The vaccine does not kill the virus, it only weakens it. However, up to a week after vaccination the virus is still carried in poultry feces,? said M. Zoelkarnain Hasan, head of public communication affairs for the Avian Influenza Control Unit at the Agriculture Ministry.

It is estimated that birds vaccinated only once can still carry up to 45 percent of the virus in their feces. ?It?s important that we are aware that those poultry need to be re-vaccinated two to three times,? he added.

This is referred to as the shading phenomena, in which healthy poultry are able to carry the virus. Hasan said intense vaccination and regular cleaning of poultry farms are the most effective preventative measures.

UN helps Indonesia set up rapid response teams to control spread of bird flu


Without involving rural communities in the fight against bird flu, Indonesia will not be able to control the highly contagious disease, which has ravaged millions of poultry and already killed more humans in the archipelago than anywhere else in the world, the United Nations Food and Agriculture Organization (FAO) warned today.
In an effort to control the H5N1 virus, which experts fear could spark a lethal global human pandemic, FAO has helped to train teams of local veterinarians and para-veterinarians in participatory disease surveillance and response (PDS/R) techniques in a country that numbers 240 million people spread over 6,000 islands.
"Almost four years after the first outbreaks of highly pathogenic avian influenza in Indonesia and more than 80 human deaths, there is still an urgent need for community members to be involved in the detection and reporting of sick and dead poultry," the agency said in an update.
Veterinarians and paravets are engaging community members, tapping into their local knowledge and involving them in control efforts. Villagers are also trained to detect and report bird flu cases in poultry and be responsible for their own safety and that of their families.
FAO is planning to extend the training of more PDS/R teams at local government level. "We will be expanding PDS/R further to cover Sumatra, Kalimantan, Sulawesi and Papua," James McGrane, FAO Indonesia's Avian Influenza Team Leader, said.
"There is no room for complacency: as long as the virus continues to circulate in Indonesia the risk to humans remains," he added. "Indonesia still has a long way to go to control the H5N1 virus. But the country has taken a major step forward in promoting village disease surveillance and response.
"This could be a strategy that other affected countries might also want to consider. Working with local communities not only provides crucial data on how the disease is spreading but also mobilizes affected communities in Indonesia's control efforts."
Surveillance and response teams are currently operating in 168 out of the 444 districts. So far 1,200 officers have been trained. PDS/R capacity has been established in all districts of Java, and in the provinces of Bali, North Sumatra and Lampung, home to almost 70 per cent of the population. Provincial PDS/R capacity has also been established in all provinces of Kalimantan and Sulawesi.
"Villagers are like detectives in the field. They are directing us to areas where there are H5N1 outbreaks among poultry," Ibu Azmiyati, a veterinarian with Tangerang district Livestock Services Department, said. "Without the help of the communities, we would be lost. There are simply too many backyard farmers and village households," she said.
Around 60 per cent of all Indonesian households keep an estimated 300 million birds in their backyards.
To date, 319 people from a dozen countries have been infected with the virus, of whom 191 have died, nearly all of them believed to have been infected by poultry. But experts fear the virus could mutate to easy human-to-human transmission. The so-called Spanish flu pandemic of 1918-1920, which spread easily between humans, is estimated to have killed from 20 million to 40 million people. ENDS

Indonesia ignores WHO to stock pile anti-bird flu vaccine

Indonesia ignored the suggestion of the World Health Organization (WHO) to stock pile its anti-bird flu vaccines, and insisted to use the vaccines after September due to the rise of fatality caused by avian influenza virus in the country, Health Minister Siti Fadilah Supari said here Wednesday.

The WHO wants Indonesia to keep the vaccine and to use them when a pandemic occur.

Minister Supari said that the vaccines would be used after all clinical trials were complete in September.

"We will use the vaccine after September, (as) in September all clinical test finishes," she said.


The number of fatality from the virus has risen to 82 out of 103 cases in Indonesia, the hardest-hit, prompting the health authorities to take stern measures.

The virus has spread to the country's tourist industry center with a death of a woman by the virus on Sunday.

Regarding to the WHO's suggestion, the minister said: "we do not need its (WHO) approval. They have no right to reject."

Minister Supari said that she wanted to discuss the implementation of the vaccination with experts soon.

The minister has said Indonesia in collaboration with the U.S. based drug maker Baxter had already produced two million doses anti bird flu vaccine for human.

The head of research center for anti-bird flu vaccine of the ministry Triono Soendoro said the reason of not meet the WHO suggestion to stock pile the vaccine was because it would take times to use material from stock piling to become vaccine.

"From stock piling to become vaccine, it takes about two months, while the pandemic already occur. That makes us have the idea of vaccination to protect people," he said.

Besides, he noted that the number of cases kept rising in the avian influenza worst-hit country.

Huge territory, traditional way of rising chickens on back yard and lack of obedience of provincial administration in implementing the Jakarta decision to stop the virus spread, are among the obstacles in fighting the bird flu in the country.

Indonesia has offered to cooperate with Japan in developing a human bird flu vaccine, President Susilo Bambang Yudhoyono said Monday during a visit by Japanese Prime Minister Shinzo Abe.

Yudhoyono said the pair had "agreed on cooperation in dealing with avian influenza" during talks in the Indonesian capital.

"I have offered Prime Minister Abe bilateral cooperation in developing a human vaccine based on the Indonesian strain of the virus, for the sake of our welfare and the global interest," he said. :rolleyes:

Abe said Tokyo had decided to provide 1.7 billion yen (14.8 million dollars) in aid to help fight avian influenza.

Indonesia is the nation worst hit by the H5N1 virus and has reported 104 confirmed bird flu cases, with 83 deaths.

Jakarta has been rapped by the UN's World Health Organisation for failing to share its samples with the rest of the world, saying it will not formally hand more over until is guaranteed access to affordable medicines to treat victims.

Despite Indonesia's position however, a sample of the virus that killed a woman on Bali last week was sent to a WHO laboratory to allay fears that it has mutated into a form that can be transmitted between humans.

Bird flu in Palu spreads to Donggala, Central Sulawesi


Palu, Central Sulawesi (ANTARA News) - Despite health authorities` efforts to contain a two-week-old bird flu outbreak in Palu, Central Sulawesi`s provincial capital, the virus proves to have spread to neighboring Donggala district, a local official said.

The provincial administration had conducted a number of measures to prevent the virus from spreading to other areas, Greesje Kuhu, head of veterinarian health affairs at South Sulawesi`s agricultural, plantation and animal husbandry office, said here on Monday.

A total of 208 chickens were found dead in Palu recently. Rapid tests were conducted to find out the cause of the sudden deaths and the results of the tests showed that 29 chickens had died of bird flu (Avian Influenza) virus or H5N1.

In Dolo subdistrict, Donggala District, two chickens died of bird flu on Sunday (Aug. 19).

The local authorities carried out insecticide sprayings in areas infected with the virus and imposed restrictions on the transportation of chickens into and out of Palu.

"If chicken transportation is supervised tightly, it won`t spread to the neighboring district (Donggala)," he said.

The first bird flu case in Palu was detected two weeks ago. Three out of four sub districts in Palu are currently infected with the virus.

More than 3,000 chickens were culled in Palu in order to contain the deadly disease. Palu municipal authorities have establish rapid response teams in every neighborhood to check the spread of the disease.

Meanwhile, in an effort to control the H5N1 virus, which experts fear could spark a lethal global human pandemic, FAO (Food and Agricultural Organization) has helped to train teams of local veterinarians and para-veterinarians in participatory disease surveillance and response (PDS/R) techniques in Indonesia.

"Almost four years after the first outbreaks of highly pathogenic avian influenza in Indonesia and more than 80 human deaths, there is still an urgent need for community members to be involved in the detection and reporting of sick and dead poultry," the agency said in an update published last July 2007.(*)
