China fights animal disease spread in quake areas

BEIJING (Reuters) - An earthquake that killed at least 29,000 people in China also badly hurt livestock and crops in Sichuan province, and disinfection teams are spreading out to prevent more damage, officials said on Saturday.

The earthquake killed about 792,000 of Sichuan's estimated 60 million pigs, Li Jinxiang, head of the veterinary department at the Ministry of Agriculture, told reporters.

However, the number of breeding sows nationwide is up on last year, which could help stave off inflation, he told Reuters.

Rescue work is still going on for thousands buried in rubble after the May 12 quake, but with bodies in mass graves and water supplies disrupted, efforts now also include disinfection campaigns to prevent disease spreading among animals and people.

Poultry made up most of the 12.5 million birds and livestock killed by Monday's quake.

The quake has damaged infrastructure just ahead of the hot, humid summer, the peak season for diseases such as swine flu or blue ear pig disease, which decimated the hog population in 2007.

"Preventing disease is one of our largest responsibilities," Li said at a news conference in Beijing.

Li told Reuters the breeding sow population was now about 20 percent more nationwide than it was this time last year, when disease and poor profits discouraged breeding, helping to feed inflation which is now running at a nearly 12-year high.

The quake badly damaged fish farms and about 15 percent of vegetable production in the afflicted areas near the epicenter, the officials said. As many as 50,000 greenhouses were damaged.

Sichuan accounts for nearly 15 percent of China's rapeseed production, nearly 7 percent of summer grains and 5 percent of vegetables.

Although a national surplus of fertilizer should be able to make up for fertilizer plants damaged in industrial towns such as Shifang, damage to irrigation infrastructure would be harder to overcome, the officials said. Sichuan is releasing water from reservoirs to reduce pressure on weakened dams.

"Some rice paddies may have to be turned into dry fields this summer," said Wei Chaoan, vice minister of agriculture.

"Maybe, as this develops, many other problems will appear, including some we don't know about yet."

American experts are monitoring nuclear facilities in China's earthquake zone, officials said Friday, after France's nuclear watchdog reported that some had suffered minor damage.

The French Institute for Radiological Protection and Nuclear Safety said Chinese authorities "reacted well" to the quake and immediately shut down nuclear sites for inspection.

Thierry Charles, the group's director of plant safety, said China's nuclear safety agency, NNSA, had reported no leaks of radioactivity since the quake.

He said the Chinese reported "light damage" to older nuclear facilities that were being dismantled before the quake, noting that seismic construction codes were less strict when those sites were built. China did not specify which facilities had damage, he said.

China has a research reactor, two nuclear fuel production sites and two atomic weapons sites in Sichuan province, where the magnitude-7.9 quake struck Monday, the French agency said. All were between 40 and 90 miles from the epicenter.

French authorities do not yet have a full picture of any possible damage at the nuclear weapons sites, where information is more closely guarded, Charles said.

"At this stage, I don't think there were any leaks, because they would have reported them by now. The worst to worry about now is degradation of buildings, cracks, this kind of thing," he said.

U.S. officials are monitoring China's nuclear facilities in the quake zone, State Department spokesman Sean McCormack said. He said he had no information about any damage.

Wang Baodong, spokesman for the Chinese Embassy in Washington, said he had no information about the state of the atomic sites. But he told reporters the Chinese government was "preparing for every consequence" as it worked to rescue survivors and repair damage.

Nuclear experts said there several possibilities if any significant damage occurred at the plants, at least one of which is alongside a river. A radioactive leak could cause environmental harm, while internal damage could set back China's nuclear modernization, they said.

Mianyang, an industrial city of 700,000 people that is the headquarters of China's nuclear weapons design industry, was on the edge of the disaster area. The site has been likened to the U.S. nuclear facility at Los Alamos, N.M.

The plutonium production reactor at Guangyuan, China's largest, is also in the quake zone.

"Damage to these plants could potentially be a serious issue for the Chinese government," said Hans Kristensen, a nuclear arms expert at the Federation of American Scientists.

He said the reactor at Guangyuan is "at the center of China's fissile material production.

"If there is damage to (the reactor), it would disrupt China's warhead maintenance capabilities," Kristensen said. "That could have impacts for several years."

Matthew Bunn, a senior researcher at Harvard University's Project on Managing the Atom, said the risk of radioactive leaks depended mostly on how the facilities were designed, details of which are known only by the Chinese government.

"Only in the reactor's case would there likely be any significant danger of some kind of radioactive release that would affect a large area. And how big that danger is depends enormously on specifics of the reactor's seismic design that are not well known outside the Chinese nuclear weapons program," Bunn said.

Jeffrey Lewis, director of the Nuclear Strategy and Nonproliferation Initiative at the New America Foundation who visited Mianyang last summer, said the buildings were designed to withstand earthquakes.

"I would be surprised if there were any human impact," said Lewis, referring to radioactive leaks. "If anything, there is a possibility for structural damage."

According to a report on Hong Kong?s cable television network, an exodus of both civilians and military was in progress. The mass flight of earthquake victims came as China?s cabinet spokesman, Guo Weimin, said the confirmed death toll in last Monday?s quake had reached 28,881. The government expects the final figure to exceed 50,000.
It emerged yesterday that in one of the most harrowing incidents to be uncovered, more than 100 children trapped in collapsed classrooms had been overwhelmed by poisonous gas from a nearby chemical plant.
A cloud of ammonia from the plant in Yinghua, where workers died in a torrent of acid from burst pipes, drifted down a valley to Lau Sui middle and high school as staff and pupils were clearing bricks and concrete to free classmates.
Two pupils, Yang Li and Hu Ying, said they had started gasping for breath, unable to open their eyes. Another, Zhou Zhou, described children losing consciousness.
?The headmaster said to go in the opposite direction from the factory,? she said. ?We had to step over bodies.? A teacher confirmed the death toll.
This weekend, reverberating shocks and landslides posed a continuous hazard that was intensified around the dams and reservoirs carved out of the granite mountains in Sichuan, one of the most active earthquake zones in the world.
The feats of soldiers and helicopter pilots in the face of danger drew praise from Chinese victims and foreign tourists rescued from disaster. In contrast to the inertia of the reclusive Burmese military junta after the cyclone of May 3, the Chinese state responded by mobilising 130,000 troops, sending rescue teams, organising medical aid and scrambling more than 100 helicopters to the misty valleys.
Domestic and foreign media coverage of the disaster has been extensive, compared with the funereal silence that enveloped the 240,000 dead of the Tang-shan earthquake of 1976, China?s last seismic catastrophe.
Like politicians in most countries, President Hu Jintao and his premier, Wen Jiabao, flew in to offer comfort and support, all televised on the evening news to assure public opinion that everything possible was being done.
China has welcomed specialist earthquake rescuers from Japan, its wartime foe, while teams from Singapore, South Korea and Russia also got to work yesterday. Two giant US Air Force cargo planes were en route as well, bringing tents, lanterns and meals. A jumbo jet loaded with aid from the democratically ruled island of Taiwan was accepted with good grace. However, British experts were still waiting for visas in Hong Kong.
The scale of the task is daunting: hospitals in Sichuan have taken in 116,460 patients, according to the state news agency, Xinhua.
If the immediate demands are humanitarian, however, the implications of the calamity are also political and diplomatic.
As national grief turns into public questioning, the Communist party leadership has issued strict guidelines to the Chinese media to channel coverage in a ?positive? way. The media and internet commentators have already criticised official corruption in building standards that turned schools into deathtraps.
Inevitably, many people, echoing victims of Hurricane Katrina in the United States, complained of help that came too little and too late.
The earthquake has also emboldened a popular Chinese tradition of irreverence for leaders combined with pride in the ordinary people. ?Let?s not sing the praises of leaders while the whole nation is mourning,? said one daring netizen on the Xinhua website.
The political risk for the Communist party is likely to intensify as hard questions are asked about the central planning policies that put so many people and industrial plants in an earthquake zone. The factories and towns hidden away in Sichuan?s valleys are the legacy of one of Mao Tse-tung?s least-known but most grandiose projects.
Fearing a nuclear attack by the United States or the Soviet Union, Mao ordered the construction of a redoubt to shelter China?s defence industry. He gave the task to Deng Xiaoping, a native of Sichuan. Starting in the 1950s, Deng built an impregnable arsenal hidden by the mountains.
He built tunnels, dammed rivers, threw railways across gorges, drove highways through the wilderness, installed power stations, nuclear weapons plants, steelworks, chemical factories and arms workshops, some hidden in caverns. Standards were shoddy and hundreds died as ?worker-martyrs?. The project was bigger than the Roosevelt New Deal or Stalin?s first five-year plan and it consumed between 40% and 45% of China?s capital budget from 1965-75.
It was all done in total secrecy. ?Populations were moved from Shanghai and Tianjin into towns that appeared on no maps,? wrote Harrison Salisbury in his dual biography of Mao and Deng. Nobody dared question either man about the decision to locate these industries and all their people along an active tectonic boundary.
Times have changed in China, however, and one immediate policy question is whether these vulnerable industries and towns should ever be rebuilt.
The government will face an immediate challenge to ?social stability? in housing and caring for thousands of homeless families. More than 4m homes were damaged or destroyed. Water supply has been cut off in 20 cities and counties. Tent camps are springing up to shelter displaced families. Just north of Chengdu, the provincial capital, 2,000 people are occupying the town square in Shi-fang.
A year marked with the lucky Chinese number eight and to be crowned by the Beijing Olympics has so far been scarred by ill fortune: destructive snowstorms, the Tibetan uprising - and now the most catastrophic earthquake since 1976. Thousands flee Beichuan following lake breach fears

Thousands of Chinese fled their homes yesterday amid fears a lake could burst its banks, hampering rescue efforts after the deadliest earthquake in more than three decades killed more than 50,000 people. The authorities have begun evacuation of more than 2,000 people on fears of floods stretching for 40 km in the wake of a deadly earthquake, state media said yesterday.
Monday?s 7.9-magnitude earthquake set off landslides that clogged the Qingzhu river, creating a body of water in Sichuan province that is already overflowing into a nearby village, Xinhua news agency said.
The quake weakened the soil in the area of Hongyuang township and if the water level rises by several metres, an area stretching at least 40 kilometres would be inundated, it said. Experts were also considering setting off an explosion to divert the water, it said.
Early yesterday, Xinhua said a barrier lake formed by the blocking of a river had burst on Friday afternoon but residents downstream had been evacuated and there were no casualties.
A paramilitary officer had told Reuters earlier that the likelihood of the lake bursting its banks was ?extremely big?.
The situation was ?very dangerous because there are still tremors causing landslides that could damage the dam?, said Luo Gang, a building worker who left the southeastern port city of Xiamen and rushed home to look for his missing fiancee. :tiphat:

We know that China has great capacity to respond to disasters and so we have confidence that everything that can be done is being done. In our experience and according to our plans when a disaster of this nature starts the first three or four days are critical in finding those who have survived. But we must then begin to focus on assuring that those who have survived have the basics to continue to maintain their lives, such as food and water and shelter and health care.​

The more we learn about health coming from respiratory health the more we understand that clean air is necessary for a person to be healthy and live a long time. So I feel that both jobs have been very much alike.​

The office also gave a breakdown of the death toll in other areas as 4,156 in Chengdu, 2,586 in Guangyuan, 2,871 in Aba and 23 in Ya'an.
Outside Sichuan, the death toll was 364 in Gansu Province, 113 in Shaanxi Province, 16 in Chongqing Municipality, two in Henan Province, one in Yunnan Province, one in Hubei Province, one in Guizhou Province, and one in Hunan Province.
