2 students at Tompkins-Cortland Community College (TC3) in Tompkins County are being quarantined with suspected swine flu. H1N1 test results are pending, and are expected sometime this week. Both students are isolated in an apartment on campus and have not required hospitalization.

The two cases in Madison County have been identified as elementary school students in Cazenovia, NY. Both students attend Burton Street Elementary School.

Superintendent Robert Dubik, citing privacy laws, would not reveal the students' classroom, age or grade. He did say that they are in separate grades and are not related. There is no indication that the children's' parents have traveled recently, Dubik said.

The two children could return to school as early as next week, though they'll be required to see the school nurse before they are allowed in the classroom, Dubik said.

No cases have been confirmed in the middle school or high school.

As of Monday, confirmed cases in Onondaga total 69, including 7 hospitalizations and 1 death. New schools with confirmed cases include East Hill Elementary School in the West Genesee District and Corcoran High School, Danforth Magnet, Franklin Magnet, Porter Magnet, and Southside Academy all in the Syracuse City School District.

Coxsackie-Athens School District: No swine flu cases

The superintendent of the Coxsackie-Athens Central School District said Monday there are no confirmed cases of the H1N1 "swine flu" in the middle school.

A concerned viewer had called CBS 6 earlier in the day, claiming an employee at an urgent care facility told her there were "nine or ten cases" of the virus in the district.

CBS 6 immediately called Superintendent Dr. Earle Gregory, who refuted the employee's statement. There is one case of standard influenza in the middle school, he said, and no cases of the swine flu.

The district sent a letter to parents and guardians on Friday advising them to call the Greene County Department of Health with any questions or concerns, Dr. Gregory said.

The concerned viewer alleged she was told "no comment" when she called the district herself.

CBS 6 is reporting this information as*a service*to parents, guardians, and students who may have heard the rumors that -- according to one viewer -- are spreading through the district.

Only one of the TC3 students tested positive for H1N1. The other student tested negative, although they were considered a suspected "cluster" and were kept in isolation together by the school. (so I don't know who the newest confirmed case in Cortland County would be, but it's not the other TC3 student.) According to the TC3 Student Health Center, the school is continuing with normal operations.

In Erie County, Riverside Institute of Technology reopens as swine flu "wanes". The announcement comes as the city of Buffalo hosts the annual conference of the Council of State and Territorial Epidemiologists. Out-going CDC Director Richard E. Besser spoke at the conference.

He said the federal agency should examine the Canadian policy of trying to keep schools open and using them to educate children about a disease and to track the spread of cases.

Erie County recommends that schools shut only if high absenteeism interferes with normal functioning of the school, but leaves the final decision to close to the individual school systems.

The county is now reporting 70 cases, including one confirmed over the weekend at Orchard Park High School. The school plans to stay open and monitor the situation.

Additionally, Buffalo United Charter School will close due to "unspecified illness". Tammy Messmer, school principal, declined to comment and directed questions to the spokeswoman for the company that manages the school, National Heritage Academies, who could not be reached for comment.

The Erie County Health Department confirmed that there is one case of H1N1 at the school.

In Dutchess County, 7 students and 1 staff confirmed in Webutuck School District. All victims are still out of school, according to Superintendent Richard Johns. The school or schools affected have not been identified, according to Dutchess County Health Department guidelines.

According to County Health Commissioner Michael Caldwell there are cases in "just about every school."

Several students at Rhineback High School are exhibiting flu-like symptoms, although there are no confirmed cases in the school district, according to school principal Ed Davenport.

There are no plans to close any schools in Dutchess County.

An NYC resident visiting the Canton area in St. lawrence County was hospitalized locally at Canton-Potsdam Hospital. The patient was then transferred to Fletcher Allen Health Care, Burlington, Vt, where he tested positive for H1N1. During the visit to Canton, the patient had contact with "more than a dozen" people, who were given preventative treatment.

yes they're skewing the data by restricting testing. NYC is the only place in the state that is consistently releasing numbers of hospitalized with their case updates. other NY counties only occasionally leak their hospital #s in a news article here or there.

I wonder if there's a way we could extrapolate the true number of "mild" cases going on in NYC from the hospitalized numbers?

Perhaps we can with gsgs's help. He has a thread going that's looking at attendance percentages for all NYC schools reported daily. If we knew the total population of students, we could get a rough estimate of the number of absent students, and assuming most of the absence is H1N1 related, arrive at the number of ILI perhaps. Then using the age range information extrapolate to total population ILIs' Seems do-able, but pretty rough estimates.

At this time - the whole reporting system is so screwed up that it's almost impossible to get a true idea of the numbers. I think all we can do is monitor generalities. I wrote in a post a while back that I thought the day was coming when we wouldn't be counting hospitalizations anymore - we'd be counting deaths. The numbers are slowly tracking upwards in the death categories - so it's an indicator that that things are getting more serious. The Early Exponential Spread Charts have indicated that in mid-June we'd start seeing the real exponential growth of this thing. As predicted - we're starting to see the leading edge of that curve begin. My guess is that within 1 - 2 weeks, we'll start to see MANY regions with hospital / death count similar to what we are seeing in NY City. I'm guessing NY City itself is about to explode with deaths over the next 2 - 3 weeks. Time will tell.

In Putnam County, Brewster Central School District reports a Garden Street Elementary School student has a "probable" case of H1N1. The County's Associate Health Commissioner Loretta Molinari says an exact diagnosis will never be known, since the county's guidelines for testing have changed, and that there was a misunderstanding with the school district about this particular case. Once the county confirmed the first two cases, one at Fulmar Road Elementary School and one at Mahopac Middle School, the guidelines then require a patient to be hospitalized before an H1N1 test can be administered. The Brewster student is under a doctor's care and is recovering at home.

St. Lawrence confirmed case is an inmate at Riverview Correctional Facility, in the town of Ogdensburg. He has since recovered, and was one of a small number of inmates at the facility who developed flu-like symptoms.

In jefferson County, James Kettrick, superintendent of Indian River Central School District where 3 cases were confirmed, has not been informed by Jefferson County of the location or identity of the cases in his district.

There has been no increase of absenteeism due to illness or flu-like symptoms in the district. There have also been no recent student trips to Mexico, although Kettrick says recent student trips have been made to other places, including NYC.

In Broome County, Chenango Forks Middle School is reporting an outbreak of flu-like illness. On Monday 40 students were absent with fevers, coughs, and other symptoms. On Tuesday 50 students were absent, about 13% of the school's population of 350 students. Normally the school has a 4-5% absentee rate on any given day. The Broome County Health Department has been contacted, and the school remains open.

Although Patrice Bogan, director of clinical services for the county's health department, states that the student had recently traveled in neighboring counties with confirmed cases. Bogan also said the county's testing guidelines for swine flu will change. Mild potential cases will no longer be routinely tested, and those that are will involve hospitalized patients or people who've had direct contact with a known case.

Westchester County reports first H1N1 death, a 29 year old woman in Yonkers. She died Tuesday night and had an "underlying medical condition". The exact cause of death is pending autopsy. Westchester County is currently reporting 55 confirmed cases, Rockland County 8, and Putnam County 3. There have been no deaths in Rockland or Putnam.

Putnam County has confirmed a second case in a student at Fulmar Road Elementary School, and emergency rooms in the county are reporting an uptick in people concerned they might be ill with swine flu.

Erie County is now reporting 100 confirmed cases, and a third school in Buffalo has closed due to flu outbreak. Oracle Charter School on Delaware Avenue has closed for 3 days, beginning Wednesday and reopening Monday. An unspecified number of students and staff have reported illness and are currently being tested for H1N1.

The other two schools to close in Buffalo were Riverside High School and Buffalo United Charter School. Both schools had three confirmed cases of swine flu.

CENTRAL VALLEY — A rash of flu-like illnesses and high absences in Monroe-Woodbury School District appears to be letting up after spreading from the middle school to the elementary schools, Superintendent Joseph DiLorenzo said Thursday.
He said the number of student absences peaked at the middle school on Friday at 406, which is nearly a quarter of the student body and roughly quadruple the number of absences the school usually has.
By Wednesday, that number had dropped to 155, still higher than the customary 80-100 range.
“It’s dropping each day,” DiLorenzo said. “We seem to be on the tail end of it.”
In the meantime, the number of kids staying home from the district’s five elementary schools seems to be leveling off or declining after climbing last week and remaining elevated early this week, he said.
Central Valley Elementary hit its recent high on Tuesday, when 101 pupils – or about 13 percent of the school’s enrollment – were out.
Pine Tree Elementary hit a high of 137 absences – 15 percent of its student body – on Monday.
The schools are getting many reports of flu-like symptoms, although other illnesses such as strep throat and ear infections are contributing to the absences, DiLorenzo said.
Others can be attributed to parents keeping children home to keep them from getting infected.
The district is consulting with the Orange County Health Department and having custodians clean doorknobs and computer keyboards, DiLorenzo said.
The illnesses are occurring in the midst of a swine flu outbreak, although whether that particular strain is to blame for the Monroe-Woodbury illnesses is unclear. Orange County has had six confirmed swine flu cases but stopped testing for the virus weeks ago unless the symptoms are severe, as ordered by the state.
Minisink Valley School District has also had recent absence spikes that have now subsided. The number of kids out at the middle school jumped to a peak of 196 on May 18 but dropped to 68 by June 1, according to figures the district provided Thursday.

Statement by Commissioner Daines on WHO Decision Declaring H1N1 (Swine Flu) a Pandemic

Albany, New York (June 11, 2009) - Today's declaration by the World Health Organization (WHO) that the H1N1 (swine flu) outbreak has reached the level of a global pandemic is based on the geographic spread of the virus and does not reflect an increase in the severity of the outbreak.
All of the response mechanisms required to respond to a pandemic have been activated in New York State since the beginning of the outbreak, so the WHO alert phase increase will not result in any changes in New York's strategy or response to H1N1.

When the outbreak was first identified in April, Governor David A. Paterson immediately activated the State's emergency response plan and the State began taking aggressive steps to respond to the H1N1 outbreak, based on the assumption that it would become a pandemic. In coordination with the CDC, local health departments and health care providers, the Department has been actively tracking the disease, implementing guidance and measures to mitigate the impact on public health, and informing and educating the public to limit transmission.

To date, the majority of affected individuals continue to experience mild to moderate symptoms similar to ordinary seasonal flu, and most New Yorkers have recovered without hospitalization or antiviral treatment. As with seasonal flu, there have been a number of hospitalizations and sadly, some fatalities, primarily involving individuals with underlying medical conditions. It's important to keep in mind that each year seasonal influenza is implicated in approximately 2,000 deaths in New York State and 36,000 deaths nationwide.

Over the summer months the Department's epidemiologists will continue to monitor the virus closely to quickly identify changes in trends and patterns, especially as it affects residents of the southern hemisphere. We will be watching to see if the virus acquires traits that make it more virulent and contagious when it returns to the U.S. next fall and winter, as many expect.
Pre-production work on an H1N1 vaccine is currently underway, and we are awaiting further details on vaccine strategy from the WHO and the Centers for Disease Control and Prevention. It's anticipated that a vaccine will be available by mid-fall and will be distributed through state health departments. The Department is preparing for a possible vaccine public education campaign and mass public vaccination events.

I urge all New Yorkers to continue to follow the common sense precautionary measures that we have recommended since this outbreak first began.
