Discussion - Military planning for possible H1N1 outbreak

Re: US: Military planning for possible H1N1 outbreak

Re: US: Military planning for possible H1N1 outbreak

Can you share any more insight on what you see as the "bumpy" ride? Feel free to P.M. if you wish. I'm looking at starting the next phase of our prep plan very soon. Thank you so much for your input, we really value your expertise!

Re: US: Military planning for possible H1N1 outbreak

Snowy,

I don't know what that really has to do with anything, unless you are trying to compare me to a "rich vaccine producing country"? Do you think the government should have the right to confiscate anything and everything, from families and private citizens that are trying to prepare? Am a bit confused by your response.

.....the announcement is on goarmy.com which is the official Army recruitment website. Not sure what to make of it.....
Considering that the US military is increasing their presence in Afghanistan and National Guard members supply support, like overseas POW guards, it's reasonable that they will need more. many of the guard members have used up their allotted active duty time already.

WOW, did I sure misinterpreted Snowy's previous above statement. Let me clarify to Gennie F and others, I DO NOT at all condone our government or any other, having the "right" to confiscate anything that a private citizen owns legally.

It is one thing to come together in preparedness and planning, or even join in sharing of supplies with those in need (which we should all make plans to do, love your neighbor and all that).

But to resolve that we must be greedy vaccine rich politico's if we don't give away or let others take it away, is an insult.

I'm all for governments/scientists/Genbanks/W.H.O./the world major powers etc sharing knowledge, coordinating plans to support ongoing trade/travel to help maintain economic stability/trade routes/medical supplies even helping fund prep plans and vaccines for underserved countries/peoples. I believe the President left for a summit today on the very subject of H1N1 with Mexico and Canada.

BUT, when we are talking about private citizens spending their own private money earned by their own hand to lay a foundation of provision, supplies, medical resources for their own family... I absolutely object to the notion that it is "just a fact" that I need to hand over my possessions to any military/government in a free republic.

I believe that the great majority of us are a part of FT to help support the greater good, for our families, our communities, even the world. HOWEVER, I will disagree that though we may live in what some call "a rich vaccine producing country" it does not mean that we are personally greedy and self-serving to provide for our families and prepare for likely difficult times ahead. Isn't prepping (and gaining knowledge) the main advice of FT?

Re: Discussion - Military planning for possible H1N1 outbreak

Oh I agree completely NurseNalts, and thought perhaps I was reading into it a bit too much at first and had taken it the wrong way, though obviously that is the way it is meant to be taken.

Sorry, but there is a HUGE difference between a large corporation and the average family that is preparing. I am not addressing vaccine producers, but the fact that the military can confiscate if they deem "necessary". Perhaps I will have to purchase some "Ant and the Grasshopper" books, wouldn't it be great for the military to divy out that instead? :) My husband in particular has been warning people, but they have other "priorities" I guess and dont' want to see the writing on the wall. When it comes down to it, we are stocking up for our own children and ourselves, not somebody else. Call me greedy, but I believe in self-sufficiency and not relying on the government to take care of me if something happens.

Re: Discussion - Military planning for possible H1N1 outbreak

Snowy,

Whether or not they will/would remains to be seen, however in the state of Pennsylvania (and most other states), they are granted the power to confiscate land, vehicles, food, firearms, etc. We live out in the country, so I am not too concerned about myself, but for other people who perhaps live in the cities, that may be an issue. I'm sure there are a lot of people with the mentality that the government should and will come rescue them, so why bother to prepare? The army will have their hands full and can only do so much, but quantities of stored food may look like a lot to somebody at first glance. When it's meant for a family of six for a period of 3+ months, it really isn't much at all. I guess I can just see things being played out much worse and cannot picture everything happening in an orderly fashion when a crisis is involved and those that are known to have a "stash" may be targetted if things got bad enough.

Re: Discussion - Military planning for possible H1N1 outbreak

We live right in the city so I rarely talk about anything pandemic related anymore except with our dear friends next door who could be our buddies if things get bad.

I expect that most people in rural areas are in a better situation simply because they don't rely on total convenience from day to day.
Many in the cities don't even cook or shop daily for the meal they might prepare. Most cities contain a segment of people who would not prepare, even if they were adequately warned to do so.
Unless someone delivered the goods to their homes, they'll be without preps.

Those are the ones I worry about in the city. I don't want many people to know that we do have things stored.
I'd be very surprised if the military went door to door looking for provisions, but strange things happen every day.

If we do see a military presence, I hope they are there to control those who are not prepared and dispense necessary items to keep people from becoming desperate.

Re: Discussion - Military planning for possible H1N1 outbreak

Have a findable stash and hidden stash, you could lose part of what's easily findable but think of that loss as a gain for society, your "stash tax" if you will. The question to debate is "how will you know if it's legit military or government coming to your door?"

Re: Discussion - Military planning for possible H1N1 outbreak

Yes Deb, I believe you are exactly right. Those people who are unprepared will go looking when the time comes, if they dont' think the government is working fast enough for them to bring the necessary items they'll go out trolling themselves. Perhaps Flufreak is right, set up just a few provisions that are "easily accessible" if someone comes to the door demanding, and have a more adequate stash somewhere hidden. At that point, if someone has a gun in your face and is demanding what you have, I guess it wouldn't matter if they were military or not :(

Re: Discussion - Military planning for possible H1N1 outbreak

Snowy,

Do I believe they would come knocking on the door? Possibly, though I do not think they would do so necessarily where I am at. Do I believe they have the POWER to do so because it is stated in a bill passed by my state on February 18, 2009? Yep! WILL they do it? Who knows, but CAN they do it? You're darn tootin', or do you think they passed that act just because they felt like granting those powers for no reason?

You'll have to excuse me, but that doesn't exactly give me warm fuzzies inside.

Re: Discussion - Military planning for possible H1N1 outbreak

In working with the county emergency preparedness plan, federal military presence were always written in as part of a response. At the time, the team processed in terms of any disaster that might occur. Any biochemical/ medical disaster emergency could necessitate medication, treatment, and quarantine depending on the threat.

It was anticipated local law enforcement would be very much overextended for most any disaster, including medical. At that time, our county presented with one of the highest national per capita murder rates. To pre-suppose they would also be able to manage a strategic stockpile of meds, provide 24/7 security for hospitals quickly maxed out in terms of rendering services, ensure that 3/4 of million residents have access to meds/ vaccines within very short time frame, and and deal with JIT-effected crime, would have been ludricrous.

Declaration of a national emergency would place military at regional/ county stockpiles, at the doors of hospitals to maintain those serving and being served can do so, and assisting in maintaining community safety through SIP/ quarantine. Safety here not being limited just to personal/ crime related.

Seasonal flu is not a pandemic. I do not have information as to whether it has required law enforcement presence. H1N1 is a pandemic. I do not know what an extended federal military presence in our communities will parlay into post pandemic. I do know, as we slide into the North American second wave, I want sufficient security available so that health care workers can do the work they need to do and do so safely. I do know I want sufficient security to safeguard what limited meds, vaccines, medical equipment our local area will have access to. Difficult enough it will be for those having to make some of the medical decisions that will be made should this explode into anything other than a mild medical event resulting in much and severe illness, many deaths, and many deaths in a relatively short period of time.

Governors oppose DoD emergency powers
By Reid Wilson
Posted: 08/10/09 11:42 AM [ET]
A bipartisan pair of governors is opposing a new Defense Department proposal to handle natural and terrorism-related disasters, contending that a murky chain of command could lead to more problems than solutions.

Vermont Gov. Jim Douglas (R), chairman of the National Governors Association, and Vice Chairman Gov. Joe Manchin (D) of West Virginia penned a letter opposing the Pentagon proposal, which they said would hinder a state's effort to respond to a disaster.

Current law gives governors control over National Guard forces in their own states as well as any Guard units and Defense Department personnel imported from other states.

The letter comes as the Pentagon proposes a legislative fix that would give the secretary of Defense the authority to assist in response to domestic disasters and, consequently, control over units stationed in an affected state.

"We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors? constitutional responsibilities to ensure the safety and security of their citizens," Douglas and Manchin wrote to Paul Stockton, assistant secretary of Defense for Homeland Defense and America's Security Affairs.

"One of the key lessons learned from the response to the terrorist attacks of Sept. 11, 2001, and to Hurricanes Katrina and Rita in 2005 was the need for clear chains of command to avoid duplication of effort and to ensure the most effective use of response resources," the governors wrote.

Though the Pentagon has said the legislative fix would increase the number of Defense Department personnel available to respond to disasters, Douglas and Manchin expressed skepticism, arguing that current law already allows the Pentagon to order personnel to key areas inside the U.S.

A similar fix was removed from the Defense Department appropriation measure in conference committee for fiscal 2009.

A Pentagon spokesman did not immediately return a phone call seeking comment.

Breakout sessions detailed on the brochure include discussions on mass fatality planning, business continuity planning, and COOP or Continuity of Operations and Continuity of Government Planning. Additional sessions cover enforced quarantines, mass vaccinations, and how to ?control and diffuse social unrest and public disorder.? The brochure is also available for download on the International Swine Flu Conference website sponsored by ISFC New-Fields Exhibitions.
?Top leaders and key decision-makers of major companies representing a broad range of industries will meet with distinguished scientists, public health officials, law enforcers, first responders, and other experts to discuss pandemic prevention, preparedness, response and recovery at the 1st International Swine Flu Conference,? the website announces.

The conference is further evidence the government plans to launched a false flag attack under the cover of an engineered H1N1 flu pandemic and impose martial law.

Prison Planet and Infowars have covered the story of a manufactured flu pandemic in detail, including:
On July 25, the Los Angeles Times reported the Centers for Disease Control and Prevention expects the flu pandemic expected this autumn to kill hundreds of thousands. ?The number of potential deaths is much higher than that usually seen in seasonal flu, which kills an estimated 36,000 Americans a year, and is even higher than the nation?s most recent pandemic.? The 1957 pandemic of Asian flu killed 70,000. The 1918 Spanish Flu claimed between 500,000 to 675,000 lives in the United States.

The CDC has announced that it will no longer keep track of the number of people killed by the virus. ?Health officials from the CDC said the virus was too widespread to continue counting,? the Digital Journal reported. ?Health experts say millions have likely been infected worldwide.?

The U.S. government has bought 195 million doses of H1N1 swine flu vaccine for a possible autumn vaccination campaign, a U.S. federal official told Reuters on July 23. The U.S. Health and Human Services Department has also contracted for 120 million doses of adjuvant, a compound to stretch the number of doses of vaccine.

In late 2007, the Bush administration issued a ?directive? establishing a ?National Strategy for Public Health and Medical Preparedness? based on Biodefense for the 21st Century. Prior to this, in May of 2007, the U.S. military had the foresight to ?plan for a possible avian flu pandemic that could kill as many as three million people in the United States in as little as six weeks,? according to Yahoo News. Guidelines and ?planning assumptions for US military services and combatant commands? were published in a document entitled ?Implementation Plan for Pandemic Influenza.?

?Possible scenarios include US troops being called in to put down riots, guard pharmaceutical plants and shipments, and help restrict the movement of people inside the country and across its borders,? Yahoo summarizes. ?The plan envisions fast moving, catastrophic waves of disease that would overwhelm health facilities and cripple the ability of state and local authorities to provide even basic commodities or services.?

The ?hidden agenda consists in using the threat of a pandemic and/or the plight of a natural disaster as a pretext to establish military rule? and ?suspend Constitutional government and allow the Military to intervene in civilian affairs in violation of the Posse Comitatus Act,? author Michel Chossudovsky wrote in 2005.

Re: Discussion - Military planning for possible H1N1 outbreak

Like I said Snowy, military in and of itself doesn't bother me. The powers granted during certain emergencies that can include confiscation from private citizens does. This power, for Pennsylvania, was just enacted a few months ago, and do wonder if perhaps they were privy to information we the general public did not know.

Re: Discussion - Military planning for possible H1N1 outbreak

I Authenticly share your deelings and questions.

I will open up as much as I can.

If you look at the macro level either U.S.A., Canada and Mexico, you need a chain of command that cannot be disrupted by fearfull Minds.

As Northcom has defined for the U.S. it is organize via its 10 regions.

Those regions where not chosen arbitrary, they where defined by their capacity to be as self-sufficient as possible and of course Military Logistics.

I can tell you that the Military are desining a quite frank communication program to bring back some confidence of the U.S. citizens towards its Army after 8 years of deep doubt.

The Timing is important on the Macro scale to unfold the Preparation and Modus Operandi.

We are getting there but not there yet.

Snowy
