CHP investigates 115 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) has announced that as of 0.00am, August 2, the CHP was investigating 115 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 3 512 in Hong Kong so far (comprising 3 511 confirmed cases and one probable case).

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk).

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with everyday tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

Moreover, the Government has launched the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk) for announcing the latest updates on various news on COVID-19 infection and health advice to help the public understand the latest updates. Members of the public may also gain access to information via the COVID-19 WhatsApp Helpline launched by the Office of the Government Chief Information Officer. Simply by saving 9617 1823 in their phone contacts or clicking the link wa.me/85296171823?text=hi, they will be able to obtain information on COVID-19 as well as the "StayHomeSafe" mobile app and wristband via WhatsApp.

To prevent pneumonia and respiratory tract infection, members of the public should always maintain good personal and environmental hygiene. They are advised to:

• Wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including performing hand hygiene before wearing and after removing a mask;
• Perform hand hygiene frequently, especially before touching the mouth, nose or eyes, after touching public installations such as handrails or doorknobs, or when hands are contaminated by respiratory secretions after coughing or sneezing;
• Maintain drainage pipes properly and regularly (about once a week) pour about half a litre of water into each drain outlet (U-trap) to ensure environmental hygiene;
• Cover all floor drain outlets when they are not in use;
• After using the toilet, put the toilet lid down before flushing to avoid spreading germs;
• Wash hands with liquid soap and water, and rub for at least 20 seconds. Then rinse with water and dry with a disposable paper towel. If hand washing facilities are not available, or when hands are not visibly soiled, performing hand hygiene with 70 to 80 per cent alcohol-based handrub is an effective alternative;
• Cover your mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissues into a lidded rubbish bin, then wash hands thoroughly; and
• When having respiratory symptoms, wear a surgical mask, refrain from work or attending class at school, avoid going to crowded places and seek medical advice promptly.

A physician in Caritas Medical Centre confirmed COVID-19 infection

The spokesperson of Caritas Medical Centre (CMC) made the following announcement today (August 2) on the confirmed COVID-19 infection of a physician:

An internal medicine and geriatric doctor from CMC sought treatment with sore throat on July 31. His nasopharyngeal swab and deep throat saliva samples taken yesterday were tested positive for COVID-19 today. He is currently receiving isolation treatment at Princess Margaret Hospital. The two family members who lived with him developed symptoms on July 23 and July 27; and were diagnosed on July 31 and August 1, respectively.

After the CMC was informed yesterday, the Hospital Infection Control Team has followed up the incident with the Chief Infection Control Officer and the Centre for Health Protection. Close contacts were traced, including doctors, nurses, allied health professionals, and supporting staff. Currently, a total of three medical staff have been classified as close contacts and need to be quarantined for 14 days. In addition, 24 healthcare staff and 17 patients are listed as other contacts, subject to 28-day medical surveillance and COVID-19 testing. Currently, all staff members have tested negative.

The affected doctor had treated two COVID-19 patients (case number 2688, and a preliminary positive case aged 87), both of whom were admitted to the medical ward. During his clinical duties, the doctor complied with COVID-19 infection control guidelines, including the wearing of appropriate personal protective equipment and hand hygiene. Since the doctor’s family members first developed symptoms, it was epidemiologically inferred that he has acquired infection from his family cluster.

The above-mentioned preliminary confirmed case of the 87-year-old male patient came from the Siu Sin Nursing Centre on Tai Po Road. He was admitted to the surveillance ward of CMC on July 23 and was transferred to the medical ward after being tested negative. Upon hospitalisation, the patient developed fever and his physical condition deteriorated. He required high-flow oxygen to maintain breathing. On August 1, the hospital conducted another viral test for him. The result was positive. The patient was transferred to the isolation ward for further treatment. The current condition is serious. The source of the patient’s infection is still under investigation, and 24 patients who had stayed in the same cubicle and about 20 healthcare staff were classified as close contacts and required isolation and quarantine. Their viral tests were negative to COVID-19 at this stage. The contact tracing is still on-going.

Together with the two previously confirmed patients (case numbers: 2604 and 2688) on July 24 and 25, respectively, a total of three patients in the same ward have tested positively for COVID-19 in the past nine days . It was confirmed that patients with case numbers 2604 and 2688 were tested positive for COVID-19 at the time of admission and were community acquired infections.

As a precautionary measure, admission and discharge of patients in the ward concerned has been suspended. The hospital is also conducting viral tests for all patients in the ward, and the results are negative.

The hospital has arranged thorough cleaning and disinfection in the relevant areas; strengthened the infection control support for various clinical and non-clinical departments; and reminding staff to wear masks at all times and avoid having meals with other colleagues. The hospital will continue to provide the necessary assistance to employees of departments concerned and continue to closely monitor the health of staff members and patients. It will also maintains communication with the Centre for Health Protection to follow up on the latest situation.

Tuen Mun Hospital announces passing away of COVID-19 patient

The spokesperson for the Tuen Mun Hospital (TMH) announced today (August 3) that an 83-year-old male patient confirmed with COVID-19 infection (case number: 1346) passed away today.

The patient with chronic disease was admitted to the TMH on July 9 due to fever. His condition continued to deteriorate and eventually succumbed at 6.34am today.

The Hospital was saddened about the passing away of the patient and would offer necessary assistance to his family.

Including the above case, 36 COVID-19 confirmed patients have passed away in public hospitals so far.

Agency Worker of Immigration Department tested positive for COVID-19

Yesterday evening (August 2), the Immigration Department (ImmD) learned that an agency worker was notified to have tested positive for COVID-19.

The officer concerned is responsible for assisting applicants to submit travel documents application at Immigration West Kowloon Branch Office in Tsim Sha Tsui. He last performed duties on August 1 and he was subsequently notified of the positive result yesterday evening by the Centre for Health Protection (CHP). The officer concerned has no recent travel history. His body temperature was normal before commencing duty and he wore mask and followed relevant disease prevention measures at work. Currently, the CHP is trying to find out the cause of his infection and whether he has been in close contact with other people. ImmD will proactively co-operate with the CHP's quarantine work.

In consideration of public health and hygiene, West Kowloon Branch Office was closed immediately until further notice for thorough cleaning and disinfection according to guidelines provided by the CHP. QEH announces passing away of COVID-19 patient

The spokesperson for Queen Elizabeth Hospital (QEH) announced today (August 3) that an 84-year-old female patient confirmed with COVID-19 (case no: 2115) passed away today.

The patient, with chronic disease, was admitted to QEH on July 10 due to syncope and a fall. Her condition continued to deteriorate and she eventually succumbed at 5.28am today.

QEH was saddened about the passing away of the patient and will offer necessary assistance to her family.

Including the above case, 37 COVID-19 confirmed patients have passed away in public hospitals so far.

LCSD-outsourced cleaning worker preliminarily tests positive for COVID-19

The Leisure and Cultural Services Department (LCSD) today (August 3) said that an outsourced cleaning service contractor worker has preliminarily tested positive for coronavirus disease 2019 (COVID-19).

The outsourced cleaning worker concerned worked at Peace Avenue Playground in Kowloon City District. He last performed duties on July 28. He felt unwell earlier and sought medical treatment at a hospital, and was notified yesterday (August 2) that he had preliminarily tested positive for COVID-19. He has been treated under isolation in hospital, and is now in stable condition.

The cleaning worker concerned has no recent travel history. He wore surgical masks when performing duties, and his body temperature was normal when undergoing temperature screening during work.

The LCSD will arrange a thorough cleaning and sterilisation at areas of the Peace Avenue Playground according to the guidelines of the Centre for Health Protection (CHP). The playground has been temporarily closed.

The LCSD is highly concerned about the COVID-19 epidemic and will continue to maintain close liaison with the CHP. Staff are reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.

To Kwa Wan Market to close early today for deep cleaning and disinfection

The Food and Environmental Hygiene Department (FEHD) today (August 3) announced that in view of a newly preliminary confirmed case of coronavirus disease 2019 found to be related to To Kwa Wan Market, to safeguard the health and safety of market stall tenants and the public, the FEHD has immediately cleaned and disinfected the areas the patient has used. The market will be closed an hour earlier today at 7pm for deep cleaning and disinfection.

During the period, FEHD staff will thoroughly clean and disinfect communal areas and facilities in the market, and call for co-operation of market tenants to conduct cleaning and disinfection at their respective stalls, with a view to improving the overall hygiene condition of the market. In addition, the FEHD will carry out deep cleaning work at the periphery of the market and nearby streets. The cleaning and disinfection work is expected to last about four hours.

A spokesman for the FEHD said, "The FEHD attaches importance to the hygiene conditions of public markets. In addition to regular cleaning work in the daytime, market service contractors also conduct thorough cleaning in all markets after the markets are closed every day. During this epidemic period, the FEHD has already stepped up cleaning and disinfection of communal areas and facilities in the markets, including toilets, escalators, elevators and stair handrails with diluted household bleach regularly every day. Disinfectant hand sanitisers are also provided in the markets for public use.

"Moreover, starting from late July, the FEHD has progressively arranged a voluntary one-off free COVID-19 testing service for staff of market stalls and personnel working in markets. No online registration is required. The FEHD works closely with the testing agency to determine the priority of various markets with reference to a risk-based approach and manpower resources. The FEHD is in close liaison with the Centre for Health Protection and has been distributing specimen bottles to markets with confirmed cases involving operators of market stalls or personnel working therein since the implementation of the scheme. This includes distributing specimen bottles to operators of market stalls or personnel working in To Kwa Wan Market on August 1."

The FEHD will continue to closely monitor the situation of each market, and will conduct deep cleaning and disinfection work in other markets if necessary so as to maintain environmental hygiene.

Public hospitals daily update on COVID-19 cases

As at 9am today (August 3), 78 COVID-19 confirmed patients were discharged from hospital. So far a total of 2 037 patients with confirmed or probable infection have been discharged.

At present, there are 675 negative pressure rooms in public hospitals with 1 256 negative pressure beds activated. A total of 1 243 confirmed patients are currently hospitalised in 19 public hospitals and a community isolation facility, among which 43 patients are in critical condition, 49 are in serious condition and the remaining 1 151 patients are in stable condition.

The Hospital Authority will maintain close contact with the Centre for Health Protection to monitor the latest developments and to inform the public and healthcare workers on the latest information in a timely manner.

Relief security guard of outsourced agency of Cash Payout Scheme Secretariat tests positive for COVID-19

The Cash Payout Scheme Secretariat today (August 3) learned that a relief security guard of its outsourced agency has tested positive for Coronavirus Disease 2019 (COVID-19).

The relief security guard works at the Cash Payout Scheme Secretariat on 17/F, Pioneer Centre, 750 Nathan Road, Mongkok for security duties. He last performed duties in the office on July 30 and has no recent travel history. He had been wearing masks when performing duties and had strictly complied with the various disease preventive measures implemented by the Cash Payout Scheme Secretariat. A family member of the relief security guard was confirmed as having COVID-19 on August 1, so he was arranged to undergo testing for the virus and was notified by the Centre for Health Protection (CHP) today of the positive test result.

In accordance with the special work arrangements of the Government, the Cash Payout Scheme Secretariat has suspended all counter services and interview appointments since July 20. The Cash Payout Scheme Secretariat, including its common areas, has been fully cleaned and sterilised in accordance with the guidelines of the CHP. For enquiries on the Cash Payout Scheme, members of the public may contact the Secretariat via email (enquiry@cashpayout.gov.hk) or leave a message at the telephone recording system of the hotline 3106 0740 which will be answered as soon as practicable.

Government extends social distancing measures

The Government announced today (August 3) that it would gazette directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to extend the social distancing measures currently in place. The above directions and specifications will take effect at 0.00am on August 5 for a period of seven days till August 11.

The Government strongly urges the public to stay at home as much as possible, go out less often unless necessary, and avoid dining out and unnecessary social activities (including private gatherings), to fight the epidemic together without letting down one's guard, in order to reduce community transmission so as to cut the community transmission chain. Maintaining good personal and environmental hygiene at all times is key to the prevention of infection and the spread of the disease in the community, as well as to the alleviation of the enormous burden currently put on the healthcare system.

The epidemic situation of COVID-19 in Hong Kong has continued to remain severe. The recent emergence of numerous local cases of unknown infection source indicates the existence of sustained silent transmission in the community. The latest public health risk assessment shows that the risk of a large-scale community outbreak is now the highest since the emergence of the epidemic in Hong Kong.

According to the World Health Organization and health experts, COVID-19 would not be eradicated without effective treatment and vaccination. The Government thus is required to incorporate work in relation to disease prevention and control as well as infection management into the new normal of the daily operation of the society. To this end, the Government has all along adopted the "suppress and lift" strategy in order to quickly adjust epidemic control measures having regard to the development of the epidemic situation. In view of the epidemic situation which has remained severe, the Government considers it necessary to extend the relevant social distancing measures.

A spokesman for the Food and Health Bureau said, "In view of the latest public health risk assessment, in particular the higher risks brought about by activities conducted without wearing masks as well as various social activities as shown in recent cases, we are of the view that, at present, it is necessary to extend social distancing measures implemented under Cap. 599F, Cap. 599G and Cap. 599I, including requiring the cessation of dine-in services at catering businesses during specific periods, continuing to require closure of scheduled premises, as well as requiring any person to wear mask at all times when entering or being present in any public place."

The requirements and restrictions under the latest directions (details at Annex 1) are as follows:

Catering business
--------------------

(1) From 6pm to 4.59am of the subsequent day, save for specific premises (details at Annex 2), a person responsible for carrying on a catering business must cease selling or supplying food or drink for consumption on the premises of the business; and close any premises, or part of the premises, on which food or drink is sold or supplied by the business for consumption on the premises. The premises concerned may still sell or supply food and/or drink for takeaway services and deliveries. A person responsible for carrying on a catering business is also required to put up a notice at the entrance to the catering premises to remind customers that food or drink should not be consumed in areas adjacent to the catering premises.

(2) On catering business, the number of customers at any catering premises at any one time must not exceed 50 per cent of the normal seating capacity of the premises. No more than two persons may be seated together at one table within any catering premises.

(3) Tables available for use or being used by customers within any catering premises must be arranged in a way to ensure there is a distance of at least 1.5 metres or partition(s) which could serve as an effective buffer between one table and another table at the premises.

(4) Any premises (commonly known as bar or pub) that is exclusively or mainly used for the sale or supply of intoxicating liquors as defined in section 53(1) of the Dutiable Commodities Ordinance (Cap. 109) for consumption in that premises must be closed. Any part of a catering premises that is exclusively or mainly used for the sale or supply of such intoxicating liquors for consumption in that part must be closed.

(5) Live performance and dancing must not be allowed in any catering premises. All karaoke and mahjong-tin kau activities carried on at any catering premises must also be suspended. Other requirements and restrictions in relation to catering business premises would remain in effect, including wearing a mask at all times within any catering premises except when the person is consuming food or drink; conducting body temperature screening for all persons entering the premises; and providing hand sanitisers.

Scheduled premises
-----------------------

(6) All scheduled premises under Cap. 599F as set out below are required to suspend operation:

(a) Amusement game centres;
(b) Bathhouses;
(c) Fitness centres;
(d) Places of amusement;
(e) Places of public entertainment;
(f) Premises (commonly known as party rooms) that are maintained or intended to be maintained for hire for holding social gatherings;
(g) Beauty parlours;
(h) Establishments (commonly known as clubs or nightclubs) that are open late into the night, usually for drinking, and dancing or other entertainment;
(i) Karaoke establishments;
(j) Mahjong-tin kau premises;
(k) Massage establishments (save for those set out in Annex 3);
(l) Sports premises; and
(m) Swimming pools.

(7) Save for catering premises therein, all club-houses must be closed. Catering premises in club-houses must follow the directions set out for catering premises, including the requirement to cease dine-in services during specific periods.

In view of the higher infection risks involved in eating without wearing a mask, the Government calls on the persons responsible for carrying on catering business to strictly abide by the above measures and to take further measures, such as arranging single-direction seating as far as practicable to avoid face-to-face contact and refraining from table-sharing arrangements to reduce the risk of the spread of the virus.

Persons responsible for carrying on catering businesses, persons making available seating and tables adjacent to catering business premises and managers of scheduled premises that contravene the statutory requirements under Cap. 599F would have committed a criminal offence. Offenders are subject to a maximum fine of $50,000 and imprisonment for six months.

Group gathering
------------------

(8) Unless exempted, the prohibition on group gatherings of more than two persons in public places will continue during the aforementioned seven-day period.

Any person who participates in a prohibited group gathering; organises a prohibited group gathering; owns, controls or operates the place of such gathering and knowingly allows the taking place of such gathering, commits an offence under Cap. 599G. Offenders are liable to a maximum fine of $25,000 and imprisonment for six months. Persons who participate in a prohibited group gathering may discharge liability for the offence by paying a fixed penalty of $2,000.

Mask-wearing requirement

(9) The Secretary for Food and Health will, by way of a notice published in the Gazette under Cap. 599I, continue to specify all public places so as to maintain the existing mask-wearing requirement, i.e. during the aforementioned seven-day period, a person must wear a mask at all times when the person is boarding or onboard a public transport carrier, is entering or present in an MTR paid area, or is entering or present in a public place (indoor or outdoor).

Under Cap. 599I, if a person does not wear a mask in accordance with the requirement, an authorised person may deny that person from boarding a public transport carrier or entering the area concerned, as well as require that person to wear a mask and disembark from the carrier or leave the said area. A person in contravention of the relevant provision commits an offence and the maximum penalty is a fine at level 2 ($5,000). In addition, authorised public officers may issue fixed penalty notices to persons who do not wear a mask in accordance with the requirement and such persons may discharge liability for the offence by paying a fixed penalty of $2,000.

"We will also continue to closely monitor the development of the epidemic situation and review the various measures in place from time to time with a view to making suitable adjustments taking into account all relevant factors," said the spokesman.

Tseung Kwan O Hospital announces the interruption of the negative pressure system in isolation rooms

The spokesperson for Tseung Kwan O Hospital made the following announcement today (August 3) regarding the interruption of the negative pressure system in two isolation rooms of Intensive Care Unit (ICU):

At around 1.50am today, the negative pressure system of two isolation rooms in ICU was interrupted and suspended one after another shortly. There was one patient with confirmed COVID-19 infection staying in each of the two isolation rooms at that time. The doors of the rooms concerned had been kept closed. Since it was anticipated that restoration would take some time, the two patients were transferred to other isolation rooms in accordance with established infection control contingency plan.

Staff from the Electrical and Mechanical Services Department (EMSD) found that the fuse of local motor control panel for the exhaust ventilation system of the concerned isolation rooms was broken due to rainwater seepage into the equipment enclosure of the said panel located at the roof of the building, which led to failure of the negative pressure system. At around 4.15am, the negative pressure system of both isolation rooms repaired by EMSD and resumed operation. The two affected isolation rooms have already resumed normal operation for patient use.

During the incident, all ward staff were equipped with appropriate personal protective equipment and no aerosol generating procedure was performed. The infection risk has been assessed to be very low.

The Hospital is highly concerned about the incident and has reported the case to the Hospital Authority Head Office via the Advance Incident Reporting System. The Hospital has also requested EMSD to implement improvement measures to prevent similar incident from happening again.

Pamela Youde Nethersole Eastern Hospital announces passing away of COVID-19 patient

The spokesman for the Pamela Youde Nethersole Eastern Hospital (PYNEH) today (August 3) announced that a 75-year-old female COVID-19 confirmed patient (case number: 595) passed away at 9.44pm this evening.

The patient was admitted to the Hospital on March 29 after coming back from the United States, with fever and cough on admission. Her condition deteriorated rapidly on April 1 and was transferred to the Intensive Care Unit. Her condition further deteriorated while on treatment and she eventually succumbed at 9.44pm today.

The Hospital was saddened about the passing away of the patient and would offer necessary assistance to her family members.

Including the above case, 38 COVID-19 patients have passed away in public hospitals so far.

CHP investigates 80 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) has announced that as of 0.00am, August 3, the CHP was investigating 80 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 3 590 in Hong Kong so far (comprising 3 589 confirmed cases and one probable case).

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk).

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with every day tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

Moreover, the Government has launched the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk) for announcing the latest updates on various news on COVID-19 infection and health advice to help the public understand the latest updates. To prevent pneumonia and respiratory tract infection, members of the public should always maintain good personal and environmental hygiene. They are advised to:

• Wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including performing hand hygiene before wearing and after removing a mask;
• Perform hand hygiene frequently, especially before touching the mouth, nose or eyes, after touching public installations such as handrails or doorknobs, or when hands are contaminated by respiratory secretions after coughing or sneezing;
• Maintain drainage pipes properly and regularly (about once a week) pour about half a litre of water into each drain outlet (U-trap) to ensure environmental hygiene;
• Cover all floor drain outlets when they are not in use;
• After using the toilet, put the toilet lid down before flushing to avoid spreading germs;
• Wash hands with liquid soap and water, and rub for at least 20 seconds. Then rinse with water and dry with a disposable paper towel. If hand washing facilities are not available, or when hands are not visibly soiled, performing hand hygiene with 70 to 80 per cent alcohol-based handrub is an effective alternative;
• Cover your mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissues into a lidded rubbish bin, then wash hands thoroughly; and
• When having respiratory symptoms, wear a surgical mask, refrain from work or attending class at school, avoid going to crowded places and seek medical advice promptly.

COVID-19 testing service to taxi and public light bus drivers extended

The Transport Department (TD) announced today (August 3) that, starting from tomorrow (August 4), the COVID-19 testing service for taxi and public light bus (PLB) drivers will be extended. In this phase of COVID-19 testing service, the oropharyngeal swab self-sampling will be adopted. Taxi and PLB drivers may visit to the designated distribution points on Hong Kong Island, in Kowloon and New Territories for collection of the swab self-sampling kit, without prior telephone booking. The contractor of the testing service will collect the specimen bottle of the kit at the designated collection points at designated time. The addresses, opening dates and hours of the swab self-sampling kit distribution points and specimen bottle collection points are at Annex.

The test is voluntary and free of charge. Driver holding a valid Hong Kong identity card and taxi/PLB driver identity card may visit the designated collection points for on-site registration and collection of the swab self-sampling kit. Drivers must follow the instruction of the swab self-sampling kit for self-sampling, and return the specimens to the designated collection points as soon as possible. The contractor will send the specimens to laboratories for testing.

The contractor will not retain the personal data of drivers. In case of a driver's positive testing result, the contractor will notify the TD on the specimen serial number and the TD will relay the details of the concerned taxi or PLB driver to the Centre for Health Protection for their follow-up.

This testing service offers each taxi or PLB driver a test once. Drivers who had participated in the testing service in the last phase (for the period from July 17 to August 1) do not need to join the swab self-sampling in this round. The TD will review the arrangement in a timely manner and adjust the number of distribution and collection points or extend the testing service according to needs.

Parking space will not be provided at the distribution and collection points. Drivers should avoid driving to these points.

The TD appeals to the taxi and PLB trades to actively participate in the test to ensure public health and minimise risks of the spread of virus in the community. For details of the testing service, please refer to the website of TD (www.td.gov.hk).

A Hongkong Post postman tested positive for COVID-19

Hongkong Post yesterday (August 3) said that a postman was tested positive for COVID-19.

The postman concerned works for Wan Chai Delivery Office and is responsible for the mail delivery of 5-7, 9A, 11, 50, 50A, 50C, 52, 52A, 54 and 56 Tai Hang Road, 3-4, 5, 6, 6A and 11-12 Fuk Kwan Avenue, as well as 2, 3-4, 5-6, 7, 9 A-D, 12E and 15-16 Lee Kwan Avenue. Wan Chai Delivery Office is not open to the public. He last performed duties on August 1. The postman felt unwell this morning and sought medical treatment at a clinic, and was notified of the positive test result this evening. The postman concerned is now under home quarantine, waiting for admission to hospital.

The postman concerned has no recent travel history. He has been wearing surgical masks when performing duties outdoors and inside the delivery office. His body temperature was normal when undergoing temperature screening during work.

After noting the situation, Hongkong Post has reported the case to the Centre for Health Protection (CHP) to seek its assistance in tracing and defining his close contacts. Thorough cleaning and sterilisation will be arranged at the workplace concerned and all public facilities according to guidelines provided by the CHP.

Hongkong Post will send staff to buildings that the postman concerned has visited for delivery and inform their respective management offices about the incident later today. Notices will also be put up in these buildings to notify their residents and commercial tenants. For further enquiry, members of the public may call the Mail Distribution Division's hotline 2723 3454 during office hours.

Wan Chai Delivery Office and the adjacent Wan Chai Post office will be closed from August 4 to 5 for thorough cleaning and sterilisation. Mail delivery service for the district (including Happy Valley, Wan Chai, Causeway Bay, Tai Hang, and 1-151 and 2-140 Electric Road of North Point) will be suspended during the said period. We apologise for the inconvenience caused.

The Food and Environmental Hygiene Department (FEHD) today (August 4) announced that in view of recent cases of coronavirus disease 2019 (COVID-19) found to be related to **** Hom Market and To Kwa Wan Market, for prudence's sake, the Government invited the Chair Professor of the Department of Microbiology, the University of Hong Kong, Professor Yuen Kwok-Yung, to go to the two markets to carry out inspection and offer advice on anti-epidemic measures for the markets concerned so that the market stall tenants and the public can rest assured that their health and safety are being safeguarded. In view of this, the two markets were closed early today at 5pm.

The FEHD attaches importance to the hygiene conditions of public markets. In view of the developments of the epidemic, the FEHD has continued to enhance anti-epidemic measures and carry out cleaning and disinfection work in its markets. In addition to regular cleaning work in the daytime, market service contractors also conduct thorough cleaning in all markets after the markets are closed every day.

During the epidemic, the FEHD has already stepped up cleaning and disinfection of communal areas and facilities in the markets, including toilets, escalators, elevators and stair handrails, with diluted household bleach regularly every day. Disinfectant hand sanitisers are also placed at communal points such as the vicinities of lift lobbies, escalators and public scales for use by market patrons. The FEHD also arranged earlier for staff to distribute face masks and disinfectant hand sanitisers to market and hawker bazaar operators so as to safeguard the health and safety of tenants and the public.

For those markets found to be related to COVID-19 cases, the FEHD has immediately cleaned and disinfected the areas the patients had used and arranged for the markets concerned to close earlier for deep cleaning and disinfection.

To further enhance the cleaning and disinfection work in its markets, the FEHD has arranged for some 20 markets in various districts to close an hour earlier for additional deep cleaning and disinfection in the past few weeks as a precautionary measure.

During the period, FEHD staff will thoroughly clean and disinfect communal areas and facilities in the markets, and call for co-operation of market tenants to conduct cleaning and disinfection at their respective stalls, with a view to improving the overall hygiene conditions of the markets. In addition, the FEHD will carry out deep cleaning work at the periphery of the markets and nearby streets.

A spokesman for the FEHD said, "Moreover, since late July, the FEHD has progressively arranged a voluntary one-off free COVID-19 testing service for staff of market stalls and personnel working in markets. No online registration is required. The FEHD is working closely with the testing agency to determine the priority of various markets with reference to a risk-based approach and manpower resources.

"The FEHD is in close liaison with the Centre for Health Protection and has been distributing specimen bottles to markets with confirmed cases involving operators of market stalls or personnel working therein since the implementation of the scheme. This includes distributing specimen bottles to operators of market stalls or personnel working in **** Hom Market and To Kwa Wan Market on July 31 and August 1 respectively."

​The spokesman strongly appealed to market stall tenants to actively participate in the testing scheme, continue to comply with the Government's regulation to wear masks in markets, and maintain personal and environmental hygiene continuously. Public hospitals daily update on COVID-19 cases

As at 9am today (August 4), 104 COVID-19 confirmed patients were discharged from hospital. So far a total of 2 141 patients with confirmed or probable infection have been discharged.

At present, there are 675 negative pressure rooms in public hospitals with 1 256 negative pressure beds activated. A total of 1 298 confirmed patients are currently hospitalised in 19 public hospitals and a community isolation facility, among which 43 patients are in critical condition, 52 are in serious condition and the remaining 1 203 patients are in stable condition.

An 85-year-old male patient (case number: 3639) with confirmed infection announced today passed away at Princess Margaret Hospital this afternoon. Including this case, 41 COVID-19 patients have passed away in public hospitals so far.

With regard to media enquiries on the COVID-19 confirmed case of a postman working for Wan Chai Delivery Office yesterday (August 3) and the service arrangements for Wan Chai District, Hongkong Post gave the following response today (August 4):

Upon the latest advice of the Centre for Health Protection (CHP), Wan Chai Delivery Office and the adjacent Wan Chai Post Office will be closed through August 15 for thorough cleaning and sterilisation. We are rendering our full support to the CHP for its investigation and tracing effort. Ten of our staff are identified as close contacts. In addition, a total of 200 staff from Wan Chai Delivery Office and Wan Chai Post Office will undergo COVID-19 testing. While awaiting for the test result of the Department of Health, the staff concerned will rest at home.

Hongkong Post has instantly activated our contingency arrangements and redeployed internal resources to maintain the current delivery service provided on alternate day in the District, so as to minimise the impact on the public. However, part of our delivery service during this period may still be subject to delay. We apologise for the inconvenience caused. In addition to regular cleaning work in the daytime, market service contractors also conduct thorough cleaning in all markets after the markets are closed every day. Over the past few weeks, some 20 markets in various districts have been arranged to close an hour earlier progressively for additional deep cleaning and disinfection as a precautionary measure.

Moreover, since late July, the FEHD has progressively arranged a voluntary one-off free COVID-19 testing service for staff of market stalls and personnel working in markets. No online registration is required. The FEHD is in close liaison with the Centre for Health Protection and has been distributing specimen bottles to markets with confirmed cases involving operators of market stalls or personnel working therein since the implementation of the scheme. The testing agency had distributed specimen bottles to operators of market stalls or personnel working in **** Hom Market and To Kwa Wan Market on July 31 and August 1 respectively, and will strive to complete the testing work as soon as possible.

A spokesman for the FEHD strongly appealed to market stall tenants to actively participate in the testing scheme, continue to comply with the Government's regulation to wear masks in markets, and maintain personal and environmental hygiene continuously. The FEHD will continue to closely monitor the situation of each market, and will strive to enhance anti-epidemic measures for its markets, as well as to conduct deep cleaning and disinfection work in other markets if necessary continuously so as to maintain environmental hygiene.

CHP investigates 80 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) has announced that as of 0.00am, August 4, the CHP was investigating 80 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 3 670 in Hong Kong so far (comprising 3 669 confirmed cases and one probable case).

Among the newly reported cases announced, five had travel history during the incubation period.

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk).

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with every day tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

The spokesperson for the Castle Peak Hospital (CPH) made the following announcement today (August 4) on a clerical staff tested preliminarily positive to COVID-19:

A female clerical staff of shroff counter at CPH sought medical treatment at a staff clinic yesterday (August 3) due to throat discomfort. Her deep throat saliva test result released this afternoon was preliminarily positive to COVID-19 while confirmatory test is still pending. She had been working mainly at shroff counter on G/F of Block D. She had been wearing surgical mask during her duty and her last working date was July 31.

Infection Control Team (ICT) of CPH is working closely with the Centre for Health Protection (CHP) for investigation upon the preliminary test result this afternoon. On site assessment by ICT noted that there are partitions between staff members and the public for each shroff counter. There is no direct contact between staff members and the public.

CPH will suspend the service of the shroff concerned on G/F of Block D tomorrow (August 5). During the suspension period, patients can approach the shroff on G/F of Block C for enquiries and necessary follow up. CPH will conduct thorough cleansing and disinfection of the shroff tonight and tomorrow. The hospital will continue to provide assistance to staff members of the department and will closely monitor health condition of staff members concerned while maintaining close liaison with the CHP.

KWH announces a preliminary positive case of COVID-19

The spokesperson for Kwong Wah Hospital (KWH) today (August 4) made the following announcement concerning a preliminary positive case of COVID-19 infection:

An 81-year-old male patient with chronic disease attended the Accident and Emergency Department (AED) of KWH on July 22 due to diarrhea. The patient was then admitted to a surveillance ward and COVID-19 test was arranged for him. The test result was negative and the patient was transferred to the general medical ward for treatment on the same day. The patient was later discharged from the hospital on July 29.

The patient presented with cough and diarrhea on July 31 and attended the AED of KWH again due to fever on August 3. His nasopharyngeal swab specimen was tested and was preliminary positive for COVID-19. The patient was transferred to Intensive Care Unit (ICU) of Queen Mary Hospital today for isolation and treatment with serious condition.

The hospital checked his previous admission records and found that a 69-year-old male patient who stayed in the same cubicle with the patient on July 22 was confirmed with COVID-19 infection (case number: 2282) and transferred to isolation ward on the same day. His condition later deteriorated and was transferred to ICU of Princess Margaret Hospital on August 1. The relationship between the two COVID-19 cases was under investigation.

According to the guideline of Centre for Health Protection (CHP), the infectious period was two days before onset of symptoms. The hospital's infection control team immediately conducted contact tracing and confirmed that seven patients had stayed in the same cubicle with the 81-year-old tested preliminary positive patient and were therefore classified as close contacts. Among the patients, one passed away due to his underlying disease. For the remaining five patients who were staying in KWH were being quarantined and viral tests had been arranged for them. One of the five patients was tested negative and results for the other four patients were pending. CHP would follow up on the quarantine arrangements for the remaining one patient who had been discharged. Besides, four male patients who had stayed in the same cubicle with the 69-year-old male patient were also classified as close contacts. Quarantine would be arranged for the two patients who were still hospitalised. Viral tests will be arranged for the remaining two discharged patients.

15 healthcare workers provided treatment and care to the patient were equipped with appropriate personal protective equipment in accordance with the infection control guidelines of the Hospital Authority. No staff member had been classified as close contact at the moment. As a precautionary measure, the hospital had arranged viral tests and medical surveillance for colleagues concerned.

The hospital had arranged thorough cleansing and disinfection of the ward concerned and reminded patients to wear masks and ensure hand hygiene at all times. The hospital would continue to closely monitor the health of staff members and patients and also maintain communication with the CHP to follow up on the latest situation.

FHB's Health and Medical Research Fund subsidises second batch of COVID-19 research

The Research Council chaired by the Secretary for Food and Health has approved a further $59 million in funding today (August 5) to support local universities to conduct research studies on COVID-19 under the Health and Medical Research Fund (HMRF). Funding of $111 million for 26 applications in an earlier batch was announced on April 27.

These newly approved studies will cover a wide range of topics including waste water and genomic surveillance to track SARS-CoV-2 transmission, identification of facilitators and barriers to public compliance with infection control measures, zoonotic risk in companion animals, the effect of smoking and pre-exposure of influenza viruses, screening of traditional Chinese medicine for antiviral compounds, rehabilitation management for COVID-19 survivors, and estimation of psychological burden.

These studies address important research areas in effective detection and surveillance of the disease and post-infection follow-up. Water waste surveillance from the local airport, inbound airplanes, sewage treatment facilities, quarantine centres and housing estates can provide a complementary system to monitor virus activity at the population level and to detect a resurgence of COVID-19 at an early stage. Genomic surveillance using whole virus sequence data linked to a geographic information system can help identify the source of infection and untangle silent virus transmission in the community when combined with epidemiological investigations. Programmes to evaluate physical fitness, cognitive status and psychological burden of COVID-19 survivors, healthcare workers and the general public can facilitate delivery of more effective rehabilitation management to improve quality of life and alleviate mental health issues. These studies will last from 12 months to 24 months.

"Together with the first batch of applications approved in April this year, the HMRF has provided total funding of $170 million in supporting COVID-19 research. The rapid spread of COVID-19 around the globe has created unprecedented challenges to public healthcare systems. The Food and Health Bureau expects the scientific evidence generated from these studies will help inform control measures to mitigate the impact of COVID-19 and protect the health of the Hong Kong population," the Secretary for Food and Health, Professor Sophia Chan, said.

Professor Chan expressed her immense gratitude to members of the Research Council and the Assessment Panel for Commissioned Research on COVID-19 who have contributed their precious time, valuable advice and efforts to support the commissioning of these urgent research projects within a very tight timeline.

The HMRF supports studies and projects initiated by individual investigators as well as those commissioned by the Food and Health Bureau to build research capacity, fill knowledge gaps, support policy formulation, address specific issues, assess needs and threats, conduct health promotion, and more. For commissioned studies and projects, based on the research expertise, relevant institutions will be specially invited by the bureau to submit a portfolio of research/projects for consideration.

TMH announces passing away of COVID-19 patient

The spokesperson for Tuen Mun Hospital (TMH) announced today (August 5) that an 86-year-old male patient confirmed with COVID-19 (case no.: 3153) passed away today.

The patient with chronic disease was admitted to TMH on July 29 due to fever and shortness of breath. His condition continued to deteriorate and he eventually succumbed at 3.16pm today.

The Hospital was saddened about the passing away of the patient and would offer necessary assistance to his family.

Including the above case, 43 COVID-19 confirmed patients have passed away in public hospitals so far.

PYNEH announces a preliminary positive case of COVID-19

The spokesperson for Pamela Youde Nethersole Eastern Hospital (PYNEH) today (August 5) made the following announcement concerning a preliminary positive case of COVID-19 infection:

A 69-year-old male patient with chronic disease was admitted to the surveillance ward of PYNEH in the afternoon of July 30 due to shortness of breath. He tested negative for COVID-19 on the day of admission, and was transferred to an Integrated Medical and Geriatric Ward on July 31 for further management. The patient's condition started to deteriorate yesterday (August 4). Nasopharyngeal swab specimen taken tested preliminary positive for COVID-19. The patient is now in critical condition.

Inpatient record showed that before transferal to the Integrated Medical and Geriatric Ward, the 69-year-old patient had stayed in the same cubicle of the surveillance ward with another male patient for approximately eight hours. The other male patient was confirmed with COVID-19 infection on July 31 (case number: 3366) and had been transferred to an isolation ward on the same day. The connection between the two COVID-19 cases was under investigation.

The hospital's infection control team immediately conducted contact tracing. Nine patients who had stayed in the same cubicle of the Integrated Medical and Geriatric Ward with the 69-year-old patient are classified as close contacts. The hospital will follow up closely with the Centre for Health Protection (CHP) on the required quarantine arrangement.

All healthcare workers who provided treatment and care to the patient were equipped with appropriate personal protective equipment in accordance with the infection control guidelines of the Hospital Authority. As a precautionary measure, the hospital will arrange viral tests and medical surveillance for staff members concerned.

The hospital had arranged thorough cleansing and disinfection in the concerned geriatric ward. New admission to the ward has been suspended. The hospital will continue to closely monitor the health of other patients and maintain communication with the CHP about the latest situation.

LCSD lifeguard preliminarily tests positive for COVID-19

The Leisure and Cultural Services Department (LCSD) today (August 5) said that a lifeguard has preliminarily tested positive for coronavirus disease 2019 (COVID-19).

The lifeguard concerned works at Kowloon Tsai Swimming Pool in Kowloon City District. He last performed duties on July 25. The swimming pool has been temporarily closed since July 15. Since he had been identified as a close contact of a confirmed case, he was sent to be tested for COVID-19. He was notified last night (August 4) that he had preliminarily tested positive. He has been treated under isolation in hospital, and is now in stable condition.

The lifeguard concerned has no recent travel history. He wore surgical masks when performing duties, and his body temperature was normal when undergoing temperature screening during work.

The LCSD will arrange thorough cleaning and sterilisation at Kowloon Tsai Swimming Pool according to the guidelines of the Centre for Health Protection (CHP).

The LCSD is highly concerned about the COVID-19 epidemic and will continue to maintain close liaison with the CHP. Staff are reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.

Members of the public to pay attention to Guangdong Province's adjustment of prevention and control measures for persons travelling to Guangdong from Hong Kong

Regarding the announcement made by the Guangdong (GD) Provincial Government today (August 5) on the adjustment of the COVID-19 nucleic acid test requirement for persons entering Guangdong from Hong Kong which will come into effect on the day after tomorrow (August 7), the Government of the Hong Kong Special Administrative Region (HKSAR) urged members of the public to ensure that they can meet the requirement when travelling to Guangdong to avoid hiccups when crossing the border.

The updated requirement on the COVID-19 nucleic acid test set by the GD Provincial Government stated that, starting from 10am on August 7, save for persons who received prior approval by GD for performing essential official and business duties and cross-boundary goods vehicle drivers who would continue be subjected to the prevailing policies applicable to them, all other persons who are entering GD via the Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge control points would be required to present a valid proof of a negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The negative test result would be valid within 24 hours from issue time of the report. The designated testing institutions recognised by the HKSAR Government has been posted on the "COVID-19 Thematic Website" (www.coronavirus.gov.hk/pdf/List_of_recognised_laboratories.pdf)

The Government spokesman said, "Before departure to GD, members of the public must bring along the hard copy of a valid proof of a negative COVID-19 nucleic acid test result that can meet the requirement of GD Provincial Government, and allow sufficient time for immigration clearance, or otherwise they will be refused entry into GD. When they re-enter Hong Kong after being refused of entry in the Mainland, they will be subjected to compulsory quarantine of 14 days pursuant to the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C). Members of the public should pay extra attention to avoid such a situation."

The Government called on members of the public again that in view of the severe local epidemic situation, they should avoid going out, keep social distance and avoid dining out. People should maintain stringent hand hygiene and put on a surgical mask when they need to go out. They are also urged to seek medical attention early even if mild symptoms develop to help prevent the spread of the disease in the community.

The spokesman also reminded members of the public that under the amended Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I), a person must wear a mask at all times when the person is boarding or onboard a public transport carrier, is entering or present in an MTR paid area, or is entering or present in indoor public places, as well as public transport termini and interchanges. Otherwise they will have contravened the relevant regulation and be subject to a maximum fine at level 2 ($5,000).

Government condemns disruptive acts against Mainland nucleic acid test support team

Some district council members from non-establishment camp and some individuals held demonstrations outside the hotel where the Mainland nucleic acid test support team stayed and at the sites where the team made inspection visits for consecutive days and made disturbances to the team members. A spokesman for the Hong Kong Special Administrative Region (HKSAR) Government today (August 5) strongly condemns their abhorrent acts and reiterates that the Government are grateful to the Central Government for supporting the anti-epidemic work of Hong Kong and sending an advance team to make preparatory work.

"In view of the seriousness of the epidemic, the community as a whole should get united in fighting against this virus. However, some people disregarded the public interest, health and safety, behaved in a confrontational way in an attempt to smear and damage the Central Government's support to Hong Kong’s anti-epidemic work. We must strongly condemn such behaviours," the spokesman said.

The spokesman reiterated that the Central Government made proactive response to the request of the HKSAR Government made in the face of the severe epidemic in Hong Kong and sent the team to Hong Kong to support the anti-epidemic work. Arranging series of site visits for the team aimed at facilitating both sides to set the virus testing capacity, with a view to getting prepared for enhancing the capacity of community testing for COVID-19. In view of the latest epidemic development in the Mainland, starting tomorrow (August 6), inbound travellers who have been to Xinjiang or Liaoning in the past 14 days (applies to all inbound travellers including exempted persons) arriving via land boundary control points (Shenzhen Bay Port and the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port) will be provided with specimen collection containers. They are required to collect their deep throat saliva sample by themselves in accordance with the instructions and return the sample for conducting COVID-19 testing. Separately, the current testing arrangements required for relevant inbound travellers who have been to Hubei or Beijing in the past 14 days will be cancelled but those arrivals who are not exempted persons are still subject to compulsory quarantine for 14 day at a designated place (home or other accommodation) while exempted persons are subject to medical surveillance upon arrival at Hong Kong.

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with every day tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

Government explains COVID-19 testing arrangements for target groups

In response to press enquiries on the Government's COVID-19 testing arrangements for target groups, a Government spokesman said the following on August 5:

Since early July, the third wave of the epidemic situation of COVID-19 in Hong Kong has remained severe. The number of confirmed cases has increased sharply and there are numerous local cases of unknown infection source. The risk of large-scale community outbreaks poses a serious health threat to the society and members of the public.

In this connection and with a view to targeting clusters of infection in various premises and sectors in the community, relevant Government departments have made use of the Anti-epidemic Fund (AEF) since mid-July to help groups with higher-risks to undergo voluntary and one-off virus tests. Currently, the schemes cover staff members of residential care homes for the elderly, residential care homes for persons with disabilities and nursing homes, staff of boarding section of special schools, taxi and public light bus drivers, restaurant staff, market tenants and workers, as well as frontline staff of the property management sector. The estimated number of individuals involved is around 500 000.

As of August 4, the three private testing service providers that provide testing services for the Government (i.e. Sunrise Diagnostic Centre (SDC) established by BGI, China Inspection Company Limited's subsidiary China Dragon Inspection and Certification (Hong Kong) Limited (CDIC) and Prenetics) had carried out more than 90 000 tests for the aforementioned groups and 31 preliminary positive samples were found.

In view of the large number of people in the higher-risk groups and that the public testing system would not be able to provide the required testing volume within a short period of time, there was a need for the Government to resort to the private testing services. Before the launch of the schemes, the Government had contacted various local major private testing service providers and found that only SDC, CDIC and Prenetics would be able to provide testing services at a massive scale up to tens of thousands within a relatively short period of time.

As there was an urgent need to roll out large-scale testing as soon as possible to safeguard public health, after considering whether the suitability of the testing service models for the actual operation of the relevant sectors provided by the relevant laboratories, the Government decided to procure testing services from the three providers by direct procurement with funding from the AEF. With the worsening epidemic situation, a service provider decided to partner with another private laboratory with a view to launching its testing service early so as to meet the service volume required by the Government in advance.

Such services provide a one-stop solution to cover procedures from specimen-taking to testing. The testing arrangements for different sectors vary. For instance, on-site specimen collection is more suitable for staff of residential homes, and the relevant logistics costs will be higher. Hence, the testing costs would vary across services for different sectors. The Government will examine the relevant testing costs so as to ensure that procurement price is reasonable, and will announce the details of use of funding in accordance with the requirements of the AEF later. Depending on whether door-to-door sample collection is required and the logistic work involved, the charge for each test starts from about $300. In view of the unstable epidemic situation, the Government will need to procure more private testing services. As the Government is still in discussion with different service providers, it is inappropriate to make public the fee details of individual service providers at this stage to avoid affecting further discussion and procurement.

Statutory requirements of medical laboratories and relevant professionals as well as quality of COVID-19 tests
-----------------------------------------------------------------------------------------------------------------------

All local laboratories, including the private laboratories providing COVID-19 tests for the Government, must abide by the relevant local legislation, especially the statutory requirements for medical laboratories and the related professionals. In addition, all participating private laboratories must subscribe to and pass the External Quality Assessment Programme of the Department of Health (DH) to ensure they meet the required technical standards before commencing the testing service. All laboratories used by the service providers which provide testing services for the Government must meet the above requirements ahead of commencement of testing. DH has also provided safety guidelines on transporting clinical samples and contagious matters to the laboratories, which provide testing services to the higher-risk groups for the Government, for their reference.

Importing Mainland technical staff by laboratories and compulsory quarantine exemption arrangement
------------------------------------------------------------------------------------------------------------------

As there is a lack of local testing staff with suitable training and experience in COVID-19 tests, individual private testing service providers have applied to introduce suitable technical staff from the Mainland for supporting their work in COVID-19 testing. As mentioned above, the relevant private laboratories must abide by the relevant local legislation, including the statutory requirements for medical laboratories and the related professions. Any imported staff must meet the registration or exemption requirements under the applicable legislation if they want to provide service in the relevant professional capacity of medical laboratory technologists (MLTs). However, other technical staff members who provide operational support in the medical laboratories are not so required if they do not work as MLTs as statutorily regulated. The medical laboratories and relevant professionals must abide by the professional code of conduct and ensure the laboratory operation is in compliance with the requirements under the code.

Under section 4(1) of the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C), the Chief Secretary for Administration may designate any person or category of persons fulfilling certain criteria for exemption of compulsory quarantine. Personnel of the companies or organisations for the supply of COVID-19 testing services in Hong Kong is one of such categories. As of August 4, a total of 215 persons had been exempted under this category. During their stay in Hong Kong, these persons are put under medical surveillance. They have to wear a surgical mask and take body temperature daily. If they feel unwell, they have to report to DH. The seven advance members of the Mainland nucleic acid testing support team who arrived at Hong Kong on August 2 had obtained negative result from a nucleic acid test done within 72 hours prior to arrival.

Handling of personal data
----------------------------

Any collection and use of personal data for carrying out voluntary COVID-19 tests must meet the requirements under the Personal Data (Privacy) Ordinance (Cap. 486). Government departments or testing service providers may provide the data to DH or other relevant departments for anti-epidemic needs as necessary. The workflow does not involve the provision of any personal data to organisations or persons outside Hong Kong. The Government has also taken measures to minimise the personal data that need to be collected and streamline the work that need to come into contact with such data.

HAD extends scope of COVID-19 Community Testing Scheme

The Home Affairs Department (HAD), together with charities and a social service organisation, will extend the scope of the COVID-19 Community Testing Scheme from tomorrow (August 7), with a view to identifying patients early and achieving the Government's strategy of "early identification, early isolation and early treatment of the infected".

The HAD and the Tung Wah Group of Hospitals (TWGHs) have launched the COVID-19 Community Testing Scheme in Tsz Wan Shan (Tsz Wan Shan Testing Scheme) last month. Starting from tomorrow, the COVID-19 free testing scheme will be successively extended to cover Tsz Oi Court in Wong Tai Sin District; Choi Fook Estate, Ping Shek Estate, Kai Yip Estate and Choi Ha Estate in Kwun Tong District; Shan King Estate and Butterfly Estate in Tuen Mun District; as well as Chong Tak Building and Chung Yuen Building in Yau Tsim Mong District, involving a total of 46 buildings and about 86 000 residents.

A spokesperson for the HAD said, "In view of the severity of the epidemic, the HAD will extend the scope of the testing scheme and conduct COVID-19 tests for households of some private residential buildings with confirmed cases as well as households of buildings in public housing estates. We hope to help the Centre for Health Protection identify the invisible transmission chain at an early stage. The HAD will co-operate with the TWGHs, Yan Oi Tong and Mong Kok Kai Fong Association Limited Chan Hing Social Service Centre to launch the scheme in the four districts successively starting from tomorrow."

Members of the HAD and the TWGHs will first distribute throat-swab sampling kits and registration forms at Oi Yin House, Oi Ning House, Oi Yan House, Oi Wai House and Oi Kan House of Tsz Oi Court in Wong Tai Sin District tomorrow, and plan to collect the samples on the following day (August 8) for testing. The department will then work with the three charities and the social service organisation respectively to distribute in the four areas specimen bottles and registration forms to the residents. After the collection of registration forms and specimen bottles from the residents, the charities and the social service organisation will pass the specimens to the testing agency, Sunrise Diagnostic Centre Limited, for testing.

As a number of buildings are involved, the scheme has to be carried out in phases in an orderly manner. The management offices of relevant estates or buildings will duly inform the residents of the testing scheme schedule. Priority for testing will be accorded to residents of buildings with confirmed cases. Residents of other buildings in the estate should wait for the collection of specimen bottles and registration forms until testing is arranged for the building they reside in.

The distribution of specimen bottles and the collection of samples for the Tsz Wan Shan Testing Scheme were finished on August 4 and August 5 respectively. The scheme covered 22 buildings in Tsz Ching Estate, Tsz Lok Estate, Tsz Man Estate and Tsz Hong Estate in Tsz Wan Shan; as well as Choi Fai Estate in Ngau Chi Wan. With the active participation and co-operation of the residents, about 34 000 specimen bottles have been distributed and more than 29 000 specimens have been collected for testing. Around 85 per cent of residents returned the specimen bottles on time and nearly 80 per cent of household members of the buildings participated in this scheme.

The testing agency has completed testing on a majority of the specimens returned. Samples that tested positive have been sent to the Public Health Laboratory Centre of the Department of Health for review. So far, 14 cases were determined to have a positive test result.

The HAD expresses gratitude to Lok Sin Tong and the TWGHs for their assistance in distributing food packs to elderly in need living in Kowloon East. As of August 4, the HAD has provided food packs to over 18 000 elderly singletons and doubleton households.

Tuen Mun Hospital announces passing away of COVID-19 patient

The spokesperson for Tuen Mun Hospital (TMH) announced today (August 6) that an 85-year-old male patient confirmed with COVID-19 (case number: 2842) passed away today.

The patient with chronic disease was admitted to Pok Oi Hospital on July 26 due to fever and transferred to TMH on July 28. His condition continued to deteriorate and he eventually succumbed at 1.26pm today.

The Hospital was saddened about the passing away of the patient and would offer necessary assistance to his family.

Including the above case, 44 COVID-19 confirmed patients have passed away in public hospitals so far.

Security guard employed by Housing Department contractor tests positive for COVID-19

The Housing Department today (August 6) learned that a security guard employed by its contractor tested positive for COVID-19. The security guard concerned worked at Shui Fung House, Tin Shui Estate. He is now in hospital for treatment.

The security guard normally works on the night shift and stays at the guard counter of Shui Fung House. He last performed duties on August 3. He was identified as a close contact person after his wife tested positive for COVID-19 on August 4. The Centre for Health Protection (CHP) notified him yesterday (August 5) that he had tested positive for COVID-19.

The security guard has no recent travel history. He has been wearing a face mask and has been observing relevant disease prevention measures at work. When performing duties, he has been undergoing temperature checks and his body temperature was normal.

The common areas of Shui Fung House and the Estate Management Office (EMO) of Tin Shui Estate have been thoroughly cleaned and disinfected in accordance with the guidelines of the CHP. Due to the special work arrangements for government departments, the EMO was closed today.

The Housing Department will continue to keep close liaison with the CHP and co-operate with its quarantine work.

LCSD workman preliminarily tests positive for COVID-19

The Leisure and Cultural Services Department (LCSD) today (August 6) said that a workman has preliminarily tested positive for coronavirus disease 2019 (COVID-19).

The workman concerned worked at the Hong Kong Zoological and Botanical Gardens in Central and Western District. She last performed her duties on August 4. She felt unwell earlier and sought medical advice. She was notified today that she had preliminarily tested positive for COVID-19.

The staff member concerned has no recent travel history. She wore surgical masks when performing her duties. Her body temperature was normal when undergoing temperature screening during work.

The LCSD will arrange thorough cleaning and sterilisation at the work areas concerned and all related public facilities according to guidelines provided by the Centre for Health Protection (CHP).

The LCSD is highly concerned about the COVID-19 epidemic and will continue to maintain close liaison with the CHP. Staff are reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.

Public hospitals daily update on COVID-19 cases

As at 9am today (August 6), 144 COVID-19 confirmed patients were discharged from hospital. So far a total of 2 458 patients with confirmed or probable infection have been discharged.

At present, there are 668 negative pressure rooms in public hospitals with 1 222 negative pressure beds activated. A total of 1 204 confirmed patients are currently hospitalised in 18 public hospitals and a community isolation facility, among which 39 patients are in critical condition, 57 are in serious condition and the remaining 1 108 patients are in stable condition.

The preliminarily positive result of a deceased patient announced by the Hospital Authority (HA) earlier was confirmed today (case number: 3771). Including this case, a total of 45 COVID-19 confirmed patients have passed away in public hospitals so far.

Members of the public to pay attention to Macao's adjustment of prevention and control measures for persons travelling to Macao from Hong Kong

Regarding the announcement made by the Macao Special Administrative Region (Macao SAR) Government today (August 6) concerning the COVID-19 nucleic acid test requirement for persons entering Macao from Hong Kong which will come into effect tomorrow (August 7), the Government of the Hong Kong Special Administrative Region (HKSAR) urged members of the public to ensure that they can meet the requirement when travelling to Macao to avoid hiccups when crossing the border.

The Novel Coronavirus Response and Coordination Centre of Macao announced that, starting from 6am on August 7, all persons entering Macao would be required to present a valid proof of a negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The negative test result would be valid within 24 hours (e.g. for a nucleic acid test conducted on August 6, the negative result report can be used for entering Macao on August 7). They are also required to undergo the compulsory quarantine of 14 days after entry into Macao. The designated testing institutions recognised by the HKSAR Government has been posted on the "COVID-19 Thematic Website" (www.coronavirus.gov.hk/pdf/List_of_recognised_laboratories.pdf)

The Government spokesman said, "Before departure to Macao, members of the public must bring along a valid proof of negative COVID-19 nucleic acid test result that can meet the requirement of Macao SAR Government. When they re-enter Hong Kong after being refused of entry in Macao, they will be subjected to compulsory quarantine of 14 days pursuant to the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C). Members of the public should pay extra attention to avoid such a situation."

Apart from Macao, the Guangdong (GD) Provincial Government also announced yesterday that, starting from 10am on August 7, save for persons who received prior approval by GD for performing essential official and business duties and cross-boundary goods vehicle drivers who would continue be subjected to the prevailing policies applicable to them, all other persons who are entering GD via the Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge control points would be required to present a valid proof of a negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The Government spokesman reminded members of the public to ensure that they would hold a valid proof of a negative COVID-19 nucleic acid test result that can meet the requirement of the Government of GD or Macao when travelling to these two places.

The Government called on members of the public again that in view of the severe local epidemic situation, they should avoid going out, keep social distance and avoid dining out. People should maintain stringent hand hygiene and put on a surgical mask when they need to go out. They are also urged to seek medical attention early even if mild symptoms develop to help prevent the spread of the disease in the community.

Driver and worker employed by subcontractor of EPD test positive and preliminarily positive for COVID-19 respectively

​The Environmental Protection Department (EPD) said today (August 6), a driver employed by a subcontractor of the South East New Territories (SENT) Landfill Extension site has tested positive for coronavirus disease 2019 (COVID-19), while another worker of the same subcontractor has been notified of preliminary positive test result.

The subcontractor is responsible for the construction of the retaining wall in the site and is not involved in the operation of the SENT landfill, which only receives construction waste. After the driver's test result reported positive for the virus on July 31, the subcontractor had stopped the construction works on the next day (August 1), and arranged all workers to retreat from the site and undergo test for the virus. So far one of the workers, who was believed to have close contact with the driver, had tested preliminarily positive for the virus. All staff, including the driver and the worker, are required to measure body temperature and wear masks before entering the site.

The subcontractor's working area in the site has been thoroughly cleaned and sterilised to ensure environmental hygiene. The department will continue to maintain close liaison with the Centre for Health Protection. Staff have been reminded to pay attention to personal hygiene and protective equipment, and to stay vigilant. They should seek medical advice as soon as possible if feeling unwell.

Government implements a series of measures to reduce the health risks faced by foreign domestic helpers staying in boarding facilities of employment agencies

The Government announced today (August 6) that a series of measures will be implemented promptly to reduce the health risks faced by foreign domestic helpers (FDHs) staying in boarding facilities of employment agencies (EAs) and reduce the risk of transmission of COVID-19 in the community.

Free COVID-19 testing and distribution of masks

A Government spokesman said, "As the epidemic in Hong Kong has remained severe, to strengthen anti-epidemic efforts, the Government has decided to arrange virus testing for different high risk groups to safeguard public health. The Government will expand the testing scope to cover FDHs staying in boarding facilities of EAs. A free, one-off COVID-19 testing service provided by a testing agency (Prenetics Limited) will be arranged for relevant FDHs."

The testing agency will provide one-stop service covering specimen collection and testing. It will shortly deploy staff to licensed EAs providing FDH placement services to deliver specimen bottles for collecting deep throat saliva samples from FDHs staying in the EAs' boarding facilities. The specimens will then be collected by the testing agency after one to two days for testing. Cases with positive results will be relayed to the Centre for Health Protection (CHP) of the Department of Health for follow-up. The testing agency will work closely with the Labour Department (LD) and determine the testing priority based on the number of persons staying in an EA boarding facility, manpower resources available, etc.

In addition, to strengthen protection of the relevant FDHs, the Government will, from August 8 to 10, 2020, distribute masks to FDHs staying in EAs' boarding facilities via licensed EAs providing FDH placement services. Also, to shorten the time that FDHs will need to stay in EAs' boarding facilities, the Immigration Department will process applications for changing employers in Hong Kong from FDHs whose employment contracts have expired as soon as possible.

Regulation of employment agencies

During the COVID-19 epidemic, LD has approached EA associations a number of times to remind the industry that they cannot arrange FDHs arriving in Hong Kong to undergo compulsory quarantine in EAs' boarding facilities; and that EAs should avoid arranging FDHs to stay in crowded environments, be alert and remind FDHs to pay attention to personal hygiene and maintain social distance. EAs can make reference to CHP's "Guidelines on Prevention of Coronavirus Disease 2019 (COVID-19) for the General Public" (www.chp.gov.hk/files/pdf/nid_guideline_general_public_en.pdf) and "A Guide to Personal, Home and Environmental Hygiene" (www.chp.gov.hk/files/pdf/a_guide_to_personal_home_and_environmental_hygiene _keep_clean_be_healthy_booklet.pdf).

Pursuant to the Code of Practice for Employment Agencies (CoP) promulgated by the Commissioner for Labour (the Commissioner), should an EA conduct any other activities (e.g. holding training classes or providing temporary accommodation) or non-EA related business at an EA's licensed address or other premises, the EA must comply with the relevant laws at all times. EAs in breach of the CoP may have their licences revoked or refused renewal by the Commissioner.

Publicity and education

On July 18, 2020, the Government gazetted the specifications under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) to impose conditions based on public health grounds in order to further reduce the number of imported cases of COVID-19. A traveller who, on the day on which the traveller boarded a civil aviation aircraft that arrives at, or is about to arrive at Hong Kong, or during the 14 days before that day, has stayed in any specified place (i.e. Bangladesh, India, Indonesia, Nepal, Pakistan, the Philippines and South Africa), he/she must meet the conditions specified by the Secretary for Food and Health. Since the relevant specifications came into effect at 0.00am on July 25, 2020, the number of FDHs coming from the specified places has dropped markedly.

The Government will continue to conduct publicity to FDHs and appeal to them to avoid non-essential gatherings, stay at home for rest as far as possible, and maintain strict personal and environmental hygiene at all times to safeguard their personal health and public hygiene. In particular, LD, the Food and Environmental Hygiene Department and the Police will conduct mobile broadcasts in Chinese, English and major FDH languages (including Tagalog, Bahasa Indonesia and Thai) on August 8 and 9, 2020 at popular gathering places of FDHs to call upon FDHs to comply with the regulations on the prohibition of group gatherings and mask-wearing requirement in public places; conduct publicity to FDHs during the broadcasts; and distribute leaflets printed in FDH languages to appeal to them to maintain environmental hygiene, refrain from conducting unlicensed hawking activities, including cooked food or other hawking activities. Also, the Police will increase manpower to step up patrols at those places.

The Government spokesman said, "The Government announced on August 3, 2020 (www.info.gov.hk/gia/general/202008/03/P2020080300770.htm) that it had gazetted directions and specifications under the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to extend the social distancing measures already in place, including prohibition on group gatherings of more than two persons in public places and requiring a person to wear a mask at all times when the person is boarding or onboard a public transport carrier, is entering or present in an MTR paid area, or is entering or present in a public place (indoor or outdoor). Offenders are liable to prosecution. The Government reminds employers and FDHs to observe and comply with the relevant requirements and restrictions. As of August 2, 2020, a total of 12 FDHs had been fined a fixed penalty of $2,000 for being in breach of the direction on prohibition of group gatherings in public places."

The spokesman continued, "When discussing rest day arrangements with their FDHs, employers should explain the current special circumstances and express mutual understanding in fighting the virus. Employers may encourage their FDHs to stay at home for rest, or take their rest day on weekdays instead of at the weekend. If FDHs choose to go out on their rest day, they should wear a mask, keep a distance of at least one metre from others where possible, avoid gathering and going to crowded places, and keep their hands clean at all times."

"Also, LD reminds employers that under the Employment Ordinance, if an employer requests an FDH to work on a rest day, the employer must substitute another rest day for the FDH within 30 days after the original rest day; the employer must also notify the FDH of the arrangement within 48 hours after he/she is required to work. Besides, an employer may substitute another rest day with the consent of the FDH, in which case it must be within the same month before the original rest day or within 30 days after it. An employer who compels his/her FDH to work on a rest day without the agreement of the FDH or fails to grant rest days to the FDH is in breach of the Employment Ordinance and is liable to prosecution and, upon conviction, to a maximum fine of $50,000."

CHP investigates 95 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) has announced that as of 0.00am, August 6, the CHP was investigating 95 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 3 850 in Hong Kong so far (comprising 3 849 confirmed cases and one probable case).

Among the newly reported cases announced, four had travel history during the incubation period.

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk).

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with every day tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

As at 9am today (August 8), 151 COVID-19 confirmed patients were discharged from hospital. 16 hospitalised patients were previously recorded as discharged by the system. So far, a total of 2 755 patients with confirmed or probable infection have been discharged after the adjustment.

ransport Department officer preliminarily tested positive for COVID-19

​The Transport Department (TD) today (August 8) learned that an officer was notified to have been preliminarily tested positive for COVID-19.

The officer concerned is a clerical grade officer performing non-counter duties at the Kwun Tong Licensing Office. She last performed duties on August 6 and was subsequently notified of the preliminary positive result early this morning by the Centre for Health Protection (CHP). The officer received a COVID-19 test after one of her family members was confirmed to have contracted the virus and found that she was preliminarily tested positive. The officer's body temperature was normal before commencing duty and she wore mask and followed relevant disease prevention measures at work. Currently, the CHP is trying to find out from the officer concerned and the TD whether she has been in close contact with other people. The TD will proactively co-operate with the CHP's quarantine work.

In consideration of public health and hygiene, and according to guidelines of the CHP, the TD has instantly arranged thorough cleaning and disinfection at the Kwun Tong Licensing Office which will be carried out today and tomorrow (‪August 9‬). The office will continue to operate ‪next Monday‬ to provide counter services for applications submitted by applicants with online appointments and process applications submitted by drop-in boxes and by post.

During the outbreak of COVID-19, the TD has been strictly implementing various disease prevention measures. Members of the public entering the TD's licensing offices have to undergo on-the-spot body temperature checks arranged by the TD. Any member of the public whose body temperature is higher than 37.5 degrees Celsius or who refuses to undergo a body temperature check will be denied entry into the licensing offices. The offices will also strictly request members of the public to clean their hands with alcohol-based sanitiser before entering the licensing offices and wear masks at all times in the offices. To reduce the risk of the spread of virus, the licensing offices will also strengthen the cleansing of public facilities and implement crowd control measures.

The TD will continue to maintain close liaison with the CHP and has also reminded staff to pay attention to personal hygiene and stay vigilant. If feeling unwell, staff are reminded to seek medical advice and inform the TD as soon as possible.

PYNEH update on a confirmed case of COVID-19 infection

The spokesperson for the Pamela Youde Nethersole Eastern Hospital (PYNEH) made the following update today (August 8) regarding an earlier announcement of a confirmed case of COVID-19 infection in an Integrated Medical & Geriatric Ward:

PYNEH continued to follow up on the patients stayed in the concerned ward. All inpatients were tested negative for COVID-19 on initial screening on August 5. Upon scheduled retesting to the patients stayed in the concerned ward on August 8, the latest result shows three male inpatients, including a 70-year-old and a 78-year-old, who were both classified as close contacts and had been transferred to isolation ward on August 5, and another 64-year-old who stayed in a different cubicle of the same ward, were tested preliminarily positive for COVID-19. All three patients are in stable condition and under isolation treatment now. The connection between these COVID-19 cases is under investigation.

Patient admission and discharge of the concerned ward will remain suspended. The hospital would continue to closely monitor the health condition of other patients and maintain communication with the Centre for Health Protection about the latest situation.

TMH announces a nurse tested preliminarily positive to COVID-19

Tuen Mun Hospital (TMH) announced today (August 8) that a nurse was tested preliminarily positive to COVID-19:

A female nurse of Accident and Emergency (A&E) Department at TMH has minor throat discomfort since August 4. She presented with low grade fever during her shift this morning in the observation ward of A&E. COVID-19 test was arranged and the test result was preliminarily positive. The nurse is currently receiving isolation treatment in TMH with stable condition.

TMH reported the case to the Centre for Health Protection (CHP) upon the preliminary test result of the nurse and launched epidemiological tracing. There are five nurses and one patient care assistant who had meals together with the nurse being preliminarily classified as close contacts and need to be quarantined for 14 days. Another three nurses had been listed as other contacts and subject to 28-day medical surveillance. No patient has been classified as close contact to the nurse concerned. TMH had already arranged thorough cleansing and disinfection for A&E, pantry and toilets used by the nurse. A&E services remain normal.

The nurse concerned was required to work in various posts in the A&E and she wore appropriate personal protective equipment at work. As a precautionary measure, the TMH is carefully reviewing the work schedule of the nurse. Initial investigation indicates that she has not been in contact with COVID-19 patient over the past one week during work. TMH will continue to review her work schedule in detail and to follow up the case with the CHP.

YCH announces a preliminary positive case of COVID-19

The following is issued on behalf of the Hospital Authority:

The spokesperson for Yan Chai Hospital today (August 8) made the following announcement concerning a preliminarily positive case of COVID-19 infection:

A 44-year-old male patient was admitted through Accident and Emergency Department to the surveillance ward on August 6 due to pneumonia and diarrhea. His test result for COVID-19 was negative and he was transferred to general medical ward for further management.

As the patient's symptoms persisted, he was transferred to a negative pressure room for another COVID-19 test on August 7 and the test result was positive. The patient was transferred to the isolation ward for treatment and is now in stable condition.

The hospital's infection control team conducted contact tracing according to prevailing guidelines. Eleven patients who had stayed in the same cubicle of the general medical ward with the confirmed case were classified as close contact. Seven patients have been isolated for quarantine, and the hospital had informed the Centre for Health Protection (CHP) for the follow up of the remaining four discharged patients.

The patient had diarrhea when the first test result was negative in the general ward. Three supporting staff who handled the patient's excrement, contaminated linen and environment only equipped with surgical masks and gloves. After risk assessment, they were classified as close contacts. Moreover, one patient and 10 healthcare workers were classified as other contacts and the hospital had arranged medical surveillance for the above-mentioned.

The hospital has arranged thorough cleansing and disinfection of the concerned medical ward. The hospital would continue to closely monitor the health of staff and patients, and communicate with the CHP about the latest situation.

HA announces the passing away of four COVID-19 patients

The following is issued on behalf of the Hospital Authority:

The Hospital Authority spokesperson today (August 9) announced the passing away of four patients confirmed with COVID-19 infection earlier this morning.

The 90-year-old female patient (case no. 2269), admitted to Caritas Medical Centre on July 22 due to abdominal pain and pneumonia, succumbed at 12.11am today.

The 88-year-old female patient (case no. 2429), admitted to North District Hospital on July 23 due to fever and cough, succumbed at 3.57am today.

The 78-year-old female patient (case no. 2955), admitted to Tuen Mun Hospital on July 27 due to fever and cough, succumbed at 5.37am today.

The 81-year-old male patient (case no. 3714), admitted to QMH on August 4 due to COVID-19 infection, succumbed at 7.52am today.

All the four patients have chronic diseases. Their condition continued to deteriorate upon admission and eventually succumbed earlier today.

The hospitals concerned were saddened by the passing away of the patients and would offer necessary assistance to their family members.

Including the above four patients, 51 COVID-19 patients have passed away in public hospitals so far.

A male Police officer preliminarily tested positive for COVID-19

A 23-year-old Police Constable who is posted to the Police Tactical Unit has been preliminarily diagnosed with Coronavirus Disease 2019 (COVID-19). He underwent a virus test in a designated clinic yesterday (August 8) and was tested positive for COVID-19. The Police officer is currently receiving training in the Police Tactical Unit and had not performed any duties that would require him to come into contact with members of the public. He has no travel history over the past 14 days and last attended work on August 7.

Police are highly concerned about the case, and have the following messages for the public:

1) While awaiting further assessment and recommendations from the Department of Health (DH), colleagues that might have come into close contact with the Police officer have been arranged to work from home and undergo tests for the virus;

2) Police have deployed staff to clean and disinfect the premises where the Police officer received training; and

3) Police have reminded all colleagues to maintain personal hygiene and reduce social contact to lower the risk of contracting and transmitting the virus, and that they should immediately report their cases and seek medical attention if they feel unwell.

Police will liaise closely with the DH and proactively provide information such as the recent duty record and roster of the Police officer concerned. Arrangements will be made for any close contacts to be conveyed to designated centres for quarantine.

A female security guard employed by Housing Department's car park contractor tests positive for COVID-19

The Housing Department today (August 9) learned that a female security guard employed by its car park contractor was tested positive for COVID-19. The concerned security guard works at Fu Keung Court car park in Wong Tai Sin. She is now staying at hospital for treatment.

The security guard works at night shift, and is responsible for patrolling and handling enquiries in the shroff office. She last performed duties on August 5.

She has no recent travel history. She has been wearing a face mask and observing relevant disease prevention measures at work. When performing duties, she has been undergoing temperature checks and her body temperature was normal.

The whole car park building including the shroff office and the roof top garden has been thoroughly cleaned and disinfected in accordance with the guidelines of the Centre for Health Protection (CHP).

The Housing Department will continue to keep close liaison with the CHP and co-operate with its quarantine work.

PWH announces passing away of COVID-19 patient

The following is issued on behalf of the Hospital Authority:

The spokesperson for the Prince of Wales Hospital (PWH) today (August 9) announced that an 86-year-old male patient confirmed with COVID-19 infection (case no. 2131) passed away today.

The patient was a close contact of a confirmed case. He was admitted on July 23 after he had been tested positive for COVID-19 during quarantine. The patient had hypertension and had suffered from heart disease. He had low-grade fever upon admission. His condition had been deteriorating subsequently and he eventually succumbed at 4.43pm today.

The Hospital is saddened by the passing away of the patient and would offer necessary assistance to his family members.

Including the above case, 52 COVID-19 patients have passed away in public hospitals so far.

KWH announces a preliminarily positive case of COVID-19 and update on a previous confirmed case

The following is issued on behalf of the Hospital Authority:

The spokesperson for Kwong Wah Hospital today (August 9) made the following announcement concerning one preliminarily positive case of COVID-19 infection and provide updates about a close contact of a case confirmed with COVID-19 earlier (case no. 3714):

A 70-year-old male patient with chronic disease was admitted through Accident and Emergency Department to the surveillance ward of KWH on August 3 due to fever, and received a COVID-19 test on the same date. His Nasopharyngeal Aspirate and Throat Swab sample was tested negative for COVID-19. In view of his unstable condition, he was transferred to the Intensive Care Unit (ICU) on August 4 for further management.

As the patient presented with symptoms of sore throat and diarrhea, he was transferred to a surveillance ward for another COVID-19 test on August 5 and the test result was negative. The patient was transferred to a general surgical ward for treatment on August 6 due to his surgical problem.

The patient had persistent fever from August 6. Based on clinical decision, he was transferred to the surveillance ward for another COVID-19 test on August 8 and the test result was positive. The patient was then transferred to the isolation ward for treatment and is now in stable condition.

The hospital’s infection control team conducted contact tracing according to prevailing guidelines, eight patients who had stayed in the same general surgical ward with the confirmed case were classified as close contacts. Seven patients have been isolated, and the hospital had informed the Centre for Health Protection (CHP) for the follow up of the remaining one discharged patient.

57 healthcare workers provided treatment and care to the patient were equipped with appropriate personal protective equipment in accordance with the infection control guidelines of the Hospital Authority. The hospital’s infection control team had been conducting contact tracing for healthcare workers according to prevailing guidelines. No staff member had been classified as close contact at the moment.

The hospital has arranged thorough cleansing and disinfection of the concerned surgical ward. The hospital would continue to closely monitor the health of staff and patients, and communicate with the CHP about the latest situation.

Furthermore, a 75-year-old male patient who was being identified as a close contact of the 81-year-old male patient (case no.3714) confirmed with COVID-19 infection due to having stayed in the same cubicle of the general medical ward was tested negative for COVID-19 on initial screening on August 4. As the 75-year-old male patient was presented with fever and coughing symptoms from August 8, he had been transferred to isolation ward on August 9 for COVID-19 test and the test result was positive. The patient is now in serious condition and under isolation treatment. The connection between these COVID-19 cases is under investigation.

The hospital would continue to closely monitor the health condition of other patients and maintain communication with the CHP about the latest situation.

CHP investigates 72 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) has announced that as of 0.00am, August 9, the CHP was investigating 72 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 4 080 in Hong Kong so far (comprising 4 079 confirmed cases and one probable case).

Among the newly reported cases announced, nine had travel history during the incubation period.

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website (www.coronavirus.gov.hk).

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with everyday tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

Extension of COVID-19 testing service to ferry, railway and tram employees

The Transport Department (TD) announced today (August 10) that, starting from tomorrow (August 11), the COVID-19 testing service for taxi/public light bus (PLB) drivers will be extended to employees of the ferry operators, the MTR Corporation Limited (MTRCL) and Hong Kong Tramways Limited (HKT).

Employees of the ferry operators can visit the designated distribution points directly during the designated time periods for collection of swab self-sampling kits without prior telephone booking, and should return the specimens to the collection points as soon as possible after completion of self-sampling. The contractor of the testing service will then send the specimens to laboratories for testing. Taxi/PLB drivers who did not undergo the testing in the past two phases (i.e. between July 17 and August 8) can also participate in this testing by collecting the swab self-sampling kits at the designated points.

Employees of ferry operators holding valid staff identity cards or letters issued by the ferry operators, as well as taxi/PLB drivers holding valid taxi/PLB driver identity cards, can bring together their valid Hong Kong identity cards, and visit the swab self-sampling kit distribution points during the designated time periods for registration and collection of the kit on site. Addresses, opening dates and hours of the swab self-sampling kit distribution points and specimen bottle collection points for the respective trades are in the Annex.

Meanwhile, the contractor will provide swab self-sampling kits to the MTRCL and HKT, while those companies will arrange with their operating staff for distribution and collection of swab self-sampling kits and the contractor for collection of their employees' specimens for testing.

The test is voluntary and free of charge. The contractor will not retain the personal data of the participants. If a participant's test result is positive, the contractor will notify the TD on the specimen serial number. For a specimen serial number that belongs to a taxi/PLB driver or an employee of a ferry operator, the TD will relay the details of the participant concerned to the Centre for Health Protection (CHP) for its follow-up. For a specimen serial number that belongs to an employee of the MTRCL or HKT, the TD will notify the company concerned to relay th employee's information directly to the CHP.

Each participant can conduct the test once only. Taxi/PLB drivers who had participated in the past two phases of the scheme should not join this test again.

The TD appeals to the employees of the ferry operators, the MTRCL and HKT as well as taxi and PLB drivers to actively participate in the testing to ensure public health and minimise risks of the spread of the virus in the community. LCSD-outsourced security guard tests positive for COVID-19

The Leisure and Cultural Services Department (LCSD) today (August 10) said that an outsourced security guard has tested positive for coronavirus disease 2019 (COVID-19).

The outsourced security guard concerned worked at the Hong Kong Zoological and Botanical Gardens in Central and Western District. She last performed duties on August 1. She felt unwell earlier and sought medical treatment, and was notified yesterday (August 9) that she had tested positive for COVID-19. She has been treated under isolation in hospital.

The security guard concerned has no recent travel history. She wore surgical masks when performing duties, and her body temperature was normal when undergoing temperature screening during work.

The LCSD will arrange a thorough cleaning and sterilisation at the work areas concerned and all related public facilities according to guidelines provided by the Centre for Health Protection (CHP).

The LCSD is highly concerned about the COVID-19 epidemic and will continue to maintain close liaison with the CHP. Staff are reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.

Man fined for breaching compulsory quarantine order

A 28-year-old man was fined $15,000 by the Eastern Magistrates' Courts today (August 10) for violating the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E).

The man was earlier issued a compulsory quarantine order stating that he must conduct quarantine at home for 14 days. Before the expiry of the quarantine order, he left the place of quarantine without reasonable excuse nor permission given by an authorised officer on March 25. He was charged with contravening sections 8(1) and 8(5) of the Regulation and was fined $15,000 by the Eastern Magistrates' Courts today.

Pursuant to the Regulation, starting from March 19, save for exempted persons, all persons arriving from countries or territories outside China would be subject to compulsory quarantine for 14 days. Moreover, pursuant to the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C), all persons who have stayed in the Mainland, Macao or Taiwan in the 14 days preceding arrival in Hong Kong, regardless of their nationality or travel documents, will be subject to compulsory quarantine for 14 days. Breaching a quarantine order is a criminal offence and offenders are subject to a maximum fine of $25,000 and imprisonment for six months. The Department of Health (DH) solemnly reminds persons under quarantine to comply with the statutory requirements and conduct quarantine for 14 days.

A spokesman for the DH said the sentence sends a clear message to the community that breaching the Regulation is a criminal offence and that the Government will not tolerate such actions. As of today, a total of 36 persons have been convicted by the courts for breaching compulsory quarantine orders with imprisonment sentences of up to three months or a fine of $15,000. The spokesman reiterated that resolute actions will be taken against anyone who has breached the Regulation.

Public hospitals daily update on COVID-19 cases

As at 9am today (August 10), 70 COVID-19 confirmed patients were discharged from hospital. So far, a total of 2 917 patients with confirmed or probable infections have been discharged after the adjustment.

Caritas Medical Centre announces nurse tested preliminarily positive for COVID-19

The following is issued on behalf of the Hospital Authority:

Caritas Medical Centre (CMC) announced today (August 10) that a nurse has tested preliminarily positive for COVID-19.

A female nurse of the Medicine and Geriatric Department at CMC had an onset of malaise, throat discomfort and a mild dry cough since August 6 as well as a loss of smell and taste since August 8. She attended the Accident and Emergency Department yesterday (August 9) morning with a COVID-19 test arranged. The test result was preliminarily positive. The nurse is currently receiving isolation treatment in CMC with stable condition.

CMC reported the case to the Centre for Health Protection (CHP) and launched epidemiological tracing upon receiving the preliminary test result of the nurse. There are five nurses who have meals together with the preliminarily confirmed nurse being classified as a close contact. The five nurses need to be quarantined for 14 days. Another 82 staff members and 85 patients had been listed as other contacts and are subject to a 28-day medical surveillance. The test results of the five close contact staff, 60 other contact staff and 44 in-patients were negative. Testing for the rest of the inpatients and staff members is in progress.

The nurse concerned works in a female medical ward. She was required to perform clinical duties and wore appropriate personal protective equipment at work. As a precautionary measure, CMC is carefully reviewing the work schedule of the nurse. An initial investigation indicates that she has not been in contact with a COVID-19 patient over the past two weeks during work. CMC will continue to review her work schedule in detail and follow up on the case with the CHP.

CMC had already arranged a thorough cleaning and disinfection for the concerned ward, pantry and toilets used by the nurse. Admission to the ward concerned has been suspended since yesterday.

United Christian Hospital announces a positive case of COVID-19 infection

The spokesperson for United Christian Hospital (UCH) made the following announcement concerning a case of COVID-19 infection confirmed today (August 10):

A 62-year-old male patient attended UCH Accident and Emergency Department at around 10.30pm on August 8 due to dizziness, nausea and weakness. The patient was afebrile and his vital signs were stable. As a precautionary measure, the doctor admitted him to observation ward for further assessment and management. At around 7am the next day, the patient developed shortness of breath and desaturation, he was immediately transferred to surveillance ward for further management. Nasopharyngeal swab and sputum tests were arranged, and the results were positive. The preliminarily confirmed patient was immediately transferred to isolation ward for treatment yesterday. He is currently in stable condition.

The hospital's infection control team conducted contact tracing according to prevailing guidelines and identified five other patients who had stayed in the same cubicle of the observation ward with the confirmed patient. They are classified as close contacts and the hospital will follow up with the Centre for Health Protection (CHP) for further arrangements. All staff members working in the concerned ward was equipped with appropriate personal protective equipment in accordance with infection control guidelines. No aerosol generating procedures had been performed during that period. None of the staff members is being classified as close contact.

The hospital has arranged thorough cleansing and disinfection of the ward concerned. The hospital would continue to closely monitor the health of our staff and patients and communicate with the CHP about the latest situation.

Government extends social distancing measures
***************************************


The Government gazetted today (August 10) the directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to extend the social distancing measures currently in place. The above directions and specifications will take effect at 0.00am on August 12 for a period of seven days till August 18.

The epidemic situation of COVID-19 in Hong Kong has continued to remain severe. While the number of daily new confirmed cases in Hong Kong over the past week has declined slightly, the overall figure remains high and the mortality rate has continued to rise. Among these local cases, the infection source of about 40 per cent is unknown, indicating the existence of sustained silent transmission in the community and therefore a considerably high risk of a large-scale community outbreak. Nonetheless, there are still a large number of people out and about on the streets and indoor and outdoor public places remain crowded during weekends, a clear sign that members of the public are experiencing anti-epidemic fatigue.

According to the World Health Organization and health experts, COVID-19 would not be eradicated without effective treatment and vaccination. The Government thus is required to incorporate work in relation to disease prevention and control as well as infection management into the new normal of the daily operation of the society. To this end, the Government has all along adopted the "suppress and lift" strategy in order to quickly adjust epidemic control measures having regard to the development of the epidemic situation. In view of the epidemic situation which has remained severe, the Government considers it necessary to extend the relevant social distancing measures.

The Government strongly urges the public to stay at home as much as possible, go out less often unless necessary, and avoid dining out and unnecessary social activities (including private gatherings), to fight the epidemic together without letting down one's guard, in order to reduce community transmission and so as to cut the community transmission chain. Maintaining good personal and environmental hygiene at all times is key to the prevention of infection and the spread of the disease in the community, as well as to the alleviation of the enormous burden currently put on the healthcare system.

A spokesman for the Food and Health Bureau said, "In view of the latest public health risk assessment, in particular the higher risks brought about by activities conducted without wearing masks as well as various social activities as shown in recent cases, we are of the view that, at present, it is necessary to extend social distancing measures implemented under Cap. 599F, Cap. 599G and Cap. 599I, including requiring the cessation of dine-in services at catering businesses during specific periods, continuing to require closure of scheduled premises, as well as requiring any person to wear mask at all times when entering or being present in any public place."

(1) From 6pm to 4.59am of the subsequent day, save for specific premises (details at Annex 2), a person responsible for carrying on a catering business must cease selling or supplying food or drink for consumption on the premises of the business; and close any premises, or part of the premises, on which food or drink is sold or supplied by the business for consumption on the premises. The premises concerned may still sell or supply food and/or drink for takeaway services and deliveries. A person responsible for carrying on a catering business is also required to put up a notice at the entrance to the catering premises to remind customers that food or drink should not be consumed in areas adjacent to the catering premises.

(2) The number of customers at any catering premises at any one time must not exceed 50 per cent of the normal seating capacity of the premises. No more than two persons may be seated together at one table within any catering premises.

(3) Tables available for use or being used by customers within any catering premises must be arranged in a way to ensure there is a distance of at least 1.5 metres or partition(s) which could serve as an effective buffer between one table and another table at the premises.

(4) Any premises (commonly known as bar or pub) that is exclusively or mainly used for the sale or supply of intoxicating liquors as defined in section 53(1) of the Dutiable Commodities Ordinance (Cap. 109) for consumption in that premises must be closed. Any part of a catering premises that is exclusively or mainly used for the sale or supply of such intoxicating liquors for consumption in that part must be closed.

(5) Live performance and dancing must not be allowed in any catering premises. All karaoke and mahjong-tin kau activities carried on at any catering premises must also be suspended. Other requirements and restrictions in relation to catering business premises would remain in effect, including wearing a mask at all times within any catering premises except when the person is consuming food or drink; conducting body temperature screening for all persons entering the premises; and providing hand sanitisers.

Scheduled premises

(6) All scheduled premises under Cap. 599F as set out below are required to suspend operation:

(a) Amusement game centres;
(b) Bathhouses;
(c) Fitness centres;
(d) Places of amusement;
(e) Places of public entertainment;
(f) Premises (commonly known as party rooms) that are maintained or intended to be maintained for hire for holding social gatherings;
(g) Beauty parlours;
(h) Establishments (commonly known as clubs or nightclubs) that are open late into the night, usually for drinking, and dancing or other entertainment;
(i) Karaoke establishments;
(j) Mahjong-tin kau premises;
(k) Massage establishments (save for those set out in Annex 3);
(l) Sports premises; and
(m) Swimming pools.

(7) Save for catering premises therein, all club-houses must be closed. Catering premises in club-houses must follow the directions set out for catering premises, including the requirement to cease dine-in services during specific periods.

In view of the higher infection risks involved in eating or drinking without wearing a mask, the Government calls on the persons responsible for carrying on catering business to strictly abide by the above measures and to take further measures, such as arranging single-direction seating as far as practicable to avoid face-to-face contact and refraining from table-sharing arrangements to reduce the risk of the spread of the virus.

Persons responsible for carrying on catering businesses, persons making available seating and tables adjacent to catering business premises and managers of scheduled premises that contravene the statutory requirements under Cap. 599F would have committed a criminal offence. Offenders are subject to a maximum fine of $50,000 and imprisonment for six months.

Group gathering

(8) Unless exempted, the prohibition on group gatherings of more than two persons in public places will continue during the aforementioned seven-day period.

Any person who participates in a prohibited group gathering; organises a prohibited group gathering; owns, controls or operates the place of such gathering and knowingly allows the taking place of such gathering, commits an offence under Cap. 599G. Offenders are liable to a maximum fine of $25,000 and imprisonment for six months. Persons who participate in a prohibited group gathering may discharge liability for the offence by paying a fixed penalty of $2,000.

Mask-wearing requirement

(9) The Secretary for Food and Health, by way of a notice published in the Gazette under Cap. 599I, continues to specify all public places so as to maintain the existing mask-wearing requirement, i.e. during the aforementioned seven-day period, a person must wear a mask at all times when the person is boarding or onboard a public transport carrier, is entering or present in an MTR paid area, or is entering or present in a public place (indoor or outdoor).

Under Cap. 599I, if a person does not wear a mask in accordance with the requirement, an authorised person may deny that person from boarding a public transport carrier or entering the area concerned, as well as require that person to wear a mask and disembark from the carrier or leave the said area. A person in contravention of the relevant provision commits an offence and the maximum penalty is a fine at level 2 ($5,000). In addition, authorised public officers may issue fixed penalty notices to persons who do not wear a mask in accordance with the requirement and such persons may discharge liability for the offence by paying a fixed penalty of $2,000.

"We will also continue to closely monitor the development of the epidemic situation and review the various measures in place from time to time with a view to making suitable adjustments taking into account all relevant factors," said the spokesman.

Updates on preliminarily positive case for COVID-19 infection and an earlier close contact case in Kwong Wah Hospital

The spokesperson for Kwong Wah Hospital (KWH) today (August 10) made the following announcement concerning one preliminarily positive case for COVID-19 infection and provide updates about an earlier close contact case:

A 62-year-old male patient with chronic disease attended the Accident and Emergency Department of KWH presented with fever and cough on August 8. Doctor, based on clinical decision, arranged COVID-19 deep throat saliva test for him but without the need of hospital admission. The result revealed on August 9 was preliminarily positive. The patient will be admitted for treatment under isolation.

The hospital reviewed the patient's previous admission history and found that he was admitted to a general surgical ward due to gastrointestinal symptoms on August 1. He neither presented with fever nor respiratory symptoms on the day of admission. With the onset of fever, the patient was admitted to a surveillance ward and COVID-19 test was arranged for him on August 3. The test result was negative and the patient was transferred to the general surgical ward for continuous treatment. The patient was later discharged from the hospital on August 4.

The hospital's infection control team immediately conducted contact tracing for the 62-year-old male patient. All healthcare workers who provided treatment and care to him were equipped with appropriate personal protective equipment in accordance with the infection control guidelines of the Hospital Authority. Therefore, no staff member had been classified as a close contact. Besides, the hospital was notified that the patient's spouse was a staff member of KWH and she was therefore classified as a close contact. CHP would follow up on the necessary tests and quarantine arrangements for her. The staff member did not present with any symptoms and was equipped with appropriate personal protective equipment in accordance with the infection control guidelines of the Hospital Authority during work. She had not returned to the hospital for work since her family member was preliminarily confirmed with COVID-19 infection. Her last working day was on August 9.

At the same time, the hospital continued to follow up the close contacts of the 70-year-old male patient confirmed with COVID-19 infection (case number: 4030) announced yesterday (August 9). The hospital had arranged COVID-19 test for the seven in-patients who had stayed in the same general surgical ward with the confirmed patient. Among the patients, six of them were tested negative for COVID-19. The remaining 54-year-old male patient was tested positive and immediately transferred to the isolation ward for treatment. He was currently in stable condition. The connection between these COVID-19 cases was under investigation.

In light of the above cases, the hospital had arranged thorough cleansing and disinfection of the general surgical ward concerned. Admission to the ward had been suspended.

The hospital would continue to closely monitor the health of staff members and patients and also maintain communication with the CHP to follow up on the latest situation.

The Centre for Health Protection (CHP) of the Department of Health has announced that as of 0.00am, August 10, the CHP was investigating 69 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 4 149 in Hong Kong so far (comprising 4 148 confirmed cases and one probable case).

Among the newly reported cases announced, two had a travel history during the incubation period.

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. To prevent pneumonia and respiratory tract infection, members of the public should always maintain good personal and environmental hygiene. They are advised to:

• Wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including performing hand hygiene before wearing and after removing a mask;
• Perform hand hygiene frequently, especially before touching the mouth, nose or eyes, after touching public installations such as handrails or doorknobs, or when hands are contaminated by respiratory secretions after coughing or sneezing;
• Maintain drainage pipes properly and regularly (about once a week) pour about half a litre of water into each drain outlet (U-trap) to ensure environmental hygiene;
• Cover all floor drain outlets when they are not in use;
• After using the toilet, put the toilet lid down before flushing to avoid spreading germs;
• Wash hands with liquid soap and water, and rub for at least 20 seconds. Then rinse with water and dry with a disposable paper towel. If hand washing facilities are not available, or when hands are not visibly soiled, performing hand hygiene with 70 to 80 per cent alcohol-based handrub is an effective alternative;
• Cover your mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissues into a lidded rubbish bin, then wash hands thoroughly; and
• When having respiratory symptoms, wear a surgical mask, refrain from work or attending class at school, avoid going to crowded places and seek medical advice promptly.

The patient, with chronic illness, admitted to the hospital on July 27 due to persistent cough and fever. The patient's condition deteriorated due to respiratory failure. He was transferred to Intensive Care Unit on August 2 and eventually succumbed at 11.19pm last night.

Woman sentenced for breaching compulsory quarantine order

A 42-year-old woman was sentenced to immediate imprisonment for seven days by the Tuen Mun Magistrates' Courts today (August 11) for violating the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) (the Regulation).

The woman was earlier issued a compulsory quarantine order stating that she must conduct quarantine at a residential address stated by herself on the quarantine order for 14 days. The woman was later found to have given a false residential address for use as the place of quarantine to an authorised officer at the Shenzhen Bay Control Point. She was charged with contravening section 9 of the Regulation and was sentenced by the Tuen Mun Magistrates' Courts today to immediate imprisonment for seven days.

Pursuant to the Regulation, starting from February 8, save for exempted persons, all persons who have stayed in the Mainland, Macao or Taiwan in the 14 days preceding arrival in Hong Kong, regardless of their nationality or travel documents, will be subject to compulsory quarantine for 14 days. Moreover, pursuant to the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E), starting from March 19, all persons arriving from countries or territories outside China would also be subject to compulsory quarantine for 14 days. Breaching a quarantine order is a criminal offence and offenders are subject to a maximum fine of $25,000 and imprisonment for six months.

A spokesman for the DH said the sentence sends a clear message to the community that breaching compulsory quarantine orders is a criminal offence that the Government will not tolerate and solemnly reminds the public to comply with the Regulation. As of today, a total of 37 persons have been convicted by the courts for breaching compulsory quarantine orders and have received sentences including immediate imprisonment for up to three months or fine of $15,000. The spokesman reiterated that resolute actions will be taken against anyone who has breached the relevant regulations.

Kwong Wah Hospital announces a nurse tested preliminarily positive for COVID-19

Kwong Wah Hospital (KWH) made an announcement today (August 11) regarding a nurse tested preliminarily positive for COVID-19:

A male nurse of a surgical ward at KWH presented with sore throat, cough, runny nose since August 6. The nurse had provided treatment and care to confirmed COVID-19 male patients and COVID-19 test had been arranged for him subsequently. His test result revealed yesterday (August 10) was preliminarily positive. The nurse is in stable condition and will be admitted for treatment under isolation.

The nurse concerned worked in a male surgical ward. He performed clinical duties and was equipped with appropriate personal protective equipment as well as complying with hand hygiene at work. The nurse did not perform high-risk medical procedures for COVID-19 confirmed patients. As a precautionary measure, the hospital was reviewing the work schedule of the nurse to determine whether any of the patients should be classified as close contacts or other contacts. Moreover, the result of contact tracing conducted by the hospital's infection control team showed that none of the staff members had been classified as close contacts. At the same time, the hospital was notified that the nurse's spouse was also a staff member of KWH. She was classified as a close contact due to household contact. The Centre for Health Protection (CHP) would follow up on the necessary tests and quarantine arrangements for her.

Professor Yuen Kwok-yung, Chair Professor of the Department of Microbiology, University of Hong Kong and his team had paid a visit to KWH this afternoon. He gave professional advice on further strengthening of infection control measures in wards. Professor Yuen recommended KWH to inspect and test the ventilation system at particular ward cubicles and enhance the ventilation facilities if necessary. Additionally, he reminded patients to wear masks in hospitals at all times and not to talk while eating in order to reduce the risk of infection. Hospital would follow up his recommendations accordingly.

Admission to the ward affected would continue to be suspended. The hospital would closely monitor the health of staff members and patients, and follow up the case with CHP.

At the same time, a 75-year-old male COVID-19 confirmed case (case number: 4146) passed away today afternoon. The 75-year-old male patient was a close contact of a confirmed case and was admitted to the Hospital on July 22 due to upper respiratory tract infection. He had been tested positive for COVID-19 on August 9. His condition had deteriorated subsequently and he eventually succumbed at 12.46pm today.

The Hospital is saddened about the passing away of the patient and would offer necessary assistance to his family members.

Including the above case, 59 COVID-19 patients have passed away in public hospitals so far.

A 93-year-old female patient (case number: 3196), admitted to Tuen Mun Hospital on July 29 due to cough, succumbed at 10.05am this morning.

Both patients had chronic diseases and their conditions continued to deteriorate after admission. The hospitals concerned were saddened by the passing away of the patients and would offer necessary assistance to their family members.

Including the above two patients, 63 COVID-19 patients have passed away in public hospitals so far.

DH Office for Regulation of Private Healthcare Facilities (Licensing Division) staff member preliminarily tests positive for COVID-19

The Department of Health (DH) announced today (August 12) that a staff member of the DH's Licensing Division of the Office for Regulation of Private Healthcare Facilities (ORPHF) has tested preliminarily positive for coronavirus disease 2019 (COVID-19). In consideration of public health and hygiene, the offices at Room 1008, 10/F, Guardian House, Oi Kwan Road, Wan Chai and at Room 402, 4/F, 14 Taikoo Wan Road, Taikoo Shing, where the staff member had stayed, were closed immediately for a thorough cleaning and disinfection until further notice.

The staff member concerned is a nurse who is responsible for processing licence applications for private healthcare facilities. She was notified of the preliminary positive result yesterday (August 11) evening by the Centre for Health Protection (CHP) of the DH.

The staff member concerned had no recent travel history and had worked yesterday. Her body temperature was normal during temperature screening before commencing duty. She wore a mask and followed relevant disease prevention measures at work. In the past 14 days of her duty, she mainly performed duties in the office and made no contact with members of the public at work and did not take part in the inspections of private healthcare facilities.

The CHP's epidemiological investigations and relevant contact tracing are ongoing to identify and trace close contacts of the staff member. So far, one staff member has been listed as a close contact and would be arranged to be quarantined. The CHP has also arranged COVID-19 testing for other colleagues working with the staff member concerned in the offices.

The spokesperson for the Pamela Youde Nethersole Eastern Hospital (PYNEH) made the following announcement today (August 12) regarding a nurse who was tested preliminarily positive to COVID-19:

A female nurse working in a medical ward at PYNEH has presented with dry throat and feverish feeling since August 9. She attended the Accident and Emergency Department on August 11 after her last duty and COVID-19 test arranged showed preliminary positive result last night. The nurse is in stable condition and will be admitted for isolation and treatment.

The nurse concerned is responsible for general clinical and nursing care duties in ward and has been equipped with appropriate personal protective equipment at work. According to the admission record and her work schedule, the nurse did not come into contact with any COVID-19 patients over the past two weeks in the hospital and was not required to perform high-risk medical procedures for patients.

The hospital's infection control team immediately initiated contact tracing following the case report. Initial investigation indicated that 13 staff members in the ward who have had meals during meal break with the nurse concerned would be classified as close contacts. The hospital will follow up closely with the Centre for Health Protection (CHP) for the required quarantine arrangement. As a precautionary measure, the hospital will also arrange viral tests and medical surveillance for other staff members and inpatients in the medical ward concerned.

The hospital had arranged thorough cleansing and disinfection in the medical ward concerned and would continue to closely monitor the situation with CHP.

LCSD library staff tests positive for COVID-19

The Leisure and Cultural Services Department (LCSD) today (August 12) said that a library staff has tested positive for coronavirus disease 2019 (COVID-19).

The library staff concerned works at 10/F of the Hong Kong Central Library (HKCL) in Wan Chai District. She last performed duties on August 6. All facilities of the library have been temporarily closed since July 15. As she had been identified as a close contact of a confirmed case, she was sent to a quarantine centre and was tested for COVID-19. She was notified today that she had tested positive.

The library staff concerned has no recent travel history. She has been wearing surgical masks when performing duties. Her body temperature was normal when undergoing temperature screening during work.

The LCSD will arrange thorough cleaning and sterilisation at the relevant floor and all public facilities of the HKCL according to guidelines provided by the Centre for Health Protection (CHP).

The LCSD is highly concerned about the COVID-19 epidemic and will continue to maintain close liaison with the CHP. Staff are reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.

Prince of Wales Hospital announces malfunction incident of negative pressure system in isolation facilities

The spokesperson for Prince of Wales Hospital made the following announcement today (August 12) concerning a malfunction incident of the negative pressure system in its isolation facilities yesterday (August 11):

At around 2.45pm yesterday, the utility power company supply network experienced a voltage dip, which caused an interruption to the mechanical ventilation and air-conditioning (MVAC) system at the Main Clinical Block and Trauma Centre (MCBTC) and the Day Treatment Block and Children Wards (DTB) of the Hospital, leading to a loss of pressurisation in some isolation rooms inside the Intensive Care Unit (ICU), the 11L Paediatric Isolation Ward, the Burns Centre and the 9A Orthopaedic Ward. The Electrical and Mechanical Services Department immediately checked and restarted the MVAC system. The pressure gradients of the isolation rooms concerned in the MCBTC and the DTB returned to normal at around 3.15pm and 3.45pm respectively.

Four confirmed COVID-19 patients were staying in the isolation rooms of the ICU during the period. All staff members in the ward had put on N95 respirators. The doors of the isolation rooms were kept closed and no aerosol generating procedures were conducted during the period. Another four confirmed COVID-19 patients staying in the 11L Paediatric Isolation Ward were transferred to the 11M Paediatric Isolation Ward. All staff members in the wards were wearing appropriate personal protective equipment. The infection risk is assessed to be low.

The incident has been reported to the Hospital Authority Head Office via the Advance Incident Reporting System.

CHP investigates 62 additional confirmed cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health has announced that as of 0.00am, August 12, the CHP was investigating 62 additional confirmed cases of coronavirus disease 2019 (COVID-19), taking the number of cases to 4 244 in Hong Kong so far (comprising 4 243 confirmed cases and one probable case).

Among the newly reported cases announced, one had a travel history during the incubation period.

The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex or the list of buildings with confirmed cases of COVID-19 in the past 14 days and the latest local situation of COVID-19 available on the website "COVID-19 Thematic Website" (www.coronavirus.gov.hk).

The CHP has been closely monitoring the usage and demand of various quarantine centres (QCs). The Scientific Committee on Emerging and Zoonotic Diseases and the Scientific Committee on Infection Control under the CHP earlier made a recommendation that confinees at QCs would be quarantined for the first 10 days and be put under home quarantine for the remaining four days when necessary. As the number of confirmed cases and close contacts remains at a high level recently, it is anticipated that the usage of quarantine facilities will continue increasing. Starting from today, the CHP will reactivate this quarantine arrangement in various QCs by phases, to ensure that there are adequate quarantine facilities to cope with the epidemic situation.

The CHP stressed that all confinees under quarantine at QCs are asymptomatic. After the implementation of the above arrangement, only if confinees have passed assessments on their health conditions and other relevant factors such as their home environments by healthcare professionals, will they be considered appropriate to be put under home quarantine for the remaining four days. The confinees will have tested negative for COVID-19 before discharge from QCs before such an arrangement could be made. QC staff members will also arrange monitoring wristbands for these confinees to ensure they comply with the home quarantine requirement before they are discharged from QCs.

In view of the severe epidemic situation, the CHP called on members of the public to avoid going out, having social contact and dining out. They should put on a surgical mask and maintain stringent hand hygiene when they need to go out. As a number of recent cases involve elderly people, the CHP strongly urged the elderly to stay home as far as possible and avoid going out. They should consider asking their family and friends to help with everyday tasks such as shopping for basic necessities.

A spokesman for the CHP said, "Given that the situation of COVID-19 infection remains severe and that there is a continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong.

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, regularly pour water into drain outlets (U-traps) and cover all floor drain outlets when they are not in use. After using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

United Christian Hospital announces a nurse tested preliminarily positive to COVID-19

United Christian Hospital (UCH) made an announcement today (August 12) regarding a nurse tested preliminarily positive to COVID-19:

A male nurse of a psychiatric ward at UCH has onset of cough and sputum since August 9, and presented with low grade fever during his duty on August 10 and attended the Accident and Emergency Department. COVID-19 deep throat saliva test was arranged and the test result was preliminarily positive yesterday (August 11). The nurse is currently receiving isolation treatment in the hospital with stable condition.

The nurse concerned performed routine clinical duties in the ward and was equipped with appropriate personal protective equipment during his work. He did not have any contact with COVID-19 confirmed patients nor perform high-risk medical procedures in the past 28 days. As a precautionary measure, admission and discharge of patients in the ward concerned have been suspended. There are a total of 20 patients in the ward and all of their COVID-19 tests are negative. The hospital is conducting tests for other colleagues who have worked in the ward and the test results received so far are all negative. Environment samples taken from the ward are all negative as well.

The hospital's infection control team conducted contact tracing and five colleagues who had meals together with the nurse are being classified as close contacts and need to be quarantined for 14 days. The hospital will follow up with the Centre for Health Protection (CHP). So far, no patients are classified as close contacts and the hospital will arrange 28-day medical surveillance for patients and staff in the ward.

The hospital has arranged thorough cleansing and disinfection for the ward concerned, staff canteen and changing room. UCH will continue to closely monitor the health of our staff and patients and communicate with the CHP about the latest situation.

As at 9am today (August 12), 132 COVID-19 confirmed patients were discharged from hospital in the last 24 hours. One more subcontractor staff member of Water Supplies Department contractor tests positive for COVID-19

The Water Supplies Department (WSD) today (August 13) said that the department was notified by the contractor for construction of Tong Hang No. 3 Fresh Water Service Reservoir in Fanling that one more staff member of its subcontractor has tested positive for COVID-19.

A staff member of the subcontractor tested positive on August 8. Nine staff members of the subcontractor who had close contact with the staff member who tested positive were arranged to stay at quarantine centres by the Centre for Health Protection (CHP). Three of the nine staff tested positive earlier. The WSD was notified today that one more staff member among the nine staff members tested positive. The five staff members are now undergoing treatment.

The on-site operations of the project, including the site office, has been suspended. The contractor has thoroughly cleaned and disinfected the site, including the site office, and arranged for all remaining personnel of the project to undergo COVID-19 testing. The test results were all negative. The department will maintain close liaison with the CHP. All personnel of the project have been reminded to pay attention to personal hygiene and to stay vigilant. They should seek medical advice immediately if feeling unwell.
