put up surveillance, cordon off areas and cull birds in case of an outbreak.

Pointing out how authorities in Maharashtra acted quickly to contain bird flu in 2006, the official said West Bengal displayed laxity even after bird flu spread its wings over the state. The first incident was reported to local government on 4 January. But West Bengal Government communicated to this to Union Agriculture Ministry on 11 January.

During the intervening period no appropriate action was taken letting avian influenza spread in the state. The bird flu has spread from two districts in West Bengal to nine districts.

Culling operations: Meanwhile the culling operations and surveillance in West Bengal has picked up pace as the state has deployed 583 rapid response team in six of the districts. The teams have been deployed in Birbhum, Dakshin Dinajpur, Murshidabad, Nadia, Burdwan and Bankura.

S K Bandopadhyay, Union Animal Husbandry Commissioner told reporters here that culling operations has been undertaken in three more districts-Hoogly, Cooch Behar and Malda on Thursday.

"We expect to cull 18 lakh birds over the next one week," Bandhopadhyay said giving details of culling operations carried out in West Bengal. So far 6.65lakh poultry birds have been culled, destroyed 1.30 eggs and destroyed 10000 kg of poultry feed.

The prevention checklist a Make sure that the birds are slaughtered in front of you, before buying.
a Cook chicken properly. Ensure that nom part of the chicken remains pink. No case of bird flu has occurred till date due to ingestion of well-cooked chicken.
a Wash hands after handling raw chicken and egg with soap for a minimum of 15 to 20 seconds. It gives adequate time for the soap to kill the virus.
a Wash the outer surface of the egg with soapy water and thoroughly cook the egg.
a Cook chicken at a temperature above 70 degree Celsius.
a Check that the egg-yolk is not runny.
a Do not use raw eggs in cooking anything.
aConsult a doctor immediately, if one contracts a flu like illness after contact with birds.
r If the crown of chicken appears to be black instead of pink, don?t buy it.
r For the time being don?t consume canned or refrigerated chicken. don?t buy chicken, if it is sold for an unexpectedly low price.

Moreover, according to a section of officials of the State Veterinary and Animal Husbandry department, the virus is suspected to have reached Goalpara district and neighbouring Khasi Hills of Meghalaya from West Bengal.

Though the officials refused to confirm the detection of the suspected virus in poultry in Assam, it, however, asserted that the Central team, which is on a visit to the State, is suspecting the spread of the virus to the NE States also.

The confirmation of detection of bird flu in Cooch Behar district of West Bengal had increased the vulnerability of Assam and the NE States, with the virus already suspected to have spread to bordering Goalpara district in Assam.

“The confirmation on bird flu cannot be given overnight as the final examination is done in Bhopal. It is only after the Bhopal lab sends the report to the Government of India that any confirmation can be given,” Assam Animal Husbandry and Veterinary department Director, Dr AK Katoky told The Assam Tribune.

“A Central Health and Veterinary experts’ team has been visiting the bordering Assam-West Bengal districts on the Assam side since Tuesday. The team left for Tura in Meghalaya today, from where they would proceed to Barak Valley through Shillong,” Kakoty said.

However, he declined from confirming detection of any bird flu case, saying that the Central team along the forest officials had a meeting where “to my knowledge, nothing of this sort was discussed.”

The team has collected samples from all the bordering districts and also inspected the precautionary steps being taken by the State Government.

Section 144 CrPC has been clamped along a 10-km radius of West Bengal-Assam and international border in the State, and all poultry markets in the bordering towns have been closed down, Dr Katoky added.

Moreover, reports also suggested that the virus had also reached the neighbouring East Khasi Hills of Meghalaya, where the Central team has been on a visit since Wednesday.

Dr Katoky said that all import of poultry products had been banned for more than a week and more than 7,000 poultry samples have been sent to Bhopal from the State.

PATNA: Over 400 chickens were culled in Bihar's Katihar district as a precautionary measure to check the spread of bird flu virus from neighbouring Malda district of West Bengal.

"These birds were culled in six panchayats in Azamnagar block till late on Thursday. The process was delayed as members of the culling teams had to collect the birds from individual houses," Deputy Development Commissioner Mithilesh Kumar Singh said.

Culling was suspended temporarily on Friday following shortage of the anti-viral medicine, Tamiflu.

Bihar government on Thursday set up rapid response teams at all blocks in Kishanganj, Purnia, Araria and Katihar districts to stop supply of poultry from West Bengal.

Officials said special vigils are being carried out on the situation in bordering districts of Araria, Kishanganj, Purnia and Katihar.

Serum collected from the birds of affected panchayats was also sent to Regional Diseases Diagonstic Laboratory in Kolkata for testing.

India's worst outbreak of bird flu spread as health authorities battled to stop it reaching the densely populated city of Kolkata amid heavy rain that hampered culling efforts.
Authorities reported the disease had affected two more districts, bringing the number hit by avian flu to 12 out of West Bengal state's total of 19.
Howra, one of the new districts reporting the disease, neighbours Kolkata. The other district was Purulia on the border with the eastern state of Bihar.
"We're afraid bird flu may spread to many areas -- it has already spread to two more districts," said state animal resources minister Anisur Rahaman in Kolkata, which has 13.2 million people, many of whom live in congested slums.
"We've yet to be able to control this disease," he told AFP, adding new outbreaks were being reported in districts affected earlier.
The disease has spread to more than half of West Bengal state since the deadly H5N1 strain was first confirmed in dead chickens more than a week ago.
"The government has banned the smuggling of chicken to city markets from affected areas," Rahaman said. "All we can do is keep a watch on the markets."
Officials at entry points to Kolkata were disinfecting cars and other vehicles entering the city.
India has not had any human cases of bird flu. But Rahaman said he feared the disease would spread to humans with hundreds of people reporting flu symptoms and children "playing with chickens."
The outbreak was first reported in the village of Margram, 240 kilometres (150 miles) from Kolkata, the capital of the Marxist-ruled eastern state.
Elsewhere in West Bengal, state party workers were to join vets and doctors in a bid to ramp up the culling of hundreds of thousands more chickens after two days of rains slowed operations.
The state says it needs to reach its target of slaughtering at least 2.2 million birds in the state of 80 million people as health authorities seek to control India's third -- and worst -- outbreak of the disease.
Two days of unseasonal rains have turned many rural dirt roads into mud rivers, making it impossible for health teams to reach farms.
Nearly one million chickens have been slaughtered but villagers complained culling teams were leaving the carcasses on roadsides to rot.
Humans typically catch the disease by coming into direct contact with infected poultry, but experts fear the deadly H5N1 strain of the virus may mutate into a form easily transmissible between people.
Migratory birds have been largely blamed for the global spread of the disease, which has killed more than 200 people worldwide since 2003.
Meanwhile, in neighbouring Bangladesh from where the Indian outbreak is believed to have spread, health teams slaughtered nearly 4,600 birds in a border area amid a worsening bird flu situation across the country.

Police and officials sealed off a one square kilometre (0.4 square miles) area at Dinajpur close to the West Bengal border after tests confirmed the H5N1 strain at a farm, government spokesman Salahuddin Khan said.
The new outbreak came as the UN Food and Agriculture Organisation said the bird flu situation had worsened in the impoverished country of 144 million people and posed a danger to public health. Since Bangladesh's first bird flu outbreak last February, the disease has been detected in 26 out of the country's 64 districts. Officials insist the disease is under control.

<hr color="lightblue" noshade="noshade"> NEW DELHI: The Union Cabinet on Thursday took stock of the bird flu situation in West Bengal following which Prime Minister Manmohan Singh directed the government to launch an awareness campaign about the disease. The Central government has assured the State government of all possible help.
According to the Union Health Ministry, no suspected human cases of Avian Influenza had been detected. Five samples tested so far had reported negative. There were no fresh cases of unusual mortality in poultry on Thursday. About 24 lakh birds are to be culled in nine bird flu-affected districts in West Bengal. So far 6.65 lakh birds have been stamped out.
Union Agriculture Minister Sharad Pawar briefed the Cabinet on the situation although it was not on the agenda. ?I have been directed by the Prime Minister to give widespread publicity on the bird flu situation; so we are launching a campaign immediately,? Information and Broadcasting Minister P.R. Dasmunsi told journalists after the meeting.
Campaign on AIR A campaign would be launched on All India Radio as not many villages had access to television. The State Chief Secretary had informed the Centre that at present there was no shortage of medicines or equipment to deal with the situation he said.
Meanwhile, the Department of Animal Husbandry said on Thursday that there were no fresh cases of bird flu in West Bengal after the spread in nine districts. These are Birbhum, Dakshin Dinajpur, Murshidabad, Nadia, Bankura, Malda, Cooch Behar, Burdwan and Hoogly.
Joint teams of members from the Health Ministry and the Department of Animal Husbandry had been deputed to visit the neighbouring and vulnerable States of Bihar, Jharkhand, Orissa, Assam, Tripura, Meghalaya, and Mizoram.
Contingency plan The contingency plan of the Ministry of Health had been implemented in the affected districts. Seven Central Rapid Response Teams were assisting the State in containment operations. In all the affected areas, active human surveillance had been undertaken in the 0-3 km zone and being further stepped up in 3-10 km area.
Persons having Upper Respiratory Infection and/or temperature were being monitored. Health care facilities had been identified with isolation ward and critical care facilities for management of human cases of Avian Influenza. The animal health staff involved in the culling and sanitisation operations were being monitored.
The Ministry had supplied 1,20,000 capsules of preventive Oseltamivir, 5,000 personal protective equipments, 5,000 N-95 masks and five ventilators in addition to earlier supplies. An additional 1,00,000 capsules of Oseltamivir, 100 bottles of Oseltamivir syrup and five ventilators were sent on Wednesday. There was adequate stock of Oseltamivir and Personal Protection Equipments to meet further requirements.

Cold Wave Killing Crops, Birds In Rajasthan

The current cold wave is affecting not only people but also birds and crops in the desert state of Rajasthan.

At least 23 peacocks have so far been reported dead in a village in Ajmer district, some 160 km from state capital Jaipur.

'Three more peacocks were found dead in an agricultural field on Pabuthana village Thursday, taking the death toll to 23 in the past four days,' Ranglal Chaudhari, a resident, told IANS.

Forest department officials confirmed the deaths of peacocks.

'These peacocks were found to have been suffering from pneumonia. It can be because of the extreme cold conditions or a bacterial infection,' said a senior forest official.

The minimum temperature in Mount Abu, the only hill station of the state, has touched a minimum of minus 3 degrees Celsius, while it has been fluctuating between zero and 6 in various parts of the state for the past four days.

Farmers in some districts are worried about crop damage from ground frost. With lots of fog and no winter rain, the mustard crop is under serious threat across the state, which accounts for about 40 percent of India's mustard production.

'The crop has been sown in an area of 2.3 million hectares this year, about 400,000 hectares less than last year,' a state agriculture department official said, adding that the department has started to undertake a survey of the damage to winter crops which according to trade estimates is as high as 15 percent.

'This cold wave has really affected our crops. Moreover, we cannot think of entering our fields before 10 a.m. and have to leave the fields early in the evening. Our mustard crop has been badly damaged as the cold and fog is very severe,' said Lalaram Meena, a farmer in Jaipur district.

In the state capital, roads wear a deserted look especially late in the evening as people prefer to remain indoors. Whoever has to be outdoors is usually found near a bonfire.

In a bid to provide relief to the homeless, the state government has put up makeshift tents in the city.

'These tents have been erected at almost all the places where we have large number of pavement dwellers,' an official of the district administration said.

How the West Bengal government didn't see it coming

It's a fowl situation in West Bengal and there's little the state government is now able to do about it. The H5N1 virus is spreading untramelled across the state, with nine districts having already been declared as hit by bird flu. Meghalaya and Bihar are also on alert, even as experts fear the epidemic has assumed devastating proportions.

West Bengal, for one, is proving to be ill-equipped to handle the crisis. At the root of the crisis here lies the state's initial attempt to brush reports of the outbreak under the carpet. News of an unusually large number of domestic fowl dying had been trickling in from Birbhum district as early as the last week of December. "We did get some reports," admits state animal resources development (ARD) minister Anisur Rahman, "but thought those deaths were due to the cold weather. When the deaths persisted, I thought it was the Ranikhet disease (a viral infection affecting birds but not as serious as the H5N1 virus)."

What he didn't tell us was that even though the dead birds were displaying avian flu-like symptoms, the ARD department never bothered to send the carcasses for tests to the High Security Animal Diseases Laboratory (HSADL) at Bhopal for crucial confirmatory tests. "It was the year-end, everybody was in a relaxed mood and we hoped it wasn't anything serious," says a senior ARD officer. It was only on January 5, when reports of 20,000 poultry birds dying over six days at Rampurhat in Birbhum district reached Calcutta, that ARD authorities woke up to the crisis in their midst. By January 7, preliminary tests revealed that it was indeed the deadly H5N1 virus.

Even so, it wasn't until 5.30 pm on January 11 that the state government faxed news of the outbreak to the animal husbandry department of the Union agriculture ministry. This, when all states had been asked repeatedly to alert New Delhi within 24 hours of any suspected outbreak. Crucial time was thus lost and by the time the culling of the birds started, the situation had spun out of control. "Speed is the key in containing the spread of this virus. Delay in initiating urgent preventive action provides the virus an opportunity to move away from the index zone (area where outbreak is first reported)," says Dr Santanu Bandopadhyay, animal husbandry commissioner in the agriculture ministry. "There was a delay on the state's part in informing us."

But if you thought this would be chastisement enough, talking to Anisur Rahman convinces you otherwise. Even on January 14, three days after New Delhi was informed about the bird flu outbreak, the minister was asserting that it was "too early" to confirm the birds were dying of the H5N1 virus. This complacency allowed the virus to have a free run for nearly three weeks—from the last week of December till culling was ultimately ordered on January 16. This came following HSADL's confirmation the previous day that it was indeed the H5N1 virus that was killing the birds.

Worse, due to the lack of awareness, thousands of villagers and poultry workers had handled the diseased and dead birds. Villagers who hadn't been told of the outbreak offered stiff resistance to the culling team. Next they feared they'd be cheated out of the paltry compensation announced—Rs 40 for an adult country chicken or duck, Rs 30 for a broiler chicken and Rs 10 for a chick.

At Bolpur town in Birbhum district, for instance, she discovered that health authorities had designated an abandoned morgue as an isolation ward for people suspected of being afflicted by the virus!

Even the January 17 declaration by the WHO that the Bengal outbreak was the "worst ever", coupled with its dire warning that the crisis may get prolonged, could not infuse any sense of urgency in the state government. Panchayat samitis in the affected areas, asked to educate the villagers to coop their birds and hand them over to culling teams, failed to do so. Political parties, wary of angering villagers ahead of the forthcoming panchayat polls, refused to ask people to hand over their birds to the authorities.

The culling teams have their own set of problems. A shortage of Tamiflu tablets (the only effective antidote to the H5N1 virus) and protective gear has resulted in culling teams refusing to venture into affected zones. In Malda district, for example, culling could not start even three days after the HSADL confirmation. The state's ineptitude shows up elsewhere as well. Ban on movement and sale or consumption of chicken remained largely on paper, with the media carrying enough photographs and reports of people in the affected districts consuming dead or diseased chicken and ducks.

"We had asked the state government not to wait for the results of the confirmatory tests from the HSADL but to start acting after preliminary reports of large-scale bird deaths came in from new areas," a senior Union animal husbandry department officer told Outlook. "However, the government refused to do so. As a result, the virus is spreading wildly. By the time culling is ordered in one area, the virus has spread much beyond it."

Admittedly, Bengal's unique conditions—its large number of water bodies and marshy lands (facilitating the spread of the virus through water fowl), the high density of its domestic fowl population and the fact that the affected birds are mostly backyard chicken (it's easier to cull birds inside farms)—are contributing to the unshackled spread of the virus. But then, experts had taken these factors into account and warned the state government weeks ago.

Now that the situation has got out of hand, the state government has thrown up its hands in despair. "How were we to know the virus would spread so fast?" asked West Bengal's bemused chief minister, Buddhadeb Bhattacharya. "The situation is beyond the scope of the state government to handle on its own. But we're getting help from the Union government and other states." His health minister Surjya Kanta Mishra, though, is not willing to admit as much. Everything, he maintains, is under control. The H5N1 virus, meanwhile, is cocking a snook at his brazen claim.:tiphat:
