"Today I met with Secretary Chu, Marcia McNutt and other scientists and geologists as well as officials from BP and other industry representatives as we continue to prepare and review protocols for the well integrity test - including the seismic mapping run that was made around the well site this morning. As a result of these discussions, we decided that the process may benefit from additional analysis that will be performed tonight and tomorrow.


Both the Helix Producer and the Q4000 collection systems are currently on line with the potential to exceed the containment capability that existed before the sealing cap was installed, and skimmers continue to be surged to the well site in anticipation of any increased oil flow as part of the transition.

The drilling of relief wells also continues- the first relief has been drilled to a depth of 17,840 feet below the Gulf surface, and the second to a depth of approximately 15,963 feet below the surface."

BP might skip a highly touted pressure test on a cap at the gushing Gulf of Mexico wellhead if experts determine it could risk another leak by damaging the blown-out well, a company executive said Wednesday.

Doug Suttles, BP's chief operating officer of exploration and production, told CNN that BP and U.S. government scientists decided Tuesday afternoon to delay the test for 24 hours out of concern it could damage the stricken well and allow oil and gas to escape out the sides while the top is shut off.

He said if BP and U.S. government scientists were meeting today on the issue. If they decide well damage could happen, "We might not proceed with the test."

If BP foregos the test, the cap would stay in use as an oil-capture device. The company was moving forward with oil-capture plans regardless of test results, the Coast Guard said.

Nansen Saleri, former head of reservoir management for Saudi Aramco, the world's largest oil company, told Reuters that BP should scrap the test and keep using surface vessels to collect leaking crude until a relief well intercepts and plugs the leak by mid-August.

Two vessels captured or burned off 17,060 barrels of oil Tuesday, and more are on tap to be hooked up and collect up to 80,000 barrels a day by the end of July, according to BP.

"They already have a relatively robust remedial program in place. It's the safe option," said Saleri, now president and chief executive of Quantum Reservoir Impact in Houston.

Kent Wells, BP's senior vice president of exploration and production, told reporters earlier that drilling stopped on the relief well pending completion of the well test.

The test would involve shutting in all leaking crude to gauge pressures, according to BP and retired Coast Guard Admiral Thad Allen, the top official overseeing the spill response.

BP and Allen have repeatedly said they don't know if the April 20 blowout damaged the pipe, or casing, and cement in the Macondo well.

Saleri said if it did, shutting off flow at the top could force oil out of other openings, allowing it to snake upward and possibly breach the seafloor.

"Flow will always follow the path of least resistance," he said.

WASHINGTON -- A top BP executive says there's no guarantee a plan to temporarily cap its gushing oil well will go ahead after the federal government questioned whether it will make the leak worse.At the same time, BP on its own halted the drilling of two relief wells that are designed to be a more permanent solution to plug the well.

The delays were a stunning setback after the oil giant finally seemed to be on track following nearly three months of failed attempts to stop the spill, which has sullied beaches from Florida to Texas and decimated the multibillion dollar fishing industry.

The administration official said Energy Secretary Steven Chu, U.S. Geological Survey chief Marcia McNutt and other government scientists met with BP Tuesday in Houston and had a number of questions about the plan to test the integrity of the well. Chu and other officials want to ensure that putting downward pressure on
the well will not cause further leaks, the official said.

"Our basic position was, if you can give us the answers we need ... then go ahead," the official said. Until then, "they can't go forward."

The official stressed that the government was acting out of "an abundance of caution" and still hopes the temporary cap can be placed on the well.

The new, temporary well cap had been seen as the best hope since April of stopping the geyser. Work on a permanent fix, relief wells that will plug the spill from below with mud and cement, also was halted.

Oil continued to spew nearly unimpeded into the water, with no clear timeline on when it would stop. BP shares were down 2.5 percent in afternoon trading in London after recouping some of their oil spill losses earlier this week, when the cap project seemed to be moving ahead.

"We want to move forward with this as soon as we are ready to do it," said Kent Wells, a BP senior vice president.

BP had zipped through weekend preparations for getting the 75-ton cap in place and undersea robots locked it smoothly into place Monday atop the well, raising hopes the gusher could be checked for the first time since the Deepwater Horizon rig leased by BP exploded April 20, killing 11 workers.

Wells said that it was the government's call late Tuesday to re-evaluate plans for testing the new cap, and that plans were on hold for at least 24 hours. Federal officials and the company will re-evaluate the best path forward after that time period.

The run-up to the now-delayed testing process was closely monitored from Washington. Allen, who came to BP's U.S. offices in Houston on Tuesday, also met with Chu and McNutt along with BP and industry representatives. President Obama has been receiving multiple daily briefings on the work's progress, his adviser David Axelrod said.

Wells did not commit with certainty to going forward with the testing, which would shut off the leak by closing valves on the cap and watching to see if it could hold the pressure from oil and gas in the well. Wells suggested other oil collection options might be redeployed.

Work on a permanent fix, a relief well that would plug the leak with heavy drilling mud and cement, was halted for up to 48 hours as a precaution because it's not yet clear what effect the testing of the new cap could have on it.

BP said on Tuesday that it halted work on a second relief well, but that holdup was expected. The company is drilling the second well as a backup in case the first doesn't work.

The relief well's timeframe has always been hazy, with company and federal officials giving estimates ranging from the end of July to the middle of August before it can be completed.

The surprise delay jarred Gulf Coast residents already weary of unending gloom.

On the Alabama coast, Joyce Nelson said every bit of news from the spill site increases her stress and sparks a new round of telephone calls between friends and relatives in Bayou La Batre, where the seafood industry is virtually shut down because of the spill. The slowdown at the rig site just made things worse.

"Everybody's calling everybody. It's hectic," said Nelson. "Everybody is worried about them blowing the whole thing out. If that happens, there's nothing they can do but let it drain out."

Roger N. Anderson, a marine geologist at Columbia University, said he believes BP and government scientists are just being very cautious and he's not worried.

Freezing work on the relief well may mean scientists are worried that clamping down the cap will push new pressure all the way down to the depths of the broken well, he said.

"So I wouldn't panic, is the answer. They're going to be very, very deliberate about this," Anderson said.

Assuming BP gets the green light to do the cap testing after the extra analysis is finished, engineers need to shut off lines already funneling some oil to ships to see how the cap handles the pressure of the crude coming up from the ground.

Finally, they would shut the openings in the 75-ton metal stack of pipes and valves gradually, one at a time, while watching pressure gauges to see if the cap would hold or if any new leaks erupted. The operation could last anywhere from six to 48 hours, once it gets started.

Scientists will be looking for high pressure readings of 8,000 to 9,000 pounds per square inch. Anything lower than 6,000 might indicate previously unidentified leaks in the well.

As of Wednesday, the 85th day of the disaster, between 92 million and 182 million gallons of oil had spewed into the Gulf.

BP Chief Operating Officer Doug Suttles told The Associated Press in a phone interview Wednesday that BP is trying to resolve the government's concerns. Suttles said he did not know if BP will get approval to go ahead with closing valves that have been left open since the capping stack was installed atop the well Monday.

Suttles said the government wants to verify that the casing, or the piping in the well, is intact and that the oil would stay contained if BP shuts the well in. Suttles said the next step would depend on the outcome of a meeting of BP and government officials early Wednesday afternoon.

HOUSTON (Reuters) - BP Plc said on Wednesday a 24-hour delay in a key pressure test on a cap on its Gulf of Mexico wellhead was needed to reduce risks as it works to stop oil that has been spewing for months into the ocean.

While they waited for BP to start critical integrity tests originally scheduled for Tuesday, investors paused for breath as they watched to see how well the new cap worked to stop oil from leaking out of the burst Macondo well.

Kent Wells, senior vice president of exploration and production at BP, told reporters that scientists delayed the test to make sure it "was absolutely designed to maximize what we would learn from it and minimize any risk under all possible scenarios."

"This test is so important that the decision was taken to give them another 24 hours to make sure that this was the best possible test procedure we could execute," said Wells.

BP announced on Tuesday evening it had delayed the procedure after consultations with scientists and engineers from the industry, government and the oil company.

The tests, which could mark a turning point in the massive environmental disaster, would last between six and 48 hours.

Officials said they were running more analysis on the cap before trying to close the wellhead after previous efforts to halt the worst offshore spill in U.S. history failed.

"BP don't want to mess it up. It's better to be safe than sorry, they've already learnt that," said analyst Peter Hitchens at Panmure Gordon in London.

"The last thing you want to do is try to start capping it and find out you're causing damage to the well and the whole containment system gets broken down."

For the first time in 87 days, oil has stopped flowing into the Gulf of Mexico from BP's broken well

In a test, BP's new containment cap successfully contained the leak starting at 3:25 p.m. ET today, BP press officials confirmed at an afternoon press conference. Live video of the leak showed no oil at the site where plumes of oil had been been seen billowing into the Gulf since the disaster began in April.

BP is conducting step-by-stop tests of the massive, 150,000 pound cap on the wellhead, a process that had been beset by delays since they first lowered the device to the leak site Monday night.

NEW ORLEANS (AP) - A tightly fitted cap was successfully keeping oil from gushing into the Gulf of Mexico for the first time in three months, BP said Thursday. The victory _ long awaited by weary residents along the coast _ is the most significant milestone yet in BP's effort to control one of the worst environmental disasters in U.S. history.

The news elicited joy mixed with skepticism from wary Gulf Coast residents following months of false starts, setbacks and failed attempts. Alabama Gov. Bob Riley's face lit up when he heard the oil flow had stopped.

"That's great. I think a lot of prayers were answered today," said Riley.

The stoppage came 85 days, 16 hours and 25 minutes after the first report April 20 of an explosion on the BP-leased Deepwater Horizon oil rig that killed 11 workers and triggered the spill.

"Finally!" said Renee Brown, a 35-year-old middle school guidance counselor visiting Pensacola Beach, Fla., from London, Ky."Honestly, I'm surprised that they haven't been able to do something sooner, though."

Kent Wells, a BP PLC vice president, said at a news briefing that oil stopped flowing into the water at 2:25 p.m. CDT after engineers gradually dialed down the amount of crude escaping through the last of three valves in the 75-ton cap.

"I am very pleased that there's no oil going into the Gulf of Mexico. In fact, I'm really excited there's no oil going into the Gulf of Mexico," Wells said.

Over the next several hours we will continue to collect data and work with the federal science team to analyze this information and perform additional seismic mapping runs in the hopes of gaining a better understanding on the condition of the well bore and options for temporary shut in of the well during a hurricane. It remains likely that we will return to the containment process using this new stacking cap connected to the risers to attempt to collect up to 80,000 barrels of oil per day until the relief well is completed."

Testing of BP's Macondo well in the Gulf of Mexico indicates that the well has "integrity," BP senior vice president Kent Wells said in a conference call this evening. Wells also said pressure in the well is climbing slowly but in a manner that could indicate that the well has partially depleted itself.

The well was successfully "shut in" at 2:25 p.m. Thursday so that BP could begin an observation period that could last up to 48 hours. During that period, BP is seeking to determine whether the well is strong enough to continue holding the oil inside of it for up to a month until it can be permanently sealed with cement.

Officials have, in particular, been watching the pressure in the well. BP has said previously that if pressure rises and holds at 8,000 to 9,000 pounds per square inch, the well could remain closed. If it is lower than that, however, it would possibly have to be reopened, a procedure that would again open up the flow of oil into the Gulf.

Wells said pressure in the well currently stands at 6,720 pounds per square inch and is climbing at roughly 2 pounds per square inch every hour.

"We're seeing it continue to build up," he said. That gradual increase is consistent with models that have been run on wells that are gradually depleting themselves. As wells flow over long periods of time, their pressure tends to decline.

One concern associated with pressure that is lower than expected is that it could signify that the well has been breached and that oil and gas is leaking out at other undetermined points. But Wells said the behavior of pressure in the well does not indicate a breach.

"With a breach, particularly a breach that you'd be concerned about, we would have seen pressure not rise near to the extent that it has," Wells said. "Pressure would rise and stay constant. It wouldn't continue to build.

You might even see a drop in it."

Wells also said that the drilling of relief wells, which are considered the most promising way of permanently shutting down the Macondo well, continues.

The primary relief well could intercept the Macondo well at the end of July.

The process of pumping cement through through the relief well to permanently shut down the Macondo well could take an additional few weeks, he said.

BP official optimistic about shut in well, final results of tests not expected today

The blown-out well that has been flooding the Gulf of Mexico with oil since April shows no signs of leaking, but more tests are needed before officials can say with certainty that their short-term fix can contain the gusher.

So far, "integrity tests" at the Macondo well show no problems and pressure inside the well appears to be within the range expected by engineers, BP senior vice president Kent Wells said in a news briefing Saturday morning.


"We're feeling very good at this point on how the well is lining up," Wells said.

However, Wells said that officials may not be able to definitively say today whether the effort to shut in the well has been completely successful. A battery of tests, including seismic measurements, sonar scans, temperature readings and observations from ROVs, will likely continue beyond the 48 hours officials initially said was necessary to test the integrity of the site, Wells said.

"We're being very, very cautious and taking every possible precaution to make sure we understand everything we're seeing," he said.

The well was shut in Thursday, stopping the flow of oil into the gulf for the first time since the Deepwater Horizon rig exploded and sank on April 20, killing 11 workers.

Among the key integrity tests is an effort to monitor the pressure inside the well to determine whether the well was intact. Officials have said a high pressure reading, of between 8,000 and 9,000 pounds per square inch, would indicate the well was completely intact. A reading below 6,000 pounds per square inch would show it was damaged and oil was escaping through fissures.

Saturday morning, pressure inside the well was at about 6,745 pounds per square inch, slightly above readings taken Friday, Wells said. Pressure was building at about 2 pounds per square inch per hour and has been beginning to slow, he said.

Wells said oil company engineers predicted the pressure would top out at about 6,800 pounds per square inch.

"We're feeling more comfortable that we have integrity," Wells said. "The fact that the pressure's continuing to rise and is giving us more confidence."

Pressure inside the well may be lower than initially expected because of the oil that has already leaked out, he said.

While officials are optimistic about the integrity of the well, tests may continue before they officially declare that the shut in procedure has worked, Wells said. Officials initially planned 48 hours of testing at the well, which would have concluded this afternoon.

"The test was set up to be a 48 hour test, but always with the provision that under certain circumstances it could be extended," Wells said. "It doesn't mean we need to immediately make a decision that we're going to shut in for an extended period of time."

He added, "There's no evidence that we don't have integrity."
