CORONAVIRUS- Update on the situation in Benin

The Minister of Health, Mr. Benjamin HOUNKPATIN made this interview, the situation in Benin about the global epidemic of Coronavirus after the announcement of a case detected in Togo.

INTERVIEWS
TODAY
Professor Benjamin HOUNKPATIN, neighboring country Togo has just registered his first case of Coronavirus.

The infected person would have passed through our country. You confirm?

Effectively. We have had information from the Country Representation of the World Health Organization (WHO) that neighboring Togo has indeed had a confirmed case of Coronavirus. It is indeed a 42 year old lady who landed in Cotonou, who stayed in a hotel, saw some parents before leaving for Lom?.

Can we have an idea about the contacts that the lady had once arrived in Benin?

As soon as we have this kind of case, we realize what we call a SitRep, ie a report situation which allows us to trace the whole circuit and identify all the contacts. So, we already had the telephone contacts of the parents in Benin and we are in the process of locating them all because we have to trace them all and trace all the contacts they may have had also in order to proceed to quarantine and monitoring for 14 days to make sure they are not also developing the disease. This is done and all the rapid intervention teams that we have at the Atlantic and Littoral level have already been deployed and are on the job to fully finalize the identification of all these contact cases.

And when will quarantine take place?

Quarantine has already started. As we identify the contacts, quarantine is carried out immediately and this allows us to control the situation and the movement of these people.

What is the geographic position of these contacts?

We have contacts mainly in the Calavi area. We have an exact location of these contacts and we retrace in an excuse-me police way, (it is the public health police), the route of these contacts also to find them as much as possible. There is also the hotel where she stayed where we also established all the contacts she may have had.

How to assess today the reliability of the device that you had put in place since the occurrence of this virus?

As you can see, the support system is already in place and already solid enough. Compared to the identification of cases of course, as I already had, the rest is really the civic will of each individual to avoid contaminating his fellow citizens. Because when you have been in a country at risk, apart from the fact that you can identify yourself, it would be necessary that the self-isolation which is well explained at the airport, with the self-isolation plan which is studied individually with each traveler having been in a country at risk, despite this sometimes, there are some who do not respect these principles. I really appeal to the spirit of responsibility, to the civic spirit of each citizen,

And then the situation at the borders is almost uncontrollable because of the porosity of these spaces. What is it in practice?

The border situation is complex. It is true that we have deployed agents at all of our terrestrial borders who are present with thermo flashes, that is to say thermometers that look like pistols to take the temperature in a systematic way and systematically carry out the washing gesture hands with a chlorine solution thus allowing to accustom those who pass to this gesture. But beyond that, it must also be recognized that when the subject has no signs, this whole device is inoperative. Since afterwards, when the subject knows that he has been exposed, when he shows signs of having been in a risk zone, he must be able to so we can take care of it.

Can you remind us of what to do about this crisis?

For subjects who are at the level of Benin, the first behavior to adopt is really hand washing. It is the simplest gesture and the one that will preserve us the most. You should always wash your hands with soap and water regularly each time you have made contact, you must do so. Do not hesitate to multiply it as many times and even to become paranoid at the limit. You have to wash your hands. The second measure is to avoid shaking hands . You no longer need to shake hands because the hand-held contact can be a source of transmission of germs. Avoid when you are sick and coughing, that you have a cold, that you have a sore throat and thatwe should systematically cover our mouths before sneezing, either with a tissue or by wearing a bib that protects both the nose and the mouth and then take care to dispose of them properly, ie in a trash can those handkerchiefs and bibs. If you do not have them at hand, you can cough in the crook of the elbow which prevents hands from being contaminated. Apart from that, there is food. You have to cook all that is meat, cook everything that is egg, avoid handling wild animals and consuming them these days. Obviously and when you have been in a risk zone and you come back and during the trip there are signs, you should not hesitate. It is necessary to automatically alert the personnel on board to get a bib first and to be taken care of. These measures concern the subjects that are with us. But when a subject travels and returns to our country, there are simple measures to take. Already at the airport control level, you have to declare yourself. Even if we have the flight manifesto which allows us to verify the origin of each of the travelers, we must also have this reflex to be able to say yes indeed I have been in this or that country.

The second thing when you have not passed through the airport and you have crossed a land border and entered the territory there are three numbers that you can call. It is 95.36.11.07, 51.02.00.00 and 51.04.00.00. When you call these numbers, you have all the information about what to do with regard to the fact that you may have been exposed while going to a country at risk. And when you leave the border points and go to your home, you put yourself in self-isolation because self-isolation is fundamental. It consists of simply defining a plan so as not to come into contact with others.

The last time we received someone who came from Milan. At home they have two floors. He has reserved the first floor and the children are downstairs. Everyone defines their self-isolation plan individually. And we accompany them in that. Health workers go to check how it is going for the 14 days. When the fever comes during this self-isolation and we start by coughing, then we must systematically call the SAMU at 95.36.11.02, 95.36.11.04 .

Do not go especially to a health center, a pharmacy or a healer. We call, we isolate ourselves and the SAMU picks you up to take you to the isolation site.

Coronavirus, can we cure it?

Fortunately, the Coronavirus is what is the good news, 85% among us will feel it like a big cold that natural immunity will allow to cure naturally. There are 15% who for various reasons related to their immunity or who have pathologies which cause an immune deficiency, will develop much more serious forms. Of this lot, 2 to 3% today compared to the statistics we have today will die. To cure it yes and the proofs are there. There is 50% healing compared to the figures that are recorded in the world. So it's pretty reassuring.

A message to reassure our compatriots panicked and others?

I would like to reassure them by saying that the Government has taken the measure of things and has put in place the necessary mechanism so that we can ensure proper care. Apart from the site of the national police academy, there are two other sites which are currently being set up in Abomey-Calavi and in Natitingou. So it is to have sufficient capacity to cope. Prevention is better than cure. Apart from that I would like to reassure them that you just have to respect the measures that have been prescribed to protect yourself from the Coronavirus Covid-19.

Thank you.

Benin: false alarm on the detection of a first case of Coronavirus

SOCIETY
By Cochimau S. Houngbadji on 8 Mar 2020 at 20:49

On the night of Saturday, March 07, 2020, information that Benin had registered a first case of Coronavirus Covid-19 went around social networks. This information created panic in the ranks of the populations; but it was just a false alarm.

Up to the time of going to press, Benin has not had any cases of Coronavirus. The false alarm given on Saturday night is based on the arrival at Cotonou airport of a Chinese woman on board flight WB 231. According to the information collected on the passenger, we note that she lives in Burkina Faso and that it has been at least six (06) months since it visited China.

She had left the DRC for Cotonou. According to sources close to the National Directorate of Public Health (DNSP), clinical examinations have shown that she had a "simple cough". In accordance with the measures recommended by the health authorities, in such circumstances, the competent services automatically disinfected the premises.

Several people quarantined
Although Benin has not yet recorded a confirmed case of Coronavirus Covid-19; it should be noted that some people have been quarantined for a few days. Indeed, after the case detected in Togo, the information showed that the patient had stayed in Benin before joining Lom? by land.

The health authorities of Benin immediately identified the people who were in contact with the patient and proceeded to quarantine them. According to the Minister of Health, these people will be followed for 14 days. It is after this delay that we could have a concrete idea about their state of health.

Covid-19 / Treatment of confirmed cases: When will the first case be cured in Benin?
NationalSociety
By Matin Libre On Mar 27, 2020

Now five confirmed cases of Coronavirus (Covid-19) are under treatment in Benin. If declarations from the health authorities, it appears that the clinical state of the patients is stable and reassuring, many wait for the first cured case to be released to be more reassured ...

Already several days or even weeks have passed since the first confirmed cases of coronavirus in Benin. But to date, no cured cases have been officially announced by health officials. Government sources indicate that the first Coronavirus patients detected in Benin are currently out of danger and are gradually recovering. The latest news from health authorities to this effect is reassuring. A note of hope is announced regarding treatment with Chloroquine in combination with another drug. A treatment to which the concerned react favorably. And on Monday, March 23, 2020, the government spokesman said the first two cases detected are being cured. Meanwhile, Togo and other African countries are already announcing cured cases. When will the first cured case of coronavirus in Benin be? The question remains open. Indeed, Beninese people are impatient to ensure the capacity of Beninese governments to cure the disease. The announcement of the first cured case could therefore dispel doubts and reassure the effectiveness of the treatment. The reality is that the health authorities are optimistic about the treatment but the Beninese would be more pleased with the announcement of the first cured case. Admittedly, there is no standard timeframe for healing from harm, and scientists say it also depends on the patient's body and immune system, but the Beninese are still waiting for the good news. Is the treatment chosen really effective? Will the sick recover? In any case, Benin awaits its first cured case of the coronavirus. Recall that Benin has five confirmed cases of the coronavirus.

Benin: 7 new cases of Coronavirus infection announced on April 1, bad April Fool?
By Maceo Ouitona -
April 2, 2020

No, it is not an April Fool even if the wish was that it was one. At a press briefing on Wednesday April 1, 2020, the Beninese Minister of Health announced that 7 new cases of Coronavirus have been detected. This more than doubles the number of confirmed cases in Benin and officially brings it to 13.

After an announcement to the media a few hours earlier, the Beninese Minister of Health officially announced the detection of 7 new cases of people infected with the Coronavirus. These are mainly people who have returned from abroad and who have been systematically quarantined since their arrival in Beninese territory, as decreed by the government. Others had gone into self-isolation. In total, 13 cases of people tested positive for Covid-19 are now officially listed in Benin.
The Ministry of Health warns

The health ministry said the increase to 13 in the number of people infected was due to failure to adhere to established principles for people in self-isolation. The statement said that Beninese and foreigners living in Benin are hosting people returning from abroad, violating government recommendations. Most of these travelers would therefore not respect the self-isolation measures imposed and put the Beninese populations at risk of contamination.

The Beninese population called for more vigilance

The Minister of Health calls on the population to redouble their vigilance and to respect the strict observance of government measures prescribed to curb the spread of Covid-19 in Benin. Two toll-free numbers have been provided to alert anyone who entered the country after traveling abroad and who did not comply with the self-isolation measures.
Government responsibility

Several voices are rising to criticize the attitude of the Beninese government in applying it to mandatory quarantine measures. In a context of such high health risk, travelers should not have the choice of quarantine or self-isolation. These new cases could have been avoided if the measures had been strict for any traveler.

Unfortunately, this reversal comes at a time when 12 Beninese municipalities have been living in isolation since Monday March 30, in accordance with the presidential decree of March 23. A measure that did not take effect until the first two days. Since Wednesday April 1, the Beninese populations seem to have resumed their old habits, without taking into account the threat.

Will the announcement of the increase in the number of cases be enough to trigger an awakening among the population who does not yet seem to understand the danger?

The results of the first 191 tests carried out revealed the presence of three positive cases which show no sign, ”declared the Minister of Health. (COVID-19) Benin: The government is expanding and extending the cordon cordon until April 27

French.china.org.cn | Updated on 04-12-2020

The Beninese government has decided to extend the cordon cordon already in force from March 30 to April 27, and now to expand it from 12 to 15 cities in the south of the country, the most exposed to the new coronavirus (COVID-19 ), in order to prevent the risk of proliferation of outbreaks infected with the pandemic, announced a press release published Saturday in Cotonou.

"After the evaluation of the measures taken by the government within the framework of the response to the pandemic of the new coronavirus, the sanitary cordon established to count from Monday March 30, 2020 is maintained until Monday April 27 next at midnight", underlines the same source.

The same source specifies that the said cordon is extended to new localities and now includes Cotonou, Abomey-Calavi, Allada, Ouidah, Tori, Z?, S?m?-Podji, Porto-Novo, Akpro-Miss?r?t? and Adjarra; kpomass?, Toffo, So Ava, Agu?gu?s, Atchoukpa.

Thus, the same source indicates, until April 27, motorcycle taxis will be prohibited from transporting more than one person at a time, while public transport buses and minibuses will no longer be able to operate at inside this cordon cordon.

Likewise, the press release not only recommends closing bars, nightclubs and other places of entertainment inside this cordon cordon, but obliges the population to respect a distance of at least one meter between users in restaurants and requires employers to install handwashing devices at workplaces and enforce a minimum distance of one meter between people.

According to the official website of the Beninese government set up as part of the management of the pandemic, Benin has 35 confirmed cases of COVID-19 of which 29 people are on treatment, five patients have been cured and there has been one death.

Covid-19: "There is no epidemic in Benin", Alain Orounla
Company
By Cochimau S. Houngbadji on Apr 12, 2020 at 4:45 pm
@ Ministry of Communication

The Minister of Communication and Post, Spokesperson for the government again spoke out on the management of the Coronavirus pandemic in Benin. Alain Orounla thinks that Benin is not at the heart of the epidemic and controls the situation.

Minister Alain Orounla is categorically opposed to this idea, which attempts to make people believe that the Covid-19 epidemic is dictating its law in Benin. He acknowledges that cases of contamination have been counted for a few weeks; but that’s not enough to talk about an epidemic in Benin. "There is no epidemic in Benin, there are cases declared, it is not the epidemic," he said on Bi News.

For the Minister of Communication, we speak of a pandemic on a global scale because many have been progressively affected. And Benin was hit later. "Other countries have been affected before we were affected by imported cases. The fact that evil has returned to Benin does not mean that we are already at the heart of the epidemic or that we are a hotbed of contagion, "he said.
The situation is under control

According to the spokesman for the government, all measures are taken for an effective response against the Coronavirus. Even in public opinion, the government is accused of having been nonchalant in managing the health crisis; Alain Orounla thinks that the government has been anticipating.

For him, the government has made a difference by not rushing. According to all of the measures to combat the Covid-19 taken by President Patrice Talon’s team, they came at the right time for effective management of the crisis. He invites people to calm down and trust the government which already has the situation in hand.
Government response measures

To fight Covid-19, Benin, like other countries in the world, has taken many measures. The strongest are:

A health cordon will be established around the municipalities of Cotonou, Abomey-Calavi, Allada, Ouidah, S?m?-Podji, Porto-Novo, So-Ava, Agu?gu?s, Akpro-Miss?r?t?, Adjarra, Toffo, Kpomass? and the district of Atchoukpa with a view to isolating them from the rest of the country, from Monday March 30, 2020 at midnight to April 27, 2020 with the obligation to wear a mask and to close places of use;

The period of Easter holidays for all public and private schools and universities in Benin is fixed from Monday March 30 to May 10, 2020 inclusive;

Provision by the State, for the benefit of pharmacies, supermarkets and other structures, of stocks of protective masks whose prices will be controlled to remain accessible to all of our fellow citizens;

Obligation for banks, supermarkets, bars, restaurants, businesses and other establishments open to the public, to provide protection and hygiene measures, and to observe by customers and users, the distance of health security between them;
Closure of churches, places of worship;

Systematic and compulsory quarantine of anyone coming to Benin by air. As a result, the Government has decided to requisition 1,000 hotel rooms for this purpose. The quarantine costs of nationals will be provided by the State while non-nationals will bear these costs themselves.

Covid-19 in Benin

Since March 2020, Benin has registered its first case of contamination with Coronavirus. As of Sunday, April 12, 2020, the country has 35 confirmed cases including three indigenous, 5 cases cured and 1 death. Even before the discovery of the first case, authorities had taken steps for an effective response to the pandemic.

Covid-19: Benin registers 18 cases healed out of 35 positive cases
Company
By Cochimau S. Houngbadji on Apr 14, 2020 at 3:49 PM Updated on Apr 14, 2020 at 04:06 PM

Benin is doing well in treating people affected by the Coronavirus. This Tuesday, April 14, 2020, the number of people declared cured increased from 5 to 18. The assessment is therefore now 35 confirmed cases, 18 cured cases, 16 under treatment and 1 death.

The measures taken by Benin as part of the care of people infected with the Coronavirus is clearly bearing fruit. As of April 14, 2020, the country has 18 cases cured out of the 35 positive cases in total. The information is given on the government website.

At the start of the health crisis in Benin, the Minister of Health announced that patients are being treated with Chloroquine in combination with another drug. A treatment to which the concerned react favorably. Recently, the authorities have received a large quantity of these drugs, which are widely used in the treatment of Covid-19 patients.

Covid-19 in Benin: "The threat is still there", Pr Benjamin Hounkpatin
Company
By Cochimau S. Houngbadji on 19 Apr 2020 at 18:34

This Sunday, April 19, 2020, the Minister of Health and the Minister of Economy and Finance proceeded to receive a new shipment of medical equipment. On this occasion, Minister Benjamin Hounkpatin said that Benin is not yet sleeping on its laurels, because the threat of the Coronavirus is always present.

Benin is increasingly strengthening its response strategy against the Coronavirus pandemic. Even if in recent days the situation seems to be under control with 18 cases cured, the health authorities do not want to be surprised. According to the Minister of Health, the threat is still present.

"As you can see in the news, the threat is still there ... We continue to have positive cases ... (Editor's note). And around the world you notice that there is always the perpetual presence of this threat, "he told reporters.

Faced with this perpetual threat, Benin remains awake. According to Minister Benjamin Hounkpatin, the equipment received this Sunday will allow the government to strengthen its response. "This equipment is timely to allow us to further strengthen our response strategy," he said.
