Furthermore, two first outbreaks of HPAI were confirmed in France, on October 10, 2025 in a pheasant and partridge farm in Pas-de-Calais, then on October 14 in a farmyard in Seine-Maritime.

Given the rapid increase in the number of highly pathogenic avian influenza (HPAI) outbreaks in poultry farms in western France, enhanced prevention measures are being implemented by prefectural decrees in Vendée and three neighboring departments (Loire-Atlantique, Maine-et-Loire, and Deux-Sèvres). These temporary measures include increased surveillance, sheltering of poultry, pre-movement testing, and, for ducks, administration of a third vaccination dose. They will be lifted on December 31 if the health situation allows.


The HPAI virus is currently circulating intensely among migratory birds, particularly common cranes. This situation in wild birds, also observed in other European countries, has resulted in a significant number of outbreaks in poultry farms this season. To date, more than 50 outbreaks have been confirmed in poultry farms.

In order to prevent the spread of the HPAI virus in our territory, additional regulated zones have been established today in the departments of Vendée (85) , Loire-Atlantique (44) , Maine-et-Loire (49) , and Deux-Sèvres (79) .

Within these additional regulated zones, and in addition to the measures established in the protection and surveillance zones set up around HPAI outbreaks , the following measures are in place:

  • Enhanced biosecurity measures
    • The release of ducks into the range is prohibited throughout the entire additional regulated area.
    • In the protection zones established around HPAI outbreaks, all departures of ducks and turkeys must be made in a single trip to the slaughterhouse (single removal).

Target audience: Operators keeping poultry or other captive birds.
Subject: Lowering of the epizootic risk level for highly pathogenic avian influenza to "moderate" throughout
the entire metropolitan territory. This Order, designating the risk level for highly
pathogenic avian influenza, is issued following an improvement in the health situation among wild bird populations.
Entry into force: This Order shall enter into force on the day following its publication.
Application: This Order is issued pursuant to the Order of September 25, 2023, relating to measures for
surveillance, prevention, control, and vaccination against highly pathogenic avian influenza (HPAI).
The Minister of Agriculture, Agri-Food, and Food Sovereignty,
Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of March 9, 2016, on
transmissible animal diseases and amending and repealing certain acts in the area of ​​animal health;
Having regard to the Rural and Maritime Fishing Code, and in particular Article L. 221-1-1 thereof;
Having regard to the Order of September 25, 2023, relating to measures for surveillance, prevention, control, and vaccination
against highly pathogenic avian influenza (HPAI); Having regard to Opinion No. 2016-SA-0245 of the French Agency for Food, Environmental and Occupational Health & Safety (ANSES), concerning "the adjustment of risk levels for infection by highly pathogenic avian influenza—regardless of the strain—in birds held in captivity within metropolitan territory, originating from wild birds," dated July 10, 2017;
Having regard to Opinion No. 2022-SA-0138 of the French Agency for Food, Environmental and Occupational Health & Safety (ANSES), concerning "the re-evaluation of criteria for raising and lowering the risk level due to infection of wild bird populations by a highly pathogenic avian influenza virus," dated November 21, 2022;
Considering the improvement in the sanitary situation within poultry farms and among wild bird populations,

Hereby orders:
Art. 1. – The epizootic risk level, as referred to in Article 4 of the aforementioned Order of September 25, 2023, is designated as "moderate" throughout the entire metropolitan territory.
Art. 2. – The Order of October 17, 2025, designating the risk level regarding highly pathogenic avian influenza, is hereby repealed.
Art. 3. – This Order shall be published in the *Official Journal of the French Republic*.
