Statement by National Incident Commander Admiral Thad Allen on Tropical Storm Bonnie

"Due to the risk that Tropical Storm Bonnie poses to the safety of the nearly 2,000 people responding to the BP oil spill at the well site, many of the vessels and rigs will be preparing to move out of harm's way beginning tonight. This includes the rig drilling the relief well that will ultimately kill the well, as well as other vessels needed for containment. Some of the vessels may be able to remain on site, but we will err on the side of safety.

As I stated earlier today, I have directed BP to continue with the well shut in procedure while the work to kill the well is temporarily suspended. I have also directed BP to take measures to ensure the vessels operating the ROV's are the last to leave, and the first to return in order to maximize monitoring of the well. Monitoring of the site during the well integrity test remains one of the government's highest priorities.

While these actions may delay the effort to kill the well for several days, the safety of the individuals at the well site is our highest concern. We are staging our skimming vessels and other assets in a manner that will allow us to promptly re-start oil mitigation efforts as soon as the storm passes and we can ensure the safety of our personnel."

Admiral Allen: Good morning. Obviously, the weather?s predominating most of our discussions and our activities. I?d like to give you a quick status on what?s going on at the site. I overflew it yesterday coming back from Mobile after my visit there with the Vice President and had a chance to actually see the rigs out there making preparations for what we need to do to deal with the weather.

And let me go through just the major platforms out there and give you a quick update, I?d be glad to answer any questions from there.

Last night, Development Driller II and Development Driller III were directed to detach from their drill sites. This in affect means they?re disconnecting from the lower marine riser package.

They are in the process right now of pulling the riser pipe. For those of you who are familiar, that is a very huge section of pipe. It comes in anywhere from 40 to 60 foot sections, it has to be disassembled and put on deck of the, of the drilling rigs.

That is going on as we speak. The second thing that?s going on is the Q4000 is the one that has the connections to the yellow pod that is a controller on the blowout preventer. That has to be raised as well. So the Q4000 is in the process of recovering the yellow pod.

And that is the interaction between the electrical cables and signals down that operates the hydraulics on the, on the blowout preventer. The goal is: once all the recovery operations are completed, then it?ll be up to the Masters to figure out the best location for storm avoidance to ride out the storm.

The intention right now is to put the vessels in a safe place so they can return as quickly as possible to resume their operations. This is not a hurricane. It is a tropical storm right now, which means the winds are somewhere between 39 and 75 miles an hour.

I think right now the forecast are in the low 40s. So it?ll be a determination by the folks that are operating the vessels where to put them so they minimize the potential risk to the vessels. And of course we would like to get back on team and restart the activity as soon as we can.

The vessels that will remain on scene the longest, and again this will always be subject to the conditions out there and all the people operating the vessels, because they?re responsible for the safety of the vessels.

The seismic survey vessels, the acoustic vessels and the vessels operating the ROVs will stay as long as possible. And if conditions allow it, they will remain through the passage of the storm. If not, we are prepared to leave the well site based on the advice of the science team led by Secretary Chu.

And our conversations with BP we will leave hydrophones at the base of the well to be able to monitor any anomalies that should develop. We?ve also coordinated with Admiral Zukunft, the Local Area Unified Commander for overhead (sorties) by Coast Guard aircraft to make sure there?s, if there?s any leakage or seepage at the surface, we will see that and also coordinating with National Geospatial Intelligence Agency for satellite asset and surveillance.

So while we may have to leave the site?we don?t know we will?we are prepared to optimize our surveillance platforms as we do that. I think the general consensus right now is, and this is a rule of thumb, it?ll all depend on conditions as we get closer. That if we have to evacuate the scene we?re probably looking at a very limited window, something around 48 hours.

Our priorities after the passage of the, of the storm, is to reestablish the operations of Development Driller III. We need to finish the final casing run, which is the last step in advance of drilling into the annulus to begin the bottom kill process. That is also required to stabilize the relief well bore so we can do the static kill from the top which will enhance our ability to do the bottom kill.

And just to repeat the sequence, because I get a lot of questions about this, the reason we?re running the casing first is they want us to put the mud into the top, the hydrostatic kill because if there?s a problem with well integrity, it might effect the relief well because it hasn?t been reinforced by the casing yet.

And right now the relief well is about four feet away from the Macondo well so the casing needs to be run in to make sure we have the reinforcement of the well bore. Hydrostatic mud from the top and then the bottom kill.

We would expect that once the casing is run, within 48 hours we can implement the static kill and will probably take five to seven days for the cement to dry around the casing run to begin to detach the drill into the annulus to continue the bottom kill.

In the meantime our priorities are safety of personnel that dictate the movement of the vessels, and then preservation of the equipment and their ability to come back in and complete their operations as well.

I overflew the site last night. There?s not a lot of oil out there. We have a lot of skimming capacity. We are approaching 800 skimming vehicles, the question now is putting them someplace for their safety and out of harms way so they can return.

There?s been some question about the fate of the oil during the storm passage. I think there?s a good and a bad part to that. Sometimes the increased activity on the surface?wind and wave activity?can actually help as the emulsification of the oil and the, and the distribution and biodegradation of the oil.

On the other hand, you have the chance to have a storm surge drive that up into beach and marsh areas where it would not have been driven otherwise. So we?re mindful that those are two consequences and prepared to move out and aggressively attack this once the threat is passed through. But in meantime, preservation of life and preservation of equipment are our highest priority.

I'm joined today at the briefing by Admiral Jim Galloway, U.S. Public Health Service. His normal assignment is as the regional health administrator, region five Chicago, but based on a series of meetings that I've had with Secretary Sebelius and the Surgeon General, he's been assigned to my staff and now holds the title of senior health official to the National Incident Command.

I'll let him make a few comments regarding our ongoing work with HHS, and then I'll provide an operational update.

Jim?

Jim Galloway: OK, thank you.

Thank you, Admiral Allen. It's really a pleasure and an honor to work with you.
My role at the National Incident Command is to try to further integrate and synergize the efforts between the oil response and recovery efforts, along with our health efforts.

We certainly recognize that the full impacts of the oil spill may not be known for some time, and it's essential that HHS is there as we move forward, monitoring and ? and ? and ensuring safety of workers, the general public, and responders.

HHS basically works in ? in five major ways, first of all, to ? to prevent injury, illness, as well as exposure to oil and oil products; secondly, to ensure seafood safety, of vital importance; thirdly, to monitor the environment, including the air, the water, the sediment, seafood; to facilitate access to health care; and, finally, and one of the most important aspects is to support our community members.

We're clear and we recognize that the oil spill can have long-term behavioral impacts on the ? on the community members involved. Under the leadership of our surgeon general, Dr. Regina Benjamin, we're working to ensure that individuals who may feel emotional distress as a result of this recognize the early-warning symptoms and find ways to cope with the impact of this disaster.

Thank you.

Admiral Allen: Thank you, Admiral Galloway. Thank you for your service and your assistance to me over these past few weeks as we've tried to focus in on the larger impacts of the ? of the response.

As you know, we went through a weekend where we had some heavy weather come through. It was less than we had expected. Yesterday, we had two overflights of the area, first with local political leaders from Louisiana, with Admiral Paul Zunkunft, our local commander down there, and then an embedded media flight to overfly the source of the well itself and then fly the coastline.

There's diminished oil out there because of the lack of any discharge since we have capped the well. We are putting out as much skimming equipment as we can close to shore. We have raised our total skimming capability to 794 skimmers, which is significantly more than we had just several weeks ago, and we continue to be vigilant looking for oil out there, and we'll continue to do that.

A number of aircraft sorties attempting to locate any oil that might be there and follow up whether it was further dispersed by the storm or relocated in some cases where it was at and maybe moved up or down the beach by the storm action itself.

Most importantly, the well has been capped, as you know. We were able to attend it throughout the passage of the depression. We continue to monitor it. The monitoring goes on in several different aspects. We have visual monitoring going on with the remote-operated vehicles. We are monitoring the temperature, which is an indication that there might be any movement of product in the well itself. That is maintaining stable at around 40 degrees Fahrenheit.

We have geophones that can pick up vibrations at the base of the well, and we are monitoring that. We have hydrophones for acoustic signals, and we are listening there, as well.

We've been very, very focused on gaining better seismic and acoustic information regarding the actual make-up of the formation around the wellhead as it relates to potential well integrity.

To that end, yesterday, we were able use the Gecko Topaz to run a seismic run. They are doing that again today. And we actually have two NOAA vessels, the NOAA Pisces and the Gordon Gunter who are operating within 1,500 meters and outside 1,500 meters in tandem, taking acoustic signals, as well.

That in combination is giving us a very, very good picture of not only the seafloor, but the strata down into the formation as it relates to well integrity.

We continue to have confidence through the monitoring and the detection of anomalies and the investigation of those anomalies that we have well integrity as we move forward.

The pressure is above 6,900 PSI and continues to slowly rise. These are all good indications that we have well integrity and we can move forward.
Well, what I'd like to talk about today in a little bit more detail ? and I have had questions over the last few days ? is exactly what's going to happen moving ahead regarding the relief well. And, of course, that's critically important to all of us right now because the next thing we need to do is get this well in position where we can make the intercept and permanently kill this well from the bottom.

So what I'd like to take you through is what's going to happen in the next couple of days. We've given you a couple of estimates. I've talked to our engineers working at BP in Houston with them, and I'm going to come up with the following sequence of events to kind of describe what you can expect to happen in the next few days.

Between now and Wednesday, two things are going to happen. First of all, we're going to latch up with the lower marine riser package with the existing well, and that's being done today. At that point, we're going to run two different drill strings. The first drill string will be run down to pick up the subsea containment device ? or what they call a packing device that was left there to protect the well when we vacated.

Once that's happened, we are going to flush the system, check the blowout preventer, and then make sure the well is ready for further activity. At that point, we will then make up a new drill string around it clear to the bottom of the well bore, and then we will run fluids down through the drill pipe and back up to make sure we flush out any sediment from the formation.

This is all in advance of being able to lay the final casing run. That will take place between Monday and Wednesday of this week. Starting on Wednesday, we hope to run the final casing or that internal pipe that provides well integrity. That will be about a 2,000-foot casing run. It will begin on Wednesday and will probably take through Saturday or Sunday, when we will cement the casing into place and will take the cement about 8 to 12 hours to set up.

At that point, we will be ready to move on to do two things. First of all, we will then shift to pumping mud and cement down the top of the well, what we call the static kill. That's an attempt to fill the inside of the well from the top down with mud and then cement to secure it and make it stable.

That will be followed then by drilling into the annulus, which is the area outside the casing pipe at the base of the Macondo well, and we will attempt to then kill it from the bottom. That will take place probably five to seven days after we cement the casing in next Monday, so the sequence of events as follows.

Monday through Wednesday of this week, preparing the well. Wednesday through Saturday and Sunday, running the casing pipe to be in a position on Monday, the 2nd of August, to begin the static kill, and then approximately five days later to begin the bottom kill.

So at the end of week after next, we have the potential to enter the annulus and begin killing the well.

And with that, I'd be glad to take any questions you may have for me.

Thad Allen: Thank you Megan, I?d like to provide two operational updates and then allow Jane Lubchenco to make any comments she would like and we?d be glad to take your questions.

First of all regarding the condition of the, of the capped well. Pressure continues to rise, the latest readings this morning were 6,928 pounds per square inch. Temperature was 39.7 which was in degree of yesterdays so all indications are stable. We?ve had no anomalies detected. The well continues to be secure and demonstrate integrity.

We are intending to run two runs today with the Geco Topaz which is our seismic research vessel. Those runs will be made in coordination with the NOAA vessel Pisces which will be doing acoustic measuring at the same time.

That will be done in and around 1,500 meters of the well head itself beyond that the Gordon Gunter another NOAA vessel will be taking additional acoustic readings. Again this is an attempt to build up our knowledge of the seafloor itself and the anomalies associated with what might be seeping out of it.

And to build up a really good 3D visualization of the strata and the formation there as it relates to well integrity. That continues and again the capping stack is in place and we see no indications or any problems associated with that.

Regarding the relief well, the Development Driller III, the riser is latched in and we are currently replacing or displacing, I?m sorry, sea water in the riser package with mud and going through BOP testing.

This is all in advance of later in the week to run and submit the new liners, casing which will be the last structural component before we proceed to the bottom kill. We?re also in position with the Q4, the Q4000 making preparations on there to be able to move some time around next Monday or so, around the second of August to start the static kill if everything remains on target.

Other containment issues like the free standing riser and so forth are queued behind this work because the most important work right now is to finish that, putting that casing and we?ll continue to do that.

One item of interest earlier today, we received a report, the Coast Guard received a report that the uninspected towing vessel, Pere Ana C pushing the barge Captain Beauford collided with an oil and natural gas rig in the northern part of Barataria Bay south of Lafitte.

The structure itself is called C117 and that is a state owned well. We have about 6,000 feet of boom around the facility right now, there?s an over flight in progress with Admiral Paul Zukunft and Governor Jindal right now and they are assessing the issues on scene, and will be available to report updates on that later today and out of the JIC and so forth.

Admiral Allen: Thank you, Megan. Good afternoon. I'm here with Admiral Paul Zukunft, who is the unified area commander for the response. I'm going to give a quick update on source control issues at the well site and talk about some intended meetings we're going to hold over the next 24 hours here in New Orleans.

Admiral Zukunft will then give an operational update, and we'll be glad to answer any questions you might have for us.

Out at the wellhead, things continue to be stable. The capping stack continues to exhibit all the indications of well integrity. The pressure is up to 6,942 PSI and continues to rise slowly and keeping with the profile that would indicate well integrity.

Yesterday, we were able to run three different seismic tracks and also do acoustics monitoring out there. We'll continue to do that. This, again, is helping us basically create a picture of the bottom, if you will, and the formations around there to make sure there's no breach of integrity or any formations or there might be hydrocarbons there, also looking for any indication of seepage, methane gas, and so forth.

So far, we have found no anomalies that we haven't been able to clear up, and it looks like everything's in good shape out there.

Regarding the real important area where we're working on right now?and that's getting the Development Driller 3 re-engaged and finishing out the relief well so we can move forward on that. They removed the subsea containment device?which they call a packer?that was put in to protect the well while they evacuated the site before of the severe weather.

After that is done, they will run another drill string clear to the bottom of the relief well, and then they're going to flush the entire wellbore out to make sure there's no particles or anything?sediment from the formation.

When that is done, they will be ready then to put the casing pipe in. The casing pipe is the last structural member that will go into the relief well and cement that in place.

Once that is done, that will be the cue to start the static or the top kill we've talked about, which will happen next week. Following that?then we'll be in a position, once the cement dries, to go ahead and drill into the annulus and begin the bottom kill sequence of events as I've briefed before.

We continue to stay in close coordination and our science team in Houston is following all of the various actions that are needed to do that. The Q4000, which will be doing the mud and the cement injection into the static?for the static kill is on scene. They're laying pipe, so they'll be ready to go next week, as well...

Q: My question is for Admiral Allen, (Harry Webber) from Associated Press. Everyone is full-steam ahead on this static kill and relief well bottom kill. But what are the odds, in your mind, that this will work to plug the well for good? Is it foolproof in your mind? Or is it possible we will still be without a resolution after the mud is pumped in?

Admiral Allen: Well, the sequence of events are going to allow us ascertain the exact status of the wellbore. One of the things that, as you know, has been a subject of a lot of controversy or discussion, I would say?maybe not controversy, but discussion, spirited discussion among the science team, BP engineers, and so forth?is why the pressure was so low when we capped the well itself, down in the 6,000 range.

The competing theories from that are we have depletion in the reservoir that caused the pressure to be lower or there could potentially be a leak down there.

One of the things we're going to find out when we start to put the mud in for the static kill?if there's a precipitous drop in pressure, we'll know we have a well integrity issue at that point. If there is not, and we fill that well with mud right away, and it holds pressure, I think we'll know a lot more about the condition of the well.

Once we know that, I think we're in pretty good shape regarding?we'll at that point have filled the top of the well with mud and cement. And then the remainder will be to do it from the bottom up, once we drill into the annulus.

So I think, to the extent there is uncertainty related to the well integrity, we will know that, and that's what the static kill will tell us. It increases the effectiveness of the bottom kill, but also improves the probability we can kill it, and it gives us more information about well integrity.

Q: I mean, if I could just follow up, is this foolproof? I mean, is this going to work? Or is there a chance that this won't work and you might have to do something else?

Admiral Allen: Well, in the event that there's a low probability/high consequence outcome, we have the second well drilled. And there are backup plans to actually use a piping system to take the product and actually push it over to wells that have been depleted.

So we have always asked for a backup plan to the backup plan from BP, and they provided that. But this relief well, while it is deep, is something that has been done before. The technologies that we employed are not novel, but obviously the depth is a challenge here, but we are optimistic that we'll get this thing done...

Let me give you a couple of operational updates and then I?ll be glad to take any questions you may have for me. The greatest concern to us right now is the relief well. That's when we will truly end this threat to the environment and the Gulf. Development Driller 3, which is a drill rig, is right now clearing out some debris that was found at the bottom of the well bore caused by the storm passage.

They?re clearing that out right now. They will start running the final casing line tomorrow and Sunday. This could potentially impact the date to start the static kill which will come behind that somewhere maybe between 24 and 36 hours. We?re going to refine that as we go forward.

But, in my briefing yesterday, I talked about starting the hydrostatic topkill some time on Monday. That could shift to Tuesday depending on how long it takes them to remove the debris from the well bore that they located in the last 24 hours and then lay that casing line.

And again, following laying the casing line and cementing that, we will start pumping mud into the top to see if we can fill the pipe and basically have the mud overpower the oil from the reservoir below and remove that part of the ? of the threat of oil coming up. Ultimately, it will be the bottom kill we drove into the annulus and fill that with mud and cement it we?ll finally close off the well.

Today the pressure underneath the capping stack is 6,969 pounds. It continues to rise slowly and keeping in line with the curve we would expect for a well that has integrity. We?ll continue to conduct the seismic acoustic testing we look for anomalies, gas bubbles and so forth rising from the floor.

We are using hydrophones and geophones to make sure there aren?t any vibrations or sounds in the well that would cause us any type of concern. We?re also monitoring the temperature, which remains within one degree of 40 degrees Fahrenheit. We are continuing to see tar balls come ashore around the area. There are less tar balls being sighted to the east and the panhandle of Florida and so forth as the latest storm, tropical depression Bonnie, that came through actually drove a lot of that oil toward Eastern Mississippi Sound and southeast parts of Louisiana and then across the path of the Mississippi River up into Barataria Bay and (Templaire Bay).

We continue to follow that closely. As I said, I was in <?XML:NAMESPACE PREFIX = ST1 /><ST1:PLACE w:st="on"><ST1:CITY w:st="on">Venice</ST1:CITY></ST1:PLACE> yesterday to talk to our response forces down there. We are on scene. We are fully staffed and ready to go. Let me restate to the American public and the people of the Gulf coast: we are here to see this thing through to the finish. Our forces are ready to deploy. We are going to make sure this well is killed, make sure the oil on the surface is responded to, and make sure the shores are clean?and how clean is clean is something we will develop with our local leaders and the trustees of all of the resources that are applied as we move forward.

With that, I?d like to take any questions you may have for me.

Thad Allen: Good afternoon. First of all the current pressure in the capping stack is 6,980 pounds. It continues to rise and give indications of the same type of pattern we would expect with a well with integrity.

As you know we are in the process right now of laying the final casing run for the relief well and with that casing has now been placed at the bottom of the well bore. It is – they are circulating fluids just to make sure it's clean and ready to go.

And probably in the next four to five hours they will begin cementing the relief well in. As you know following that we are making preparations to do the hydrostatic or static kill as we have talked about. That could start as early as Monday night into Sunday depending on the steps that are taking.

They have to do what's called an injectivity test to make sure that all the systems are operating properly. And there is a sequence of events that has to be followed before they can actually start pumping mud into the capping stack itself.

The mud boats, the pumping boats and the Q4000 are online and all the systems have been tested and they are ready to go. We continue to survey the entire area for tar balls, any type of oil. We continue to replace boom that was damaged during the recent storm and pick up absorbent boom that has oil on it and replace that with clean boom and we'll continue to do that.

Our forces are standing by to attack oil wherever it may be located. I was on – at Tyndall Air Force Base last Friday, got a brief from our air coordination command. It's doing a great job in vectoring us in to where there is oil. As we've stated before there is lots of oil out there but we are assiduously looking for it and where we find it attacking it offshore and continuing to work with the clean up onshore.

With that I'd be glad to answer any questions you may have for me. Operator?

Operator: Next you have the line of Kater Klee with Bloomberg News.

Kater Klee: Hi, I'm here. Thank you for taking my question. I'm sorry I missed the beginning of the conference. Could you repeat when to expect the static kill to begin and maybe would you already have an estimated date of when the bottom kill may begin? Thank you.

Thad Allen: Sure. They have finished putting the casing pipe into the well bore. They will be circulating fluids to make sure the entire casing is clean.

At that point they will start cementing the casing in place. That will be about four or five hours from now.

Following that we will be in a position to start with the static kill. That could come as early as tomorrow night or into Tuesday. It will depend on the final testing. But the Q 4000 and the systems are going to be needed actually to inject the mud in there.

They're testing all those systems now and everything is in place. So I would say late tomorrow, earliest next Tuesday most likely for the static kill. Regarding the bottom kill, it will have to take place probably five to seven days at a minimum after the static kill.

But I'm not sure I want to lock in a date right now because we've had some issues. As you know we had to move 40 feet of debris from the relief well before we could move it out with the casing run.

So I think once we understand where we're at with the static kill we'll be able to give you a better estimate. But I would say at a minimum, most optimistic five to seven days after the static kill.

Operator: You now have the line of Greg Bluestein with the Associated Press.

Greg Bluestein: Hi Admiral. If the static kill does not work, what does that mean for the relief well process and will it delayed or put in danger in any way if the static kill does not work?

Thad Allen: Well the static kill is not the end all be all. In fact kill may even be a misnomer. What we're really doing is, we're going to be conducting a static test and see if the well can have mud pumped into it at a very low rate.

That could result in us filling the entire well up, bringing the pressure to zero. And if that's the case then we've taken away about half the job we will need to do from the bottom. Ultimately, to kill this well, we're going to have to inject mud into the annulus which is the area outside the pipe and between the well bore and then fill the well up itself, the pipe and the drill pipe in the middle.

Doing the static test or static kill first allows us to advance the ability to try and bring the pressure down which is what we want to do, bring it to zero ultimately. Also it will tell us right away based on the pressure readings if we have an integrity problem in the well bore or the casing itself.

We've always said if we see a precipitous drop in pressure during the injection in the mud that we'll know – that will inform how we're going to have to handle the bottom kill, the ultimate relief well kill, which is going to be the final solution. Was that responsive?

Greg Bluestein: Yes, thank you, sir.

Thad Allen: OK.

David Mattingly: Hi, Admiral, we're triple teaming you today.

Thad Allen: Go ahead, David.

David Mattingly: Just some more detail regarding the static kill, at what point will you deem it a success and how much mud are you using and how much cement are you using? Is it all going in at one time, do you put them in at separate intervals, how does that work?

Thad Allen: Well it will start out with just mud going in and a decision whether to put cement in will be based on the pressure readings and the performance we get with the mud. We have the option to put the cement in but we also have the option just to put the mud in and hold off on the cement and do that when we come in with the bottom kill.

And that will be a decision that will be made as we go through the process. The final steps for this entire process were gone over by the science team over the last two days. They've had a lot of meetings in Houston making sure they understand every step of the process moving forward.

I think – we should probably know right away. We're going to be talking – this is not going to be days. This will be hours until we know that something is going on and we'll be passing on updates and in fact I'll be in Houston myself.

David Mattingly: Thank you.

George Altman: Hi, thanks for taking my question. Here is what I'd like to know, is there any possibility that the static kill process itself could increase the pressure and threaten the integrity of the well?

What I'm thinking is you know maybe you've got oil pushing up and then mud pushing back down. Can that process threaten the integrity of the well bore?

Thad Allen: That's a great question and that's exactly what the science team was discussing over the last few days with the BP engineers. What they're going to go do is put the mud in at a very slow rate and I think it's going to be like several barrels per minute and I think during – and I don’t have the numbers in front of me right now but I think at the maximum point I think we're approaching 80 barrels per minute and putting mud down during the top kill we were trying to overcome the pressure of the oil coming up.

We've taken a look at putting the mud in very slowly so if there is a rise in pressure, we would expect there is some, that we could monitor that very, very closely. And we've established 8,000 PSI as the upper limit for pressure inside the capping stack as we put the mud into it. So we'll be monitoring that.

George Altman: Thank you very much.

Thad Allen: Yes, I could – we can take a couple more questions, operator.

Kater Klee: Hi, thank you. So I just wanted to follow up on this last question. So does this mean that if the pressure rises to 8,000 or above you will stop the static kill and what will happen?

Thad Allen: Right, well see the pressure right now is 6,980. It will increase slightly when we put the mud in and we will be monitoring it. And they've established 8,000 pounds per square inch as a safety margin. And they don’t think that it will come near that.

But that's what they've established as a limit just to make sure that based on what they know about the blow out preventer and everything else we don’t want to inadvertently do damage so that's the reason the put a cap on it.
Kater Klee: Thank you.

Vivian Kuo: Hey, Admiral. Sorry about the mass dog pile but it was my understanding in the past that BP had the initial go-ahead to do preps for the static kill but needed to go back to you for a final green light.

Is that the case or has the static kill be effectively given thumbs up here?

Thad Allen: Well there's been some time inserted between because of the storm and everything like that. So what we've decided is I will issues a letter later on this evening that will actually formalize it again.

I think we all agreed that we're going to be moving forwarded. But given the time that's been inserted and some of the meetings we have with the science teams and making sure that we had looked at all the procedures associated with it include the injectivity test we thought it would be a good idea if I went ahead and issued a letter. So that will happen later this evening.

Subsea operational update:
  • The MC252 well has been successfully shut-in for integrity testing since July 15; there is currently no oil flowing into the Gulf.
  • Active monitoring continues during the integrity test; there has been no evidence of the well not having integrity.
  • The DDIII rig has completed casing and cementing of the liner.
  • Pressure continues to slowly increase and is approximately 6,989 psi.
  • We anticipate the next update will be provided at around 9:30am CDT on August 3, 2010.

New Orleans, Louisiana (CNN) -- One of two efforts to seal the ruptured BP oil well in the Gulf once and for all could begin as early as Monday night, officials said.

The "static kill" involves pouring mud and cement into the well from above -- a process that had been delayed while debris from a tropical storm was cleared out.

"I do have a lot of confidence we'll be successful," Doug Suttles, the oil giant's chief operating officer, said Sunday.

It will be followed by a final "bottom kill" after a relief well intercepts the crippled well -- a step estimated to start about five to seven days after the static kill is complete.

Thad Allen: Obviously, the topic of the day are the tests leading to the static tests we're going to be doing on the well. I'd like to bring you up to speed on this. I'm going to go into a little bit more detail than I have in the past, because I know there's a lot of interest on exactly the sequence of events and what's going to transpire, and I'd be glad to take any questions when I'm done.

What we're actually involved here is a series of tests of which included is the ability to put mud into the well with the potential to reduce the pressure to zero, which will significantly reduce the risk of any discharge, and also, assist us in the ultimate bottom kill, which is the end result, but there are four basic steps to this, and I wanted to go through each one of them individually so you would know.

Over the last 24 to 36 hours, preparations have been made to do this. A lot of this involves what's going on with the Q4000. As you know, the Q4000 was being used to produce hydrocarbons out of the stack and at this point will be reversed and used to actually pump materials back down.

So to do that, we had to remove all the gas out of the Q4000 riser pipe.

We had to pressure-test the Horizon blowout preventer, critical in this process. We had to rig down the Q4000 production line to bring the hydrocarbons up and actually rig up for pumping operations that would allow us to put both oil and pumping mud back down.

Part of that involved making sure the yellow pod controls, which control the valves on the subsea portion of this work, that all the valves and the flanges have been tested to proper pressure ranges and that the pressure gauges that we're going to be looking at, they're going to be very, very important as we move forward, are all tested, calibrated and operating properly, and to make sure that we have backup and duality of measuring pressure.

To that extent, there are going to be three different ways we're going to measure pressure, different gauges on the blowout preventer and the riser, and the capping stack itself. One will be acoustics, where we will take pressure measurements, and they'll be transferred via wireless modem to an ROV and then transmitted to the surface. We will have analog pressure gauges, which we will look at, utilizing the cameras on the ROVs and then LED gauges, which we'll look at, too, so basically three different ways to measure pressure and pass that information back up to Houston.

All those preparations have been taking place over the last 24 hours, and we're to the point now where we are scheduled in some time in the next few hours to begin the injection test itself.

I was advised just before I came in that there is a small leak on a valve on the Q4000 they are repairing right now. That will probably take a couple of hours to repair, so we're looking approximately now of starting the injection test sometime later on this afternoon.

The injection test is designed to do three things ? number one, establish communication or a path for fluids to flow from the Q4000 down into the well itself; second, to establish pumping rates, and they will do that by taking basic oil and pumping it down at the rates that they would look to put the mud down and make sure all the lines and all the pathways can hold that pumping rate; and, finally, they will do pressure checks.

The science team, working with the BP engineers, have decided that as we go through this procedure, that the pressure in the capping stack itself should not exceed 8,000 pounds per square inch. There's a safety margin built into that.

So they will control, actually, the pressure on the wellhead ? or the pump head on the Q4000 to make sure that the pressure and the capping stack does not exceed 8,000 PSI.

So after the preparations and the injection tests are complete, the injection test findings will be evaluated. That will probably take several hours. And then they will initiate at that point what has been called the static kill.

The reason I'm differentiating all this out, the static kill is not a monolithic thing that will happen today. It is a potential of one part of the diagnostic tests that are being done. It is not an end in of itself.

And what they will do is they will start pumping mud at a very low rate.

This is mud that weighs about 13.2 pounds per gallon, and they will pump it in at, first of all, one barrel per minute, and then raising to two barrels per minute, and then they will slowly pump that into the blowout preventer through the choke line.

Now, the results of this are going to depend on where the oil's at, and there are three potential places where there can be oil. We have the drill pipe itself, and we're not sure of the condition or how far that runs down.

We have the casing, in which the drill pipe sits, and we have the annulus, which is the area outside the casing between that and the wellbore.
Depending on how much of that space they have to fill up will dictate how long it will take to do the static kill portion of the diagnostic test. If it is only the casing itself, it could be a relative short period of time. If they have to fill the drill pipe, the casing, and the annulus, it could take much longer, and the range to complete the entire operation could be anywhere from about 33 to 61 hours.

We should know earlier on, though, what the results are, and, of course, we'll be passing those to you as we find them out.

You may ask, why would we be filling the annulus with a top kill? Because
I keep saying we need to go in the bottom to fill the annulus in my prior briefings. There is a possibility ? and we don't know this ? that there could be a seal further down in the well that could have been compromised and allow the oil to come up through the annulus and be part of what's been sent to the surface through the blowout preventer. So they need to be prepared to not only put mud down the drill pipe and the casing, but they have to fill the annulus from the top, as well.

And, again, this will be dictated what they find. What there should be is a slow pressure decline, and that would tell them that they're slowing overcoming the pressure of the hydrocarbons with the weight of the mud moving forward. That decline will be less with the amount of volume if it's in the entire annulus, so about five or six hours into this, the pressure readings are going to be very, very significant on whether they know they're filling the pipe, the casing, or the annulus moving forward.

At that point, once they have ascertained exactly what it is they're doing, they will finish putting the mud in. The fourth step, if it is decided, would be whether or not to put cement in. That would be done based on the results of the test and whether or not the mud is required to fill both ? fill the drill pipe, the casing and the annulus.

We have finished laying the casing run from Development Driller 3 for the relief well, and we are holding what we've got right now pending the results of this, because the diagnostics that we will learn regarding the pressure thresholds, the performance of the well with the mud going in will tell us a lot more about the casing and the annulus as it relates to what we need to do from the bottom up.

And as I said, once we decide to move forward, we will have about 100 more feet to drill on the relief well from Development Driller 3 offset by about four-and-a-half feet from the Macondo well right now, and that'll be at an inclination of 2.9 degrees before they intercept the annulus. They would then at that point proceed to pump mud in to fill the annulus and then drill into the casing, where they need to do that.

So if you can see, we're going from the top first to get the diagnostics, do as much as we can with the mud from the top, learn as much as we can to be able to be more successful, and completing the kill from the bottom when we do that, and I'd be glad to take any questions you may have.

Static Kill Injectivity Testing on MC252 Well Expected Tuesday

Release date: 02 August 2010

During final preparations to commence with the injectivity test, a small hydraulic leak was discovered in the capping stack hydraulic control system. The injectivity test, previously announced to take place today, will be rescheduled until the leak is repaired.

It is anticipated that the injectivity test and possibly the static kill will take place Tuesday.

Static Kill Procedure Commences on MC252 Well

HOUSTON - Based on the results of the injectivity test, BP started pumping drilling mud today at 21:00 (UK) and 15:00 (CDT) as part of the static kill operations. All operations are being carried out with the guidance and approval of the National Incident Commander.

MC252 Well Reaches Static Condition; Well Monitoring Underway

BP announced today that the MC252 well appears to have reached a static condition -- a significant milestone. The well pressure is now being controlled by the hydrostatic pressure of the drilling mud, which is the desired outcome of the static kill procedure carried out yesterday (US Central time).

Pumping of heavy drilling mud into the well from vessels on the surface began at 1500 CDT (2100 BST) on August 3, 2010 and was stopped after about eight hours of pumping. The well is now being monitored, per the agreed procedure, to ensure it remains static. Further pumping of mud may or may not be required depending on results observed during monitoring.

The start of the static kill was based on the results of an injectivity test, which immediately preceded the static kill and lasted about two hours.

BP will continue to work with the National Incident Commander and other government officials to determine the next course of action, which involves assessing whether to inject cement in the well via the same route.

The aim of these procedures is to assist with the strategy to kill and isolate the well, and will complement the upcoming relief well operation, which will continue as per plan.

A relief well remains the ultimate solution to kill and permanently cement the well. The first relief well, which started May 2, has set its final 9 7/8-inch casing. Operations on the relief wells are suspended during static kill operations. Depending upon weather conditions, mid-August is the current estimate of the most likely date by which the first relief well will intercept the Macondo well annulus, and kill and cement operations commence.
