Update at 11pm Jan. 20 NY Time: Latest information shows the patients are more likey to be SARS. One person from 8th Hospital told reporter that they have some SARS patients, this is not an official annoucement by hospital, thus more information is needed to come to a conclusion.

Update at 11am, Jan. 21 NY Time: Official from Public Health Department of Guangzhou officially responded to Boxun's report. According to Xinhua's news release, Xiong Yuan, Deputy Director of Public Health of Guangzhou said that there is no epidemics reported by "overseas media". The head of 8th Hospital made same statement and denied existence of the disease.

Upto now, the strongest third party evidence is the operator of 8th Hospital told calling in reporter that "there are SARS patients". The head of this hospital should explain how could an operator make that claim to a reporter.

Apple Daily, a Hong Kong based newspaper reported that a few media reporters went to 8th Hospital at mid-night on Jan. 20, but none was allowed to enter the hospital.

CDC [Taiwan] urges China to release epidemic data

2007/1/22
TAIPEI, CNA

The Center for Disease Control (CDC) urged China yesterday to ascertain the truth regarding reports of the latest outbreak of disease in Guangdong Province and make public the information soon.
Commenting on reports that an unknown number of patients at the Guangdong Eighth People's Hospital have been isolated for unidentified reasons, CDC Deputy Director Shih Wen-yi urged the Chinese health authorities to disclose whether these people were suspected of contracting avian influenza or had been afflicted with severe acute respiratory syndrome (SARS), and urged Taiwan and other neighboring countries to remain alert against the possible outbreak of epidemic disease.

Shih said the Chinese health authorities have not yet informed Taiwan of any suspected bird flu or SARS cases reported in Guangdong.

He pointed out that it took about one month for Chinese health authorities to inform the World Health Organization after a human infection of bird flu virus was confirmed in China's central province of Anhui late last year.

Shih also called for Taiwan passengers who travel back and forth between Taiwan and Guangdong Province to pay extra attention to their temperature on daily basis and report to Taiwan's health authorities if they develop fever for unknown reasons.

Shih made the calls following the Hong Kong-based Sing Tao Daily quoted online reports Sunday that an unknown number of patients at the Guangdong Eighth People's Hospital have been quarantined, probably as a result of an avian flu outbreak.

Sing Tao Daily said another source asserted that those patients had contracted SARS and that the number affected was dozens.

The daily, however, quoted authorities of the Hong Kong Department of Health as saying that they had not received any information concerning the latest reports of an epidemic as of Saturday night.

According to Shih, Vietnam, Hong Kong and Japan have reported bird flu outbreaks this month, while Indonesian officials said four people died recently from the virulent H5N1 virus. Myanmar reported its first H5N1 outbreak in chickens and quail last March at farms in central Myanmar. Bird flu killed 42 of the 93 people infected in Vietnam in 2003-2005.

Bird flu, which does not easily infect humans, has so far killed 161 people globally since 2003, a relatively small number compared to other diseases, according to the World Health Organization. But epidemiologists fear H5N1 virus could trigger a global pandemic if it were to mutate and become easily transmitted among humans.

GD denies bird flu outbreak rumor

South China's Guangdong Province as denied rumors that patients suspected of having SARS (Severe Acute Respiratory Syndrome) or bird flu had been hospitalized in the Eighth Municipal People's Hospital in Guangzhou, the provincial capital.

The denial came after a Hong Kong based newspaper carried an article saying "the hospital has quarantined several fever patients that may have SARS or bird flu," a report by the Guangzhou-based Nanfang Daily said on Monday, without identifying the newspaper.

The article triggered fear of an epidemic, with reporters from Hong Kong and Macao rushing to the hospital for the scoop.

However, hospital president Tang Xiaoping said the hospital had ot received any patients suspected of having SARS or bird flu.

Xiong Yuanda, a spokesman with the municipal health bureau, refuted the article, adding that fears were groundless.

"Every local health agency is required to report epidemic outbreaks as promptly as possible, and we will keep the press and the people informed of any news about epidemics," said Liao Xinbo, deputy director of the provincial health department, adding that information will also be conveyed to health agencies in Hong Kong and Macao Special Administrative Regions.

The SARS virus first emerged in Guangdong in 2003, and China is also at the centre of the fight against the H5N1 bird flu virus, with dozens of animal outbreaks and 22 human cases since 2003.

The Ministry of Health has urged local governments to be on alert for SARS and human cases of bird flu, and to strengthen health prevention work.

Local health agencies have to report cases of pneumonia where the cause is unclear, human cases of bird flu, ordinary influenza cases and SARS.

Re: China: Guangzhou Quarantine: Boxun Report - Unverifed

What does this double-speak mean?
The city had found 'no unknown contagious diseases,'

China denies reports of suspected SARS cases in south

China on Monday denied reports of several suspected cases of severe acute respiratory syndrome (SARS) in the southern city of Guangzhou.

Recent reports in Hong Kong media that the Gaungzhou's No. 8 People's Hospital has isolated more than a dozen people for treatment of SARS or bird flu-like symptoms were 'untrue and groundless,' city health bureau spokesman Xiong Yuanda said.

The city had found 'no unknown contagious diseases,' Xiong told the government's official Xinhua news agency.

Staff at the hospital also said by telephone that they had 'no such cases' there.

SARS first broke out in 2002 in Guangdong province, of which Guangzhou is the capital.

Health inspectors recently found that masked palm civets, one of the animals thought likely to have spread the SARS virus to humans, were still sold in markets and eaten in restaurants in Guangzhou and other areas of Guangdong,
the agency said on Saturday.

'We know eating civet cats is a tradition in these places, but we urge citizens to stop the practice for the sake of their own health,' it quoted city health official Zhang Yonghui as saying.

The sale and consumption of the civets was banned in Guangdong following a large SARS outbreak there in early 2003.

Guangdong has made surveillance against possible SARS outbreaks a 'top priority' during the holiday for the Chinese lunar new year, which begins on February 18.

Zhang said health officials would carry out more checks on train and bus passengers over the busy holiday, when millions of migrant workers travel to and from the province.

Worldwide SARS killed 800 people out of the 8,000 known to have been infected before it was brought under control in 2003.

The Guangdong Health Department has notified the Centre for Health Protection that there is no human case of avian flu nor SARS in the province, the centre's Community Medicine Consultant Dr Thomas Tsang says.

With many people travelling overseas during the Chinese New Year holiday, Dr Tsang called on people who are going to areas with bird-flu cases to be vigilant and observe good personal hygiene to prevent infection.

Speaking after an inter-departmental meeting on bird flu today, Dr Tsang said although there is no case of bird flu in people in Hong Kong and Guangdong, recent reports of cases in other places on the Mainland and overseas, as well as the detection of H5N1 virus in local wild birds, indicate the disease remains a threat to the community.

Concerted effort needed
He called for concerted effort from the community to guard against bird flu in Hong Kong.

"The public should strictly observe personal and environmental hygiene, and stay away from dead birds, avoid contact with wild birds and live poultry and their droppings," Dr Tsang said.

"They are also urged not to feed or release wild birds, and surrender their pet birds to Agriculture, Fisheries & Conservation Department's animal-management centres for disposal if they no longer want to keep pet birds."

Dr Tsang said close liaison with the World Health Organisation and Mainland authorities will continue to help stay abreast of the global and regional bird flu situation.
