Emergent public health incidents refer to major epidemics, diseases of unknown origin, major food or occupational poisoning cases, and other incidents like bird flu.
The number of such incidents rose 4.59 percent year-on-year, while the people involved and the fatalities down 25.81 percent and 30.91 percent respectively, the ministry said in a report.
There was no report of such incidents in July in seven provincial areas -- Hubei, Shandong, Jiangxi, Ningxia, Qinghai, Inner Mongolia and Beijing, according to the ministry.
Experts warned that with high temperatures in current season, public health incidents such as intestinal infectious diseases and food poisoning might increase.

Another child has died hours after being admitted to a public hospital, feverish and vomiting, in the second such mysterious fatality this week. York Chow Yat-ngok, the secretary for food and health, said he was very concerned about the cases and had asked the Centre for Health Protection to heighten alerts and try to find the cause of the infections.
The three-year-old girl, who lived in Sham Shui Po, was admitted to Kwong Wah Hospital at 8pm on Sunday. She received intensive-care treatment, but developed shock, convulsions and "disseminated intravascular coagulation", or a bleeding disorder.
She died at 2pm the next day. The Centre for Health Protection said septicaemia, or blood poisoning, was suspected and laboratory results on her specimens were pending.
The death of the girl was reported only yesterday after the Centre for Health Protection received the report from the public hospital through the paediatric surveillance programme.
Mystery also surrounds a nine-year-old Sha Tin girl who died on Wednesday, three hours after being admitted to Prince of Wales Hospital with symptoms of myocarditis, an inflammation of the heart caused by viral infection.
