SUBJECTS: H5 bird flu

JULIE COLLINS, MINISTER FOR AGRICULTURE, FISHERIES AND FORESTRY: I am here with the Australian Chief Veterinary Officer, Dr Beth Cookson, and have just received a briefing on Australia’s bird flu response. As you would be aware, we do have 11 further greater crested terns from South Australia that have returned suspect positives for the H5N1 virus following testing at their state laboratory, and these have now been sent to the CSIRO lab for confirmatory testing. This follows 27 confirmed detections of H5 bird flu in Australia to date. There is 10 currently in Western Australia, 14 in South Australia, two in New South Wales, and one in Queensland. I can advise that today the Consultative Committee on Emergency Animal Diseases, met and has agreed, based on testing and sequencing by the CSIRO lab, that some local transmission has occurred between a number of greater crested terns that are resident in South Australia. While there remains no evidence of any mass mortalities at this point in time, we do expect with this local transmission that there will be further detections in Australian wildlife. States and territories will continue to undertake activities on the ground, particularly, through shared costs, to manage the impact of the H5 bird flu. We have been working with states and territories all the way along, and with industry and with wildlife experts. And as people would be aware, we have invested over $113 million now in preparing for this. We have also, working with states and territories, now released a further $24 million together with the states and territories. I do want to reiterate at this point in time there has been no detections in any poultry or agricultural industries in Australia and that the risk to human health remains low. I do want to again thank Australians for the reporting in relation to dead birds or sick birds over recent weeks. We do ask people to continue to keep up to date with the situation at birdflu.gov.au and to remember to not touch dead birds, to report and record, and go to birdflu.gov.au to report it. I'll now hand over to Australian Chief Veterinary Officer Dr Beth Cookson for an update.

DR BETH COOKSON, AUSTRALIAN CHIEF VETERINARY OFFICER: Thanks, Minister. And as the Minister mentioned this morning, I chaired the Consultative Committee on Emergency Animal Diseases to consider the most recent H5 bird flu detections in South Australia, including results of the laboratory analysis undertaken at the Australian Centre for Disease Preparedness. We agreed that the evidence does suggest that some local transmission has now occurred between a number of greater crested terns that are resident in coastal locations in South Australia. This has been based on our consideration of the genetic sequencing, which shows that whilst all strains are still related to the sub-Antarctic strains, that the virus detected in these greater crested terns are closely related. It also does take into account the locations and species that have returned positive test results, as well as the 11 additional suspect cases in greater crested terns in South Australia that are subject to further confirmatory testing. Whilst this is a concerning development, it is not unexpected for us to start to see more local transmission in birds that share the same coastal habitat. This news of some local transmission may mean we start to see wider spread among wild birds and other susceptible wildlife. We do know from the overseas experience that once the virus becomes more widespread in wild bird populations, it will not be possible to avoid losses in susceptible wildlife in the natural environment. Our focus will continue to be on surveillance to confirm where the virus is circulating and to take further action to reduce the impacts where possible. We encourage the community to continue to avoid, record, and report when you see sick or dead birds to support this effort. Importantly, there have been no detections in poultry or the wider agricultural system, and the advice from the Australian Centre for Disease Control is that the risk to human health remains low. This small shift in the situation will be very disappointing to many, but it's certainly not an unexpected development. As the last continent to detect H5 bird flu, we have learnt from the experiences abroad and invested in our preparedness so that we are well positioned. We have well-developed emergency disease response arrangements in Australia that are already activated, and the detections to date have shown that that biosecurity system continues to work. I would like to take a moment to thank our partners across governments, industry and non-governmental organisations, producers and communities for their actions and response to date as we continue to work together and monitor the situation as it evolves.

JOURNALIST: Minister, is it inevitable that this strain will spread further given that there's local transmission?

COLLINS: We've seen it behave differently overseas in different areas. So, what we want to do is look at the evidence that is with us today, and that is that we have had what is suggestive of local transmission for the first time. Clearly, we will expect to see increased evidence and deaths of wildlife, and certainly we'll expect to see that, given there has been some local transmission. But it does behave differently, and once it becomes established, what we do know from overseas is that it is not able to be eradicated. So, what we will do is continue to monitor and evaluate and see where this disease is in Australia. And I'm happy for Dr Cookson to add if she's got anything further to add.

COOKSON: The assessment that there has been now local transmission, or suggestion of local transmission, between birds may indicate that we will continue to see spread. There are a range of birds that occupy those coastal habitats, and that will continue to be our focus: to undertake monitoring, to determine whether there has been any onward spread and whether there are any other species that become infected.

JOURNALIST: Is there anything actually, on a practical level, you can do to mitigate the risk to other wildlife in the area? I mean, surely they're just wild animals, so they actually can't be controlled, or, it's sort of beyond your control, isn't it?

COOKSON: We know from the overseas experience that certainly within the natural environment in the wild, that there is limited feasible and practical actions to control or contain the spread. Indeed,the arrival in Australia through migratory birds was something that we had anticipated for a number of years and was the reason for a significant investment in preparedness. That preparedness has allowed us to detect the virus early and to have very well-enhanced surveillance activities underway. It's also allowed for a number of actions in high-priority conservation species, including site- and species-specific planning, to look at ways that impacts can be limited. It has also invested in reducing other pressures to ensure healthy and resilient populations that are more able to withstand the impacts of a virus like H5 bird flu and other lines of effort around captive breeding populations. And there'll be a continued focus on protecting, from a conservation perspective, those captive breeding populations.

JOURNALIST: So, would that involve things like putting them into lockdown, for example, at Adelaide Zoo or animal sanctuaries? What do you mean when you say that?

COOKSON: There's been a range of actions already undertaken, including investment through the Australian Government, $113 million of preparedness activities, to work with those facility managers to put in place enhanced biosecurity measures. So, what that means is reducing the ability for contact between wild populations and captive populations. It looks at hygiene and how humans are moving in and out of those facilities to limit any contamination into those populations. So, that's the first line of defence, is really enhanced biosecurity, and that's certainly been a focus.

COLLINS: And certainly I was at Adelaide Zoo last week with their Environment Minister and with Minister Watt, and certainly I was able to see and talk to them about some of that investment already and what it has done in terms of making sure that they can separate some of their captive birds from wildlife.

JOURNALIST: Now that we know that this spread has happened locally, does that kick up protections for the poultry industry to the next level? I mean, you know, is the poultry industry now being instructed or advised to do things that it wasn't, say, a week ago?

COLLINS: Well, we've certainly been working very closely with industry and obviously, as you would expect, we do have plans for this and for any step changes in terms of the response. You would be aware, and we've answered questions before in relation to what's known as housing orders, and that is in terms of bringing free-range hens in undercover. And certainly that would be a decision for states and territories based on the location, the amounts of infections in those areas and what the disease looks like on the ground in various locations across the country. I don't know if Dr Cookson would like to add anything to that?

COOKSON: That's right, Minister. We have done a lot of work on over the last few years with our poultry industries to make sure that their on-farm biosecurity planning is as robust as it can be and that there is protective measures as far as possible put in place to, again, limit contact between wild birds and poultry, but also to prevent contamination or the feeding of contaminated food or water sources, equipment, basic hygiene and husbandry practices to, as far as possible, prevent spillover. The consideration of enhanced biosecurity, including things like housing orders, will be based on risk-based assessments by the state and territory Chief Veterinary Officers as we understand the risk. Obviously, Australia is a very big country. We have detections in coastal locations in the south at the moment. So, it's really going to be important for us to continue to monitor that situation as it evolves to know where the virus might be present in wild animals.

JOURNALIST: At what point do you see the need for culling? Obviously there's no detection of poultry at the moment. But we may reach a point in the next few weeks or months where farmers are going to have to cull their poultry?

COLLINS: We certainly have been working with the poultry industry to reduce the risk of incursion into the poultry and agriculture systems, and I reiterate, there is no evidence of any incursion into our poultry or agricultural systems at this stage.

JOURNALIST: Are you expecting a high mortality rate, particularly on Kangaroo Island?

COLLINS: In terms of wildlife?

JOURNALIST: Yeah.

COLLINS: Obviously, you know, we'll continue to monitor these detections. We've been pretty clear that, you know, it would arrive by migratory birds. We've been pretty clear about how contagious this H5N1 is, and we've certainly been very clear with people that once we started to see local transmission that we would expect to see increased numbers of transmission. But, as Dr Cookson has pointed out, we have been working with local experts and non-government organisations as well as state and territory governments about how we can make sure that local populations are as robust as they possibly can be so that, should the H5 bird flu be an incursion in those areas, that they're more able to withstand that type of infection.

JOURNALIST: So, what's your advice to farmers now?

COLLINS: In terms of poultry farmers?

JOURNALIST: You said you are talking with them. But what's your advice to them at the moment?

COLLINS: Well, our advice is based on the evidence before us and the advice of the experts and the expert committees that Dr Cookson and her chief vets sit on, and they make those decisions based on the evidence. At this point in time, what they have said and what the advice is is that states and territories will make those decisions based on what is occurring in their local areas and the number of infections in their local areas and how close they are to poultry farms.

JOURNALIST: So, they should do nothing at this stage?

COLLINS: Well, that would be a decision by the various governments, the relevant state and territory governments. I don't know if Dr Cookson would like to add anything there.

COOKSON: It's always a good idea for poultry farmers or any bird keepers to review and make sure that they have got good biosecurity plans in place and that they are taking consideration of the types of actions that can prevent that exposure between wild birds and kept birds. There is some really good advice available on birdflu.gov.au. There's a range of resources that poultry producers and bird keepers can draw on which talks about the types of considerations around preventing that contact between wild birds and poultry, and, as I've mentioned, making sure that there's no contamination of food, water sources or equipment. So, there are a range of actions that can be taken now, and we would say that that's always a good thing to have in mind and to review those plans.

JOURNALIST: You mentioned before the genetic sequencing that's been carried out. I'm just wondering, does that shed any light on where exactly some of these birds have come from or how the virus is spreading offshore amongst them?

COOKSON: What I can say from the Australian Centre for Disease Preparedness analysis is that we did see a change from the wild migratory birds, so, predominantly the petrels and the brown skua, that were the first detections in Australia, where the sequences were more closely aligned to those from Heard Island and McDonald Islands in the sub-Antarctic. That was the pattern that we had continued to see until we saw the infections within the greater crested terns in South Australia. The most recent analysis of those 10 sequences now, that we've got from those greater crested terns, show that there was very small shifts in the sequences between those 10, so much smaller differences in the genetic sequences than the range that we saw from those previous incursions. And so what that tells us is that there is a suggestion of more localised transmission and more direct transmission occurring within that population. What it doesn't tell us is exactly where that transmission is occurring.

JOURNALIST: Just on that, are you able to map the transmission? Because if you recall initially that the first two birds were in WA and then there is local transmission in South Australia. So, are you expecting that transmission to spread from South Australia outwards, or would there be other pockets around?

COOKSON: I don't think that I can answer that directly. What we have got from the Australian Centre for Disease Preparedness is what we call a phylogenetic tree, which lays out all of the sequences and how close they are to one another. Certainly the pattern that we saw was that there was a level of closeness to those sub-Antarctic strains previously, but the difference between them is getting smaller and smaller. So, we can't say exactly where the greater crested terns were infected, but what we can say is that the new sequencing result shows us that that transmission is much more direct and local than what we were seeing with the sub-Antarctic birds that were arriving previously.

JOURNALIST: Right. And so the terns where are they found? Are they just in South Australia?

COOKSON: The greater crested tern? I'm not an expert in greater crested terns. However, they do have a broad coastal range across many areas of Australia and indeed throughout the Indo-Pacific.

JOURNALIST: Do you know if there's any, the sequencing shows any link between the Australian and New Zealand detections? So, you know, could the New Zealand detections have come from birds via Australia or similarly just from an island?

COOKSON: I don't have that information. What I can say is that the range of detections that were occurring in those wild migratory species from Western Australia all the way through to the detection in Queensland all show the similar pattern of closeness to the sub-Antarctic strains.

JOURNALIST: Just on the advice to the public, you talk about reporting dead animals, but could you be more specific about that? I mean, where are these dead animals? Are they in urban areas or beaches? Because people are calling, I think there’s been 2,000 calls. Can you just be more specific about what dead animals are being reported?

COOKSON: The reporting of sick and dead wild birds and sea mammals is sort of where the focus has been to the Emergency Animal Disease Hotline, has been a really important part and continues to be a really important part of our surveillance. So, what we are saying to the public is, where you see sick and dead animals, and particularly, I guess, growing in numbers, to report that to the Emergency Animal Disease Hotline so it can be triaged by the experts. Those numbers are 24 hours, seven days a week numbers. There are experts that are able to identify where there might be a higher likelihood of there being a detection of bird flu, and they will make a decision about whether further investigation is required. Even in cases where it's not required, that information helps us to understand where the potential locations of spread may be.

COLLINS: I don’t what the number is but last time we had well over 8,000.

COOKSON: Yes the overall calls to the national hotline since the 20th of June there’s now been over 10,000. So there has been a really big public reach and it’s been really important for our ability to understand the situation as it stands at the moment.

COLLINS: Hundreds of tests have been done on birds and some of those mammals through that hotline and the hotline you can find at birdflu.gov.au as well as a lot of advice for people who may have any concerns or any questions.

Australia: H5N1 Reaches Victoria - SA `Suspect' Count Rises (n=24)

A few hours ago Victoria announced their first H5N1 detection, once again in a greater crested tern, this time found in Portland. We've two announcements, first from Agriculture Victoria, and second by Australian Chief Veterinary Officer, Dr Beth Cookson announcing the confirmation from CSIRO.

H5N1 avian influenza strain detected in Victoria

The high pathogenicity avian influenza H5N1 strain (H5 bird flu) has been detected in Victoria.

Victoria’s Chief Veterinary Officer Dr Graeme Cooke said this detection is a result of Australia’s response to H5 bird flu, with the Victorian Government undertaking surveillance for the disease and working closely with the Commonwealth, interstate jurisdictions and industry partners.

Preliminary testing has indicated H5 bird flu in a single greater crested tern found in Portland. Further genetic testing is underway at CSIRO’s Australian Centre for Disease Preparedness at Geelong to formally confirm this result.’ Dr Cooke said.

‘This follows confirmation of the disease in seabirds in Western Australia, South Australia, New South Wales and Queensland, and the national decision that H5 bird flu is no longer technically feasible to eradicate in wildlife.’

‘Following weeks of enhanced readiness, we have now enacted Victoria’s State Emergency Animal Disease Response Plan. Based on international experience, this H5 variant differs from previous strains and has been known to cause large numbers of deaths in wild birds and some mammals.’

‘Our plans aim to limit impacts where possible particularly on our most threatened species, while also supporting our farmers and reducing risk to domestic and commercial poultry.

‘We need Victorians to avoid contact with sick or dead wildlife, record what they see and report it. Early reporting gives us the best chance to reduce the impacts of the disease,’ Dr Cooke said.

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has confirmed H5 bird flu in a greater crested tern, found in Portland in Victoria.
This is the first case in the state of Victoria.

There have now been 29 confirmed or presumed positive detections of H5 bird flu in Australia.

All of these have been wild seabirds found in coastal locations.

There remains no evidence of any mass mortality events and there are no detections in poultry or in our agricultural production system.

The risk to human health remains low

Meanwhile, South Australia has confirmed a 15th case (a Giant Petrel), and reports an additional 24 suspect cases are pending confirmation by CSIRO.

Current situation

South Australia’s first confirmed detection of H5 bird flu was in a wild migratory bird (southern giant petrel) on Wednesday, 24 June at Knights Beach at Port Elliot on the Fleurieu Peninsula.

Further confirmed detections include a giant petrel (8 July at Hardwicke Bay, Yorke Peninsula); a southern giant petrel (10 July at Emu Bay, Kangaroo Island); a northern giant petrel (10 July at Port Vincent, Yorke Peninsula); three greater crested terns (10 July at Robe, Limestone Coast; 26 July at Semaphore, metro Adelaide; and 26 July at Robe, Limestone Coast); seven greater crested terns (28 July at Cape Jaffa, Port MacDonnell and Southend, Lower South East); and a giant petrel (30 July at Port Lincoln, Eyre Peninsula).

A further 24 suspected H5 bird flu detections are undergoing further confirmatory testing at the Australian Centre for Disease Preparedness in Victoria.

The strain of virus is consistent with the strain detected in the Southern Indian Ocean Sub-Antarctic Territories, including Heard Island.

This strain has not been detected in poultry and has not become established in any part of Australia.

Although the official numbers remain reassuring low (n=29), they undoubtedly represent only a small fraction of actual H5 burden on wildlife in Australia. Two weeks ago, we looked at the growing gap between reported events, prioritized and investigated cases, and lab testing in Western Australia.

I've not seen an update from WA since July 17th - where total reports then exceeded 1,800 - and sadly, other states have not provided this sort of granular detail.

But it is a fairly safe assumption that similar backlogs exist around the nation.​

Obviously, no surveillance and testing program can hope to capture more than a small fraction of the HPAI activity in birds or animals in the wild. At best, it can give us some idea as to the spread, intensity, and host range of HPAI H5 across the continent.

And right now, based on available data, H5N1 appears to be making significant inroads down under.

No sooner has I posted my last blog when the following statement was posted on the Australian government website:

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has returned four positive results in crested terns, from Kangaroo Island, South Australia.

There have now been 33 confirmed or presumed positive detections of H5 bird flu in Australia.

All of these have been wild seabirds found in coastal locations.

There remains no evidence of any mass mortality events and there are no detections in poultry or in our agricultural production system.

The risk to human health remains low.


While not particularly surprising given its proximity to the other SA confirmed seabirds, this is a concern because Kangaroo Island is home to a number of marine mammals which are known to be susceptible to avian flu, including:
  • Australian sea lion.
  • Australian fur seal.
  • New Zealand fur seal.
  • Bottlenose dolphin and common dolphin.
Last October H5N1 was detected on Australia's Heard Island - which we recently revisited in Preprint: Mass mortality of southern elephant seals during multi-species outbreak of HPAI H5N1 on sub-Antarctic Heard Island - which reported:

Drone surveys revealed mass mortality in southern elephant seals, with 8,573 pups (62%) recorded dead across Heard Island by the final surveys. Mortality increased at an average rate of 5.6% per day in a subset of harems, and the highest observed mortality in a harem was 97%. Based on the average (76%) mortality in the final surveys, total estimated pup mortality at Heard Island was 13,359 (from a total population of 17,364 pups), though this may be an underestimate as mortality was ongoing at this time.

HPAI was detected in six of nine species tested and, we suspect, led to elevated mortality in king and gentoo penguins.


While there is currently no evidence of spillover into Kangaroo Island's marine or terrestrial mammalian population, this is another worrisome milestone for HPAI as it spreads across Oceania.

What is the issue?

Avian influenza, or bird flu, is caused by influenza viruses. It mainly spreads between birds. It can sometimes spread from birds to other animals and rarely to humans. Bird flu very rarely spreads from person-to-person.

H5N1 avian influenza, also called H5 bird flu, has been detected for the first time in a wild bird in Victoria. Detections in birds have been reported in Western Australia, South Australia, New South Wales and Queensland this year. H5N1 bird flu has spread globally among many species of wild birds, poultry and sea mammals. Who is at risk?


Most people are not at risk of avian influenza, as the viruses do not spread easily from birds to people.

People at higher risk of getting bird flu include those who have close contact with birds (and their respiratory secretions, faeces (droppings) or other body fluids), such as poultry or wildlife workers.

People who travel to countries with bird flu outbreaks and have contact with sick birds or other animals are also at higher risk.

Symptoms and transmission

Human cases of H5N1 bird flu are rare. Infection can be asymptomatic or present with symptoms varying from mild to severe. Symptoms may include flu-like symptoms such as:
  • fever
  • chills
  • cough
  • sore throat
  • runny nose
  • red sore eyes
  • fatigue
  • muscle aches and pains
  • headache
  • shortness of breath.
Less common symptoms may include diarrhoea, nausea and vomiting.

In rare severe cases it can result in pneumonia, neurological changes (such as seizures), encephalitis, sepsis and multi-organ failure, which can potentially lead to death.

People can become infected if they:
  • have close contact with infected birds and other animals or their respiratory secretions, faeces (droppings) and other body fluids
  • breathe in contaminated dust or droplets.
The spread of H5N1 bird flu between people is very rare but may occur when a person has prolonged close contact with an infected person without wearing personal protective equipment (PPE).

You cannot catch H5N1 bird flu from eating fully cooked poultry or eggs, even in areas with an outbreak of bird flu.

Recommendations

For the general public
  • People should avoid contact with sick or dead birds or other animals. If you find multiple sick or dead birds, you should:
    • Avoid contact
    • Record what you see (by taking a photo or video of the animals and your location)
    • Report this to the Department of Energy, Environment and Climate Action or Emergency Animal Disease Hotline on 1800 675 888 (24/7).
    • This can also be done through the online form.
  • Getting your seasonal flu vaccination is strongly recommended. It reduces the risk of becoming seriously ill if you are exposed to both seasonal flu and bird flu at the same time.
  • Yearly flu vaccination is recommended for all people aged 6 months and over and is available through GPs, community pharmacies, Aboriginal Health services and local councils.
  • People working in close contact with poultry, sick birds or other animals should practise good hygiene and wear appropriate personal protective equipment Receiving a seasonal flu vaccine is particularly important for those that work with poultry or birds. What to do if you are unwell and may have been exposed to H5N1 bird flu:
  • Seek medical advice and tell your GP about any possible contact with a sick or dead bird.
  • Wear a face mask and call ahead before attending your appointment so you can be seen separately from other patients if needed.
  • H5N1 bird flu is diagnosed by testing swabs taken from the nose and throat. If you are diagnosed with H5N1 bird flu, you will need to isolate to stop it spreading.
For health professionals
  • Healthcare professionals should consider avian influenza H5N1 in patients who present with influenza-like illness AND who have had contact with sick or dead birds or animals (either in Australia or overseas) in the 10 days before onset of symptoms.
  • Animal-to-human transmission of H5N1 avian influenza is rare. Other respiratory viruses are more likely to be the cause of illness in people.
  • If you suspect avian influenza in a patient
  • Provide patient a surgical mask and isolate, preferably in a single room.
Testing
  • Samples should be collected while wearing appropriate personal protective equipment (PPE) and in a negative pressure room if available. For the management of a suspected human case of avian influenza, this includes gloves, gown, protective eyewear and a P2 or N95 respirator.
    • Collect nasopharyngeal or nose and throat swab for polymerase chain reaction (PCR) testing, and collect additional swabs based on symptoms (e.g. conjunctival swab for conjunctivitis).
    • Clearly specify that testing is for avian influenza, include relevant clinical and exposure information and mark the request as urgent.
    • Advise the patient to isolate at home until results become available.
Notification
  • Medical practitioners and pathology services must notify any suspected or confirmed cases immediately to the department of health by calling 1300 651 160 (24/7) and connecting to the relevant Local Public Health Unit. Local Public Health Unit will advise on appropriate testing for avian influenza, if required.
  • Recommend seasonal influenza vaccination for all patients aged 6 months and over
  • The seasonal flu vaccine will minimise the risk that people become unwell with both seasonal and bird viruses at the same time. Local Public Health Units will follow up suspected cases and contacts.

South Australia investigates mass tern deaths amid suspected H5 bird flu

While Australia's first detection of H5N1 was in in Western Australia, and at least 5 states have now reported infected birds, South Australia has quickly become the epicenter of bird flu activity.

Overnight another 19 suspected cases (mostly crested terns) were confirmed by the National lab (CSIRO), and we are now hearing about a mass mortality event on a small island (Baudin Rocks) just off the coast.​

H5 bird flu testing update

The Australian Centre for Disease Preparedness (ACDP) has confirmed positive test results for H5 bird flu in a silver gull at Robe and 19 greater crested terns on the Limestone Coast and Kangaroo Island.

There have now been 39 confirmed positive H5 bird flu cases in South Australia.

The 19 confirmed cases in greater crested terns were announced last night by the Australian Chief Veterinary Officer.

These greater crested terns were found in Beachport (3), Cape Jaffa (1), Southend (1), Port MacDonnell (2), Robe (7), and Seal Bay (5). One greater crested tern that returned a suspected positive result has returned a negative result in confirmatory testing by the ACDP.

A further six suspected H5 bird flu cases have been detected, all in wild seabirds, following testing of samples in Adelaide:

  • 2 greater crested terns from Troubridge Island (off the east coast of the Yorke Peninsula)
  • 1 greater crested tern from Monarto (Murray Bridge Council)
  • 1 silver gull from Glenelg (Holdfast Bay Council)
  • 1 silver gull from Robe (District Council of Robe)
  • 1 silver gull from Southend (Wattle Range District Council).
The samples have been sent to the CSIRO’s Australian Centre for Disease Preparedness (ACDP) in Geelong, Victoria, for confirmatory testing with results expected to be known in the coming days.

There remains no H5 bird flu detections in poultry or other livestock. The risk to human health of H5 bird flu remains low.


PIRSA is also investigating a report involving 49 dead and 35 sick greater crested terns found by aerial surveillance teams yesterday at an offshore location south of Cape Jaffa. Samples were collected and are now undergoing testing in Adelaide, with results to be known in coming days.

Engagement with primary industries, the wildlife sector, and the broader South Australian community continues as part of the South Australian Government’s commitment to deliver the most comprehensive and effective wildlife and industry surveillance, reporting and preparedness efforts possible.

Baudin rocks, which local media has identified as the location of the mass mortality event, is a labeled a protected area under the Fauna Conservation Act of 1964 and is home to numerous species of birds.

While H5N1 has not been confirmed, given the multitude of positive detections in the immediate area, HPAI is highly likely.​


Mass mortality events are common with HPAI, in birds and marine mammals, making this a concerning report (see Preprint: Mass mortality of southern elephant seals during multi-species outbreak of HPAI H5N1 on sub-Antarctic Heard Island).

While SA is currently the focus of our attention, neighboring state Victoria is now reporting at least 6 new presumed positive seabird detections.

Further suspect cases of H5 bird flu have been detected in crested terns in Victoria's south west.

There is now one existing positive case and six suspect cases in Victoria.

Preliminary testing has identified five crested terns, three from Portland and two from Nelson Bay, suspected to have H5 bird flu after returning a
positive result at Victoria’s state lab, AgriBio. Samples are undergoing confirmatory testing at CSIRO's Australian Centre for Disease Preparedness along with the single suspect case from Portland announced yesterday.

Victoria's Chief Veterinary Officer Dr Graeme Cooke said the additional suspect cases showed how important community observations are in helping detect and monitor disease in wild birds.

There are literally thousands of citizen reports of dead or dying birds across Australia since H5N1's arrival in June; with South Australia reporting > 3,100 and Western Australia > 2,300.

But due to logistics, and limited resources, only a fraction can been prioritized for investigation, and fewer still can be tested.​

What is becoming increasingly clear is that HPAI is encountering few barriers as it spreads through Australia's seabird population, and that marine mammals and poultry are at increasing risk as well.

While we are still awaiting results from the mass mortality event on Baudin rocks, CSIRO has confirmed 3 more South Australian birds positive for H5N1, and Victoria's total has jumped to 7.
These are just confirmed cases, and likely represent just a fraction of HPAIs spread throughout the nation. Due to the logistics of recovering bird carcasses, and limited testing capacity, the backlog of uninvestigated citizen reports on dead birds has grown well into the thousands.​



As we discussed a little over 2 weeks ago, the number of daily reports were already far outpacing their ability to investigate and test carcasses.

Yesterday SA Chief Veterinary Officer Skye Fruean was quoted as saying:
"At some point in time and we're not there yet, we will stop testing in areas where we know it [bird flu] is well established … because there is nothing we can do to stop the spread, we don't need to continue testing in an area that we know it is present."

While there was little doubt of the outcome, for the past 2 days we've been waiting for test results from an apparent mass mortality event on Baudin Rocks island, South Australia.
Overnight South Australia has reported that HPAI H5N1 was detected in a number of sampled carcasses.​

Those results were announced by Agriculture Minister Julie Collins (video link), and we have the latest update from South Australia.

While Australian national and local governments continue to stress the lack of outbreaks in poultry or other livestock, and still maintain `There is no evidence of any large scale deaths', the recent history of H5N1 suggests those types of reassurances are likely to be short-lived.

JULIE COLLINS, MINISTER FOR AGRICULTURE, FISHERIES AND FORESTRY: So this is obviously about the H5 bird flu. And as of this morning I can now confirm we have 74 confirmed cases of the H5 bird flu in Australia – 10 in Western Australia, 54 in South Australia, 2 in New South Wales, 7 in Victoria and 1 in Queensland. I can also say that CSIRO laboratory testing has now confirmed that the H5 bird flu samples that were taken from a larger group of sick and dead birds at Borden Rocks off Cape Jaffa in South Australia have come back positive. Whilst this is the first case – confirmed case of a mass mortality, and obviously a very concerning development, it is not unexpected and is certainly what we have seen overseas with this type of incursion of the H5. Sadly, we do know that once the H5 bird flu is spreading in wildlife and the natural environment it is not possible to avoid significant losses, which is what we’re starting to see now. There will be ongoing surveillance which will continue to determine whether the H5 bird flu is established more broadly in Australian wildlife, and we’ll continue to inform the public where the H5 bird flu has been detected. Australians should expect to see more spread and larger numbers now of wildlife being affected. That’s why on Friday Minister Watt and I hosted the environment and the agriculture ministers in a meeting. The ministers together reaffirmed our commitment to continued collaboration, and that we would do everything we could do to help protect Australian wildlife wherever possible, as well as protect our agricultural industries, our local communities and, importantly, our national economy. States and territories will continue to undertake activities on the ground and manage the impact of the H5 bird flu, including obviously in South Australia. This work is now backed up by more than $24 million in funding from the Australian and state and territory governments, which is in addition to our government’s $113 million that has supported the preparedness and response capabilities. I do want to reiterate at this time there is no evidence of any detection in our poultry or agriculture systems and that the risk to human health remains low. I also want to take the opportunity to thank Australians again for the work that they’ve done in being the frontline of our biosecurity system over the last few weeks in reporting dead or sick birds and remind people to avoid contact of dead and sick birds or animals and record what you see and go to birdflu.gov.au to report it. I’ll now hand over to Minister Watt to talk a bit more about wildlife.

MURRAY WATT, MINISTER FOR THE ENVIRONMENT AND WATER: Thanks, Minister Collins. And thanks for your terrific leadership of the response to this, along with, of course, our officials, who you’ll hear from shortly. As Minister Collins has stated, we now do have confirmation of the first mass mortality in native wildlife in Australia. That is, of course, very sad news, but it’s not unexpected, and it very much reflects the international experience when it comes to H5 bird flu. There’s no doubting, as we’ve been indicating for some time, that H5 bird flu does represent a serious threat to Australia’s native species, and I want to level with people – this is the beginning of what is likely to be a long, difficult journey in terms of the impacts on wildlife, but it is one that we are well prepared for. The overseas experience has shown that we can’t stop the spread of H5 bird flu among birds or among mammals. The reality is you can’t stop native and wild birds flying around, and you can’t stop wild animals moving around. And that will mean more mass mortality events like the one we have now seen. What we can do and what we have been doing is build up the resilience of the populations of our native birds and mammals. That’s what we’ve been doing over the last two to three years, investing in those populations to make sure that they are as strong as possible for impact of H5 bird flu when it inevitably arrived here in Australia. Like Julie, I want to thank the states and territories who’ve been very active partners to date. They’ve responded very swiftly to the detections that have been found and they’re leading the response activities on the ground. As Julie has mentioned, we had a very productive meeting of agriculture, environment state and territory ministers with ourselves on Friday, and I think that’s important to keep up that communication to make sure that we’re all on the same page, which we absolutely are. As Julie has indicated, we’ve now activated the national management plan for H5 bird flu, and that has triggered the release of another $24 million shared between the states, territories and Commonwealth, and that, of course, builds on the $113 million that the Albanese Government has already invested to make sure that we are as prepared as possible. Finally, can I just remind and reinforce that overall message to the public – avoid contact with birds and mammals that appear to be infected. Record what you see and report that. That’s the best way that we can work together to respond to what is a very serious event. Thanks very much, and we’re all available for questions.

JOURNALIST: Minister Collins, are you concerned that this detection near the Monarto Zoo in South Australia could be a harbinger for the spread to the poultry industry? There’s a lot of farms in that region.

COLLINS: Well, obviously we are concerned about the impact that this will have right across the country, which is why we’ve invested so much in preparedness. And we will, as we’ve been upfront, expect to see now increased numbers of infections. But certainly we have invested particularly with zoos and aquariums right across the country in improving – including funding some infrastructure and some of their systems to improve their biosecurity, particularly to protect threatened species. I don’t know if our Chief Vet or Fiona would like to add a bit more?

DR FIONA FRASER, THREATENED SPECIES COMMISSIONER: Certainly, Minister, yeah. Part of our preparedness response for Australia’s birds and mammals has been to invest in facilities which breed threatened species – threatened birds and threatened mammals – for conservation purposes. So there’s about 5 million in investment all around the country protecting around 31 different threatened species. That includes the Monarto facility, which has received biosecurity upgrades to keep them – keep wild birds away from those facilities but also to keep water sources fresh and clean so they can’t get infected. And that facility includes species such as the greater bilby and several other species – I’ll just look those up in a moment – but the greater stick-nest rat, numbat and others at that facility which are being protected through those funds. Thank you.

JOURNALIST: Minister Collins, we’re coming up to the migratory bird season. How concerning is that? Could we expect a tsunami of cases during that season?

COLLINS: We would certainly expect to see an increased number of infections during that period, absolutely. We do know that when birds come nest together that we will see an increased number of infections because it is a highly contagious disease. Again, I don’t know if either Fiona or our Chief Vet would like to add to that.

FRASER: Over the coming months we will expect to see many, many millions of migratory bird species arrive in Australia. Many of them are not nesting birds, but many of them, such as our shearwaters, are. So these birds congregate in large numbers. Many of them are in places like along – not that far from Monarto, such as the Coorong area in South Australia, which are critically important habitats for these birds. They don’t breed there; they’re called staging grounds, so they spend their time feeding and fattening up so that they can take that enormous journey back to the Northern Hemisphere. So we expect many of those birds will be arriving soon – it’s like clockwork every year – for some of those species. And where they congregate in numbers mixed with other bird species in Australia which may already be infected, there is absolutely increased risk of transmission and further mortality events.

JOURNALIST: Now that the disease is here, is there any hope of eradicating it, or is it basically it’s endemic, it’s here to stay?

COLLINS: So our experts provided advice and accepted that it was not able to be eradicated when it comes to Australian wildlife. And I reiterate that we have no evidence of it being in our poultry or agricultural systems at this stage. They are two separate things in terms of wildlife versus our agriculture system.

JOURNALIST: So [indistinct] is this escalation in numbers right now, what bird species are involved?

COLLINS: So my understanding is that they are the greater crested tern and there’s also some silver gulls. I’m not sure about whether there’s any other species that have been reported at this time. Obviously we’re doing our very best to be as transparent and as upfront with the Australian public at every step of the way at the earliest opportunity, which will sometimes mean we don’t have quite the level of detail that you might seek. I don’t know if our Chief Vet has any more in terms of the types of birds

DR BETH COOKSON, AUSTRALIAN CHIEF VETERINARY OFFICER: The mass mortality event that has been reported has involved the greater crested terns. What I would say is that our efforts as we’ve enhanced surveillance across the board since the first detections on the 20th of June have included the testing of a lot of different species. So that testing is ongoing. And so far we have confirmed in the Australian resident birds the silver gull and the crested terns. But, as I said, we have been testing through our state and territory jurisdictions leading the responses a lot of different types of birds. That will continue and we could predict that as we see more infection and more spread that we may see other species affected as well. But at this point we haven’t seen that.

JOURNALIST: Will you publish a full list of at-risk species, and is confirmation of cases in seagulls worrying given their proliferation and the risk of spread?

WATT: Sorry, just to the first part, Tom, yes, we will be publishing a list of species most at risk. We expect to do that imminently. That has involved a bit of work, obviously, to work that through, but that will be published imminently. Sorry, the second part?

JOURNALIST: Seagulls, they’re everywhere. Is that particularly worrying?

WATT: I mean, I’ll pass to one of the actual experts in a moment, but, I mean, the way to think about this, I think, is that to my knowledge every bird species is at risk here. So, yes, seagulls are a risk. They are obviously widespread around the country. And, you know, I think what’s changed in the last couple of days is not an explosion in the numbers overall but, first of all, we saw that transmission locally a few days ago. What we’ve now got is a mass mortality event. It is likely we are going to see more. And that’s why, I guess, we are out here explaining that to the public and talking through what we can all do about that. But if anyone wants to add anything on seagulls, yes.

JOURNALIST: Ministers, is it inevitable then that it will spread into the agricultural and the poultry sectors?

COLLINS: Well certainly we’ve been learning from the experiences overseas. We have invested and worked really closely with our agriculture, particularly our poultry sector in terms of improved and increasing biosecurity to do everything we can do to keep it out of our agriculture system. But you do tend to see spillover impacts across the globe when it comes to the H5. Australia, of course, has been very successful with the two H7 incursions in the past few years in eradicating those. So certainly we’ve learnt a lot from that, and we have improved our biosecurity systems when it comes to our poultry and our meat – chicken meat producing. I don’t know if Dr Cookson would like to add anything to that.

COOKSON: As the Minister has explained, a key focus of our preparedness for the last couple of years has been to work with the poultry production sector so that they are well prepared in terms of the types of enhanced biosecurity that will help to prevent spillover from wild birds into poultry production systems. But as the Minister has explained, during what we’ve seen happen globally, as we do get increasing infections, that risk obviously changes and increases. There is very active engagement with the poultry production sector at the moment to make sure that they’re very well informed of the risk. And part of the ongoing surveillance and monitoring approach will be so that we are well able to determine where new cases are and be able to provide that advice as the risk changes.

JOURNALIST: Minister, how is the outbreak tracking compared to – obviously you’ve been preparing for this for a while. Is it spreading faster than you anticipated?

COLLINS: Well, in lots of overseas countries certainly their first H5 infections, some of them the first time they noticed was when it got into the agriculture system or when they had mass mortalities. So Australia has certainly learnt and we’ve detected it much earlier, which has given local industry and local wildlife people an ability to say, “Okay, it is coming here now. Let’s be as prepared as we can, let’s boost that biosecurity.” And certainly we have been working with industry and with sectors over many times. We’ve practiced these scenarios. So we’re as prepared as we can be.

JOURNALIST: Is it unfolding as expected in terms of numbers that you’re seeing this far into the outbreak?

COLLINS: Well, I’m not an expert in that. I don’t know if one of our experts who are here with us wants to talk about overseas experience versus Australia. Beth?

COOKSON: I would say yes, this is what we expect. In fact, I think, you know, we did have the number of individual migratory seabirds over the course of the first four or so weeks. It probably took a little bit longer than we would have expected to see some of that localised spread occurring. And now that we’ve got that localised spread, this is following a fairly predictable curve in terms of the number of infections, particularly during a period of year as we might start to see birds start to congregate more. We know that when birds and other animals congregate that’s where we get more risk of circulation of the virus and onward spread.

JOURNALIST: Minister Collins, what’s the government’s plan to deal with vast mass mortalities? Do we have personnel to pick up dead birds? Obviously there have been concerns that states and territories don’t have the funds or people to manage this crisis.

COLLINS: Well, obviously we have been working with the states and territories in terms of their response on the ground. Obviously states and territories are the first line of defence on the ground. We continue to do that and work very, very closely with them. We have well-established protocols in terms of funding arrangements for biosecurity incursions here in Australia. We do have one established for the H5 bird flu, so we have been working with states and territories for just these types of scenarios.

JOURNALIST: But what’s the specific plan for managing –

COLLINS: Well, it will be based on evidence and advice about what is the best thing to do in terms of some of the, you know, dead animals and dead birds that may be on shore or wherever they may be located. And certainly we’ll take the experts’ advice. Sometimes the advice is to bury it or to remove it. Sometimes it’s best to leave it where it is. So we’ll be taking the expert advice and working with states and territories and local government on what that looks like. I don’t know –

JOURNALIST: Ministers –

COLLINS: Sorry, I just don’t know whether Dr Cookson wanted to add anything to that?

JOURNALIST: Ministers, you mentioned that meeting on Friday of the environment and ag ministers and the continued collaboration. How regular will that be? And in that discussion you mentioned the national economy. Have you got a dollar figure on the impact if this does get out and there is mass mortality in all states?

COLLINS: Well, as I said, we’ve obviously already invested over $113 million in preparedness and responses to make sure that we could activate them, particularly working with states and territories. We have well-established frameworks in terms of funding incursions for biosecurity incursions that are already in place in terms of the H5 bird flu and other types of biosecurity incursions into Australia. They’re on a cost-sharing basis. And obviously it will depend on what this spread looks like and, you know, whether or not it does get into agriculture systems, its impact on wildlife. And we continue to work with the states and territories and the industry and with our experts as it unfolds right across the country.

JOURNALIST: But what is the worst-case scenario? Have you got a dollar figure on that?

COLLINS: Well, we’ve seen from overseas that it does vary hugely depending on the incursion and whether or not it gets into the agriculture systems and whether or not they’re able to eradicate it from them. So to give you an example, our H7 incursions cost the government working with industry around $110 million.

JOURNALIST: Minister, [indistinct] bird flu inland, what’s the risk of spreading in the outback where there’s breeding underway after floods earlier this year?

COLLINS: That is an expert’s question to answer. Fiona.

FRASER: There is a risk, of course, that now this is moving in local wildlife and some of these wildlife, including seagulls, as you would be aware, are very widespread across all Australian states and territories. They are found mostly along the coast but can also move to inland areas. But we do expect that this disease will now spread to other species which can also travel long distances. So there is a risk that this disease can move to inland areas, including important wetlands across Australia. So that is a key part of that. We cannot prevent that happening, as we’ve made very clear. And we cannot stop mortality events at those wetland areas. But we can do that work to build resilience. And so that is – those key wetlands across Australia have been prioritised for resilience work so that we can have healthier populations of those native species in those areas. That includes activities such as habitat enhancement, water management but also the removal of invasive predators, in particular. That includes animals such as pigs, foxes and feral cats to best manage these pressures that these birds species face at the moment.

JOURNALIST: If I can ask the experts as well, looking to the future of this, it sounds like it can’t be eradicated in wildlife. It might be able to be managed in poultry farming. Long term, is this something we live with? How long will that take? What is actually the future of this?

COOKSON: Certainly the experience that we have seen overseas is that this is a disease that they have been dealing with for a long period of time – in many cases since about 2022 when this strain started to spread more rapidly around the globe. What we can’t predict is exactly what it will look like within the Australian context. We do have unique fauna. We have got unique geography, and so whilst we can do the best that we can with learning from the overseas experience – and that’s exactly what we’ve done in terms of our preparedness – our focus will be on now monitoring where that spread is occurring and mitigating the impacts as best we can. The response that we are working to at the moment is looking to make sure that as far as possible we’re identifying those sites and populations where risks can be reduced. And we’ll continue to do that into the foreseeable future. We’re also very well engaged through our local jurisdictions, state and territory governments, who are engaging with local governments, they’re engaging with the local community to make sure that in those locations they’re well prepared to live with the bird flu and to adapt to this situation.

JOURNALIST: Is there any advice for people around feeding of birds?

COOKSON: I mean, at the moment, we would be encouraging the public to sort of not encourage situations where there might be greater aggregations of wild birds. That’s certainly one context where the disease could spread further. But I would remind the Australian public that at the moment we do have localised spread within one region within South Australia, and certainly as the response efforts go on our attention will turn to being able to identify where the disease has spread to so that there can be appropriate precautions put in place in those specific locations.

That might also see – mean that there’s a change in the way that we’re triaging and testing the number of birds that are being reported. As we find out that it’s in a new location we will not necessarily continue to test in that location; our efforts will be focused on identifying when it’s moved to new areas.

COLLINS: The other thing I would say is that birdflu.gov.au has a lot of advice for people on it in terms of local responses and things that people can do.

JOURNALIST: How many reports have we had to the dedicated hotline, and have you been satisfied with the level of engagement by the community?

COLLINS: Yes, I’ll just get an updated number. When I checked on Friday it was over 11,000. Over 11,000, and there’d been hundreds of tests undertaken – I think just over a thousand tests when I got the last advice.

JOURNALIST: You spoke before about housing arrangements for poultry farms. There’s quite strict laws in a lot of jurisdictions around the labelling and sale of eggs. Does that – do those housing orders affect, you know, what is a free range egg, what is a barn laid egg, that sort of thing? And do you have any advice for people who have backyard chickens?

COLLINS: So, I’ll ask Dr Cookson to add to that, but certainly in terms of the housing orders, we have been working with the ACCC, and it is states and territories that will determine – so this is when people are asked to bring their laying hens inside. So the housing order decisions are based on evidence and advice and the states and territory will make those often on the basis of local locations where there is a high level of infections. And we work with the ACCC in terms of how long that can be and in timing of it in terms of the labelling.

JOURNALIST: Minister Collins –

COLLINS: Sorry, did you want to add anything, Dr Cookson?

COOKSON: Yeah, the advice that we’ve got for backyard chicken owners is to enhance biosecurity. It’s messaging that we have been providing sort of as we’ve seen H5 bird flu arrive in Australia. There’s some really good information available on birdflu.gov.au about what that might look like. Essentially it’s about minimising contact between wild birds and backyard chickens, stopping that mingling, including contamination potentially of food and water sources and also making sure that there’s good hygiene when, you know, handling birds, washing hands in between and the like and preventing – having some quarantine periods before introducing new chickens into the flock.

JOURNALIST: Just on the hit that this could have to the national economy, are you satisfied that the current funding package of about $130 million plus is sufficient given the previous H7 incursion, the cost of that? And also the Invasive Species Council is calling for a 200 million resilience package. Will you consider funding that?

COLLINS: Well, as I said, we continue to work with states and territories on the response and what is required. So we’ve unlocked money and funding immediately. As soon as we had the confirmation that there was local transmission that unlocked the funding in terms of the agreement that we have with the states and territories. These are long established protocols and ways that we fund biosecurity incursions in Australia, and this is the same funding arrangement.

JOURNALIST: So more funding could be on the cards if the spread continues?

COLLINS: We’ll continue to work with our colleagues, obviously, and with states and territories in relation to what is required. I don’t know if Minister Watt wanted to add anything.

WATT: Yeah, we will have to go. I mean, as Minister Collins has said, we have continued to unlock further funding as this has progressed with the most recent announcement being last week around that $24 million. But in my side of the portfolio when it comes to wildlife, even in the last week we’ve also allocated further money for the eradication of feral cats on Kangaroo Island. That is – was done for a number of reasons, but including for bird flu prevention – or not so much prevention but resilience. So, you know, we’ve shown a willingness to keep working with states and territories. We’ll always take the expert advice as we move forward. Okay, thanks all.

The number of confirmed H5N1 detections in wild birds in Australia has more than quintupled in a little over a week, rising from 20 on July 27th to 102 today (Aug 4th).

Most of this increase has come from the state of South Australia, where the first mass mortality event (in birds) has been confirmed.​

Two quick updates this morning from the Australian Authorities, first this from DAFF.

Attributable to Australian Chief Veterinary Officer, Dr Beth Cookson:

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has confirmed further positive results in South Australia, bringing the total to 81 in South Australia. This includes detections in Limestone Coast (Southend, Robe and Baudin Rocks), Kangaroo Island (Harriet River, Seal Bay, Vivonne Bay and D’Estrees Bay), Coorong, Glenelg, Troubridge Island and The Pages Islands. It also includes 6 from Baudin Rocks, comprising 5 greater crested terns and 1 silver gull.

The Baudin Rocks detection follows an investigation into over 80 sick or dead wild birds, and is the first confirmed mass mortality event in wildlife in Australia due to H5 bird flu.

In line with overseas experience and recent events within Australia, a mass mortality event is not unexpected. It follows evidence of some local transmission between a smaller number of wild birds in South Australia.

There has also been one further positive result from Portland in Victoria at this stage, through testing at its state laboratory.

There have now been 102 confirmed or presumed positive detections of H5 bird flu in Australia, based on samples tested. With the mass mortality event at Baudin Rocks, not all sick or dead wild birds were sampled as this is not necessary to determine whether the event was due to H5 bird flu.

There remain no detections in poultry or in our agricultural production system.

The risk to human health remains low.

And from SA state authorities we get:

South Australia’s first confirmed detection of H5 bird flu was in a wild migratory bird (southern giant petrel) on Wednesday, 24 June at Knights Beach at Port Elliot on the Fleurieu Peninsula.

Further confirmed detections include:

  • a giant petrel (8 July at Hardwicke Bay, Yorke Peninsula)
  • a southern giant petrel (10 July at Emu Bay, Kangaroo Island)
  • a northern giant petrel (10 July at Port Vincent, Yorke Peninsula)

Given the limits of surveillance and testing, the real number is likely much higher, potentially in the thousands by now. For now, all detections have been in migratory or native seabirds, but how long that status quo can continue remains to be seen.

H5 bird flu: current situation


Seven cases of H5 bird flu have been confirmed in Victoria. Preliminary testing over recent days on samples from the Portland and Nelson area has identified an additional 33 suspect cases which are now undergoing confirmation testing at CSIRO’s Australian Centre for Disease Preparedness.

The first case was confirmed in a greater crested tern at Portland on 30 July.

The confirmed cases are all in greater crested terns: five at Portland and two at Nelson Bay.

Cases of H5 bird flu, also known as H5 high pathogenicity avian influenza, have previously been confirmed in Western Australia, Queensland, South Australia and New South Wales.

There remains no H5 bird flu detections in poultry or other livestock in Australia. The risk to human health of H5 bird flu remains low. There are no movement restrictions in place for poultry or birds in Victoria.

Overseas, this strain has caused severe disease and high death rates in poultry, wild birds and other wildlife. Human cases are rare and the virus does not spread easily between people.

Understanding the risk to native species

Most Australian animals are found nowhere else in the world. This means the potential impacts of H5 bird flu are hard to predict.

All birds and mammals are at some risk of H5 bird flu. We have developed a H5 bird flu risk analysis to better understand the potential impacts of the virus on our native birds and mammals. The analysis is also used to identify high risk sites where most at-risk species occur in higher numbers. It has been co-developed with leading bird and mammal experts from BirdLife Australia and Charles Darwin University.

This information is guiding planning and action underway across Australia to prepare for the potential spread of H5 bird flu.

We are leading the work in partnership with:
  • state and territory governments
  • key conservation organisations.
By identifying species which may be most impacted by an outbreak, we can:
  • focus efforts to safeguard our most at-risk species as effectively as possible
  • support their recovery.
The analysis complements other sources of information informing our biodiversity preparedness and resilience work. This includes:
  • AviFluMap(external link) developed by Deakin University with BirdLife Australia and Wildlife Health Australia
  • scientific literature
  • additional susceptibility and risk assessments undertaken by a number of jurisdictions
  • local and cultural expertise and values.
The analysis represents our current understanding of Australia’s native species. It is based on the best available information and insights from overseas experience. We recognise that predicting potential impacts will almost always have uncertainties. It is especially challenging to apply findings from species exposed to H5 bird flu overseas to the very different species found in Australia.

Calculating risk


The analysis estimates relative risk of species level impacts from H5 bird flu.

Risk is defined as the predicted national population decline of a species in the event of an outbreak considering:
  • susceptibility
  • vulnerability.
Susceptibility includes factors that influence the likelihood of infection with H5 bird flu and local-level impacts to a species. For example:
  • habitat
  • species ecology
  • behaviour
  • impacts experienced by similar species overseas.
Vulnerability of a species refers to the factors which may predispose a species to a higher risk of national-scale impacts. This is assessed by:
  • national conservation status (listing under the Environment Protection and Biodiversity Conservation Act 1999)
  • if the species has a restricted range and/or a small national population size.

  1. Identifying factors that may affect potential susceptibility and vulnerability of a species (outlined below).

  • Includes marine, wetland, saltmarsh and other aquatic environments.
  • Species in these environments may be more likely to be environmentally exposed to H5 bird flu (as it is transmissible in contaminated water).
DietTo what extent do animals scavenge or predate on birds and mammals, or is the species a kleptoparasite (steals food from others)?
  • Carnivorous and scavenging species may consume infected animals, increasing their exposure risk.
Group sizeTo what degree does the species occur in larger groups, including with other species?
  • Larger aggregations of species may increase the risk of spread to more of the population.
Dispersal distance (mobility)What is the distance an individual may move within a year?
  • Species that travel further and visit more places may have a higher probability of encountering infected individuals and spreading the virus.
Population connectivity (for mammals)Does the species occur as a continuous uninterrupted population?
  • The risk of spread of H5 bird flu may be higher in continuously distributed compared to discrete populations
Reproductive rate and mating behaviourWhat is the reproductive rate of the species?
  • Captures number of offspring, breeding frequency, and time to maturity.
  • Species with lower reproductive rates may take longer to recover from population loss caused by H5 bird flu and be at a higher risk of extinction.
EndemismWhat proportion of the global population occurs in Australia?
  • Endemic species (those that are only found in Australia) are at higher risk of extinction as there are no other populations in the world. They are also less likely to have immunity to H5 bird flu.
PrecedenceDoes global evidence suggest the species may be susceptible and highly impacted by H5 bird flu?
  • Where information is available, looking at cases overseas and looking at similar species in Australia can help to predict potential impacts.
  • Incorporates phylogenetic analysis for birds by Deakin University (AviFluMap(external link)).
Vulnerability factors
Conservation statusIs the species listed as threatened (critically endangered, endangered or vulnerable) under the EPBC Act?
  • Threatened species have smaller populations and may be at a higher risk of extinction from H5 bird flu.
Range and (estimated) population sizeIs the species globally restricted to a single location, in any key life history stage (e.g. breeding) or wide-ranging and with a larger national population?
  • Small or geographically isolated populations may be at higher risk of extinction from H5 bird flu.
  • Wide ranging species with larger populations may have greater resilience to extinction.

Understanding risk


The analysis provides a national risk score for H5 bird flu. This is determined by the combination of:
  • how susceptible to infection a species is predicted to be based on ecological factors, and likelihood of local level impacts
  • a species’ pre-existing vulnerability to national-scale impacts.
Some species may be both highly susceptible and highly vulnerable. They will have an elevated national risk. Other species may be highly susceptible and at high risk of local level impacts but will be less vulnerable to extinction at the national scale. While the analysis considers risk at a national level, some populations of a species or sites where a species occurs may be at higher risk of local level impacts.

Examples


Common species that are highly susceptible, like the Australian pelican, could be significantly affected by H5 bird flu.

In the event of an outbreak, communities may see populations of these species impacted in their local area. Such species may also face long term population setbacks. However, species like the pelican, which have large populations and occur widely across Australia, are expected to be at a lower risk of extinction at the national level.

The pelican has very high susceptibility based on:
  • global evidence of similar species being highly impacted
  • its grouping behaviour means it congregates with other susceptible birds
  • its diet – while pelican primarily eat fish, they may occasionally eat other animals including smaller birds
  • high dispersal, so may have a greater chance of encountering (and spreading) H5 bird flu.
Vulnerability


The pelican has low vulnerability based on its:
  • wide distribution
  • large national population
  • conservation status of not threatened.

In the event of an outbreak, threatened species susceptible to H5 bird flu are at higher risk of being pushed towards extinction. These species are often already in decline and facing other pressures. They may have small populations or only live in one or a few places. These factors can put them at a very high or extreme risk. The Christmas Island frigatebird has extreme susceptibility based on:
  • its diet – the Christmas Island frigatebird is a kleptoparasite and can steal regurgitated food from other susceptible seabirds. It sometimes predates on eggs and chicks of other seabirds.
  • it breeds in colonies in marine environments
  • extensive dispersal, so may have a greater chance of encountering (and spreading) H5 bird flu
  • has a low reproductive output.
Vulnerability


The Christmas Island frigatebird has high vulnerability as it:
  • has a national conservation status of ‘endangered’
  • only breeds in one location.

  • its carnivorous diet, which may occasionally include birds
  • breeds in colonies

  • low reproductive output.

While not unexpected, overnight CSIRO has reported the first Australian land bird - a Magpie from Victoria - has been confirmed infected with HPAI H5N1. This is their first non-seabird report since the virus was confirmed in June.

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has confirmed a further 16 positive detections in Victoria, 14 greater crested terns, one silver gull and one magpie. All of these birds were found in the vicinity of Portland and Nelson.

There have also been 6 further confirmed positive detections in South Australia, all in greater crested terns. This includes 1 in Beachport, 1 in Port Vincent, 1 at Pullen Island Port Elliott, 1 in Kangaroo Island,1 in Southend, and 1 in Pelican Point in the lower south east.

There have now been 123 confirmed or presumed positive detections of H5 bird flu in Australia, based on samples tested.

There remain no detections in poultry or in our agricultural production system.

The risk to human health remains low.

While tests are pending, local media is also reporting on a dead seal pup which washed up on the beaches of Warrnambool on Victoria's Southwest coast.
There are, of course, other possible causes of death, but recent events make H5N1 a distinct possibility.​

As of 11am AEST, 6 August 2026, Australia has 123 confirmed detections of H5 bird flu in wild birds.

  • 10 in Western Australia (WA)
  • 87 in South Australia (SA)
  • 2 in New South Wales (NSW)
  • 1 in Queensland (QLD)
  • 23 in Victoria (VIC).
This is the serious H5 bird flu strain that has been circulating globally.

There have been no detections in poultry or the wider agriculture industry.

The Consultative Committee for Emergency Animal Disease (CCEAD) has reviewed its previous advice and endorsed a framework on national poultry biosecurity measures that will commence from 31 July. Under this framework, state and territory governments are responsible for issuing advice on biosecurity measures using a risk-based approach.

State and territory governments are responsible for surveillance and response activities on the ground. They are actively working with industry to provide guidance on implementation of enhanced biosecurity measures, as appropriate. Find out more about bird flu in your

Australia: Bird Flu Detection in Birds Rises (n=175) - Victoria Releases Poultry Housing Requirements

While there are still no reports of HPAI H5N1 in poultry in Australia, the number of wild (local & migratory) birds confirmed infected continues to rise (n=175), with South Australia and Victoria leading the pack.



Overnight Victoria has announced an initial 14-day mandatory housing order for poultry in specified regions of the state. From their Agriculture Facebook page:

A housing requirement is now in place for poultry flocks of 50 or more birds along the south of the state for an initial 14 days following recent detections of H5 bird flu.

Poultry owners in these areas must house their birds or otherwise prevent contact with wild birds wherever practical.

Housing poultry is an additional risk mitigation option aimed at reducing exposure of poultry to infected wildlife. Wild birds are a known source of H5 bird flu.

Stringent biosecurity practices remain essential. If you notice unexplained illness or deaths in your birds, report it immediately to the Emergency Animal Disease Hotline on 1800 675 888.

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has confirmed a further 32 positive detections in South Australia, 29 greater crested terns (12 at Port MacDonnell, 10 at Beachport, 1 at Robe, 1 at Carpenter Rocks, 1 at Cape Jaffa, 3 at Seal Bay on Kangaroo Island, and 1 at Port Elliot) and 3 silver gulls at Southend on the Limestone Coast.

There have now been 155 confirmed or presumed positive detections of H5 bird flu in Australia, based on samples tested.

There remain no detections in poultry or in our agricultural production system.

The risk to human health remains low.

Due to growing concerns, the Royal Adelaide Show - which is similar to a State Fair here in the U.S. - has announced the cancelation of all poultry, pigeon, and birds exhibits in their upcoming 9-day run (5–13 Sep).


Ten days ago we looked at a preprint by Raina MacIntyre et al. (HPAI H5N1 risk in Australia: a model for the prediction of poultry outbreaks) which included a map showing current HPAI H5 detections overlaying poultry production zones.​

While enhanced biosecurity can help reduce these risks, even countries with decades of experience dealing with HPAI continue to struggle to keep this deadly virus out of commercial and backyard poultry (see Front. An additional 10 positive detections have also been confirmed in Victoria. These were all from greater crested terns in south-west Victoria and Clyde in south-east Melbourne.

There have now been 215 confirmed or presumed positive detections of H5 bird flu in Australia, based on samples tested.

There remain no detections in poultry or in our agricultural production system.

Testing at CSIRO’s Australian Centre for Disease Preparedness (ACDP) has confirmed a further 28 positive detections in South Australia.

The new confirmed cases are all in wild seabirds, including 15 greater crested terns from the Limestone Coast (5 at Robe, 4 at Port MacDonnell, 2 at Beachport, 1 at Southend, 1 at Pelican Point, 1 at Cape Douglas, and 1 at Eight Mile Creek); 11 greater crested terns on Kangaroo Island (3 at Haines, 6 at Seal Bay, 1 at Penneshaw, and 1 at Vivonne Bay); and 2 silver gulls on the Limestone Coast (Port MacDonnell and Robe).

There have now been 203 confirmed or presumed positive detections of H5 bird flu in Australia.

There remain no detections in poultry or in our agricultural production system.

The risk to human health remains low.

Thus far, no poultry, livestock, or marine mammals have been detected with the virus on the Australian mainland.

The New South Wales government has confirmed the state's first cases of H5 avian influenza in Australian native birds.

Jane Bennett is the state's acting chief veterinary officer. She told the ABC the area where the birds were found came "out of the blue" due to how far away it was from previous detections.

"The one at Wentworth, which is down on the Murray, is quite some distance from the coast and these birds aren't naturally found that far from the sea," she said.

"So, an unusual sight and also the furthest inland that we've had a detection at this point.

"The one down on the south coast, down near Narooma, that's quite some distance from any previous detections."

It was a concern shared by Jack Gough, CEO of the Invasive Species Council, who described the finding at Wentworth as a "really big development" with major implications for the Murray-Darling Basin.

"It's the first time we've got [bird flu] really far inland in Australia," he said.
