Speakers asks security officers not to handle protests with violence

Jakarta (ANTARA News) - House of Representatives (DPR) Speaker Agung Laksono has asked security personnel not to handle protest rallies with violence, including the use of weapons.

"The House does not agree to the use of violence in dealing with the current rallies against the planned fuel price hikes," Laksono said at the parliament building here on Friday.

However, he also reminded the protesters who mostly consist of university students to behave in orderly ways and not to commit anarchic acts.

He said he had been informed that during the street rallies in the past few days in Jakarta, security personnel only carried sticks and shields.

The House leader said the DPR building was the house of the people but there were also rules which everybody must abide by.

Asked about his view on the government`s plan to raise fuel price hikes, Laksono repeated his earlier statement that the government should reconsider it.

Australian PM to visit Indonesia and Japan

Sydney (ANTARA News) - Australian Prime Minister Kevin Rudd said Friday he will visit Japan and Indonesia in a two-nation trip next month.

Rudd, who faced criticism domestically for leaving Japan off the itinerary of a globe-trotting tour last month, said the trip involved two of Australia's most important bilateral partners.

"I will also discuss with the governments of Japan and Indonesia how to best advance our mutual interests in the region on matters including financial cooperation, the development of regional architecture, climate change and disaster relief coordination," he was quoted by AFP as saying in a statement.

He will visit Japan from June 8-12 before travelling to Indonesia from June 12-14.

The centre-left Labor Party leader, elected last November, said he would have an audience with Emperor Akihito and Empress Michiko in Japan, while also meeting Prime Minister Yasuo Fukuda and other senior Japanese politicians.

He said that while in Indonesia he would meet President Susilo Bambang Yudhoyono, describing the relationship with Australia's northern neighbour as "one of our closest and most valued".

INDONESIAN authorities are bracing for more riots and broad social unrest after blaming "anarchist provocateurs" for violent campus melees following a long-anticipated reduction in national fuel subsidies.

As Southeast Asia's only OPEC member struggles with the world oil price boom, the bowser price for premium petrol rose from 4500 rupiah (51c) a litre to 6000 rupiah. The rises averaged about 28 per cent on all fuel types, in a move described yesterday by President Susilo Bambang Yudhoyono as "the best plan" to rein in a feared budget blowout.

The move is expected to reduce total energy subsidies for the year from 186 trillion rupiah, or 20 per cent of the national budget, to 141 trillion rupiah.

Student protests leading up to Friday night's announcement had led to scuffles with police but the most serious incident, at Jakarta's National University, ended with damaged motorbikes and buildings, dozens of students arrested and calls for an inquiry into alleged human rights breaches.

In the face of severe economic pain, Indonesia is considering withdrawing from the OPEC oil producers' cartel, as it has in recent years become a net oil importer and is, in effect, helping boost the very price that is hurting it.

However, parliamentarian Alvin Lie, a member of the house commission on energy, told The Australian yesterday he thought the OPEC discussions were "empty talk" designed to distract people's attention from the latest price rises.

Leaving the 13-member organisation would save Indonesia about $US2million ($2.08 million) a year - a cost-cutting Mr Lie described as "minimal".

The country is also hurting from the savage food price hikes of the past year, with inflation running at about 9 per cent last month and expected to rise to at least 12 per cent next month.

Jakarta has implemented a 14trillion rupiah cash handouts system for the poorest families to cushion the blow of the fuel price rise, with payments of 100,000 rupiah a month available until the end of the year.

Indonesia to save US$2 mln if it quits OPEC

Jakarta (ANTARA nEWS) - Indonesia wILL be able to save US$2 million as of 2009 if it quits the Organization of Petroleum Exporting Countries (OPEC), a minister said.

"The (OPEC) membership fee is very high," State Minister for National Development Planning/Head of the National Development Planning Board (Bappenas) Paskah Suzeta said here after opening a workshop on `National Development Planning: Response to Climate Change` here on Thursday.

Given Indonesia`s current status as a net oil importer, the government would rather concentrate on increasing national oil production to meet domestic demand instead of continuing to participate in efforts to influence world oil prices, he said.

"We should concentrate on domestic demand for oil," he said.

Energy and Mineral Resources Minister Purnomo Yusgiantoro said recently Indonesia was likely to quit OPEC after 2008. The idea to quit the oil cartel surfaced at a limited cabinet meeting at the presidential office.

"We have already paid our membership fee for this year, so we will possibly quit OPEC only after 2009," Yusgiantoro said.

Indonesia is no longer a net oil exporter country. The volume of its oil imports has exceeded that of its oil exports. The government`s intention to say goodbye to the oil cartel was hailed by the House of Representatives (DPR).

Indonesia's poorest reeling after fuel prices jump nearly 30%

JAKARTA - MR Warusan sprawls at the head of his boat, idle after spending hours scrounging for fuel. Normally his daily catch would keep him busy. But now the fisherman's eyes fall to his engine, where a bottle once filled with diesel hangs empty.
Indonesia is South-east Asia's largest oil producer, but its inability to meet even domestic demand due to aging wells and declining investment forced this week's decision to quit the Organization of Petroleum Exporting Countries (OPEC).

Days earlier, the government slashed fuel subsidies to avoid a budget blowout. Soaring oil prices are affecting countries around the globe, but Indonesia has for decades helped cushion the cost to protect the poor in the country of 235 million.

Prices at the pump jumped nearly 30 per cent overnight, as did the cost of cooking fuel. Mr Warusan and others living on the brink are already feeling the impact.

The 25-year-old fisherman has struggled to find the precious diesel that powers his wooden vessel. This week, he and his three crew members were paying US$16 (S$22) to fill up their tank and then split their US$3 profit at the end of the day.

'The government has to have pity on people like us,' Mr Warusan said, noting that fuel hikes have pushed up the cost of basic commodities such as rice, tofu and eggs. 'We've been working very hard. I don't think they are thinking about us commoners.' To stave off massive street riots like those that quickened former dictator Suharto's downfall after he slashed subsidies in 1998, the government is offering US$10 a month to the country's 19 million poorest families.

The US$1.5 million aid package will extend until shortly after presidential elections next July.

But Ms Wardah Hafidz, of the local development organization, the Urban Poor Consortium, said on Friday that the handouts were nothing but a quick fix.

'The government is trying to improve its image in the eyes of the people, but it's deceiving them,' she said, adding that the poor have not yet recovered from the last massive fuel hikes in 2005. 'This latest increase is a fatal blow to them.' Residents living in ramshackle homes set up under an overpass in northern Jakarta were trying to find ways to make their meagre incomes stretch further. Some were cutting back on food, while others stockpiled wood for cooking or rode bikes to work instead of taking the bus.

'We're lucky if we can feed our children,' said Mrs Cartini, a vegetable seller, noting that the cost of garlic, for instance, had doubled in the last week. The 48-year-old mother of eight said she had hoped democracy would bring improvements, but 'it's getting worse now.' -- AP

Inflation Asia's biggest concern: think tank

Soaring energy and food prices will help push the Asia Pacific inflation rate to a forecast 3.6 percent this year from 2.7 percent last year, a regional think-tank said Friday.

At the same time, growth is tipped to slow to 3.7 percent from 4.9 percent in 2007, the Pacific Economic Cooperation Council (PECC) said.

It said inflation is the biggest worry for the region at a time of slowing growth in the United States, the world's largest economy and a major market for the region's export-reliant economies.

"While the slowdown in growth weighs heavily on policymakers' minds, it is the spectre of inflation that is causing the biggest headaches," PECC said in its latest outlook for the region.

"Combined together, there is very little room for monetary stimuli," it said in the forecast for 16 Asia Pacific economies including the United States, Japan and China.

Consumers are paying more for food and petrol throughout the region.

The pain is particularly acute in Indonesia and China, the report said. Inflation in Indonesia is projected at 11.7 percent this year, nearly twice that of 6.6 percent in 2007 while in China, it is seen at 6.0 percent compared with 4.8 percent last year, it said.

For Southeast Asia as a whole, overall inflation in 2008 is projected at 6.2 percent, up from 3.2 percent last year, said PECC.

Report: 'Indonesia to export oil in five years'

JAKARTA, 30 May 2008 - Indonesia is hoping to be an oil exporter again in five years, the vice president reportedly said Thursday after Jakarta announced it was quitting the Organisation of Petroleum Exporting Countries. "Our target is that in five years we can be an exporter again given that our oil fields have been explored efficiently and we are saving energy domestically," Vice President Jusuf Kalla was quoted as saying.

"OPEC is a group of oil exporters, later if we start exporting we can join again," he said. Indonesia announced on Wednesday that it would not renew its OPEC membership when it expires later this year, as the country had become a net importer due to years of declining investment in ageing fields.

The cost of sustaining massive fuel subsidies in the face of record oil prices forced the Indonesian government last week to hike the retail fuel price by some 30 percent. The move has sparked widespread protests and piled pressure on the government ahead of elections next year. Some Indonesian officials have blamed OPEC for not doing enough to boost supply to ease upward pressure on oil markets.
