Avian influenza: the situation in France

...
Faced with the evolution of cases of highly pathogenic avian influenza (HPAI) in wild fauna and in livestock farms, France has been placed at negligible risk since June 3, 2026 ( Order of May 22, 2026 qualifying the level of risk in terms of highly pathogenic avian influenza ).

Health situation

For the current season, which began in early August 2026, France currently has no outbreaks of HPAI.

For the previous season (August 2025 to the end of July 2026), France faced a total of 156 HPAI outbreaks:

  • 125 outbreaks have been identified in commercial farms (Pas-de-Calais, Loire-Atlantique, Lot-et-Garonne, Vendée, Cher, Haute-Marne, Allier, Côte-d'Or, Marne, Dordogne, Maine-et-Loire, Loire, Deux-Sèvres, Haute-Vienne, Ain, Yvelines, Somme, Finistère, Loir-et-Cher, Calvados, Landes, Côtes-d'Armor, Nord, Drôme, Eure, Tarn-et-Garonne, Haute-Garonne);
  • 31 homes in backyard poultry and non-commercial captive birds (Seine-Maritime, Vendée, Charente-Maritime, Loire-Atlantique, Loir-et-Cher, Bas-Rhin, Aube, Gironde, Ain, Indre-et-Loire, Drôme, Calvados, Pyrénées-Atlantiques, Lot-et-Garonne, Essonne, Cher, Haute-Vienne, Ille-et-Vilaine, Creuse, Nord, Sarthe, Mayenne, Haute-Garonne).

Current risk level for HPAI: negligible

Since June 3, 2026, the HPAI risk level has been lowered to a negligible level in France.

This implies the implementation of the measures described in Part II of the decree of September 25, 2023 .

These enhanced measures complement the biosecurity measures that must be applied permanently.

Management measures in case of outbreaks

When an outbreak is detected, public health measures are deployed to limit the spread of the virus:

  • In infected establishments:
    • Depopulation of homes;
    • If necessary, preventive killing of animals within a perimeter defined by prefectural decree;
    • Cleaning and disinfection of sites.
  • In establishments near infected establishments: establishment of regulated zones (protection and surveillance zones) with reinforced measures:
    • Increased surveillance;
    • Enhanced biosecurity (protection from birds);
    • Prohibition of poultry movements;
    • Restriction of hunting activities for game birds.

Restricted areas and access to the PIGMA platform

The list of municipalities in the protection zone (ZP) and surveillance zone (ZS) is indicated in the prefectural zone decrees published in the collection of administrative acts of each department, as well as in the Commission's implementing decisions concerning emergency measures motivated by the appearance of outbreaks of highly pathogenic avian influenza in certain Member States.

In addition, the departmental services of the State (DDetsPP) provide information on regulated areas in an information system, which can be consulted on the PIGMA platform.

Certain areas of the territory are more exposed to the risk of HPAI, as indicated below:

Map of risk areas

ZRP = Area of particular risk: an area where natural conditions increase the risk of contamination of poultry farms by wild birds. It may be located along a wild bird migration corridor or correspond to a wetland where birds like to rest.

ZRD = Area of risk of spread: an area with a high density of poultry farms. This situation, resulting in close proximity of farms, considerably increases the risk of virus spread.

List of ZRP and ZRD municipalities: IT DGAL/SDSBEA/2023-651: Avian Influenza (AI) - List of municipalities in areas of risk of spread (ZRD) and in areas of particular risk (ZRP)

Biosecurity: essential in disease prevention

Biosecurity measures (routine or enhanced) help reduce the risk of introducing and spreading the virus in poultry farms and backyard flocks. To learn about the specific measures to implement depending on your situation, please consult the Ministry of Agriculture's dedicated page on this topic: https://agriculture.gouv.fr/influen...operateurs-professionnels-et-les-particuliers

REMINDER : The consumption of meat, foie gras and eggs – and more generally of any food product based on poultry – presents no risk to humans.

Target audience: Operators keeping poultry or other captive birds.
Purpose: Increase in the epizootic risk level of highly pathogenic avian influenza to "moderate" throughout metropolitan France. This decree classifying the risk level of highly pathogenic avian influenza is issued following the identification of infection dynamics in migratory wild birds in neighboring countries and aims to strengthen surveillance and prevention measures.
Entry into force: This decree enters into force the day after its publication.
Application: This decree is issued pursuant to...Order of 25 September 2023 relating to surveillance, prevention, control and vaccination measures against highly pathogenic avian influenza (HPAI).

The Minister of Agriculture, Food and Food Sovereignty,
Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on transmissible animal diseases and amending and repealing certain acts in the field of animal health;

Having regard to opinion no. 2022-SA-0138 of the French Agency for Food, Environmental and Occupational Health & Safety relating to "the reassessment of the criteria for raising and lowering the risk level due to infection of wild birds by a highly pathogenic avian influenza virus" dated 21 November 2022;
Considering the increase in the number of cases of highly pathogenic avian influenza in wild birds in several neighboring countries;
Considering the dynamics of the infection in migration corridors and the possibility of the virus spreading through these migratory birds passing through metropolitan France, the following
is ordered:
  • Article 1

    The level of epizootic risk as mentioned in theArticle 4 of the aforementioned decree of September 25, 2023 is described as "moderate" across the entire metropolitan territory.
