Kolkata: Birdflu was detected today in South 24 Parganas and West Midnapore taking the number of affected districts to 13 out of a total 19 in West Bengal.

Authorities of the two districts confirmed the spread of avian flu and said that culling operation would begin tomorrow. West Midnapore District Magistrate N S Nigam said samples of chicken sent from Chakbelcha village in Debra block of Kharagpur subdivision had tested positive.

In South 24 Parganas the disease tested positive in Budge Budge, District Magistrate Sanghamitra Ghosh said. Nigam said 40 teams would start culling operations in five km radius of Chakbelcha on Monday.

Meanwhile, birdflu spread to Baro Khalasamari at Mathabhanga block in affected Coochbehar district, where the disease had hit four villages in Dinhata bocks I and II.

In the affected district of Howrah, avian flu spread to Panchla in addition to Sankrail. Reports from the district said a fox and other birds like falcon were found dead there. About 15.75 lakh hens and cocks have already been culled so far out of the target of 22 lakh in 11 districts and 1.25 lakh had died, West Bengal Animal Resources Development Minister Anisur Rehman said during the day. We have never to my knowledge ever had this much activity in b2b transmission. The geographical spread is staggering in such a short period of time. West Bengal, a significant portion of Bangladesh and suspicious bird deaths north into Nepal. As of yet we have not seen the same kind of cross-over to humans we have seen in other endemic areas. For that reason I am putting my tin hat next to me but, not on my head. No one here, to my knowledge, is suggesting this is the end. But, it would be bizarre to suggest there wasn't cause for some concern. The sheer numbers of possible b2h infections should cause us to sit up and take notice if nothing else.

We do not fully know what has gone on in other countries/continents.

This situation is a concern, of course. It is an environmental situation that could have dire consequences if proper hygiene and recommended procedures are not followed.

KOLKATA, Jan. 28: After residents of Bhangar, it is the turn of the people of Budge Budge in South 24-Parganas to come under the grip of avian flu scare.
Panic spread among the residents of Budge Budge after the district administration announced that bird flu has hit the block taking the number of districts affected by bird flu in the state to 13. Budge Budge, according to a senior state animal resources and development department official, is the new addition to the list of bird flu affected blocks in the state. A total 44 blocks of the state have been hit.
The trade of chicken in some villages in Budge Budge has been banned after the news of birds affected by the H5N1 virus dying in villages like Kashipur and Alampur spread to the other villages.
Though the administrative officials said that there was no cause for panic, residents of these villages have stopped buying chicken resulting in a fall of price of chicken.
The district magistrate, Ms Sanghamitra Ghosh, held a meeting with other district health and animal resources department officials yesterday evening after they came to know that blood samples, sent to a laboratory in Bhopal, tested positive for H5N1 virus. According to a senior district administrative official, blood samples of four dead birds were sent to Bhopal last week after death of few chickens were reported.

Reports of blood tests are awaited. Srinagar, Jan 28: Jammu and Kashmir government has sent samples of two migratory birds, found dead in a wetland near the border, to Bhopal for bird flu tests. The import of poultry has declined after a drop in the local consumption.

However, veterinary expert Dr F A Kaloo says there was no report of any bird flu case from any part of the state. He said all measures have been taken to prevent transportation of any such virus into the state.

Dr Kaloo said two birds were found dead in Gharana wetland near the border in Jammu. However, official sources said half a dozen birds have died due to a ?mysterious disease.?
??Nobody should draw a conclusion that birds have died due to bird flu. We have collected samples of the dead birds and sent them to Bhopal for tests,?? he said, adding people should not panic.

Dr Kaloo said, ??We are waiting for test results and will act accordingly.?? There was no question of bird flu virus reaching the state from West Bengal. There are several states in between which are still safe, he added.

He said constant check is being carried out at different places even though there was no case of bird flu reported from any part of the state so far.

We have organised awareness camps to make people aware about various ailment afflicting cattle and poultry birds including bird flu, Dr Kaloo said. He said so far the samples taken for bird flu were found negative and there was no need to worry. A check post has been set up at Lakhanpore, the gateway of Jammu and Kashmir, bordering Punjab, where doctors and other staff members of the Animal Husbandry department were posted to check poultry birds before allowing them to enter the state.

Similarly, check post has been set up at Qazigund, they said, adding that they have made all arrangements to prevent the virus to enter the state.
However, for precautionary measures the department has decided to impose ban on the movement of poultry during night when proper checking was almost impossible, they said.

Official sources said there was a decline in the import of poultry from other states during the past two weeks because of a drop in the consumption. More than 30,000 birds were being consumed daily in the valley. However, the number increases during festival and marriage season.

Fish was in great demand as most butcher shops remained closed due to shortage of sheep and goats.
To meet any challenge, the state health department has directed all Medical Officers in the state to remain prepared.
The health department has also directed all rapid response teams to be ready in case of any contingency, they said.

Two migratory birds found dead due to a 'mysterious disease' at a nature reserve in southern Kashmir have been sent for bird flu tests, Kashmir's Department for Animal Husbandry said Monday.
Official sources however said half a dozen birds have been found dead due to 'mysterious disease' so far.
The latest case comes after restrictions were imposed on the movement of poultry or other captive birds from eastern Indian states where outbreak of H5N1 avian influenza has been reported from several areas.
Jammu and Kashmir government has sent samples of the migratory birds, found dead in a wetland near border with Pakistan in Jammu region, to Animal Disease Lab in Bhopal for bird flu tests, an official spokesman said. The spokesman added that the development was "not unexpected" but there was no evidence to suggest the disease had spread to the wider wild bird population or domestic birds here.
Around this time of the year hundreds of thousands of migratory birds visit the Kashmir Valley's wetlands. Experts fear they could carry the killer virus to the state.
"The H5N1 avian influenza virus could be carried by vectors like migratory birds, all kinds of poultry birds, poultry feed, eggs etc," a veterinarian said adding that it can also be air borne.
He said a strict vigil is being maintained at all the wetlands including Hokarsar, Aanchar, Dal, Haigam etc.
World's first case of the virulent strain, which has killed more than 200 people worldwide since 2003, was in a dead swan found in a Scottish fishing village in Britain in 2006.

Alarming Spread of H5N1 in Southern West Bengal

In West Midnapore, where the avian influenza affected only one village on Sunday, the disease spread to 107 villages in Debra block, District Magistrate N S Nigam said.

The above comments on H5N1 spread in southern West Bengal are alarming. The site of the spread is near the Orissa border (see satellite maps here and here) and suspect cases and activity in Orissa has been noted.

In addition to this activity in southern West Bengal, increases in activity in southern Bangladesh have also been noted in recent days. The massive die offs of crows in West Bengal and Bangladesh suggest control of the H5N1 spread will be difficult.

In addition to wild and domestic poultry deaths, there have also been reports of deaths in the regions reporting the highest H5N1 activity. There have been media reports of goat deaths at multiple sites in Birbhum and Murshidabad
in addition to suspect human cases. There have also been reports of fish and cattle die offs in the south, including West Midnapore.

Culling operations are trailing H5N1 reports, as indicated by the outbreak noted above in the Debra block. Testing has been minimal, which has limited reports of confirmed H5N1. However, H5N1 spread is not dependent on official confirmations, and excessive poultry deaths in surrounding areas continue to increase.

More aggressive testing and reporting would be useful. The excessive exposure of villagers to confirmed H5N1 raises serious questions about the lack of reported human cases.

The above comments describe likely spread of H5N1 to additional species in the Calcutta suburbs that have tested positive for H5N1 (see satellite map here and here).

Although West Bengal has not confirmed H5N1 in additional species, Bangladesh has reported H5N1 confirmation in massive crow deaths in north and south Bangladesh. Videos of initial outbreaks in Birbhum also showed large numbers of dead crows in regions where poultry died. Similarly, crow deaths have been described in multiple regions in West Bengal.

The spread of H5N1 to these additional species hampers control of H5N1. Although Calcutta has been sealed, the additional species provide vectors that can navigate over and through poultry checkpoints on Calcutta?s borders.

Similarly, these wild species also impacts control of H5N1 at the borders with neighboring districts or countries. Although alerts have been issued and checkpoints have been increased, further spread of H5N1 is likely and excessive poultry deaths suggest H5N1 has already crossed into adjacent districts and countries.

More extensive testing and reporting in these border areas would be useful.

"Lesser number of birds are dying due to the disease," Health Minister Anbumani Ramadoss told reporters in New Delhi after reviewing the bird flu situation.

"We are confident that we would be able to contain the disease," he said.

Culling operations were hit in bird flu-affected Coochbehar in West Bengal with workers demanding higher remuneration.

There was no further spread of the virus in the state where 13 of the 19 districts have fallen prey to the disease.

The Union Health Ministry has written a letter to the Ministry of External Affairs asking it to also seek details of the gene sequencing of the bird flu virus in Bangladesh.

This would help in finding out the source of the current infection and also deal with any future outbreaks, the minister said.

"Once we cull the birds and do away with them and if again the infection comes we need to know where it has come from," he said.

Health Secretary Naresh Dayal said that the virus affecting the poultry in West Bengal was closer to the Maharashtra strain rather than the one found in the recent outbreak in Manipur.

"We would like to track where it (the virus) has come from. It could be from migratory birds also," he added.

India To Seek Bird Flu Strain Samples From Bangladesh

Indian authorities want samples of the bird flu strain in Bangladesh to see if the 'real root of the current outbreak' of avian influenza in West Bengal lies in that country.

'We have written to the external affairs ministry to request them to get samples of bird flu strains from Bangladesh. We will examine them and try to reach the root of the current outbreak in West Bengal,' Health Minister Anbumani Ramadoss said after a meeting in the capital to review the bird flu situation in West Bengal.

West Bengal shares a part of its border with Bangladesh, which too has been affected by bird flu.

'We need to know from where it has come,' he said.

Health Secretary Naresh Dayal said the virus detected in West Bengal was somewhat similar to those found in Maharashtra in 2006, but not like those found from Manipur.

'We want to trace its origin,' Dayal too said, adding that migratory birds could not be wished away as the source of the outbreak in West Bengal.

Officials said the external affairs ministry was also requested to urge Bangladesh to direct its security men on the border with India to keep a vigil on the movement of poultry birds.

Animal Husbandry Secretary Pardeep Kumar said India's Border Security Force (BSF) has been asked to stop any poultry movement across the frontier.

An outbreak of bird flu in two district of West Bengal was confirmed Jan 15. Since then, 42 blocks and four municipalities in 13 districts have been affected by avian influenza.

The 13 affected districts in West Bengal are Birbhum, South Dinajpur, Murshidabad, Nadia, Burdwan, Bankura, Malda, Hooghly, Cooch Behar, Purulia and Howrah, South 24-Parganas and West Midnapore.

Meanwhile, four countries Nepal, Bhutan, Oman and Qatar have stopped importing poultry from India. Several states including Bihar, Jharkhand, Orissa and Tamil Nadu too have stopped importing chickens from West Bengal.

Help from any country welcome, says West Bengal

KOLKATA: West Bengal is open to offers from any country to provide technical know-how and vaccines that could bolster measures to contain the avian flu outbreak that has hit 13 districts.

?Any such offer, whether from the United States of America or any other country, is welcome but the decision lies with the Centre,? Minister for Animal Resources Development Anisur Rahaman told The Hindu here on Tuesday.

U.S. Ambassador David Mulford said in New Delhi on Monday that his country had offered to provide technical assistance and equipment to check the spread of the disease.

There was no report of any new district being hit. A report of some birds dying in a pocket of North 24 Parganas ? one of the districts not affected by the disease ? was being looked into, the Minister said. If the mortality rate was found to be unusual, poultry birds found within a radius of five km would be culled.

The government was not considering imposing strictures on the sale of chicken and poultry products in the city?s markets, though there was a week-long ban as a ?precautionary measure? in the Bidhannagar municipality. The Salt Lake area lies within the jurisdiction of this civic body.

Mr Rahman said the source of the virus could be Bangladesh, ?though it is for the Centre to ascertain the facts.? He pointed out that many of the affected districts were located close to the Bangladesh border. ?About 15 countries have reported an outbreak of avian flu and Bangladesh appears to be the worst affected,? he said.

In Howrah, poultry samples from Uttar Panchla village were tested positive at laboratory and fresh culling operation initiated within the 5-km radius of the area, District Magistrate Khalil Ahmed said.
The administration had so far culled 1.5 lakh chickens in the district where bird flu had earlier been reported in two blocks — Sankrail and another village of Panchla block — in the past three days, he said.
In Birbhum, samples from Alunda village in Suri block-1 of Birbhum tested positive and in Nadia district, where culling has been completed, it spread to Kalyani, official sources in the districts said. ##Ad##
Animal Resources Development Minister Anisur Rahaman said the over 4,000 chicken died at Baduria in North 24-Parganas district, adjacent to Kolkata, with samples being sent to Bhopal. He said culling had been ordered in a 5-km radius of the fresh affected areas.
In Nadia district, it spread to Kalyani with reports from Harijan pally Ward number 2. Culling would begin from Wednesday, he said. A total of 25 lakh chicken had been culled all over the State, Rahaman said. "The target may be little higher considering the fresh outbreak, but we have asked the districts to complete culling by (Wednesday)," Rahaman said. The State government also sought information from Bangladesh on the strains of the avian influenza to source the origin of the viral infection. <!-- google_ad_section_end=sify_article -->

West Bengal?s avian flu epidemic has spread from backyard poultry to the organised sector and entered a new district, North 24 Parganas, where 3,500 chicken were found dead in a poultry farm in Baduria, barely 25 km from Kolkata.
Animal Resources Development Minister Anisur Rahman said samples from North 24 Parganas have been sent to the High Security Animal Disease Laboratory in Bhopal and culling started within a five-km radius of the farm. ?Following today?s discovery, we will have to revise our culling target as the bird flu has moved into a new district,? Rahman said.
Tuesday?s report was the first occurrence of large-scale deaths in a poultry farm. With the chicken deaths being reported from North 24 Parganas, Kolkata is now surrounded by bird flu affected districts.
At Tuesday?s meeting of the state cabinet, Chief Minister Buddhadeb Bhattacharjee impressed upon his colleagues the seriousness of the situation. The CM also advised Rahaman to keep in touch with the Union Government. ?I have spoken to Central officials about preventive measures. They have told me that there is a vaccine for the chicken but it cannot be used as the birds have already become carriers,? he said after the meeting. The Minister added that the Chief Secretary was following up the US Government?s offer of help.
However, in New Delhi, the Union Government said West Bengal has intimated it that no further support was needed from the Centre at this stage. ?The Resident Commissioner clearly stated in the meeting that there was no further support needed,? said a release issued after a meeting called by the Union Health Minister to review the situation.
The Centre said the infection has spread to some new areas in the already affected Howrah and Birbhum districts, though the outbreak was restricted to small areas. ?It is gathered that the infection is not over a wide area but restricted to small pockets,? the release said.
Given the established norms that all poultry in regions close to affected areas need to be culled, the rapid response teams engaged in the field culled about 2.38 lakh birds on Monday taking the total number of culled birds to 21.68 lakh.
